This being the day and time set for a public he,ring on a proposed Ordinance in
Chesterfield County requiring every owner and~or tenant of a building
sanitary district to connect with any such building to the water system and~or
sewer system in any such district.
Mr. Norman Bowen, Attorney, appeared representing Certain citizens of ~nchester
Sanirsry District, stating that he h~ not seen a copy of the ordinance and
roguested the Board to have the matter continued until the January meeting.
Upon consideration whereof, and on motion of J.G.Hening, the matter is continued
until the January meeting of the Board of Supervisors.
,~hereupon, and on motion of ~.A.Horner, the entire Board is hereby appointed as a
Committee to hold meetings in the s~nitary districts of the County, prior to the
January meeting.
This day an application made by ¥~s. anne F. M~ers for the rezoning of a section
of her property located on the west side of Route ~10 at its intersection with
Rt. 145 was considered by the Board, after being duly advertised according to law,
end there appearing in opposition to such r~zoning M~~. James H. Lumpkin, Jr.,
and Mr. and ~s. S.R. Hague, Jr., statin~ that such rezonlng and the establishment
of a business would depreciate the value of their property. Upon consideration
whereof, and on motion of J.G.Hening, the request be and it hereby is denied.
This day an applic~tion made by D~r. Gall ~,. Erb for the rezoning of a piece of
property on the north side of Rt. 611, near the s~bdlvi~ton of "Bellwood ~mnor", b,
at the corner of the C ermundt property, and extending eastwardly along Rt. 611
for 100 feet and for a depth of 100 feet, was considered by the Board.
Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the
section of land on the north side of kt. 611, near the subdivision of "Bellwood
Manor", beginnin~~. at the corner o~~ the Germundt property, and extending eastwardl
along Rt. 611, for 100 feet, and for a depth of 100 feet, be and the same is
rezoned from Residential to Local Business.
This day an applicstion ma~e by ~J~. Howard F. ~,illiams for the rezoning of the
southeast corner of his property on Rt. 60, approximately .4 of a mile east from
the crossing of Rt. 00 and the southern Railway be rezoned from ~griculture to
General Business, v~hich application having been duly advertised was considered by
the Board. Upon consideration whereof, and on motion of T.D.Watkins, it is
resolved that the section of land on the eastern side of the property of
Howard Williams along Route ~60, for a distance of 200 feet and ~.'ith a depth
of PgO feet be and the same is hereby rezoned from Agriculture to General Business

of a parcel of l~nd at the intersection of Gill Street ~nd Railroad Avenue, on
the southwest corner, in the Village of Chester, come, only ~nown as the "Old ~,~ll"
property, having been duly advertised, came before the Board for action.
Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the
parcel of l~nd at the southwest intersection of Gill Street and Railroad Avenue
in Che~ter, known as the "01d ~.~tll" property, for a distance of 100 feet on Gill
~treet and £~0 feet on Railroad Lvenue, be, and the s~me is hereby rezoned from
General B~siness to $1anufacturing.
This d~y an application made by ~;~. Chas. Besecker for the rezoning of a section
of land on the northwest corner of the intersection of Gill ~treet and Railroad
avenue for a distunce of 150 fe~t along Gill Street, and 200 feet alon~ Railroad
avenue having been duly advertised, came before the Boar~ for action.
Upon constder~tion whereof, and on ~otion of H.T.Goyne, it is resolved that the
section of land on the northwest corner of the intersection of Gill Street and
Railroad ~venue be and the s~me is herey rezoned fromResidenttal to ~nufscturing
This day an application made by ~T. R.E.Sutton at a previous meeting of the Board
was presented to the Board for action, ~nd since there was a petition containing
a nomber of names of residents of that area opposin~~ th~ establish~ent of this
kennel, and after due consider~tion and on motion of H.T.Goyne, it is resolved
that thi~ matter Se continued until the next ~eting of the Board on December 10,
19~6.
