This day certain citizens of Chester appeared before the Board stating that they had gone over the p~oblems of the Village of Chester and believed the greatest concern at the present time was for the improvement of the water system now owned and operated by M~.0.K.Marquis, and requested the Board to take steps to a~quire this water system and e~tend the same to serve all the citizens of Chester, which water system could be purchased by Chester if and when Chester was i~oor- porated or a sanitary district formed there, and further requesting that a previm request from the citizens of Chester asking- the Board not to purchase this water system until investigation could be made by them, be withdrawn. Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that in accordance with the policy of this Board adopted Eovember 13, 1945, pertaining to the matter of supplying water to built-up areas of this County, that this Boar~ proceed to purchase the water system of Mr.0.K.Marquis for an amount not to exceed $1~,000.00, and to enlarge the same by extensions to said water lines to serve the commu~ity or_Chester. And be it further resolved that the Commonwealth's Attorney be and he hereby is instructed to examine the title of the water system before any arrangements have been made with Mr.O.K.Marquis. This day Mr.A.J.l~ills, Resident Engineer, Virginia Department of Highways, appeared before the Board discussing matters pertaining to road wor~ on the Secondary System. This day Mr. H.T.Goyne, called the Board's attention to the fact that he believed that advertisements in local newspapers would serve to prevent forest fires. Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the Board appropriate sufficient money to insert,.sizeable ads in the local newspapers at least once a week during fire season. ~his motion died for the wa~t of a se Fund ~per, 1 F .nd ~ond. This day the Executive oecretary presented to the Board a bill from Mr.R.Stuart RoYer, Consulting Engineer, in the amount of ,150.00 for ma~ing a survey of the proposed water system in Bermuda District, and on motion of J.G.Hening, the bill is ordered to be paid. ~his day the Executive Secretary read a report from the Department of Highways, showing ten~ative allocations for the expenditure of funds esttmsted to be available for the Primary System for the fiscal year 1946-'47, and the report is re, and filed. This day the ExeCutive Secretary read a letter from Gen. James A. Anderson, Commissioner of Highways, together with a copy of a letter written to Mr. L. L. Johnson, President U.S. ~1 Highway Assocition, regardtn~ the improvement and/or relosating Rt. ~l through Chesterfield County, which letters are received and filed. This day the Executive Secretary read a letter from Mr.Wm.~,right, Chairman, Virginia Conservation Commission, regarding SwiZt Greek Recreational Park, which letter was received and filed. This day the ExecutiVe Secretary read a letter from the Hon. Lloyd 0. Bird, relative to changing the name of theSwift Greek Park ~hen it is formally taken over by the State, which letter is received and filed. This day the Executive secretary read a letter from Brig. Gen. R.O.Crawford, together with a letter from Hon, J.Vaughan Gary, regarding the reopening of Rt. 1602, and the letter s are received and filed. The Executive Oecretary read a letter from A. M.Tole= & Company requesting that his Ocmpan~ be considered to serve as auditors for records of Chesterfield Oo,,~ty for the fiscal year ending June ~0, l~A6. Upon consideration whereof, and on motion of J.G.Hening, it is resolved that the contract for auditing the records of Chesterfield County for the fiscal year ending June 30, l~A6 be awarded the A.M.Toler Company for the sum of $850.00. This day a petition was presented to the Board from citizens a~ ~top 16~, requesti~ the County furnish that areas with water in conjunction with the contemplated water system at Stop 17. Upon consideration whereof, and on motion of W. A. Horner, the Executive Secretary is authorized to work up an estimate to present to the Board at the next regular meeting. This day the Executive Secretary presented to the Board a bond from Robt. C. Lloyd and T.0.Re~£ord to cover their request for the installation of a water system in "Granite Hills", which bond the Commonwealth's ~ttorney assured the Board was in due form. Upon consideration whereof, and on motion of *. A. Horner, it is resolved that the bond as presented be accepted and recorded. ~nd be it further resolved that the sum of $4,000.00 be and it hereby is appropria~ from the unappropriated surplus of the General Fund for the installation of this water system. And be it further resolved that the Executive Secretary be and he hereby is instru( to proceed with the installation of this system as soon as practical. A letter was read from the Compensation Board, advising that an additional allowa~ of $25.00 for dog medals was approved, which letter~ is received and filed, This day the Executive Secretary read a letter from Miss Helen:.Ricks, District HAgent, Extension Division, concerning the inability to secure a person as ~ssistanl omc Demonstration Agent for Chesterfield County,which letter was received and file This day an application was received from Mr.E.J. Lautenslager, requesting that a water system be installed to serve two subdivisions "0akhurst" and "0a~land Mano: near the intersection of the ~erman School Road and Jah~ R~ad which he is planni~ to develop. Upon consideration whereof, and on motion of W.A. Homer, it is resolved that the Executive Secretary and Dr. E.O.Gates, H~alth Officer, be, and they hereby are requested to inspect this