Moore, Jr., Commissioner of Revenue, submitted to the BoarG report Sf ex- penses incurred in the operation and maintenance of his office for the month of August,~1946, in the amount of $925.00, of which the County has paid two-thirds or $616.67, the remainder to be paid by the State, aha the Board approving the same, the report is filed. This day Mr.M.A.Cogbill,Commonwealth's ~ttorney, submitted to the Board report ef expenses incurred in the operation and maintenance of his office for the month of August, 1946,!in the amount of ~501.66, of which the County has paid two-thirds or $250.83, the remainde~ to be paid by the State, and the Board approving same the report is filed. Mr. James Gordon, Jr., brought to the Board's attention the condition of Logan and "D" Streets in Don Air, requesting that improvement be made as soon as possible, because of1 the necessity of using these streets in connection with the bus route in Don ~ir. Upon consideration whereof, and on motion of T.D.~,atki~s, the Virginia Department of Highway~ is hereby requested to improve Logan and "D" Streets in Don Air, expending a sum not to~ exceed $250.00, charging same to the 3ct. road levy. This day Mr.J.G.Hening presented a petition from certain citizens requesting that the ~roadway leading from Rt. 360 (Hull St. Road) to the public grist mill operated by the iBroad Rock Club, Inc. be taken over by the County, with a view to same being taken into the iSecondary Road System and improved. Upon consideration whereof, and on motion of J.G. Hening, 'it is resolved that the roadway leading fromRt. 360 to the public grist mill operated b~ the Broad Rock Club, Inc. 9e taken into the County Road System. And be it further resolved that the Virginia Dept. of Highways be and it hereby is requested to put same in condition for travel, expending a sum not to exceed ~250.00, charging same to the 3ct. road levy. This day Mr. Rochelle, Developer, appeared before the Board requesting that a certain road along the north side of the property owned by Miss Ruby Kovac, leading off of ~l, to District Offices of the¥1rginia Department of Highways be taken into the S~ate Secondary System. Upon consideration whereof, and on motion of H.T.Goyne, the Executive Secretary is requested to take such steps as necessary to have the road on the north side of propelrty owned by Miss Ruby Kovac, leading to the offices of the Virginia Department of Highways,i taken into the Secondary Roa~ System, from the Petersburg Pike to the double railroad tracks. This day ~r.h.T. Coyne, brought to the attention of the Board the matter of taking roadsi into the Secondary System of Chesterfield County according to a new regulation of the Virginia De- partment of Highways, that all efforts had failed and no roads had been taken in this year and stated he felt that some action should be taken to straighten this matter out. Upon consideration whereof, and on motion of h.T.Goyne, it is resolved that the Commonwealth'is ~ttorney and the Executive Secretary contact theVirginia Department of Highways and endeavor to ascertain the proper steps to be taken to have roads taken into the Secondary System iin ChesterfielG County. iThis ~ay Nr. H.T. Coyne stated that he felt that the State Department of Highways was ~giving sufficient attention to roads in Chesterfield County and that he believed the realson ifor the same was that the Resident Engineer had been assigned too much territory,feeling! tha~ iChesterfield County was sufficient territory for a Resident Engineer to have under his con- trol; therefore, on motion of H.T. Goyne, it is resolved that, Whereas, the Board of Sup~r- visors of Chesterfield County realizes that the present Resident Engineer has endeavore~ to icooperate with them to the best of his ability and that he has not been able to render icomplete service in Chesterfield County as should be rendered because of the size of his !territory. Now, Therefore, on motion of ~.T.Goyne, it is resolved that the Board of Supervisors of Chesterfield County respectfully request the Virginia Department of Highways to assign to Chesterfield County a Resident ~ngineer to serve the County only, and iBe and it further resolved that it is the opinion of the Beard that Mr.A.J. Mills now !Resident Engineer of Dinwiddle, Prince George and Chesterfield Counties would be a very suitable Engineer for Chesterfield County. This day Mr. H.T. Goyne called the attention of the Board to the fact that there was road east fro2 Route Fl, through the ~rrowfield Eursery, known as the Arrowfleld Road, that should be taken into the Secondary System and improved. Upon consideration wher,~o~ and on motion of H.T.Goyne, it is resolved that the Executive Secretary take such steps~ as necessary to acquire a sufficient right-of-way for this road and have same taken iht, the Secondary System of Chesterfield Count. This day Mr. H.T.Goyne called the Board's attention to the fact that since the construption of the traffic division at the intersection of Et. 1 and Rt. 10 the signs designating t~e ~ speed of 25-miles per hourhad been removed. Upon consideration whereof, and on motio~ of H.T.Goyne, the Virginia Department of Highways is requested to replace these signs at t~at intersection. This motion died for the want of a second.  