This day an application from ~r.~.B.Pruden for ~ peri, it to operate a general
merchandise business on the north side of Rt. 360, about one-half mile from
M~nchester High School having been previously presented to the Board, came up
for action. ~nd there appeared ~oWilliams, ~. Luther Dyer, and ~. Holmes
all residents of the neighborhood opposing the establishment of such a business.
Upon consideration whereof, and on notion of ~.A.Horner, it is resolved that the
application of Er. Pruden to est~b$ish a general merchandise business on Rt. Z60,
about one-half ~nile west of the ~anchester High School, be, and the same is
denied.
This day an application ma~e by ~r.W.D.~ere~ee fo~ a permit to establish a
restaurant and service st~tion with livi~g ~uarters, on Rt. 60, east of the
intersection of Rte. 60 and 147, which application having been presented at a
previous meetin~'~ came up for action, and there app~eared a number of residents
including M~.j.R. Henshaw, Nr. I~indsey, ~Tr. Fleming ~nd ~. Carter oppostr~ t
applt~tion for this permit. Upon consider~tion whereof, end on notion of
D.',~atklns,it is resolved that this application be and the same is hereby denied.
This day an ap!lic~tion from Lr.E.~.Dun.~ for a p,~rmit to enlarge a non-conforming
business of a repair garage on Rt. ~0, :'~est of the intersection of Rt. 60 and ~7~,
which had been pr~viously presented to the Boarm, came up for action. Upon
cons~de.~'-tion whereof, and on motion of T.D.~,ati~ins, it is resolw~d that a permit
is hereby ~r~nted to l~iz,. Dunn to emi. argo th~ non-confor~ing business of a repair
shop at this location.

held over from a previous meeting of the Board for further study. Upon
consider.~tion whereof, end on motion of ~,.A.t~ornez', it is resolved that a section
of land on the south side of Rt. ~60, ~"est of Rt. 690, a distance of 200 feet on
Rt. Z60 and 200 feet on t{t. 690 be and the some is hereby rezoned from ~kgricultural
to General Business.

Thi,~ day the Colored Farm Agent and the Colored Home Demonstration Agent appeared
before the Board requesting that some provision be mane for office space for them.
Upon consideration whereof, ~nd on motion of W.A.Horner, it is resolved that this
matter be referred to the Buildings end G
round~ Committee for action as early as
possible.
This day thc Colcre~ Farm AgeAtm, R.F.Jones, pres~e~nted to the Board a copy of the
Expenditures and Receipts of' the Colored County ~alr which showed that they did not
hmve sufficient money to pay all the prizes. Upon consideration whereof, and
on mottos of H.T.Goyne, it is resolved that the~-e bo contributed to the Colored
County Fair Association the sum of ~200.00 to assist in the paying of prizes of
the Coloron County Fair.
This day ~.H.14.~,infree, Secretary a~d Treasurer of the Chesterfield County Fair
presented a report of the expenditures and receipts of the Chesterfield F~ir
~ssociation, stating,' that the Fair in 1946 was the best financial ventdre the
Fair Association had ever had and stated that since they had done so well on gate
receipts that it w, as not necessary to ask for a contribution for prizes; however,
suggested that the sum of $600,00 allocated in the budget be transferred to supplement
the amount which had been appropriated for the buildings and grounds. Upon
consideration whereof, and on motion of J.G.Hening, it is resolved that the report
be received and filed, and that the sum of $600.00 be and it hereby is transferre~
from lie-County ~gricultural Fair (White') to llc-215-Repairs and Replacements
(Fair Grounds).
This day the Executive Secretary stated that there was a balance of $55,794.80 in
the unexpended surplus of the ~nchester Sanitary District Fund which could not be
used for the construction of water systems unless it was transferred to the
Construction Fund. Upon consideration ~'~hereof, and on motion of W.k.Horner,
it is resolved that $5,794.80 be transferred from the unappropriated surplus of the
5~nchester ~anitary District Fund to the Construction Fund of the same District.
This Cay the Executive Oecretary read ~n order from the Circuit Court appointing
l~r.J.Bagby Womble, Attorney to represent one Clovis B. Newton and ~rthus Sampson.
