the amount of $990.93, of which the County has paid two-thirds or $660.62, the
remainder to be paid by the State,.and the Board approving the same, the roport

This day, ~. Geo. -. Eoore, ~r., Commissioner of Eevenue, submitted to the
Board report of expenses incurred in the operation and maintenance of his office
for the month of April, 19~6, in the amount of $1210.00 of which theCounty has
paid two-thirds or ,806.67, the remainder to be paid by the State, and the Board
approving the report the same is filed.

of expenses incurred in the operation and naintenance of his office for the month
of Aoril, 1946, showing an amount of ~501.66, of which the County has paid one-
half-or 250.83, the remainder to be paid by the Otate, and the Board approving the

This day Mr.0.B.Gates, Sheriff, submitted to the Board report of expenses incurred
in the operation and maintenance of his office for the month of March, 1946, in

This day again the Budget for 1946-'47 which was tentatively adopted on April 11,
1946, and having been advertised in accordance with lay, was again considered,
and it is resolved on motion ~f W. ~. Hornet, that the budget, including the
budget of the Department of ~elfare, and the Ochool Budget, be and the same is
hereby approved and adopted as the budget for the year 1946-'47.

requesting the installation of a water system in a subdivision being developed

This day the ~xecutive Secretary read to the Board a letter from Mr.0.K.Marquis,
owner of the water system in Chester stating he would like to offer for sale
to the Board of Supervisors the water system in Chester for the sum of $10,000.00
guaranteeing clear right and title to the property and lines as stated in his
letter.
Upon consideration ~heroof, and on motion of ~i.T.Goyne, it is resolved that the
Board of Supervisors instruct the Executive ~ecretary to purchase the water
system in ~hester from Mr.0.E.Marquis for the sum of $10,000.0~ as soon as
satisfactory pre~f of clear right and title to all property and lines be given
by Mr. Marquis to the Commonwealth's ~ttorne¥ of Chesterfield County.
And be it further resolved that the County shall take over and operate the system
beginning, on the first day of the next mo~th after the time of purchase.
And be it further resolved that the sum of $10,000.00 be and it hereby is
appropriated from the unappropriated surplus of the General ~'und for the purchame
of this system.
This day Mrs. Nancy Fallen, Home ~emonstration ~ent of Chesterfield County
introduced to the Board Miss Mary Moorman, Home Demonstration ~t-Large, wno is
assisting Mrs. ~'allen for a period of time until an assistant Home Demonstration
~gent can be secured for Chesterfield County.
This day Mr. Pinkney Sowers appeared before the Board requesting that certain
property located in the southwest corner of Sherbourne Avenue and Wentworth
Street be rezoned, and the matter was referr~d..to the Executive Secretary for
advertising and will be heard at a meeting of ~ne Board on June 4, 1946, at
8:00 p.m.

