This day ~r. R. Pinkney Sowers appeared before the Board representing ~r.J.M. Alle
property o~ner on the Midlothian Turnpike in Manchester District, requesting that
he be oermitted to establish a local business on a lot in the southwest corner at
the intersection of Rt. 650 and ~60, which is now zoned for agriculture. Upon
consideration whereof, and on motion of W. ~. Homer, it is resolved that the
Board of Supervisors grant the request and p~nuit Mr. ~llen to use the lot on the
southwest corner at the intersection of Rt. 650 and #66 for local business purpose
This day Miss ~.ena Warwick appeared beforo the Board complaining about the conditi
existing at a trash dump used by the 6ounty near the Hickory Hill School and reque
that some steps be taken for the immediate discontinuance of the use of this dump
and for the covering of the same, and stated that rats from this location had becc
a meaace to the neighborhood. Upon consideration whereof, and on motion of

of securing a suitable location for a dumping ground in that section of Chesterfl~

~gent, appeared before the Board stCtlng that they felt there was a need for expansion
of Home Demonstration work within the County an~ stating that if the Board of
Supervisors would go on record offering to put into the budget for 1946~¢~7 the
sum of $900.00 for the employment of an assistant Home ~emonstrtation ~gent and ttat
the Extension Division would employ such an agent as soon as one was available
and would pay the entire salary until July l, 1946, at which time all necessary
ration of the Home Demonstration Department over and above

This day, ~r. P.Rixey Jones, Oounty ~ent, came before the Board stating that
for several years lime had been distributed by the AAA to the farmers of the Count
and that a large amount had not been property spread on the land because of
in~dequate facilities for distribution, and stated that the Agricultural Departme~
had arranged to purchase a distributing body for a truck and requested that the
County purchase a chassis on which this body could be mounted. Upon considerat!
whereof, and on motion of J.G.tlening, it is resolved that the Executive Secretary
and ~Ir.H.T. Goyne, member of th~s Board, be and they hereby are instructed to
purchase a truck for this purpose., the same to be retained in the name of the
County and operated by the ~gricultural Department.

a truck for the Chief Forest ~ire ,arden and a truck to be used by the Utilities
Department in the installation of water lines.

This day the Executive Oecre~ary read a notice from Col.R.E.Cruze, District
Engineer, requesti~g~ permission to do certain work in the James River, and
on motion of H.T.Goyne, the letter is received and filed.
The Executive Secretary read notice of a public hearing from the Board of
E~gineers for Rivers and Harbors on the proposed improvement of the James River,
and on motion of H.T.GoYne, the notice is received and filed.
T~i~ day the Executive oecrete~y read aletter from the Reconstruction Finance
Corporation, stating that certain pipe lines, including the one across Chester-
field County, were for sale or lease, and the letter is received end filed.
This day tl~e Executive Secretary read a letter from the City of R~chmond, Purchasi
Agent, quoting p~ices on used sirens, which letter is received and filed.
This day the Executive Secretary read a letter from ~Ir.J.C.Perrow, requesting thai
~infree Otreet in Chester be improved,etating that he was willing to bear on,-half
the expense of such ~mprovement not to exceed $400.00 for his share. Upon
consideration whereof and on motion of H.T.Goyne, it is resolved that the Executi~
Secretary be and he hereby is directed to advise Mr. Perrow that when Winfree
Street had been graded and graveled in accordance with the Board's policy on
Subdivisions, that the Board will be glad to recommend that this street be taken
into the Oecondary Road System.

This day petitions from residents of DuPont Boulevard and Omo Road in ~mPthill
Gardens were presented to the Boar~ requesting that these roads be taken into
the Secondary System. Upon considsration whereof and on motion of J.G.
~ening, the matter is referred to the Road Committee.
This day the Executive Secretary read a letter from Mr. Ceo. C.Gregory~ stations
that he understood that the State proposed to build a new bridge eas~ of and~
near the ¢,~estham Bridge, outlini~g the condition under which the present b~i4ge
was deeded to Chesterfield County. Upon consideration whereof and on
motion of W.a. Horner, the letter is received and filed for further consideration.
This Cay the Executive Secretary submitt(~d a quotation from Remington Rand, Inc.
for a calculating machine for use in the Commissioner of Revenue's Office, which
letter was held for further study.
This day the Executive Secretary presented two applications, for permission to
establish local business within an agricultural area. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that Mr. Shirley Proffitt
and Mr.A.W.Hardy the petitioners be requested to appear before this Board
regarding same.
Whereas, at the request and upon application of the United States of ~merica
this Board close certain roads in the County of Chesterfield, Virginia, running
through the Richmond Holding and Reconsignment Poin$ Depot, certain of the
roads being closed permanently and certain other of the roads being turned over
to the ~nited States of America to be used for the period of the war and six
months thereafter, all of which is supported by resolutions of this Board under
date of September l~, 1944, October 10, 1944 ~nd two resolutions of A~ovember 14
and
,~her~eas, t~ere has been a cessation of actual combat between the United States