Upon consideration whereof, and on motion of J.G.Hening, it is resolved that the
order be received and tl~e amounts paid.
This day the Executive Secretary read a letter from Brownin~ and ChilCress
regarding the establishment of a Drive-In-Theatre on Rt. 60, west of Rt. 698.
Upon consideration whereof, and on motion of %i.A.Horner, the Chairman is requested
to appoint the entire Board ss a Committee to investigate the desirability of
such an establlshm~nt and report to the Board at a later meeting.
This day the Executive ~ecretary reed a communication from the Chesterfield County
Council relative to the appointment of a member of the Board of Supervisors to
the Council to :~k~ a study of the recreational needs in Chesterfield County, whic]
letter was received and filed.
This day th~ Executive ~ecre~ary read a letter from the Treasurer of Virginia
statir&c that the Legislature had increase~2 the salaries~of Judges of Circuit
Courts~ the apport.ionment to Chesterfield County being $145.66. Upon consi on
whereof,a~nd on motion of H.T.Goyne, it is resolved that this amount be added ~rat
the salary of the Judge of Circuit Court of Chesterfield County.
This day }f~r.5i.A. Cogbill, Commonw~alth's ~ttorney, stated to the Board that he had
made a request to the State Compensation Board for an increase of salary for his
office in the amount of Five Hundred Dollars ($500.00) for the year beginning
January l, 1947, and ending December 5l, 1947, and it appearing to this Board from
the re~ords that the said officer has not had an increase in salary since the
said office was put on a salary basis. Upon consideration ~,,~-hereOf, and on
motion of J.G.Hening, it is resolved that. the State Compensation be and it hereby
is informed that this Board of Supervisors is agreeable to an increase of $500.00
in the salary of the Commonwealth's Attorney for the year beginning January l,
1947, and ending December 31, 194~.
And it is ordered that a copy of this resolution be forwarded to the State Compensation
Board, Richmond, Virginia. ~,., In this matter ~r.H.T.Goyne voted "~o" and asked
that his vote be so recorded.
This day again the control of the Fair Crounds and buildings was considered by
the Board, aad on motion of J.G.Hening, it is resolved that the Fair Crounds and th
buildings thereon and the use thereof be and the same is committed to the Buildings
and Grounds Committee of this Board for supervision and control.
And be it further resolved that the ~ulager of the Fair be and he hereby is n~de

This day the Executive Secretary read a letter from Nr.Ceo. Cross requesting the
installation of a water system in a project proposed by him at the intersection
of Hopkins Road sag the Clopton Road, Rt. 1208, Upon consideration whereof,
anG on motion of W.~.~orner, it is resolved that this matter be referred to the
~ater Committee.
This day the Executive Secretary read a letter from D~.G.~.Peple, Jr., regarding
tract of land now owned hnd used by Chesterfield County as a trash dump, which is
adjacent to the land owned by Nm. Peple. Nr. Peple reeuesteG that this dump
be discontinued as a trash dump,stating that he had tried~on several occasions-to
acquire this land but had been unsuccessful.
UpOn consideration whereof, and on motion of ~,.A. liorner, the Executive Secretary be
he hereby is directed to offer to sell this tract of land to $1r. Peple for the
sum of $1000.00 be~n~ the same amount ~'Jhich was paid for the land by this Board.
This day there was presented to the Board a writing in the form of a deed between
Robert L. Webster a~d Evelyn M. Webster, his wife, and the Board of Supervisors of
Chesterfield County, and
Whereas, it appears from the records and otherwise that the County of Chesterfield
owns the rear portion of Lot 55 ~in the Plan of "Bellwood ~Zanor", that Robert L.
