'~he Game ,ardens ~ade their reports for the month of April, 1945, on ~:ctivities 6urlng the month. This day certain interested citizens of Chesterfield Oounty came befo.re .t..his. Bgard and caused this Board to be further informed that the City of Richmona, Mzrglnza, I is proposing, to e~tablish an airport in Ehe ares of the County bounded generally [ by the Cogbill Road on the South; Hopkins Road on the East.; on the West by properti~ s lying on the eest and west of State Eoute #10; and on the North by properties lying south of Falling Creek; all of which bounds are short on Plat of the Department of r~blic Work~, Richmond, Virginia, and known as drawing No. 0.7650, Project No. 5184. Upon consideration whereof, and on motion of J.G. Hening, it is resol,.ed that it is the sense of this Board that protest be, and the same is hereby made, to the City Council of Rich$ond, Virginia, establishing an airport in the area proposed. ~d be it further resolved, that copies of this resolution be certified to the City Council and to its Finance Committee. And be it further resolved that M. A. Cogbill, Co~m~onwealth's Attorney, be, and he hereby is directed to appear before the said City Council of the City of Richmond a~:d such committees of said Council as may be necessary in behalf of this Board in protest of the establishment of an airport in the area proposed. This day the matter of establishing an airport in Chesterfield County was very thoroughly discussed, and there appeared before the Board a delegation protesting the location at present proposed. ¥,hereas, it is the belief of the Board of Supervisors that the eatablishment of air. ports is necessary for future development of transportation, and Whereas, Chesterfield County being adjacent to the City of Richmond, it is believed that a practical location could be found in Chesterfield County for the location of an airport to serve Richmond and ~icinity Now, Therefore, on motion of R.T. ~oyne, ~t is resolved that a Committee be appoin~ d from the Board of Supervisors of ChesterPield County to confer with the officials of the City of Richmond and endeavor to assist them in locating a site for sn airpo ,t in Chesterfield County which will be approved by the citizens of the County. And be it further resolvedthat the Committee recommend to the officials of the City of Richmond that a location be chosen in ths area bounded on the east by Route ~10; on the North by Route F643; on the West by Rt. 651, and on the South by Rt. 652. Whereupon, the Chairman appointed as this Committee, Mr. WI A. Homer and Mr. J.G. He ning. 1 Fund This day Mr. E. S. H. Greene, Supt. of Schools of Chesterfield County, appeared before the Board stating that the recent session of the General Assembly had appropriated certain monies for increase in the State allotment for teachers' salaries and that the sum would be approximately $24,000.00, and while this Bill had not been signed by the Governor and become a law, but it was expected it soon would be, and he would like to be granted permission to include this in salaries of teachers in arranging contracts for the coming year. Upon consideration whereof, aI~l on motion of J.G.Hening, it is resolved that the amount of money coming in from this appropriation to Chesterfield County be e~d it hereby is authorized to be used exclusively for teachers' salaries. T~is day Mr.H.T.Coyne, Supervisor, reported to the Board that activities at the Midway A~r Port located at the intersection of Rt.1 and l0 were very annoying to citizens in the surrounding territory and at times interfered eommiderably with doncuting of funeral services in the Sunset ~emorial Cemetery. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the Commonwealth's Attorney be and he hereby is instructed to investigate the law on the control of airports and draft a suitable regulatory ordinance to improve this condition. This day the Executive S~cretary ~ad a letter from J.A~A~uderson, Commissioner, Virginia Department of Highways, relative to a survey tc be made of a proposed new road through Chesterfield County, which letter was received and filed. This day the Executive Secretary road to the Board a statement from the State of Virginia informing the County that the State ~ould bear the cost of the recent election for d~legates~td a Cor, stitutional Convention" at the per diem rate prescribed by law. Upon consideration whereof, and on motion of W. A. Homer, it is resolved that Cheste2field County should pay its election officials for this election at the same rate as for other County elections. This day the ~ater Committee made a written report to the Board concerning the e~t~bliahmont of a water system or systems in Chesterfield County. Also, recornuen that the water system now owned and operated by Mr.0.E.~arquis at CheSter be purchased by th~ County from the General Fund, or an option ~e obtained f-,~om M~. ~isrguis pending the establi.~hment of a sanitary district in Bermuda District, at which time it ~ould be taken over by tlc Sanitary District. The~e also appeared Mr. Wallace , Director of ~ater Research of the ~tate Con~ervat Commissio~, and Mr.0.E.NMrquis, owner and operator of the w~ter syste~at Chester and after a le~thy discussion and on motion of T. D. Watkins, it is resolved that the Bo~rd of Supervisors purchase from ~'.~'.0.K.Marquis for the sum of Si1,000.00 the ~t,~r syst~m now owned and operated by him in the Village of Chester; however, upon further co~sider~tion and on motion of W. A. Homer, it is ~?solved that the resolutio~ to purchase the w~ter system now o~med a:~d operated by Mr.0.K.Marquis at Chester, be, and the s~e is her~,by rescinded. ~,,hc~'eupon, and on motion of T. And be it further resolved that the ~te of payme~,t of tater from the Chesterfield ~ourthouse system be increased from $1.50 per month to $1.£0 per month to conform 2o the amount charged to consumers from other wa~er systems in Chesterfield County This day, ~£.E.S.ti½ Gre~n~, Supt. of Schools appeared b~for~ the Board stating that for a considerable length of time the School Board ~ad tried to acquire a strip of land in front of the Manchester High School, and that an agreement had been reached whereby the property could be purchased for $2,000.00, and asked permission to transfer this amount from the followi~ funds in the School Budget; $900.00 from l?d2-221a; $3,~00.00 from 19-80lb; $1,000.C0 from 19-60Ob; and $10C.C from l?el-311 all to 19-600a-Capital Outlay. ~p_on consideration ~hersof and on motion of W.',. Again the matter of a grade crossing of the Atlantic Coast Line Ry. at Port Walthall was called to the Board's attention by MroH.T. Goyne. Upon considerati, ed on ~ry whe~.eof and on motion of Mr.H.T.Gcyne, it is resolved that the Executive Secretary be end he hereby is requested to again take this matter up ¥~ith the SSate Highway end urge that the deplorable condition there be corrected at once. Again the matter cf the adoption of a ~oning 0rdin~nce for Chesterfield County brought to ~he attention pf the Beard by ~r. T. D. ~a~kins. Upon consideration whereof, and on ~otion of T.D.~,atkins, it is resolved bhat this Board set as a de~d line for the passing of a ~oning Ordinance for Chesterfield County the regular meeting of this Board in August. Whereupon, Mr.H.T.Goyne, requested that the m2eting be advertised in a newspaper having a general circulation in the County, not less than thirty (30) days prior to the meeting date. Thiz motion died for the want of a second, This day the Executive Secretary read a letter from the Shell 0il Company regarding their oipe lines crossing a dedicated roadway in Bermuda District, and submitting an easement to cover this installatio~ in the following words and figures, which on motion of H.T.Goyne, is adopted: "Whereas, Shell is the owner of certain ~remises and pipe line and termina~ i f~cilities thereon fo, r ~e,t,ransportation ~nd storage of petroleum products ~ hereinafter called Shell s property) in sai?
