Board of Supervisors of

Courthouse on 0ctob~r 28,1946
at 10:00 a.m.
Absent: H.L. Chalkley
This beir4~ the day advertised for a joint meeting with the officials of the ~gh-
way Department for a public hearin~ on highway conditions in Chesterfield County,
Board of Supervisors on motion of T.D. ~mtkins, recessed for a period of time in order
to proceed with the pro,'ram as planned by the Highway Department.
~hereupon, ~. A.J. Nills, Resident Engineer, stated he had requested Hr. E.S.H.
Greene, Supt. of Schools of Chesterfield County to preside as Chairman over the
mettlng, who called upon the engineers of the Highway Department to explain to the
citizens attending some of the facts concerning the establishmend and development of
the Secondary Eighway Syctem in Ckesterfield County.
Whereupon, )~. Nills, Resident Engineer, ~ave a very interesting and enlighting re-
~ort on the development and work of the Highway Department since 1906, ~ncluding the
)resent allocations and some future plans for the improvement of the Secondary Road
~ystem ¥,ithin the County, az~ after a short talk by ~. P.W. Snead, District
t~,ere were many questions asked by the people who attended and such information was
obtained from the Highway officials concerning specific roads in the County.
~he publc hearing of the Hi~'hway Department being over, ~. H.T. Goyne, Chairman pro
tam, called the Board of Supervisors to order.
Fhis day ~. ~;.~. Bo~ner read a letter from ~. J.T. Eoore, requesting the Board of
'Supervisors to have the streets in "DuPont Square" taken into the Seconday System.
Upon consideration whereof, and on motion of W.~. Homer, it is resolved that the
Subdivider, ~. Thos. Bell, be conferred with and informed that in accordance with
a policy of the Board of Supervisors as to the recom~.~ndation for the taking into
the Secondary Road System of roads in subdivisions it would be necessary for the
subdivider to condition these roads to a point satisfactory ~ith the Resident Ln-
gineer of the Hight'ay Delmrtment.
This day the Executive Secretary reported to the Board t~t he had received a recuest
from the Virginia Blectric & Power Com,,any for permission to put the meter account
the Fair Counds in the name of F.L. Warren, v~o was to store equipment in the Fair
Buildings for the winter months. Upon investigation, it ~as learned from Mr.
that he had arranged with ~. J.G. McKesson, ~fanager of the Fair Association, to use
the buildings on the Fair Grounds, but since the Fair Ground Buildings were under
direction of the Board of Supervisors any action on the transfer of ..~ters should be
held for the consideration of the Board.
Upon consideration whereof, and on motion of J.C. Henin~, it is resolved that the
Board of Supervisors report any application by an individual for the use of the Fair
Ground Buildir~s.
~nd ke it further resolved that the Executive Secretary ~.e and he hereby is instruc-
ted to communicate with Nr. ~gcKesson and reeuest to see that any equipment which has
been stored in the Fair Grounds Buildings u~der an agreement with him, be removed.
~'his day the Executive Secretary presented a letter from the CoK~monwealth's Attcrney
i~. ~.~. Cogbill, stating that he had been requested by tMs. Helen Romaine to i~quir
of the Board of Supervisors if permission would be granted for her to temporarily u
the Red Cross BuilGing on the Fair Grounds as a place to live until she could erect
home for herself. Upon consideration ~'~hereof, ama on motion of J.G. Hening, it
is resolved that thi~ reqoest be denied.
Ordered that the meeting now adjourned ~ntil 10:00 a.m. November 22,1946.
