Hardy appeared before the Board requesting a permit to establisl a business in an agricultural area along. Route ,v60, opposite the ~tate Police Iieadquarters. ~ Upon consideration whereof, and on motion of ~9.A. Homer, it is resolveQ that ~ir. Hardy be given a permit to establish a business in the Agricultu~ area on Route ~60, opposite the State Police Headquarters. This day Mr. M. ii. Long.., representir~ the C&P Telephone ~ompany, requested permiss to build a telephone exchange buildi~g on the Hundred Road in Chester, approximate opposite the intezsectlon of Rt. ~rl0 and Rt. 1501, which at the present time is zo! for residential uses. Upon consideration whereof, and on motion of H.To Ooy~ it is resolved that since the Board of Supervisors had a ri~.ht to grant the pernit to establish a telephone exchange within a residential area, that ~he request of th C&P Telephone Company be and it hereby is granted. Where,~s, by Chapter 455 of the 1942 acts of the Genercl Assembly of ¥irgi~zia, t[~ County of Chesterfield, or its "designee", if such designee be ~ municipal corporation, was grantee the authority to institute cond&m~a~l~n.'.proceedings to acquire the right, title, and interest in and to the water and land under the water in the lake on Swift Cree~:, known as "Lakevie~", now owned by the al on Com~onwealtk of ¥irginia and the Commission of ~ame and Inland Fisheries; and ~.hereas, the Town of Colonial Beig~hts, a municipal corporation within said County, has by a resolution of its Town Council requested this Board to nar~e it, as said "de s ignee" · Now. Colonial Reich.ts, a mun~lc.lpa~l~ corporation within this 'County, be and it hereby is nameG as "designee" with fuzz power and authority to institute and conduct condemnation proceedings in the Circuit Court of this County against the Com~onwealth of Virginia and the Commlssi n of Game and Inland Fisheries, for the acquisition of the right, title and interest of the Commonwealthof Virginia and the Co~mnission of Game and Inland Fisheries in and to the water, and the land under the water, in the lake on Swift Creek, in said County, known as "L~keview", for the pdrpose of providing a public water supply for said Town of^Colonial Hei~,..hts,~a~.is.g.rante~d.b~¥~the. afor~e?~ai~d~C~h~a~_ter 455 of the ~cts of the ~eneral ~Assem$-y o~' ~rgln~a o~' l~,~_.~n manager D~=~tll provided, the designation herein made shall not become ez~'e~zve unzess the Town of Colonial Hei~'hts shall agree to furnish water to the County of Chesterfield at its purification plant at a price to be agreed upon by the Town of Colonial Heights and the Board, and if they cannot agree then the question shall be submitted to a Board of arbitratlom, one member to be selected by the Board of SuPervisors and one member by the Town Council and the two members so selected shall select a third member of the Board of arbitration, nor shall the designation become effective and the po¥~er shall not be exercised until the Council of the To~n of Colonial tieights shall agree to grant to the County of Chesterfield the right to take raw water from the lake known as "Lakevtew". This day the ~xecutlve Secretary read a letter from ~r.J.Gordon Bennett, stating that a copy of the audit cf Cheste~.field County made by A.M.Toler & ~ompany had been received and approved by his ~Department. , Upon consideration whereof, and on motion of J.G.hening, it is resolved that the Executive Secretary be instructed to pay to ~.M.Toler & Company the sum of $?50.09 for the audit of accounts of Chesterfield County for the year endtn~ June 30, 1945. This day the Executive Secretary read a letter from ~rs. G.~,'.Dew, Secretary of the Bellwood Citizens League, requesting the Board give some consideration to the fencing of the water system at Bellwood ~!anor.
