E.S.H. greene, Supt. of Schools, of Chesterfield County, appeared be~ the Board presenting a resolution from the School Board, in the following words and figures: "On motion of Dr. Richardson, it was ordered that the current school budget be amended in the amount of $70,000.00, both in estimated disbursements and receipts, to make possible the operation of the Federal School Lunch Program as handled by the State Board of Education, it bein~ understood that this is a conditional appropri- ation to be made for this purpose from Federal Lunch Funds as administered through the State Department of kducation, no part of these funds to be taken from local sources. it was further ordered that the Board of Supervisors of Chesterfield County be requested to approve~ this amendment to the budget." Upon consideration whereof, and on motion of J.C. Hening, the Board approved the amendment to the budget as requested by the County School Board. This being the date advertised for a hearing on the application for the rezoning of that area in Eanchester District on the southwest corner of Rts. 690 and 360, which application was made by ~. W.E. Koch, for rezoning from Residential to General Business, the Chairman asked for those who were supporting the request to make such statements as they saw fit. ,,hereupon, Mr. Koch stated that it was his purpose to build on this location i~ it ~as rezoned for Ceneral Business a repair garage, which woulG in fact replace the one operated by himself and his father which had burned sonde time ago. There being no others to speak in support of this apFlication, the Chairman request- ed those who opposed the same to make such statements as they desired, bhereupon ~. C.0. Garger, N. Darlington, ~. A.S. Elrid~e and ~. H.H. Brewer stated that the op~osea the rezonin~_ of this area from Residential to General Business and that the es{abllshment of a repair garbage at this location they felt would be detrimental to values of their property. ~ter due consideration, and on motion of W.A. Horner, it is resolved that this r~tter be postponed until the next meetinf of the Board, that the Board may have time to investigate further the merits of this apolication. This day, ~,~. A.J. Mills, Resident Engineer, appeared before the Board and stated that he had been requested by the officials of the Virginia Department of Highways to offer to hold a meeting in Chesterfield County, at which time the citizens of Chesterfield could ask ouestions about the policies and actions of the Lighway De- partment and make such suggestions as they saw fit, and after due consideration it was resolve~, on motion of %~.A. Morner, to hold such a public hearing at 10:30 a.m. October 28,1946 at Chesterfield Courthouse. The Executive Secretary read a report of the allocations of construction funds for Primary Roads, of the Virginia Department of Highways, which report is receiveu and filed. This day the Executive Secretary read a letter from Gen. James A. Anderson, Commis- sioner, Virginia Department of Highways, in answer to a letter from him and a reso- lution from the Board pertaining to the appointment of a Resident Engineer for Chesterfield County alone, which letter was received and filed. Jones, Colored Farm ~ent of Chesterfield County, introduced to the Board Mrs. ~leanor Rice, who has been recently appointed colored Home Demonstration Agent for Chesterfield County. %~his day ~r. Owen M. Near, appeared before the Board and requested that a permit be granted to him to erect a service station and grocery store on his property on the Broad Rock Road, adjacent to the property of the Hammond Florist, south of the crossing of the Atlantic Coast Line R.R. and the B~oad Rock Road, which matter was held over until the next regular meeting of the Board of Suporvisors on November 12, 1946 at their me~ting room at Chesterfield Courthouse. This day the Executive Secretary read a letter from ~. R.G. Robey, requesting that a permtt be granted to him to establish a service station and local store on his lot on Cherry Lane on Rt. 7~0, at its intersection with Rt. 76~, which application was held for consideration at the next regular meeting of the Board of Supervisors on November 12,1946, at its meeting room at Chesterfield Courthouse at 10:00 a.m. ~e eunlor ~namoe~ cz- ~o~muerce of Eichmond, who has oor~cerned itself with the pro- blem of erecting demountable housing units for veterans in Chesterfield County, stating that they had now taken an option on a piece of property known as the Bliley F~rm on Jahnke Road, near the German School Road. ~hereupon there appeared ~. Haskell, representing the Junior Chamber of Commerce, ~:~ho explained the improvement they planned to make on the housin~ units that would be built in Chester~ield County and assure~ the ~oard that in their work ¥,~ith the F.h.