hi~.da~ MF.T.D. ~,atkins called the Board's attention to the condition of a road adJaceht o the ~ostoffice in Midlothian, stating~that in a conference with the Resident EngineSr it was decided that the best arrangement would be to purchase a thirty foot strip adjacent to the present right-of-way and arrange for a drive-around road rather than one where ~ars have to turn around or back in to the ~ighway. Upon Consideration whereof, and on mot$on of T.D.Watkins, the Executive Secretary is authorized to purchase a thirty-foot right-of-way for this road and make report to this Board at its next meeting. On motion of H.T.Goyne, it is resolved that th~ Executive Secretary be and he hereby is authorized to take steps to have DuPont Avenue taken into the Secondary System from the intersection with Jefferson ~venue westwardly the Government property of the Bellwood Depot. ! T ' his day the Executive Secretary stated that according to an application made at a prev$ous meeting of the Board of Supervisors and after due advertising it was the time for actto~ on the rezoning of a section of land in Manchester District, which application was made bylMr. Leo Schmitt. Upon consideration ~hereof, and on mtoion of W.~.Horner, it is resolve~ that the section of land in Manchester District on the northeast corner of the intersec$1on of Rt. 747, Cherokee Road and Rt. 679, the River Road, for a distance of 150 feet along!the Cherokee Road, Rt. 747 and 400 feet along the River Road, Rt. 679, be and it hereby i~ re- zoned from a Residential area to Local Business. This day the Executive Secretary stated that according to an application made at a prev$ous meeting of the Board of Supervisors and after due adv~rtising it was the time for actio~ on the rezoning of a section of land in ~ncheSter District, which application was made|by Mr.J.Rol~nd Rooke. Upon consideration whereof and on motion of W.A.Horner, it is re~ solved that the section of land situated on the east side of Rt. 10, Broad Rock Road, a~ its intersection with the Atlantic Coast Line R.R. tracks, known as the Berger Tract, b~ and it hereby is rezoned from an ~gricultural District to Restdential-£.. This day there appeared before the Board Mr.Wm.F. Gravins, who had requested at a previ~us meeting to operate a private dog kennel on property owned by him on the Cherokee Road, between Oak and Beech Roads in Midlothian District. After hearing the request madelby Mr. Gravins the Chairman asked if there were any persons who opposed the establishing o~ a private dog kennel at this location. Whereupon M~.DuVol stated he represented several residents and presented e petition signed by residents urging the Board not to grant this permit as it would create a nuisance in the neighborhood and be detrimental to all. Upon consideration whereof, and on motion of T.D.Watkins, it is resolved that the appliSatian made by Mr. Wm. ~.Gravins,Jr., for a permit to operate a private dog kennel on Cherokee~ Road, be and it hereby is denied. This day there appeared before the Board ~r. E.,,.Almond and Mr. E.L.Pinney, residents o~ ~,arwick Garden urging the Board to take some steps to provide drainage for the area in and around ~a~wick Ca,dens to relieve the situation that now exists. Whereupon the Executive Secretary reported the survey hsd been completed and that bids had been requested on the work but as yet only one bid had been received and as soon asithe bids were received the Board was ready to proceed with this work in conjunction with th? land owners of that area. This day Mr. Bani. L. Campbell, Attorney, representin~ David Partlow, trading as Partlo~ Riding Devices, requested permission for his client to use an entire tract of approximaSely 4~0-acres fronting on the Richmond-Petersburg Turnpike, for the purpose of establishing an amusement park. This tract is located near Stop ~7 and is commonly known as the Lauterbsch or Willie tract. Upon consideration whereof and on motion of ~.A.Horner, it is resolved that permission Se granted to the Partlow Riding Devices to use the entire tract known as the Lauterbach o$ Willie Tract, of approximately 40-acres on the Richmond-Petersburg Turnpike to establis$ an amusement park. This day the Commonwealth's Attorney called to the Board's attention the fact that ther~ was at the present time a lot owned by Mrs.C.T. Chappelle on Butte Road being used as a~ chicken range which was in violation of the Zoning Ordinance and inquired what steps th$ Board wished him to take regardin£, same. Upon consideration whereof, and on motion of H.T.Goyne, the Commonwealth's Attorney is hereby requested to take whatever steps necessary to secure ~n injunction ajainst Mrs. C~appelle to prevent her from the continued use of a lot in Manchester Magisterial District on Butte Road purchased since the enactment of the Zoning Ordinance in a manne~ which is in violation of the Zoning Ordinance of Chesterfield County. At a previous meeting of the Board, Mr.P.Rixey jones, Co. Agricultural Agent, was re- quested to appear before the Board to explain the distribution of lime in Chesterfield County and the payments of same. Mr. Jones appeared before the Board at this meeting and explained to the Board the method and authority of the AAA