Webster and wife own the front portion of said Lot 55 in said Plan; ~that there is
an easement for the right-of-way of five feet (5) on the eastern side of Lot. 55
in setd Plan adJoiniug said northern Lot 55, and that the two-story frame residence
es shown on Lot 50 encroaches on said five feet (5) right-of-way easement; that the
building on the rear portion of Lot 55 so owned by the County of Chesterfield
encroaches upon the northern portion of said Lot 55; that the said deed '~th the
plat attached proposes that the County of Chesterfield release ~ts easement in the
first mentioned right-of-way of five feet and accept a ten foot (10) easement on
the western ~ine of th~ said northorn portion of Lot 55, and that permission be
given to said County to continue the encroachment of said building oh said norther~
portion of said Lot 55, and
~hereas, it appearing proper to do so, on notion, it is resolved that this Bo~d o~
Supervisors do execute this deed and that the Chairman ~nd Clerk respectfully be,
an~ they hereby are direcDed to sign the said deed on behalf of this Board, fixing
the seal of said Board.
~nd it is further resolved that a copy of this resolution be attached and recorded
with said deed.
This day there appeared before the Bo.~rd a representative of an automobile racing
association who was interested in holding automobile r~ces cn the Fair Grounds
race track. Upon consideration whereof, and on motion of W.A.Hor~£er, this m~t
is r:~ferred to the Fair Association Committee for r¢co~nendation.
The Executive Secretary roported that according.~ to instructions he had made an
investigation and had an analysis made of the well and water system owned by }~r.
Geo. ~ancos in "Chesterfield Gardens" and that the well only produces 15 to 20
gallons per minute, that the ~uality of water was Sery good , but that this was no~
sufficient water to be interesting to ~he County.
Upon consideration whereof, ~nd on notion of ~,.A.~iorner, it is resolved that ~he
Board not accept the offer of $2500.00 of ~. l,~ancos to purchase the well and
water system, but would be glad to purchase the lines ¥~ithout regard to the well
at a price to be determined &pon.
This day ~r.H.T.Gcyne, Supervisor of Bernud~ Diztrict, stated that he had a request
for a survey of the area in the vicinity of Enon School to ascertain the desirabil~
of establishing a ~mter system at that point. Upon consideration whereof, and
on motion of H.T.Goyne, it ~ resolved that the Chairman be requested to appoint
a Committee to make a study of this area.
Whereupon, V, he Chairman appointed ~;~.~.T.Gcyne and the Executive Secretary as this
Committee.
This day the Executive ~ec~etary read a letter from the L.E.Walton and Company
requesting that a section of the subdivision "Ca~ali~r Court" be rezoned from
Agriculture to Residential. Upon consideration whereof, ~nd on motion of
W.A.horner, it is resolved that this request be received and that December 17,
1946, at 10:00 o'clock a.m. be set as thc time for apublic hearing on this rezonin
This day the Executive Oecretary read a letter from i~r. Frank J. ~nh~rt, Atty.,
regarding the improvement of streets in "DuPont Squ~re", which letter is received
and filed.
~r.H.T.Goyne, Supervisor of Bermuda District, stated he had a request from certain
citizens of "Bellwood Heights" to have some of the streets in "Be llwood Heights"
take into the Secondary System. Upon consideration whereof, and on motion of
H.T.Goyne, it is re~olved that the County Road Engineer be and he hereby is
requested to investigate this matter and report to this Board at a later meeting.
This d~y the matter cf streets in "Csntralia Gardens" was brought to the ~dard's
attention. Upon consideration whereof, and on motion of J.G.Hening, the
Executive Secretary is instructed to inform 5~.J.T.Eoore, De,eloper, that if and
when these streets are brought up to specifications that they will be viewed by
the Resident ~ngineer of the Department of Highv~ays and the County Road Engineer
recommendations that they be accepted into the Secondary ~ystem.

This day the E. xecutlve Secretary informed the Boar~ that in order to purchase
materials end,or supplies from the Government's War Assets Administratio~ ~,~S~ale,
it ws necessary thgt some method be taken to establish credit with the ~ar ~ssets
Administration.
Upon consideration whereof, and on motion of ~¢~.J.O.Rening, it is resolved that the
War Assets Administr~tion be informed that the Executive Sec~-etar¥, W.R. Caldwell,
of Chesterfield County, is the Purchasing Agent for Che~terfleld County and that
he has been empowered to purchase materials from the War Assets Adminlstr~tion, not
to exceed the sum of $1500.00.
