This day, Mr. J. Wm. ~ance, Treasurer, submitted to the Board report of expenses
incurred in the. operation and maintenance of his office for the month of November,
1946, in the amount of $1345.22, of which the county has paid two-thirds or $896.81,
the remainder to be paid by the State, and the Board approving the same, the report
is filed. ~
This day, ~. Geo. W. Moore,Jr., Commissioner of Revenue, submitted to the Board
report of expenses incurred in the operation end maintenance of his office for the
month of November, 1946, in the amount of $$10.00, of Ehich the County has paid
two-thirds or $606.67, the remainder to be paid by the State, and the Board approv-
ing the report the same is filed.
This day, ~. M.A. Cogbill, Commonwealth's Attorney, submitted to the Board report
of expenses incurred in the operation and maintenance of his office in the amount
of $501.66, of which the County has paid one-half or $250.83, the remainder to be
paid by the State, and the Board approving the report, the same is filed.
This day, Mr. 0.B. Gates, Sheriff, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of October,
1946, in the amount of $621.51, of which the County has paid one-third or $207.17,
the r~mainder to be paid by the State, and the Board approving the report the same
is filed.

This day, Mr. C.W. Blake, of the Chesterfield Packing Company aFpeared before the
Board stating that he had been induced by one ~. Strange to operate a meat packing
and alaughte~ house in Chesterfield County on Rt.~l, near Stop ~6, and that he had
discovered that Mr. Strange had not properly informed him of permits, etc. and found
he was operating a business ~tthout a permit and requested the Board to grant a
permit for a slaughter house at this location. Uoon consideration whereof, and on
motion of H.T. Goyne, it is resolved that a temporary permit be granted ~r. C.W.
Blake to operate a slaughter house at this location uhtil December 17,1946, at which
time the Board will render a decision in the matter.
This day again the matter of establishin~ a kennel on Warwick Road by Mr. R.E. Sutto:
came before the Board, and there appeared e number of neighbors who ~id not object
to the same. Upon soncideration whereof, and on motion of W.A. Horner, it is re-
solved that a permit be granted for the establishment of this kennel.
This day, ~M. and i¥~s. ~i.D. Ferebee again appeared before the Board stating that the
had endeavored to locate property other than that previously considered on which to
build a n~ place of business but had been unsuccesful in their efforts. ~hereupon
they mad~ application to use the same land as previously requested. Upon consider--
ation whereof, and on motion of T.D. Watkins, it is resolved that this matter be
continued until December 17,1946, for action.
This day, Mr. Leo Myers anG others appeared before the Bo~rd requesting that the
Board take steps to have certain roads in "Bellewood Heights" taken into the High-
way Secondary Road System. Upon consideration whereof, and on motion of H.T. Goyne
it is resolved that the Road Committee and the Executive Secretary be and they hereb~
are requested to investigate~this matter. ~hereupon it was decided that the Road
Committee would ~iew the roads after the adjourned meeting on December 17,1946.
This day the matter of ~ request for street lt~'hts in Bellewood ~![anor was brought
before the Board, stating that several robberies miEht have been prevented had the
lights been installed previously. Upon consideration whereof, and on motion of H.
T..Ooyne, it is resolved that tho Light Committee be urged to make immediate study
of the needs of ~ights Eithin the County with a view to installing same as soon as
possible.
This day ~M. ?i.T. Ccyne presented a resolution concerning the chan~e of the form of
government in Chesterfield County and in presenting same spoke as follows~:
"For ma~ years I have been convinced in my own mind that we should have a
change of government, as to fcrm, in Chesterfield County. In a recent meeting in
Richmond where the supervisors of the counties of Virginia assembled to discuss the
problems of the State, Ex-governc~.Darden spoke my convictions. In substance he
said that the counties should wake up and recover some of the powers they had lost
to the state and the nation.
Everybody knows that our counties have become as speakeasies for the higher
powers. Everybody knows that our county governments are archaic, obsolete and In-
efficient, to say nothing about being top heavy and expensive. The present math!ncr
of Chesterfield County is not representative of the people of the county because its
yields to po~ers above it at Richmond and hence does not and cannot truly heed the
voice cf the people.
It is too far out of reach of the masses and is therefore in a very definite ~
sense a lo~d to carry and is not cn elastic and pliable instrument in the hands of
the people to give to th~ people a practical, Useful, and economical government such
as our modern times require and which would meet the specifications of the best
students of government in our universities, schools., and as constantly heard from
~l~bllc platforms, town halls and ot~her progressive outlets of public information."
~. Coyne then offered the following resolution -
"BE IT RESOLVED - That the Board of Supervisors of Chesterfield County, Virgin!
request the Honorable J. garland Jefferson, Jr., Judge of Circuit Court of said
County to order theft a referendum be held in the County of Chesterfield, Virginia,
on the single question as to whether the County shall adopt that form of county
organization and ~over~ment designated as the "County ~anager Form" and that a
special election be hel~ to take the sense of the qualified voters of the County
of Chesterfield, Virginia, on said question, all as provided in Chapted 109D, para-
graph 2773 (109D, paragraphs 2773 (24) ~to ?73 (79A), inclusive of the Code of
Virginia as amended."
This resolution did not receive a second.
~hereas, said H.T. Goyne asked for the floor to be heard further about the
same subject matter, on which request the Chairman hold that ~'. Coyne was ou~ of

