A manufactured home has been located on the subject property since 1971. Approval for the
manufactured home was renewed multiple times between 1971and 1996. In 2005,Patricia Wells
wasthe sole applicantwith her son, Michael Dunaway being the occupant of the temporary
manufactured home. On June 27, 2012, the Board of Supervisors approved the most recent
permit (Case 12SN0222)with Michael Dunaway as sole applicantfor seven (7) years, expiring June
2019.
AREA DEVELOPMENT TRENDS
While Central Park subdivision was recorded in 1958 as a single-family neighborhood, through
the years temporary manufactured home permits have been approved by the Board. In 1996,
with the reviewof a manufactured home permit on the property, staff identified eleven (11)

other manufactured homes located within a quarter mile of this request; however, currently,
there are four(4).
Over the last ten (10) years, Central Parksubdivision has experienced an increase in the
construction of new single-family dwellings, some of which replaced temporary manufactured
homes approved by the Board. Within this period of time, twenty-one(21) new single-family
dwellings have been constructed within this subdivision. Recognizing this change in area
development and character, and the importance of revitalization in aged communities, Staff
would not be supportive of a manufactured home permit for a new applicant as a first-time
owner/occupant.Staff is, however, supportive of renewals for previously-approved applicants
as owners/occupants of the manufactured home, and the manufactured home and property
continue to be well-maintained and in compliance with conditions of their previous permit
approval.
PROPOSAL
The applicantisseeking renewal of the manufactured home permit for an additional seven (7)
years.
The applicant has lived in the manufactured for the last 28 years assisting his grandmother, Cora
Shook, while dealing with dementia and now assisting his parents with daily needs and up-keep of
the property. The temporary manufactured home is located on property belonging toPatricia
and Roy Wells, and Michael Dunaway’s intent is to residein the manufactured home while
Patricia & Roy Wells live in the single-family dwelling located on adjoining property. (Map 2).
Mr. Dunaway is in compliance with conditions imposed by the Board of Supervisors in 2012.
Staff’s inspection of the property revealed the manufactured home to be located nearthe
terminus of Brightwood Road which minimizes the awareness of the use. The manufactured
home is an older model; however, given the location of the manufactured home, the request
will have minimal impacts on the surround properties.
When a manufactured home is located on property, it typically serves a housing needfor an
immediate family member on a temporary basis. In this case, thisrequest is to satisfy an
immediate housing need on a temporary basis based on the family relationship between the
occupant of the manufactured home and the single-family dwelling.