~. the location had ~een well planned and he felt certain that this project would ~qke a very satisfactory housing project. Upon consideration whereof, and on motion of W.A. Homer, it is resolved that, whereas, there appears to be a very critical shortage of house for veterans of Worl ~ar II, and "Jhereas, the Board of Supervisors of Chesterfield County did not want to do anything to prevent the vetera:~s from securing a home, Now therefore, it is resolved, that the Board of Supervisors of Chesterfield County would not op?ose the erection of demountable units for veterans on the Bliley pro- perty on the Jahnke Road in Chesterfield County. And be it further resolved that the Board of Supervi.~ors will make eve~ effort t~ provide such services, including the installation of a ',~ater ~ystem in this area, that is within the power of the ~.o~:rd of Sup~rvlsors to do, accordin£ to the policy established throughout the County. This day the Executive Secretary read a letter from ~.~. E.R. Combs, Chairman of the Compensation Board, stating that October 14, 1946, had been set as the time to fix salaries of the Treasurer, Commissioner of Revenue, Sheriff, and Commonwealth's Attorney, Deputies and Assistants for the County of Chesterfield, which letter is received and filed. This day the ~×ocutive S=cretary read a copy of a letter written by Dr. E.G. Gates, t;ealth Director of Chesterfield County to ~¢~. G.~ ?eple, r~,garding condition of the ne%~ly established trash dump at the intersection of Rt. ~47 and Rt. 649, which lette was received and filed. This day ~[r. H.T. Coyne, Suoervisor, called the attsntion of th~ Board to the fact that since the establishment of a trash dump near 8baster, there had been a con- siderable amount of nuisances caused by trash being deposited along the road leading to the dump and he had received complaints from owners of property through which this road led, and suggested that a shorter route might be opened through Petersburg Street in Chester, and requested the Chairman to appoint a Committee to investigate this matter. Whereupon, the Chairman appointed [,~.. H.T. Coyne and the Executive Secretary to investigate this possibility. This day ~. Robert h. Schutte, owner of a garage on Rt. 60, stated that the State Highv/ay in acquiring the land for the widening of this route had made it necessary that the shop in which tie worked be demolished, at which time he would have no place to work and requested permission to establish a shop on adjoining property sufficiently far from Rt. 60 Sot to interfere with the widening. Upon consideration ~hereof, and on motion of ~,.A. Hornet, it is resolved that permit be granted to Schutte to erect a repair garage ~long Rt. 60 as requested. This day the Executive Secretary presented to the Board an application of ~T. b.A. Dunn for a permit to erect an auto shop on Rt. 60, which application was held over for consideration until the next regular meeting of the Board on November 12,19~6. This day the Executive Secretary submitte~ to the Board a proposed agreement between Chesterfield County and the Virginia Electric & Po~er Company for an easement across the Fair Grounds for th~ installation of a new electric service for the Fair Grounds and Buildings at the Courthouse. Upon consideration ~hereof, and on notion of T.D. ~,stkins, it is resolved that the Chairman of this Board an~ the Clerk to this Board be aug they hereby are authoriz- ed to execute this a~reement. This day the Executive Secretary stated to the Board that he had learned that there was probably some room in the Petersburg Ilome for Indigents and that it might be possible to negotiate an agreement whereby Petersburg ~ould take care of the patient from Chesterfield County. Upon consideration whereof, and on motion of P.W. Covington, it is resolved that the Executive Secretary be and he hereby is instructe~ to contact officials in Petersbur and endeavor to make some arrangements, if possible whereby patients from Chesterfie County may be cared for in the Petersburg Home for indigents. This day the Executive Secretary presented to the Boards bids from alexander & ~J~errin and E.G. Bowles on the ~ork of digging drainage ditches from ~;arwick Garden~ area. Upon consideration whereof, and on motion of W.