~,herees, the Chairman called for the ~ill of the =card o~ his ruling, and
Whereas, ~.A. Horner, offered the motion belo~ set out, seconded by J.G. Henin
"I move that the Chairm~n be sustained in his ruling in holding that ~. Coyne
is out of order in his request for the floor to be f~ther heard on the matter."
This motion was carried.
This day, ~iss Lucy Corr, Supt. of Public .~elfare, appeared before the Board stating
that it hod been the custom of the ~,elfare Department in Chesterfield County to
have within its budget and ite$ of $100.00 for the purchase of Christmas baskets
for the nee(~y of Chesterfield County, but this year it had been felt it was better
not to have this item shown in the b~dget; however, the amount was needed for the
purchase of christmas baskets. Upon consideration whereof, and on motion of J.G.
Mening, it is resolved that $100.00 be and it hereby is donated to the ~Jelfare
Department fez the purchase of Christmas baskets for the needy of Chesterfield Count
~Ynd be it further resolved that the sum of $i00.0C be and it hereby is transferred
from the unappropriated surplus of the General Fund to the Welfare Department. -

This day the £xecuti~e S~cretary stated that there had been a request at a previous
meeting for him to obtain prices on watez meters, and he ~as ready to sub~it three
bids. Upon consideration whereof, end on motion of W.A. Horner, it is resolved that
all bids on water meters be reJect~d and defer the purchasing of same until after
July l, 1947.
This Gay the matter of a right-of-way for a road known as the Williams Road through
the property of ~. Roberts was considered and the ~ecutive Secretary stated that
he had been ~nformed that this right-of-way could be obtained for $100.00. Upon
consideration ~hereof, and on motion of W.A. Homer, it is resolved that the Execu-
tiv~ Secretary be and he hereby is directed to secure the right-of-way for this
£o~d from ~. Roberts for a sum not to ezceed $100.00.
This cay the Executive ~ecretary presented to the Board the final budget of ~he
~irginia Depar.tnent of Highways for Chesterfield County for 19~6-1947 for the
Secondary Road System of Chesterfield County, Upon c~nsideration whereof, .and on

Ehort Street in "A~pthill Heights" be taken into the Secondary Road System. Upon
consideration whereof, and on motion of ¥~.A. Horror, it is resolved that the County

This day the Exocutive Secretary read a letter from Can. Anderson which had been
written to ~fr. L.L. Johnson, of the U.S. H~£h'J~s.y ~'l Association, relative to the
proposed alternate route £0r U.S. ~il, which letter is received and filed.
This day the Executive SecreZary read a letter from ~ir. Frank J. Manhart, Attorney,
for the subdivider of DUO, Grit Square, requezting that Bramptcn ~ay in DuPont Square
be taken into the 0ecc~d~ry~-Road System of Chesterfield County. Upon consideration
whereof, and on motion of ~.A. Homer, it is resolved that the County Road Engineer
be and he hereby is instructed to investigate ~ra~pton YJay and report at a later
m~etin£ of the Board.
Again the matter of the use of buildings on the Fair Grounds was brought to the
Board's attention and D~. J.C. Honing state~ that he had been informed that the In-
surance Company had stated that they ~ould not be liable for any losses if the
buildin~s were not cleared of hay and straw now store therein.
Upon consideration ~hereof, and on motion of J.G. H@nin~i, it is resolved that the
Executive Secretary be and he hereby is instructed to inform any persons now storing
hay and straw in the buildings that it must be moved immediately.
And be it further resolved that the insurance policies on these buildings be ~rans-
ferred to Chesterfield County, and that the Board of Supervisors pay the premium on

This day the hxecutive Secretary read a communication from ~. G.A. PeDle accepting
~the Board's offer to sell the lot now owned by the County and used as a trash dump
for the sum of $1000.00. Upon consideration whereof, and on motion of W.A. Horner,

to him for one-half the taxes of 1946, which he had already paid. Upon

salaries of the Police in order to hold them with the County, and because of the
increased police work it was desirable to add an additional policeman to the force,
and that if it was done an appropriation of $2~00.00 was needed to carry the depart-

Circuit court, had b~en decided by the Circuit Court adversely to the decision of
this Board and the Board of Zoning Appeals; that the Attorney for the Commonwealth
had noted an appeal from the decision of the Judge of Circuit Court and that he
now desires directions from this Board as to whether or not he shall perfect said
appeal to the Virginia Supreme Court of Appeals., Upon consideration whereof, and
