The Executive Secretary stated that there had been requests for rezoning of two areas in Chesterfie,td County, and which ha~ng, been duly advertised was ready for considers FIEST: A request made by H.L. Clayton to rezone an area on the west side of Rt. 10, e~'~-~'~en DeVine's Store at Rt.644 and Snead Rd., Rt. 697. Whereupon the Chairman. re- quested those in favor of the zoning to state their reasons, whereupon Mr. Clayton stated he had consulted wit~ the residents of that area and found no one who objected to this rezoning, and Mr. Wigglesworth stated he lived'in the area and saw no obJectt to the rezoning. There were ac other objections raised to the rezoning of this area, ~pon considerationwhereof, and on motion of W. A. Horner, it is resolved that the [cuing Ordinance of Chesterfield County be amended to change from Residential Zoning bo Local Business that portion of land on the west side of Rt. 10, for a depth of ~00 ft., between the area at the intersection of Snead Rd.,'Rt. 69? and Rt. 10, which is now zoned as Local Business, sou~hwardly along the west side of Rt. 10, for a tistance of. approximately 1300 feet. ~ECOND: In Manchester Magisterial District, near the community of Granite, that sect ~-~d at the Junction of Granite Road, Route 68~ and the River Road, Route 6?9, on. ~he northerly side of Route 683, and easterly side .of Route 679, a distance along ~oute 683 of approximately 400~ feet to a depth of ~00 feet. Whereupon the Chairman ~equested if there were any PreSent who cared to spea~ in favor of the rezontng~ ~hereupon Mr. Eddie ~ohmidt, of. Sohmidt & Wilson, Inc., stated that it was the purpos ~f his Company to build some 66 homes on this piece of property, and that since the learest sho.~ping center was a z~tle or a mile and a quarter, awaF that they fel~ it, ~esirable to establish a shopping center there, and stated they had every intention ~f erecting buildings v,;hich would not in any way deteriorate the value of property ~dJacent thereto. Yhereupon he presented a number of citizens of that area who stated they felt that a shopping center at this location would be a good thing, and a letter signed by a numb. ~f citizens'-was alee presented in favor of this rezoning. £n obJection~ t~ rezoning of this property, Mr. Millhizer stated he felt. i~t was an invasion 'of the Residential area. an~ he doubted very seriously if there was a need fo: a shepping center in this area at thi~ time, and he presented some of the citiz,~ns of ~he area who questioned the possibility of operating a b~siness at this, point with- ~ut interfering .with the residential property. ]pon consideration whereof, and on motion of ~.~. Homer, it is resolved that this ~pplication be granted and that the ~oning Ordinance of Chesterfield County be amends ~o rezone the area as afore described from Agricultural to Local Business. ion~ ~n Ion ~r This day Mr. I~.~. Thompson, Division of ~arkets, Dept. of Agriculture, appeared hero2 · the ~oard by invltetion, to discuss the possibility of a subsidy from'Chesterfield County for the purpose of testing at l~aat once a year all small scalds in Chesterfie County used in the retail sales business, stating that the Department realized the importance of this program but were. unable, to finance the same and the ten arrangeme~ t had been mede with a number of e'ounties to make this test at a cost of $5.O0. per' 100( inhabitants, and in thc'ease of Chesterfield it~ ~uld be $155.00 per year. UpOn consideration whereof, and on motion of T. D. Wathins, it is resolved that the State Departmen~ of Agriculture be ,~equested to test there, smell scales in Cheeterffield. County, appropriating the sum of $155.00 per year. for this purpose. And it be further resolved that the sum of $15~D ~be end it hereby Es appropriated - from the unappropriated surplus of the Deneral Fund for this purpose. .Whereupon, Mr. J.G. Hening and ~/r. H.T. Coyne voted "No" and as~d that their votes re c ol~led. This day Mr. S.T. ~egstaff and ~r. Bess appeared before the Board stating that Providence Road, Rt. 678, between Rt. 653 a~d Rt. 60 was very narrow asd croo~d; and there were a number of dangerous bridges end requested that some action ~be taken'to. have this road improved. Upon, consideration w~ereof, end on mction-&f T. D.-Wetkine, it is resolved that the ~lrginia Depart~nt ~f Highways be and ~t hereby is requested to make a survey of Rt. 6?8, between Rt. 65~ and Rt. 60 for the purpose of relocating such portion of the road as seems advisable. ~hereae, on December 18, 1~14, Thomas Rill end Berta Hill, h£s wife, recorded February 16, 1915, in Deed Book 135, Page ~06, leased to the County. of Chesterfield that certain parcel of ~end in Chesterfield County containing approximately 3-~ acres for the purpose of the County obtaining from sa~d land, gravel, Sand end enough materials for the censtruct~on end repair of public roads, and~ ¥,heress, the said County of Chesterfield has lon~ since abandoned the use off sa~ lend for said purposes, and ¥~hereas, the heirs of Thomas end Berta Rill desire to se~l the sa~d land and ha~ contracted to sel~ th~ same, and it appearing t~ this Board that it is proper to do s !this Board doth on