~. Homer, it is resolved that since the bid made by E.G. Bowles was the lowest bid recieved that the Executiv Secretary be instructed to inform ~f~. Bowles that he had been awarded the contract for this Crainage work. This day the Executive Secretary rea~ a letter from residents of Martin head, east- wardly from Rt. 637, near the intersection of Rt. 63? and Rt. 161, that steps be taken to have this road taken into ~he Secondarw Road System of Chesterfield County Upon consideration whereof, and on motion of W.%. Horner, it is resolved that the Executive Secretary b~ and he hereby is requested to take such steps as are necessar to have this road taken into the Secondary Road System. This day, upon request, the Commonwealth's Attorney, presented a tentative ordinance to compel all residents of Sanitary Districts to connect with a water and sewer system if and when the same is available to them. Upon eonsideration whereof, and on motion of ,,.a. Hornet, it is resolved that the Commonwealth Attorney be and he hereby is instructed to advertise this ordinance according to law, for action at a future meeting of this Board. This day ~;m. ~.T. Goyne, Supervisor, staten that he had been requested by the Ber- muda Ruritan Club to have the Board of Supervisors take such steps as possible to have the Carolina Trailways Bus Company to make stops according to their original schedule at the south end of the bridge over the Appomattox River at its inter- section with Bollingbrock Street in Petersburg, Va., and requested the Chairman to appoint a Committee to investigate this matter. Upon consideration whereof, and on motion of H.T. Goyne, it is resolved that the Chairman appoint a Ccm~ttee to investigate this matter and take such steps as necessary to have this stop resumed. Whereupon the Chairman appointed Mr. H.T. Coyne, the Con~aonwealth's ~ttorney and the Executive Secreaty as this Committee. This day 5~. H.T. Goyne read a resolution from U.S. Highway ~l as follows: "On motion of ~ T.~.~. ~,infree the following motion was passed by the Board of Directors ~f the Chesterfield County U.S. ~l Highway Association. We are opposed to the building of any Super Highway to the Wast of U.S. ~l until it is shown to be seriously needed after the present U.S. ~l be- tween Richmond & Petersburg has been fully and completely improved such as, reducin~ grades, curves, widening where practical, etc. Be it further resolved, that this resolution be presented to the Chester- field County Board of Supervisors by ~. H.T. Goyne, with the reco~endation that a.committee be apnointed by the Chesterfield County Board of Supervisors to take this matter up with the Federal Roads Administration, ~,ashington,D.C. as cuickly as possible, with a copy to Congressman J. Vaughan Gary and Hon. Senator Harry F. Byrd, and also a copy of this resolution along with a copy of the former resolution by the Chesterfield County Board of Supervisors pertaining to this be delivered to Governor Tuck by the same conunittee appointed by the Board of Supervisors." Upon consi~eration ~hereof, and on motion of H.T. Coyne, it is resolved that the chairman be r~quested to appoint a Committee to take such action as they can in this matter. Whereupon the Chairman appoint~d 5~. ti.T. Goyne and the Executive Secretary as this Committee. This day again the matter of street lighting in Chesterfield County was called to the attention of the Board and on motion of H.T. Coyne, the matter was referred to the Light Committee and that this Committee take such action and make recommendation at the next meeting of the Board. This day Mr. H.T. Goyne called attention of the Board to the fact that it had come to his attention it was very desirous to have a greater set-back along the prin- cipal highways in the County and urged that a studybe made of the set-back along Route ~1, with a view to increasing this set~ack if necessary. Upon consideration whereof, and on motion of H.T. Goyne, the Chairman is requested to appoint a Committee to make a study of this situation. ~Jher~upon the Chairman appointed as this Committee the entire Board. This day ~,..~. H.T. 6oyne stated that he had requests from citizens of B¢llewood ¥~nor that the speed limit rithin the subdivision of Bellewood }~nor be reduced to 15-mile per hour and urged that the Virginia Department icl Highways be requested to comply with this suggestion. ,Jhereupon the Connaonwealth's Attorney informed him that it w8s not ~ithin the otatute to compel a restriction of 15-miles per hour ~ithin a ~esidential area. Upon consideration whereof, and on motion of H.T. Coyne, it is resolved that this Board of Supervisors to request the State Highway Department to seek authority to establish a speed limit as lo~ as 15-miles per hour in a congested residential area.