and its enemies, and that the reopening of Route m1602, the same being one of the
roads not permanently closed, woul~ not Jeopardize the security of the United
States Government in its defense of its lands and its property, and
Whereas, the closing of this road to the public has and is rendering a great
hardship to many citizens formerly using the same and should be available to them,
Therefore, on motion of J.G.Hening, it is resolved that the United States
Government be and it hereby is requested to immediately open Route ~1602 to the
public traffic as was contemplated in the permissive use granted to the Government
by this Board.

Oenator harry ~ Byrd, and to Representative J.¥aughan Gary for such action as
they may be advised is expedient.
~nd be it further resolved that certified copies of resolutions mentioned in
this resolution be forwarded to Senator Byrd and RePresentative J .Vaughan Gary.

This day Mr. Matt ~iltshire appeared before the Board stating that an organization
from Eichmond was plannir~ to establish a housing project, adjacent to Richmond ,
and that certain properties in Chesterfield County appeared to be desirable for
this purpose, and asked the Board to cooperate with them in this matter. Upon
ccnsider~tion wher.~of, and on motion of W.~.Horner, it is resolved that the
Commonwealth's Attorney be and he hereby is requested to v~ite for Mr. Wiltshire
and associates a letter to the Veterns Public Mousing Authorities, ~ashtngton,
D.C., stating the position of Chesterfield County in this matter, and the followin
letter was written:
"The Board of Supervisors of Chesterfield County, ¥irginla, has directed
me to write to you and to say that it has been advised that Messrs. John J.
~lcker, Jr., Allen Seville, and Matt Wiltshire, propose to form a non-profit
corporation for the purpose of providing low-rent houses for war veterans and
their familie s.
The Board understands that this housing project is to be located in
Chesterfield County, convenient to p~blic transportation to and from the City
of iilchmond, and that said non-profit corpora,rich has applied for between two
and three hundred government houses.
The County of Chesterfiela is not in a position to assume any
liability £or this property and the Board is advised that it is without
authority to provide adequate housing facilities for war veterans and the
Board is of the opinion that some i~rovisions should be made for the veterans
housing."
Whereas, by Chapter 455 of the 1942 ,,cts of the General ~ssembly of
Virginia, the County of Chesterfield, or its "designee", if such designee be a
municipal corporation, was granted the authority to institute condemnation
proceedin~.s to acquire the right, title and interest in and to the water and
land under the water in the lake on Swift Creek, known as "Lakewiew", now owned
by the Commonwealth of Virginia and the Commission of Game and Inland Fishertes;a
Whereas, the Town of Colonial Heights, a municipal corporation within said CcuntF
has by a resolution of its Town C~uncil requested this Board to r~me it as said

Now, Therefore, on motion of P.',.Covington, be it resolved by the Board of

Supervisors of Chesterfiel~ County, ~lrginia, that the Town of Colonial Heights,
a municipal corporation within the County, be, an~ it hereby is named as "designee'~
with full power and authority to institute and conduct condemnation proceedings
in the Circuit Court of this County against the Commonwealth of Virginia and the
Commission of Game and Inland Fisheries, for the acquisition of the right, title
and interest of the Commonwealth of Virginia and the Commission of Game and
Inland ~isheries in and to the water and the land under the water, in the lake on
~wift Creek, in said County, kno~Jn as "Lakeview", for the pu~rpose o.f provid.ing
a public water supply for said Town of Colonial Heights, as is granted by the
aforesaid Chapter 4~5 of the ~cts of the General assembly of Virginia of 19~2,
in manner therein provided, the designation herein made shall not become effective
unless and until the Town of Colonial Hei~hts shall agree to furnish water to the
County of Chesterfield at its purification plant at a pr~ice to be agreed upon by
the Town of Colonial Heights. an~ the Board of Supervio~rs, or if they cannot
agree then the Judge of ~he Circuit Court shall arbitra~e the question.
