03-28-1946 MinutesPresent: V IRC ]~-~IA: At an adjourned meeting of th~ Board of Supervisors of Chesterfield County, held at Courthouse on ~larch 28, 1946, at 8:00 p,m. he H.L. Chalkley, Chairman J. G. Hen ing H. T. Goyne W. ~. Rorner P.W.Covington T. D. ,.atkins The Executive Secretary informed the Board that this adjourned meeting was called for the purpose of considering the rezoning of a piece of property on the ~[idlothian Pike, known as the 'Sene C. Hetker" property dfrom agricultural to industrial, and stated that it hat been advertised accor lng to law and was now ready for action. Wh~,reupon the Chairma~ called upon those prese_nt to speak for or against the rezoning of this area. ,hereupon Mr. John Hindle stated .~.t was h~s plan if this area was zoned for manufacturing to establish a concrete prodnets business at this site. There were none who opposed the rezoning of this area, and upon consideration whereof, ~nd on motion of ,~. A. Homer, it i resolved that this area be rezoned from agriculture to an industrial area. This day the Executive ~ecretary stated that since the action of the Board at its m~etlng on k~rch 1~, 1946, issuing a permit to ~r. Arlan~ W. Hardy to establi h a small business on Rt. ~60, opposite the State Police t~eadquarters, there had been some objections from the citizens in that area and that Mr. Hardy had been requested not to exercise the permit and to appear before this Board of Supervisors at this meeting. Whereupon Mr. Hardy appeared represented by his Attorney Mr. Herman Cooper, who very thoroughly reviewed the case and after considerable discussion Mr. Hardy withdrew the application to establish a business and a~,reed that he wished to build an accessory building to be used as a private garage and storage house. Upon consideration whereof, and on $oticn of W. ~. Hornet, it is resolveG that the application for permit be approved. This day ~,[r. Ben. T Kinsey, Jr., appeared before the Board static' that he represented the E.I[DuPont de Nemour~ Company who h~d taken an option on certain properties in the dpper BellWood tract end that in order to establish the plant ss proposed it was necessary to acquire a ridht cf way across the subdivision known as "Bellwood Estates? and ~nqulred if it would be the policy of the Board of Supervisors to grant the vacating of this plat provided the right of way was p~rchased. Upon consideration whereof, end on motion of H.T.Goyne, it is resolved that the Dounty Engineer be and he hereby is authorized to vacate this plat upon proper application from the ~uPont Company. T~i~ day Mr. T. D. ~,.atkins stated that he felt that some policy~should be e~ta~ b~i~hed by the Board of Supervisors concerning the matter of granting zoning permits by the Board. Upon consideration whereof, and on motion of T. D. Watkins, ¼t is resolved that in the future the Board of Supervisors in considering the ~rant,ng of permits for uses in any zone under the zoning la~ of this | County which uses are not permitted in that particular zon~ without a pernit ~ from t~is Board, ~ill not grant shy such permit until after such application ! shall have been considered by this Board ~or two (2) successive meetings of this Board, v;hether regular, adjourned or special meetings. Covington, Supervisor of Matosca District for investigation and report at the me~ting of the Board on ~Pril 9, 1946. This Say the ~xecutive oecretary presented to the Board a letter from Mr.C.W. Smith, Chief of Police of Chesterfield County, requesting that the State Department of tiigh~,.ays be requested to estab~Lish a 25-mile speed zone on Rt.613 from U.S.Hi~hway ~l, eastward to the Oeaboard Airline RN. stating that he be established. Upon felt it was essential that this 25-mile spe~,d :.,one consideration whereof and on motion of H.T. oyne, it is resolved that the ,~tate Department of tiighways be and it hereby is requested to establish a 25-mile ~sp_es4 zone on Rt. 613, from U.S. ~l, eastward to the S., A. L. This Gay the ,':xecutive Secretary presented to the Board a contract agreement from ~.:r. Thcs. Bell, together with a check for -6,000.00 for the installation of a water system in Dul~ont Square, Stop 17. Upon consideration whereof, and on motion of:W. A. hornet, it is resolved that this contract agreement b~ received and that the Chairman of the Board of Supervisors be authorized to execute the same And be it further resolved that. the check for ~6,000.00 from Mr. Bell be received ann credited to the General County Fund. And be it further resolved that the sum of~$6,000.00 be and it hereby is appropriat from the unappropriated surplus of the General Fund for the installation of this water system. ~nd be it further resolved that the Ezecutive Secret~ry be and he hereby is instructed to proceed forthwith the installation of this water system. This day I~r.T.D.Watkins, Supervisor, of Eidlothian ~istrict, stated that he, Mr. l~.orner and the Executive Secretary had met with some of the citizens of Bon ~ir who had stated they ~ould guarantee at least 100 connections to a water system in Bon ~ir if the same should be installed, and at this time presented to the Board e petition signed by nearly every resident of Bon air statir~ they would connect to a water system if one was tn~talled. Upon consideration whereof, and on motion of T.D. ~;atkins, and in accordance with the policy established by this Board of ~upervisors, it is resolved that the Executive Secretary be and he hereby is instructed to proceed with the installation of a ~.'ater system to serve Bon ~ir. And be it further resolve,~ that the sum of ~16,000.00 be and it hereby is appropriated from the unappropriated surplus of the General F~nd of the County for the installation of a water system in Bom Air. This day the Executive Oecretary presented to the Bogrd a request frg.m H.N..T.er.rell, Police Officer of the County, asking that he be permitted to occupy the smal£ mouse at Camp Baker temporarily until he ~culd obtain living ~uarters. Upon consideration whereof and on motion of H.T.Goyne, it is resolved that Mr. Terrell be permitted to use the house at Camp Baker for the rent of $~5.00 per month. This day Mr.H.~.Goyne, ~pervisor of Bermuda District, reported to the Board that he had been requested to investigate the possibility of the County taking into the County ~Road System a road near Stoo ~. between the Thurston property and the $hoosmith Nursery property. UpOn c6r. sideration ~:hereof, and on motion of H.T.GoYne, it is resolved that the Executive Secretary be and he hereby is authoriz to investigate to see if sufficient right of way could be obtained for the establis .~en~ of this road, ~nd r~port to the Board at a later meeting. This dam i~r.H.T.Goyn¢, Supervisoref Bermuda District stated that he h~d bee~ requested to _x~eI~d Rt. 691 Upon ccm~ideration uhereof and on motion of H. Coyne, it is resolved that the State Depa,%ment of Hi~hways be and It hereby is requestea to i~uprove the extension of Rt. 691 for ~ distance of one-tenth of s mile, expe~ding not more than ~150.09, ch,'~rgi~c ~me to the 5ct. road lev y. This day }~r.R.T.Goyne, stated he hsd be~n ~e, uest~d to ha~'e Gill ~treet,in Chester, Rt. 1528, extended. Upon consideration wher~of, and on motion of H.T. Goyne, it is rosolved that the Virginia Department of Highways be and it hereby is requested to improve the extensioz~ of Gill Street for a distance of one-tenth of a mile, expending a sum ~ot to exceed ~150.00, and cha, rging s~me to the Zct. road levy. Upon ccnstder~:tton v:hereof, and on motion of T.~.-atkins, it is r~,olved that the Executive ~ecretary be and be hereby is instructed to proceed with the collection of all delinquent bills in Bellwood l~nor and ~ny of those who do not ~ke satisfactory a~ar~ ement~ for back bills, the water will be cut off.
