incurred in the operation and maintenance of his office for the month of May, 19A6

the remainder to be paid by the State, and the Board approving the same, the repor'

This day, Mr. Geo.W.Moor~, Jr., Commissioner of Revenue, submitted to the ~oard
report of expenses incurred in the operation and maintenance of his office for the
month of May, 1946, in the amount of $965.65, of which the ~ounty has paid two-
thirds or ~643.77, the remainder tobe paid by the State, and the Board appr~ving
the same the report is filed.
This day, Mr. M.A.Cogbill, $~m~onwealth's Attorney, submitted to theBoard report
of expenses incurred in the operation and maintenance of his office for the month
of May, 1946, showing an amount of $501.66, of which the County has paid one-half

This day certain citizens of Bellwood ~anor appeared before the Board stating
that the Citizens Committee of Bellwood Manor had purchased a 51-acre tract of
land and wre developing ~ subdivision known as "Bellwood Heights" and had dedicat~
a portion of the same for a play~round and recreational area, requesting that the
Board of Supervisors furnish dri-Aking water and lights for this recreational area.
Upon consideration whereof, and on motion of ~. ~. Horner. it is resolved that the
Board of Supervisors of Chesterfield County give such relief and assistanee as
possible to the development of this playground, and that the matter be continued
for further investigation:
This day Mrs. ~ancy ~'allen, Rome Demonstration Agent, of Chesterfield County, intr(
duced to the Board ~iiss Sue Hickerso~ who has been appointed Assistant Home Dem.
~gent for the County, and ~rs. Rose Ad,ms newly appointed secretarial assistant to
the Home Demonstration Department.
This day Mr. ~. ~. Mills, Resident kngineer, Virginia Department of Highways,
submitted to the Board the Budget for the Secondary Road System for Chesterfield
County for the year 1946-'47. Upon consideration whereof, and on motion of
J.G.Hening, this budget as presented is approved.
This day Mr.E.S.H. Greene, Supt. of Schools, reported that according to his former
request he had posted notice at the Courthouse and at the location where he was
requesting a change in a road near the Manchester High School. Upon considerat~
whereof, and on motion of ~.a. Horn er, it is resolved that. the Chairman appoint
a Committee to view this road to ascertain what damage, if an~, would be caused
by the relocation of the road and report at a meeting of the ~oard on June 28,
1946. Whereupon the Chairman appointed the following viewers: Mr. H. L.
Clayton, Mr.J.C.McKesson, Mr. Floyd Anderson, Mr. R. N. ~.infree, a~d Mr. ~.J.
Eorner, to meet on June 18, 1946, at 10:00 a.m. to view this situation.
This day the Chief Forest Fire ,,arden suggested that the truck driven by him be
painted red and stated that the State Forestry Department had agreed to do the
painting if the ~ounty would furnish materials.
Upon consider~tion whereof, and on motion of P.~.Covington, it is resolved that
Executive ~ecretary be an~ he hereby is instructed to furnish materials for the
painting.: of this truck.
This day again the ~pplication for one Curtis T. ~'ohnson for permit to establish
a tavern in ,'Pinehurst" on Midlothtan Pike which is zoned for agriculture and
which is being developed as a residential area was considered. Upon considerati
whereof, end on motion of ~. A. t~orner, it is resolved that the appiication for
a permit to establish a tavern in the Subdivision of "Pinehurst" on the Eidlothian
Pik~ by Curtis T.Johnson be denied.
This day James Spencer, Princigal of the Hickory Hill ~chool, appeared before the
Board emmplaining of the rats that inhabit the dumping ground near the S~hool.
Upon consideration whereof, and on motion of W. A. Horner, the Executive Secretar~
i~ enthortzed to have signs posted on the dump so far as the County has the rt~ht~.
stating that no dumping will be allowed and carrying the penalty for dumping.
and be it further resolved that the Police Department be requested to enforce
this request as far as possible.
~nd be it further resolved that the Executive Secretary be and he hereby is
requested to have this dumping ground rid of rats as far as possible, expending
a sum not to exceod $500.00.
And be it further resolved that the sum of ~500.00 be and it hereby is appropriat.
from the unappropriated surplus of the General Fund for this purpose.
This day Mr.P.Rixey Jones, County ~gent, appeared before the Board stating that
the truck used by the Agricultural Department for spreading lime is proving
a real success but is insufficient £or handling all the lime for Chesterfield
OoUnty and requested the Board to purchas~ another truck to be equipped ¥~ith ~