area and determine the desirability of a development as to sanitation and drainage, and makm recommendations at the next meet lng. This day again the applications of Mr.James Dyson, Sr. and Mr. Earl Spencer for ~ermits to open local business establishments in the agricultural area along Rt. ~36 in Matoaca District were a£ain presmnted to the Board. Upon consider- ation whereof, and on motion of J.G.Hening, it is resolved that the applications of Mr.J~s Dyson, Sr. and Mr.Earl Spencer be and they are hereby granted. At a previous meeting of the Board of Supervisors permission was granted to Mr. H.N.Terrell, Police Officer of Chesterfield County to rent the caretaker's cottage at Camp Baker until such time as he could make other arrangements for living quarters for the monthly rental of $~5.00. Upon consideration whereof Mr.H.T. Goyne r~quested that this matter be given further consideration. On motion of H.T.Goyne, it is resolved that the monthly rate of the caretaker's cotaage at Camp Baker to Officer Terrell should be $~0.00 instead of $~.00. ~eived ~d ted This day the ~xecutive ~ecretary stated to the Board that the trash truck hsd been driven nearly 150,000 miles and was beginning to give considerable trouble and suggested that permission be granted to purchase from the ~ar ,~ssets Corporation atCamp Pickett a new truck t_o replace the present trash truck. Upon considerat~ whereof, and on motion of J.G.Hening, the Executive Secretary is muthorized to purchase from the ~'ar Assets Corporation a new truck to replace the present trash truck. Amd be it further resolved that a $om~ttee of H.T.Goyne and the Executiv, Secretary be appointed to purchase this truck. and be it further resolved that ths um of $1000.00 be and it hereby is appropriate, from the unappropriated surplus of the General Fund for the purchase of this truck This day the mxecutive Secretary read to the Board a letter from Lt.W.R. Anderson stating he would be interested in a position with Chesterfield County as Director of Utilities. Upon consideration whereof, and on motion of H.T. Goyne, it is resolved that the Executive be and he hereb~ is instructed to communicate with Lt. Anderson and offer him a position with 9hesterI°ield Oounty as Director of Utilities, at a salary hot to exceed $200.00. and be it further resolved that the ~xecutive Secretary be and he hereby is authorized to offer him any assistance possible in securing his release from the armed service. This day the ~xecutive Secretary stated that the filtration plant at Bellwood ~ano had been completed and was in operation and ~.hat the water now being served to users was of a fine quality and also stated that a number of residents of Bellwood Manor had informed him that they were satisfied with the quality of the water now being served to them, and requested of the Board what action should be taken on the delinquent water accounts. Upon consideration whereof, and on motion of H.T. Goyne, it is resolved that the Executive Secretary be and he hereby is instruc' to collect all delinquent water bills in a reasonable manner from water systems in Chesterfield CoUnty or discontinue the water service. Amd be it further resolved that if the water service is discontinued there will be a charge of $1.00 for reconnection for the service. This day the matter of obtaining water from the Bellwood Depot for use by Chesterfield County was again discussed, and the Executive Secretary was directed continue to press for settlement of t~s case as rapidly as possible. This day Mr.H.T.Goyne, Supervisor, brought to the Board's attention the matter of the use of 0amp Baker during the summer for teen-age boys and girls in the County on a charge basis; however, the Commonwealth's Attorney ruled that Camp Baker was built for the use of indigent children in Chesterfield County and could not be used by an organization charging a fee to those who attended. This day the matter of opening a road betwe~n the Dup~y Road, Rt. 1106, and the Woodpecker Road, Rt. 627, in M atoaca District. west of and adjacent to the ~tlant~ Coast Line Ry. was considered, and the Executive Secretary stated that considerabl difficulty had been experienced in obtaining the right-of-way for this road at the Junction with $627, statin~ that the property was owned by the Pond Estate and a title to the sa~me was fifficult to secure. Upon consideration whereof, and on motion of P.W.Covington, it is resolved that the Executive Secretary and the Commonwealth's ~ttorney are requested to obtain the land for the improvement of this right-o~"way, making an offer not to exceed $100.00. And be it further resolved that if this offer is not accepted the Commom~,ealth's Attorney be and he hereby is instructed to institute cond~mBetion proceedings to secure ~he same. This day ~r. H.T-GoYne called the Board's attention to the fact that there was a road, about .2 of a mile north of Swift Creek running easterly from Route ~l through Arrov,'field Nursery property which was in a terrible condition. Unon aonalderation whereof, and on motion of R.T.Goyne, it is resolved that the E~cuttva~J~ec:mtary beand he hereby is instructed to endeavor to acquire sufficient right-of-way for this road to make it eligible robe includ®d in the Secondary System. O0 This day the Budget Committee submitted to the Board of Supervisors the Budget for 1946-'47 as proposed by them, inclusive of the ~elfare Budget and the Budget for Schools. Upon consideration whereof, and on motion of W. ~. Homer, it i resolved that the Budget as presented be tentatively adopted and that May 14, 1946 at 10:00 a.m. be set as the day and time for the final adoption of same.
