Upon consideration whereof, end on motion of ~.A.Horner, it is resolved that this
request be granted and that a section of First Street in Ben Air, west of Pulliem

This day a group of residents of the ares known as the Reams property between
the Warwick Reed, Rt. 360, end the ~hitehead Road, appeared before the Board
requesttn~ that some relief be given to them prior to the comin~ of winter, stati~
thet it wes impossible to drive in and out of that area during the b~d weather.
Upon consideration whereof, end on motion of ¥~.A.Horner, it is resolved that the
Chairman be requested to appoint a Committee to view this situation and make a
report as early as possible. Whereupon, the Chairman appointed ~r. W.A.Horner
and the Executive Secretary to view this situation and report, if possible, at an
adjourned meetin~ of the Bo~rd to be held on Thursday, August 15, 1946, st ?:00
This day ~rs. C.T.Chappelle appeared before the Board requesti~ e permit to
enlarge a non-conformin~ use in a residential area by building two addition~l
chicken houses on her property ~n the Butte Road, in Stratford Kills. Upon
consideration whereof, this matter wes continued until Thursday, August 15,
1~45, st 7:00 p.m.
This day ~r. 0. C. Bayne, Jr., who had previously applied to the BoaEd of ~upervis~irs
for a permit to build a residence on a lot of 66 feet fac£~ on the 'l'urner Road, N' ·
650. ~ince this frontage is less than that required by the Ordinance for the
building of a residence he wes requested to make such arrangements as necessary
to obtain a larger frontage for the lot.
This day Mr. George Mancos appeared before the Board offering to sell to the
County a water system owned by him in Chesterfield County which serves 11 users,
stating t~at even though the system had cost him more he would be willing to sell
it to the County for a price of $2500.00. Upon consideration whereof.end on
motion of W.A.Borner, Mr. Mencos was requested to submit teethe Board at it~
next regular meeting a plan of the system in Chesterfield Gardens' and the Executtv
Secretary was instructed to have an analysis made of the water from this well.
This day. Louise Robinson, colored, appeared before the Board sad made application
to enlarge a store operated by her on the Centralia Road near Salem Church, in
an Agricultural District. This matter was eontinued until ?:00 p.m. on Thursday,
August 15, 19~6.
This day the Executive Secretary read a letter from the State Health Department
advising that certain sums of money had been allocated by the State of Virginia,
the University of Virginia Hospital and the Medical College of Virginia Hospital,
to be used to provide hospitalization for indigent and medically indigent
persons in Chesterfield County, stating that the Boa~ of Supervisors of
Chesterfield County would assign the duty of administering these sums to such
persons or agency as they deemed wise. Upon consideration whereof, and on
motion of ~. A. tlorner, it is resolved that the Welfare Deportment of Chesterfiel~
County be designated by this Board as ~he ~gency to administer the funds as
provided by the State of Virgihia, the University of Virginia Hospital and
Medical College of Virginia for hospitalization of indigent and medically indigen~
persons in Chesterfield County.
This day Mr.A.J.Mills, Resident. Engineer, Virginia Department of Highways, read a
communicatio~ from the Public Roads ,~lministration concerning allocation' of feder~ 1
funds for the improvement of secondary roads. Upon consideration whereof, and
on motion of J.G.Hening, it is resolved that the plan as submitted by the Public
Ro~ds Administration for the allocation of federal funds for secondary roads of
Chesterfield County beand it hereby is accepted.
This day the .Executive Secretary eeported that notices of the intention of
Chesterfield County to relocate a portion of Rt.66~, at its intersection with
Rt. 360, end copies of the report of She viewers previously appointed by this
Board to view this relocation had been posted according to law, and there
o osition to such relocation, it is resolved on m~tion of

~.A. Hornet, that the Virginia Department of Highways
to relocate a portion of Rt. 663, near its intersection with Rt. ~60 according
to plans drawn by W. W. LaPrede & Bros., and submitted by the Bchool Board of

Home Demonstration Agents, relative to the future appointment of a colored
Home Demonstration Agent for Chesterfield County, which letter was received and
filed.
This day the Executive Secretary read a letter from Mr. Verbon Eemp, Executive
~ecretary, Virginia State Chamber of Commerce, relative to the freezing of the
assessment ~or social security, which letter was received and filed.

This day the Executive Secretary read a letter from Mr. 6. C. Chewning requesting
that steps be taken to have a road near Bon Air known as Rattlesnake Trail taken
into the Secondary Road System of Chesterfield County, which letter was referred
to the Road Committee for recommendation.