body by the ~griculturel Department and paid for out of the earnings. Upon
eonsider~tion whereof and on motion of P.~.Covington, it is resolved that the
Executive ~ecretary be requested to purchase such a truck at the eerliest possible
time.
~nd be it further resolved that the sum of ~1000.00 be and it hereby is appr~ppim~. ~d~
from the unappropriated surplus of the General Fund for the purchase of this truck
This day the Com~ittee appointed to work out details with ~r.0.K..~Marquis for the
purchase of the water system in Chester, stated that Nr. ~arqufs had indicated he
would make a satisfactory arrangement so far as guaranteeing the County against
~ny claims that might be presented to it for lines claimed to be owned by others,
Nr. ~arquis being present stated that was true and he would guarantee any claims
against the water system. Upon oonsider~tion whereof, and on motion of
Homer, it is resolved that as soon as the agreement ~as worked out between the
County and ~. Narquis that the Executive Secretary be instructed to pay Mr.
M~arq~is for his water syste~, withholding the sum of ~00.00 until all claims shou', d
be straightened out in a satisfactory manner.
This day the Executive ~ecretary read a letter from Najor-General T.B.Larkin
regarding the reopening of Rt. 180~, which letter was received and filed.
This day the Executive Secretary read a letter from Er. C.S.~ullen, Chief Engineer
Virginia Department of Highways, relative to a meetin~ which was held at the
Bellwood ~epot with representatives of the Depot, Sta~e Highway Department, the
Area Engineers' Office and Executive Secretary, relative to the reopening of
Rt. 1~0£ or a substitute route across the property of the Bellwood Depot, which
letter was received and filed.
This day the Executive Secretary read a letter from citizens of Elkhardt Lane
requesting ~the Board to furnish water and agreeing to pay e connection fee of
$Z5.00 and $1.~0 per month. Mr.A.L.Davie stated he owned a water line
over most of this street and he woul~ be glad to donate it to the ~ounty if a
connection could be made to the County water system. Upon consideration whereo
and on ~otion of ~,~. %. Homer, the Executive Secretary'is authorized to obtain
~n estimate on the installation to tak~ care of Elkhardt Lane.
And be it further resolved tha~ permission be requested from the OChool Board
to use the well at Manchester High School as an auxiliary well to M~nchester
water system, with the understanding that the County will furnish to the School
water for school purposes at no cost.
This day the Executive Secretary read a letter from the City of Richmond advising
the Board that the names of portion of Olopton and Warwick Roads had been changed
to Corer Road and Walmsley Boulevard.
This day the Executive Secretary read a letter from Mr.R.D.Thompson, Division of
· arkets, Dept. of Agriculture, regarding the testing of small scales in Chester-
field County, which letter was held for further investigation by the Board.
This day the Commonwealth's ~ttorney presented to the Board a bond issued by
Mr.J.T.Moore for installmtion of a water system in "Centralia Gardens". Upon
consideration whereof, and on motion of J.G.Hening, the bond is received and
ordered to be recorded.
This Gay the Executive ~ecretary read a letter from Mr. Thos.J.Burnett, requesting
that a private =cad running off the Newby's Bridge Road, Rt. 649 be taken into
the County Road System and improved. Upon consideration whereof, and on
motion of J.G.tiening, this matter is referred to the Road Committee.
This day the Executive Oecretary read a letter from the Bon ~ir Citizens
~ssociation regarding additional street lights being placed in Bon ~ir, and on
motion of J.G.Iiening, the matter is referred to the Light Committee.
This day a letter was read from M~r.0. C.Bayne, Jr., requesting permission to
build on a lot fronting on the Turner Road, 66 feet in width, and 250 feet
in .depth, stating that this lot was a part of a piece of property fronting