organization for obtainis~g and distributing lime, stating that of 2~40 farms 406 of these had made application forf lime, and that under the new arrangement the lime was being delivered from the car to the fielG at an additional charge to the farmer of $1.00 per ton over the price which would have been charged if the lime had been delivered to his property and piled on the' field. That he had been unable to deliver all the lime requested but had been able to deliver all he was able to secure but hoped that in th~ future he would be able to secure an ad~ Litiona: truck which had been previously authorized by the Board for this distribution. ~hereupon, on motion of H.T.Goyne, the Board thanked Mr. Jones for his report. This day the Executive Secretary reported to the Board he had a conference with Mr. Donald So ~,allace, District Engineer, Geological Survey, concerning an agreement to be worked out between the Geological Survey and Chesterfield County whereby samples of water could be tested by the Department provided the County would make a contribution of $100.00 annually to this fund. This amount to be matched by the Federal Govern- ment for this work. Whereupon, on motion of H.T.Goyne,it is resolved that the Executive Secretary be and he hereby is instructed to enter into an agreement with the Geological Survey Department for service in testing water samples for Chesterfield County and that the sum of $100.00 be contributed to the Geological Survey Department. And be it further resolved that the Executive Secretary be and he hereby is instructed to pay the same from the fund set up in the budget for Utilities Department. This day the Executive Secretary read a letter from Mrs. Rennie B. Gordon requesting the Board give to her a portrait of her uncle, ~r. holden Rhodes, which had for many years hung on the courtroom wall at Chesterfield Courthouse, but the same had been recently removed from the wall. Upon consideration whereof, and on motion of ,~.A.Rorner, the Executive Secretary is requested to communicate with Mrs. Gordon stating that the County is still interested in retaining the portrait of Mr. Rhodes. This day the Executive Secretary read a letter from the Asst. Comptroller, setting forth the proportion of the Judge of Circuit Court's salary to be borne by the County in an amount of ~667.72, which letter is received and filed. This day the Executive Secretary read a letter from the Compensation Board stating that from a request made by this Board to them for assistance in purchasing photostatic equipment for the Clerk's Office that they would be able to allow the amount of $3,329. to be paid from excess fees due the County and State toward the purchase of this equipm~ which letter was received and filed. The Executive Secretary read a report from Mr.George W.Dean, Forester, for the fiscal year beginning July l, 1945 and ending June 30, 1946 which report was very gratifying and was received and filed. ' This day the Executive Secretary read a letter from Mr. Geo. C.Gregory requesting the County to take over certain roads which have been deeded for public use, which letter was referred to the Road Committee. This day the Executive Secretary reported there had been spent from the General Fund of Chesterfield County on water systems tn Manchester Magisterial District, the sum of $24,858.05, more than the return had been received from these water systems and stating that in order to transfer these systems to the Manchester Magisterial Sanitary District it would be necessary to transfer the sum of money from the Manchester Sanitary Distric~ to the General Fund. ~ Upon consideration whereof, and on motion of ~,. A. Horner, it is resolved that the sum of $24,858.05, be, and it hereby is transferred from the Manchester Sanitary District ~ Construction Fund to the General Fund of Chesterfield County and that all rights and title of water systems previously established by the General Fund of Chesterfield County to be vested in the Manchester Sanitary District. ~ land be it further resolved that this authorization be retroactive to July l, 1946, as !previously agreed upon by the Board. iThis day the Executive Secretary presented a bill from the Petersburg Hospital for ~treatment of a child in Ettrick bitten by a dog. ~hereupon the Commonwealth's Attorney informed the Board that there were no provisions for the payment of a bill for the treatment of a dog bite, although payment of bills could be made for serum used for a dog bite, and the Executive Secretary was instructed to inform the Hospital of the same. ,nt, This day the Executive Secretary presented to the Beard a bill incurred for supplies fori a brunswick stew given to Volunteer firemen and fire wardens throughout the Count. Upon consideration whereof, and on motion of J.G.Hening, The Executive Secretary is instructed to pay this bill from the Fire Prevention Fund. This day the Executive Secretary reported that in conformity with a resolution directing him to endeavor to secure the right-of-may for road across the Merritt property in Chester, near the Seaboard Airline RR. H~ had been able to reach an agreement with Mrs. Lashley to secure right-of-way across her property rather than across the property of Mr. Merritt. for the sum of ~75.00. This day the ~xecutive Secretary informed the Board there had been considerable trouble with the deep well pump at Bellwood Manor and recommended that the pump now in use be replaced by a turbine pump. ~pon consideration whereof, and on motion of H.T.Goyne, the Executive Secretary is re- quested to purchase a turbine pump of sufficient size for use at Bellwood Manor. This day the Executive Secretary read a letter relative to extension of Rt. 608 through the Richmond General Depot. Upon consideration whereof, and on motion of T.D. Watkins, it is resolved that the'Executive Secretary be authorized to continue work on this project with the Department of Highways. Upon consideration whereof, it is resolved on motion of H.T.Goyne, that the Sheriff, the Police Department and the Trial Justice Court use all means to cooperate each with the other in the use of the lock-up and the transportation of prisoners to conform to the resolution of this Board of June ll, 1946. A~d be it further resolved that this Board will at another meeting work c in detail its intentions as to the duties of the Sheriff and the Police Department concerning the same. This day ~r.T.D.~,atkins stated to the Board he had investigated the possl~llity of acquiring the water system in Bon Air owned by Mr. T.M. Y~ennerly and that he belie~ it would be a good investment for the County provided the water analysis proved to be satisfactory, stating that Mr. Kennerly had offered to sell his tank for ~1£50.( Upon consideration whereof, and on motion of T.D.Watkins it is resolved that the Executive Secretary be and he hereby is instructed to have a test made of the wate~ from this supply and to make final arrangements for the purchase if the analysis o~ the water proved satisfactory. This day the Executive Secretary reported to the Board that there had been a meeti~ of representatives from the State Welfare Department, Industrial Planning Engineer~ and the Executive Secretary concerning the supplying to the Bon Air Industrial School with water from the Bon Air System, under the following tentative agreement "~t a meeting of representatives of the State Welfare Department, the Institutional Planning Engineers and Chesterfield County, and after a thorougl discussion of the.possibility of Chesterfield County supplying water to the Bon ~ir Industrial School, the following temporary agreement was reached: That the County of Chesterfield would agree to supply to the Bon air Industrial School sufficient water for their use from an approved supply and will maintain a reserve of at least 75,000 gallons. That the County will erect a 100,000 gallon tank on 1CO-foot standards and will make a 6" connection between that tank and the property of the Bon Air Industrial School. That the County would agree to install and maintain a 6" line on the property of the Bon air Industrial School from the point of intersection with the line furnished by the County to the location of the present tank at the Bon Air Industrial School, and the cost of the same would be charged to and paid for by the State. That should it be necessary or desirable by the Bon Air Industrial School to install a booster pump on the line at the intersection of the Chesterfield County line and the State line, that the State would pay the cost of purchase and installation of such booster pump but that it would be operated and maintained by Chesterfield County. Should the State decide to move the Bon Air Industrial School and ther~ by have no further need for the service of water from Chesterfield County, the County would reimburse the State the amount contributed by the State for the initial installation of the tank and connecting lines, less a 3~ per annum depreciation charge, and further that if the State should abando~ the property on which is now located the Bon Air Industrial School and should dispose of the same, and if the parties who acquired the site would be in position to purchase water from Chesterfield Count~ in suffic ties to warrant the same, then the County will purchase from the State th installed by them on the site of the Bon Air Industrial School on the sam as agreed upon for the tank. The State agrees that if this installation is made they will contrib' toward the initial outlay of the same, including the tank and 6" line to property, the sum of *ll,0O0.00, and that they will purchase from Chester County water at the rate of 80 ctso per 1000 cu. ft. This day it was brought to the attention of the Board that the Governor h~ ruled that State employees would continue to operate on a five-day week f~ an indefinite period, and since the Board of Supervisors of Chesterfield County had concurred in this arrangement as far as County offices are con~ cerned the question of further continuance was in order. Upon consideration whereof, and on motion of P.W.Covington it is resolved the County employees of Chesterfield County would continue working a 5-da work as at present for an indefinite period. This day the Executive Secretary read a letter from Mrs. Atlanta B. Hende on Werth Street, requesting that the County improve same. Upon consideration whereof and on motion of H.T. Goyne, it is resolved th. this matter be referred to the County Road Engineer for further recommen.