the Roxy Theaters, Inc., askin~ permission to er~c~ an open-air theatre on Rt. 1,
at the intersection ofRt. ~1I, which application was continued for hearing on
Thursday, August 15, 1~46, at ?:00 o'clock p.m.
This day Mr. ~.E. Eoch presented an application for the rezoning of property in
Chesterfield 0ounty at the intersection of Rts. ~50 and 6~0, which application
was ordered to be ~dvertised and to be considered at the regular meeting of the
Board of SuperVisors on September 10, 1~46, at 10:00 a.m.
This day Mr. Leo A. Scmhidt presented an application for the rezoning of a piece
of property at the intersection of Rts. ~6?9,a~Rt. 65~, which application was
ordered to be advertised and continued for hearing at the regular meeting of the
Board on~eptember 10, 1~46, at 10:00 o'clock a.m.
This day Mr.J.Roland Rooks, presented an application requesting the Board to have
rezoned from Agricultural to Residential an area at the intersection of Rt. 10
and the Atlantic goast Line Ry. known as the Berger Tract, which applicatio~:
was ordered to be advertised and the matter continued for hearing at the next
regular meeting of the Board of Sapervisors on September 10, 1946, at 10:00 a.m.
This day H.T.Richsaon and Company in behalf of Mr. J.Roland Rooke requested that
the Board of Supervisors ,install a water system on the Berger tract, stating that
they were willing to advance $7500.00 toward the i~stallation of this system.
Upon consideration whereof, and on motion of ~.A. Hornsr, it is resolved that the
Executive Secretary be and he hereby is authorized to negotiate a contract
for the installation of this water system.
This day th~ Executive Secretary read a letter from Dr.I.C.Riggin, of the State
Health Department, relative to securing permits for the establishment of public
water supplies, which letter was read and filed.
This day the Executive Secretary presented a bond executed by citizens of
"Bellwood Heights", guaramteeing a return on the investment on a water extension
to be made in #Bellwood Heights~. Upon consideration whereof, and on motion
of J.G.Hening,~it is resolved that thAa~bond be accepted according to the policy
of the Board.
This day the Executive Secretary presented to the Board a contract of sale from
Mr.0.K. Marquis for the ~ater system owned by hi~ in Chester, Virginia, which had
been approved by the Commonwealth's Attorney. Upon consideration whereof,
smd on motion of J.G.Hening, it is resolved that this contract be accepted.
~nd be it further resolved that the Executive Secretary be instructed to have
same recorded.
This day the Executive ~ecretary raa,~ a letter from the Concrete PiPe and'Pr~uct~
Company relative to supplying water to them for fire protection purposes. ~
Upon consideration whereof, and on motion of W. A. Horner, it-is resolved, that the!
Executive Secretary be and he hereby is instructed .to negotiate with the Concrete[
Pipe & Products Company concerning the supplying.ed water to them, and report ~
at a later meeting.
This day the Executive Secretary submitted to the Board a contract drawn by the
Richmond General Depot for the purchase of water by the County from the water
installation of the government. Upon consideratio~ whereof, and on motion of
P.W.Covington, it is resolved that the Executive Secretary be and he here~y ia
authorized to execute this contract.
This day the Executive Secretary called the Board's attention to the fact that
there was an oil burning space heater formerly used in the Agricultural Building
which was not being, used a~d there had been som~ requests for the purchase cf
same. Upon consideration whereof, and on motion of J.G.Hening, it is resolved
that the Executive Secretary be and he hereby is authorized, with the approval
of the Court, to dispose of the same, at a price of 60% of the present cost of
a new space heater.
This day the matter of putting names as well as numbers on roads in Chesterfield
County was considered by the Board. Upon consideration whereof, and on motion
of J.G.Hening, it is resolved that the Virginia Department of Highways be and it
hereby is requested to post names as well as numbers on Highways in Chesterfield
County.
This day Mr.T.D.Watkins, Stated that he felt that the Planning Committee could do
a better work if it were a legally organized Planning Commission, and suggested
that the present Planning Committee be dissolved and a Planning Commission be
appointed at a later date according to law. Upon consideration whereof, and
on motion of T.D.Watkins. it is resolved that the Board of S~pervisors notify
the members of the Planning Committee of this action, thanking them for services
re nde re d.
This day the Comm~onwealth's Attorney called the Board's attention to the fact
that there was enacted during the 19A$ Legislature a law permitting counties
to establish regulations for the recording of plats of subdivisions, and stated
that some consideration should be given to this m~tter by Chesterfield County,
Upon consideration whereof, and on motion of J.G. Hening, it is resolved that
the ExecutiveSecretary be and he hereby is instructed to work with the Commonweal
Attorney and submtt proposed regulations at the next meeting of the Board.
This day Mr.H.T.Goyne, Supervisor of Bermuda District. called the Board's attenti
to a street in "Chesterfield Manor" known as Henrico Street, stating that there
were at least three houses to be served by the opening of this street. Upon

This day Mr.H.T.Goyne, stated that there ha~ been some question as to the method
of distribution of lime by the Agricultural Department to farmers in Chesterfiel~
County, stating he felt that clarification should be ~de by the Agricultural
Agent.. Upon consideration whereof, and on motion of H.T.Goyne, it is
resolved that the County Agricultural Agent, M~.P.Rixey Jones, be and he herbby
is requested to make a report on same to the Board of SuperVisors at the next
regular meeting on SepteSber 10, 1946.
This day ~r.H.T.Goyne, stated that he had received ~ny calls for copies of the
Zoning Ordinance, stating he felt that this Board should haee at least 1,000
copies of this ordinance printed complete with maps. Upon consideration
whereof, and on motion of Ii.T.Goyne, it is resolved that 1,000 copies of the
~'oning Ordinance, together with maps, be printed. This motion was seconded by
Mr.T.D.~atkins. However, when the vote was taken the motion ~s defeated by
a vote of three to two.
It being necessary to have reappropriated such monies as had been set up for
special purposes in a previous budget, the utter was brought to the attention
