SUMMARY
Continued parking of a recreational vehicle (boat) within the side yard of a residential lot is
proposed. The applicant does not plan to meet the Ordinance restriction that the recreational
vehicle be parked in the rear yard.
RECOMMENDATIONS

Sloping topography prevents parking of boat in compliance with

Proposal
The applicant has been parking a recreational vehicle on the property since 2002. In August 2018,
the Planning Department received a complaint relative to the parking of a boat measuring
approximately 21 feet long, 7 feet wide and 9 feet tall within the side yard.
The Zoning Ordinance permits the parking and storage of recreational equipment within a
residential district with certain restrictions:
No more than two (2) items of equipment permitted to be stored outside of an
enclosed building;
Except for loading and unloading, equipment is located in a rear yard and set
back 10 feet from the rear property line and 5 feet from the side property line;
Except for repair, wheels on the equipment are not removed;
Equipment is not used for living or commercial purposes; and,
Equipment is not connected to utility services.
These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment
on area residential development and the streetscape. If any of these restrictions cannot be met,
the use may be allowed by conditional use. The applicant’s recreational vehicle complies with the
ordinance restrictions except that the vehicleisparked within the side yard. The applicant is
seeking conditional use approval to permit parking and storage of the recreational vehicle in the
carport as identified in Exhibit A. (Attachment 2)
Alternative Parking and Storage Location
Upon visiting the subject property, staff noted that the boat was stored in the right side-yard
underneath a constructed carport. In addition, a utility trailer was parked in the front yard. The
applicant has agreed to remove or relocate the utility trailer in order to meet ordinance
requirements. (Condition 4)
A septic system is located in the left side yard and a portion of the rear yard. In addition, the
property slopes downward toward Falling Creek(approximately 15% slope, as identified by the
map on the following page). As such, expansion of a parking area into the rear yard would require
significant improvements including grading and construction of retaining walls, as well as the
relocation of septic fields. Due to these existing constraints, there is no practical alternative
location for on-site parking which would comply with the Ordinance.

Brian Joseph Bickerstaff and Laura Elizabeth Zicarelli, and shall not be transferable nor run with