that Rt. 665, at its intersection with Rt. ~60, near Elkhardt School be changed,
stating that the School B~ard woul~ furnish the needed ri~ht-of-way for~th?
change. Upon consideration whereof, and on motion of W. A. Horner, it is
resolved that Mr. Greene be requested to submit to the Board plans showing the
desired relocation of Rt. 663 which will be submitted to the State Department of
Highways for action.
T~is day a petition was presented to theBoard of Supervisors for the improvement
of a road westwardly ~rom Rt.~10, near Chesterfield Courthouse, between the
properties owned by Mrs. Ann ~. Myers and Mr. Gilltam Cogbtll, for a distance
of approx~mately one mile. Upon consideration whereof, and on motion of
J. G. Honing, the Executive Secretary be and he hereby is instructed to endeavor
to secure the right-of-way for the improvement of this road, and report to the
Board at a future meeting.
This day Mr.J.G.Hening called the attention of the Board to Rt. 639, westwardly
from Rt. 637, stating there were a number of remidents using Shis road and
because it had not been hard surfaced it was given a considerable amount of
inconvenience both in the winter ~me from the road being badly cut up and in
the summer from dust. Upon consideration whereof, and on motion of J.G.
Rening, the State Department of Highways be and it hereby is requested to
improve and treat Rt. 639 from Rt. 63? westward!y a sufficient distance to
relieve the present objectionable situation.
This day the attention of the Board was called to the fact that a considerable nnmb Dr
of buildings were being erected in Chesterfield County for which permits had not be ~n
issued. Upon consideration ~hereof, and on motion of H.T.Goyne, the Police
Department of Chesterfield County be and it hereby is requested to investtgat~
such new buildings as are being erected and report such of seine as have not obtains
zoning and/or building permits.
This day the Executive ~ecretary read a letter from ~Lr. ~iarren C. Perrow, Engineer,
concerning a study of the possibility of the establishment of a sewerage disposal
plant near Falling Creek. Upon consideration whereof and on motion of W. A.
~iorner, it is resolved that this matter be referred to the ~,ater Committee.
This day the ~xecutive Secretary presonted the final allocation of construction
funds for the Primary System of the ~tate Highway Department for the year 1946-'47
which request was received and filed.
This day the Executive Oecretary read a notice from the ~tate Department of
Highways deleting from the Primary System a portion of Rt. 56 from the tntersectioI
of Rt. 669 to its westerly end and intersection with Rt. 602, a length of 8.40
miles and changing ~he number of this portion of Rt. 36 deleted fro$ the Primary
System as No. 602 in the Secondary System.
This day the ExecutiveSecretary read a report from the Compensation Beard showing
the receipts and salaries of the Clerk's Office for the year ending ~ec. 31, 1945,
which report is received and filed.
This day a petition was received from citizens living on a portion of the old Rt.
560, approximately 1/4 mile east of the intersection of Itt.653 and ~360, requestln~
that this section of 01d Rt. 360 be improved and maintai~o. Upon consideratioz
whereof, and on motion of J.G.Hening, it is resolved that the State Department of
highways be and it hereby is requested to improve this section of 01d Rt. 360 and
keep it in reasonable shape for use by the citizens.
This day the Executive Oecretary read a letter from Mrs. ~¥ank ~teele, of Bon ~ir,
relative to the establishment of dog kennels in that community. Upon considerat~ on
whereof, and on motion of T. D. ~,atkins, it is resolved that the zoning Ordinance
be amended to include "Dog E~unels" being pro$ibited in residential areas.
~nd be it further resolved that the Executive Secretary be and he hereby is
authorized to advertise such a change to be heard at a special meeting of the
Board of SuPervisors on June 4, 1946, at 8:00 p.m.
T~is day the Executive Oecretary rea~ a letter from Mr. ~rthur ~. James, Com~ss~ o~ ~er
o~ Public ~elfare, to the Governor of Virginia, relative to the possibility of
working up an arrangement for Chesterfield County to supply water to the Industrial
~chool at Bon Air. Upon consideration whereof, and on motion of W.A.Horner,
the matter is referred to the Water Committee for investigation and re co~endat ion
This day again the ~yor of Colonial Heights, Mr. Fred R. Shepherd, appeared
before the Board ~req,~esting additional l~'ghts for Colonial Heights. ~pon
consideration whereof, and on motion of W~ a. Horner, the ~ight Committee was
urged to work with the Town of Colonial Heights for an early settlement of this
matter.
This day the Executive Secretary presented a petition from the citizens of the
Village of M~toaca requesting that steps be taken for the installation of a
water system in this area. Upon consideration whereof and on motion of
~.A.Horner, the matter is referred to the ~,~ater Committee for investigation.
This day the Executive ~ecretary read a letter from the Commonwealth Development
Corporation requesting the extension of water lines on the Belt Boulevard, the
Woodstock Water System, between Rts. 360 and 60~
Upon consideration whereof, and on motion of ~.A.Horner. the ~xecutive Secretary
be and he hereby is authorized to secure materials and install extensions to the
~oodstock water system, between Rts. Z60 and Rt. 60.
and be it further resolved that the sum of ~8,009.00 be and it hereby is
appropriated from the unappropriated surplus of the General Fund for the
installation of these extensions.
This day the Executive ~ecretary read an order from the Circuit Court of
Chesterfield County authorizing the issuance of bonds of the ~anchester Sanitary
District. Upon consideration whereof, and on motion of W. A. Horner, it is
resolved that the Commonwealth's %ttorne¥ be and he hereby is requested to
prepare the proper order and resolution and presaut same to the Board at its
nemt meeting.
This day the Executive ~ecretary reported to the Board that there had been
requests for the installation of more adequate storm drains in the Village of Ett~ick,
stating that he had conferred with the Resident Engineer of the State Highway
Department and the President of the Virginia State College and that both had
agreed that improvement in these drains was necessary and that the College would
bear such portion of the expense as would be necessary to run t he drain across
their property.
Upon consideration whereof, and onmotion of T.D.~atkins, it is resolved that the
Department of Highways be and it hereby is requested to make a complete survey
of the needs of this drain and to install the same as soon as practical.
This day the Executive ~ecretary called the Board's attention to a request from
one Mr. Jennings W. ,gard for the improvement of a section of Blue Ridge and
Rose,area Avenues in "Cloverdale" Subdivision in Nanchester District, stating that
he contemplated the erection of two houses if it was possible to have this street
improved.
Upon consideration whereof, and on motion of ~.~.Horner, it is resolved that the
State Department of HighvJays be and it hereby is requested to gravel and improve
Blue Eidge Avenue in the Subdivision of "Cloverdale" from the Midlothian Turnpike
northwardly a distance of approximately 520 feet to the intersection of Roselawn
avenue, ea~tEardl2~ ~o i~s~$~$tersection with Biue Eidge Avenue, a distance of
approximately 200 feet, charging same to the 3ct. road levy.
This day the addition to the ~dministration Building was considered, and it being
felt that in order to have the proper space around the building after the addition
had been completed it would be advisable to acquire additional land south of the
~dministration Building. Upon consideration whereof, and on motion of ~.~.
Horner, it is resolved that the Exmcutive SecreDary be and he hereby is instructed
to con er with ~r. Gilliam Cogbill, owner of the land and endeavor to make
arrangement to purchase at least another 50 feet of land south of the ~dministrati(
Building. ~nd be it further resolve~ that the immediate erection of the
addition to the Administration Building be referred to the Buildings and Grounds
Committee for an early report.
The ~xecuttve Secretar~ having been authorized previously to endeavor to locate a
p~ece of property in Chesterfield County suitable for a trash dump, reported that
such a piece of property had been found at the intersectio$ of Rt. 649 and ~647,
which property consisted of approximately 6 ~cres belonging to Mr. R.N.,~infree
which could be purchased f~r the sum of $1,000.00.
Upon consideration whereof, and on motion of W. A. Horner, the Executive Secretary
is authorized and inst~ucted to p~oceed with the acquiring of this piece of
property for a sum not to exceed $1,000.00 and to est~blish thereon a trash dump
at the earliest possible Zlme.

This day ~. H. T. Goyne, Supervisor of Bermuda District, read a letter from Mr.
J.C.Perrow, requesting the improvement of the extension of ~infree ~treet. Upon
consideration whereof~ and on motion of T. D.Watkins, it is resolved that Mr.
Perrow be again informed of the conditions required of sub-dividers before the
streets could be taken over by the County and improved.
This day Isaac Cooley, representing a group of colored people using the DuPuy

issue and sell bonds of the Manchester Magisterial Sanitary District of Chester-