under one ownership at the time of the passage of the Zoning Ordinance, that
66 feet is less than the required frontage of a lot in Chesterfield County
where neither public water nor sewer supply is available, that permission
build on this los be denied.
This day Mr.H.T.Goyne, Supervisor of Bermuda District, called the Board's
attention to a request for a street light a~ Stop 23. near the property of
~(~iss Mattie ~ood, which matter was referred to the Light Committee.
This ~ay the ~xecutive Secretary read a letter from Mr.~i.E.Omohundro, Jr.,
of the Old Dominion Real Estate Company, requesting the Board to take into
the Secondary Road Syste~ a portion of ~alling Creek ~venue for a distance
of approximately 550 feet from Et. 638. ~pon consideration whereof, and
on motion of W. A. Horner, it is resolved that the Executive Secretary take
such steps as necessary to have this road taken into theSecondary Road System.
This day the Executive Secretary read a letter from the haloid Compan$ relative
to a Daylight Rectigraph Machine for use in the Clerk's Office, and stated that
he had conferred with the Secretary of the Compensation Board who stated that
it was the policy of the Compensation Board to ~nceurage the purchase of record
machines for Clerks' Offices and that the Compensation Board would allow excess
fees from the Clerk's Office to be applied to the purchase price of this machine
until such time as the price had been paid Snd that at the next meeting of the
Comp~sation Board he would request that a letter be sent to Chesterfield County
concernin¥ this. Upon consideration whereof, and on motion of W.A.Horner,
it is resolved that the Executive ~ecretary be and he hereby is instructed to
purchase this machine for delivery at the earliest possible date.
This day the '~ecutive Secretary read a communication from Mr. Wm.F.Gravins, Jr.,
regarding a permit to establish a dog kennel in Midlothian District, which request
will be held over and considered at the m~eting of the Board of Supervisors on
July 9, 1946.
This day the Executive ~ecretary read a letter from Mr. ~chmidt of Schmidt and
Wilson, Inc., requesting that certain areas locate~ on the River Road near Granite
be rezoned from Agriculture to Local Business. Upon consideration whereof,
and on motion of ~. A.Horner, it is resolved that this matter be held over until
the meeting of the Board on July 9, 1946.
This day the Executive ~ecretary read a letter from ~.R.L.Eanes, Secretary of the
Ettrick Sanitary Committee making certain recommenaations concerning the inspection
of plumbing installation and Eater connections in Ettrick, which matter was referre
to the ,ater ~ommtttee.
This ~ay the Executive Secretary read a letter from Mr. Leroy C. Parker, ~aking
application for a position with the Utilities Department of Chesterfield County.
Upon c onsider~tion whereof, and on motion of ~,~.Horner, it is ~esolved that the
employment of personnel for the Utilities Department be left with the Water
Committee and E~ecutive oecretary with power to ~ct.
This day the Executive ~ecretary read a letter from H.~.Clayton, requestin~~ that
an area on Broad Rock Road be rezoned from Residential to Local ~siness. Upon
consideration whereof, and on motion Of W. A. Horner, it is resolved that the
Executive oecretary~be instructed to advertise this meeting according to la~ and
prepare for a hearing on July 9, 1946.
This day the ~xecutive Secretary read a letter from Mr. Wm.D.Maxey, President of
,m.D.Mamey, Inc., together with a resolution from the First Mortgage Company of
Richmond requesting that a water system be installed in a Subdivision on Jahnke
Road, known as "Raleigh Court". Upon consideration whereof and on motion of
~.~.hoH~er, it is resolved that the ~xecutive Secretary be and he hereby is
requested to proceed with the installation of this water system.
This day Mr.H.T.Goyne, ~t~ted that there was a demand for copies of the recently
enacted ~oning 0rdinanc~ ~% that he felt that they should be supplied to the
citizens of Chesterfield County. Upon consider~tion whereof, and on motion of
H.T.Goyne, it is resolved ~hat the Executive Secretary have prepared either by
printing or mimeographing 1,000 copies of the ~oning Ordinance, which motion
died for the want of a second.
~HEP~AS, on the 14th day cf May, 1946, this Board of SuPervisors of
Chesterfield 0ounty, Virginia, received an order of the Circuit Court of Chester-
field County, Virginia, dated May 13, 1946, directing this Board in the following
~ords, to proceed to issue and sell bonds of Manchester Magisterial Sanitary
Oistrict of Chesterfield County, Virginia, to-wit:
"NOW. THERkFORE, this Court does hereby order the Board of Supervisors
of Chesterfield County, to proceed at their next meeting to carry out the wishes
of the voters at said election and to take whatever steps may be necessary to
order the issuance and Sale of the bonds hereinbefore referred to, to the end that
the improvement to be financed by the issuance of such bonds may be speedily and
economically made," and
WTIEREAS, this Board then entered an order directing the postponement
of the actual issuance of said bonds until June ll, 1946, and further direct W.H.
Caldwell, Clerk, and M.%.Cogbill, Commonwealth's ~ttorney, to work out a prospectu~
for the sale of said bonds to be submitted to this $~ard on the llth day of
June, 1946, and
WHERe, said prospectus was presented as directed and is filed.