motion, resolve that in so far as this Boar~ is concerned the leas shell be end the sa~ae hereby £e d~ssolved. A. homer, S~pervi.sor of. ~anchester District, state~ that at e meeting of th~ Board on June 11, 1946, a resolution was passed by this Boa~d.emthoriztn~'~h~ ~xecutive Secretary to impreve and sever the abandoned dump at HickorF Hi'il end that since the property on ~hicb this dump ~.es located had been sold an~ would be used other purposes he did not deem it necessary that any additional work be done on' this dump. Upon consideration whereof, end on motion o£ ;~. A. Homer, it is resolved that this motion off the Board of Super.visors of June 11, 1B46, be end it hereby is rescind~d. This day the Executive Secretary stated that at a previous meeting an- application-had been reed from Mr. ~m. J. Cravins, ~r., to establish a dog kennel in ~idlotbien Dis- trict on the Cherokee Road, end stated that since this applicatlon, had been made' Mr. Dravins had written to the Board requesting that his application be withdrawn ang that no action be taken. Upon consideration whereof, and on motion of T. D. ~atktns, it is resolved that this application be withdrawn and no action be taken. Goyne, Supervisor of Bermuda District. stated that there had been some controversy about the location of a road to serve citizens w~at of the ~eaboard ~l~ line Ry., near the ¥il~ege of Chester, end after investigation it appeared that host logical place to build a road to serve these citizens would be along the ex-tensi.,n ~f Belavial Street in Chester, to the intersection of properties of C. B. Leshty and ~. J. Shepherd, as shown on a plat made py W. W. LaPrade ~. Bro. es of ~ay~ ~0, 1931; thence west~ardly along the line of C. B. Lashly, across the property of Mrs. ~pein Merritt to a crossing now over the ~eaboerd Airline Ry. Upon eens~deration ~hereof, and on motion of tt.T. Goyne, it is resolved that the Executive Secretary ~n~esvor to acquire a 30 ft. right-or-d'ay across tbs property of Ers. Cecil S. from Delay[al Street extended to the ri~ht-of-way of the Seaboard Airline' Ry., and to ~ffer en amount not to e~ceed $100.00 ~or same. And be it further resolved that if is impossible to acquire the right-of-way in this manner that the 0om~onwealth's ~ttorney be and he hereby is instructed to proceed with condemnation proceedings to ~cquire the right-of-way. ~hls day the Executive Secretary read a letter from Mr. Hobt. C. Lloyd relat~v® to ~ormer request and bond for the Lustellat~on of water system' in the Dranite Hills ~ubdlvision, requesting that any action on.this installation be deferred at this time ~pon consideration whereof, and on motion of W. A. D. ~atkins, it is resolved that the Executive Secretary be instructed to investigat:: same with Resident Engineer and report at a later meeting. This day the Executive Secretary presented, a letter from Mr. J.. Thomas Burnett rela- tive to the l~prcvement of a road from Rt. 649, westward over properties of John. E. Gathright, Mrs. M~e Woodcock, A.C. Hall, and Henry I. Newbert. Upon consideration whereof~ and on motion of J. G. '~'ening, it is resolved that this matter be referred to the Road Committee for investifation. This day the Executive Secretary called the Board's attention to a letter presented by the ~elfare Dept-, stating that the City of Ricb~nd could no longer receive patients from Chesterfield County to the City Alms house. Whereupon, the Chairman appointed Mr. W. A. Hornet, Mr. P. W. Covington, and Mr. T. D. Watkins, as this Committee, This day Mr. T. D. Watkins stated that at a previcus meeting there had been discusse, the possibility of closing offices at Chesterfield County Courthouseon Saturdays and since the Governer of Virginia had authorized the State De~artment~to close the offices on Saturday. from July 1 thru September 15, provided arrangements could made to lengthen the work day in order to maintain the present work ~ek, that he felt that Chesterfield County should do the same. Upon consideration whereof, and motion' of T. D. ~atktns, it is resolved that the offices of Chesterfield County Courthouse shall be open from 8:~0 a.m. Monday thru Friday, and close at 5:00 p.m., and that the office be closed on Saturday from this date until the 15~h of SePtember 1946. ~hereupon, Mr. J. ~. Hentng and Mr. H. T. Goyne voted "No." This day Mr. J. G. Honing, who had been authorized to sell the wheat produced on the Fair Grounds in Chesterfield County, stated that he found the cost for preparing the land and raising the wheat a~ounted to $585.79, and that the wheat ~as sold for $697.6.3, to be placed in the General Fund,~ This day the Executive Secretary stated that since the ~ater system in Chester had been acquired b2 the County it was necessary that some funds be provided for ex- tensio~ns and improvements to this system. Upon consideration whereof, and on motion of H. T. Coyne, it is resolved that the sum of $2~00.00 be and it hereby is appro- priated for the purpose of extending and developing the water system at Chester. And it be further resolved that the sum of $2500.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund for the purpose of extending and developing this water system.