recited and thelaw in such cases made and provided, that there now be issued
$100,000 bonds of said 'Manchester Magiste2ial ~anitary District of Chesterfield
County, Virginia, for the purpose of construction and oper~tion of a water supply
system, for the benefit of the public in said District, said amount of bonds
being less than eighteen per cent of the assessed value of the real estate of
said District subject to local taxation. ~aid bonds shall be numbered from
i to 100, inclusive, shall be dated July l, 1946 and shall bear interest at the
rate of One per centumper annum payable semi-annually on the first days of
January and July of each year, and shall mature ~5,000.00 on July l, 1948;
$5,000.00 July 1, 1949; $10,000.00 July 1, 1950; $10,000.00 July 1, 1951;
~10,000.00 July 1, 1952; $15,000.00 July 1, 1953; $15,000.00 July 1, 1954;
$15,000.00 July 1, 1955; and ~15,000.00 July 1, 1956. Said bonds shall be in
the denomination of $1000. each, and shall be sig.~ned by the Ohairman and counter-
signed by the Clerk of the Board of Supervisors and sealed withe the smal of the
said Board, and the said Chairman and Clerk are hereby authorized and directed
to sign said bonds on behalf of this ~oard. THe coupons to be attached to said
bond shall be signed with the litho~raphed or engraved facsimile signatureof
said Chairman mSdr~lerk, which facsimile signatures are herebyadopted as and for a
due and sufficient authentication of said bonds. Said bonds and the interest
thereon shall be payable in la~¥ful money of the United ~tates of America at the
Mechanics & Merchants Bank, Richmond, Virginia.
~nd be it further resolved, that the 28th day of June, 1946, at 8~o'clock P.~.i. be
and the same is hereby limed as the day and hour to receive proposals for the purch~
of the bends hereinabove authorized to be sold. ~nd be it further resolved that
W.H.Caldwell, Clerk, and ~i.A.Cogblll, Commonv~'ealth's ~ttorney, be, and they are
hereby directed to prepare and make the necessary advertisement of the time of
receipts of s~id proposals, and they shall prepare and furnish to interested bond
purchasers the necessary information concerning the character and conditions of suc!
proposed bond issue.
~Jhercas, the General ~ssembly of Virginia of 19~6, by Chapter 141 of the
~cts thereof, authorized and empowered this Board, in its discretion, to establish
a department of Public Utilities, and it appearing that it is desirable and that
such a department has now become a matter of necessity for the proper functioning
of the utilities existing in this County and to be constructed, this Board doth on
motion, resolve that there be anG there is hereby established a department of
Public Utilities for the 0ounty of Chesterfield. ~nd be it further resolved
that the Executive Secretary is directed to obtain names of persons who zL~ight be
designated as director or other head of said department and to submit such names
to tLis Board for the Board's consideration or employment.

This day the Executive Secretary reported that arrangements had been made to
furnish meals to the police lock-up for prisoners held until tried, suggested that
since no mileage was allowed the Police Department for transporting prisoners
after the trial and that it was allowed the Sheriff for such transportation,
that the Sheriff be requested to handle all prisoners after trial in the Trial
Justice Court.
Upon consideration v:hereof, and on motion of -.%.tiorner, it is resolved that
~:nen conditions are such that the Police lock-up can be used that the Sheriff be
requested to receive and transport all prisoners not definitely the care of the
Chesterfield Police DePartment.
