House and Senate Transportation Plan Differences
· The Senate plan would increase transportation formula funding by 3 times the
House plan over 4 years for primary, secondary, urban, and transit systems.
· 80 percent of this identifiable location House plan funding is dedicated to the
Northern Virginia and Hampton Roads construction districts, but is still
significantly less than the amount of funding in the Senate plan.
· 75% of 4-year funding and 85% oflong-term funding in the Senate plan is from
new, dedicated long-term transportation funding sources.
· Except for the "abuser" fee proposal, the entire House plan is funded from general

Chairman King, Mr. Ramsey, other members of the Board of Supervisors:
On February 28, the School Board adopted a budget for the upcoming fiscal
year of 2006-07 and a planning budget for 2007-08. These budgets were based on
action taken by the Board of Supervisors last year to implement a methodical
reduction of the county tax rate over the next several years. Therefore, hand in hand
with Mr. Ramsey, Dr. Cannaday and his staff prepared these two budgets based on a
lowering of the real estate tax rate by one cent in each year for 2006, 2007, and 2008.
We do not oppose this decrease in the real estate tax rate. As a School Board, we
respect that the Board of Supervisors must balance the needs of schools and other
county services against the tax burden imposed on residents, especially when
assessments have increased such as they have this past year. What I would ask is
your commitment to the methodical plan you outlined last year instead of trying to
either leap frog or front-load tax reductions. This type of action does not allow for
long term planning to address longstanding issues. I will explain.
We also acknowledge that this year brings a historic increase in state revenue
to fund our schools. Given this historic increase in state funding, the revenue to
fund our approved budget IS outpacing inflation and the rate of student growth.
You and the citizens of Chesterfield are entitled to ask the question WHY is this
necessary? The increase in revenue from both the state and the county will allow us
to address longstanding deficits. Since the mid-1990's, teachers and other CCPS
employees have lagged behind our neighbors in compensation. This gap must be
corrected in order to retain and attract the best to teach and support our students.
Also, there have been lower than inflation investments in the resources needed for
transportation and operations and maintenance; much lower. As with salaries, the
gap must be funded at higher than inflation rates in order to provide even the
minimal level in these essential services. The cost of health care continues to outpace
inflation, and the School Board has struggled to maintain our commitment to
employees and retirees with this critical benefit. Today we face having to reduce
retiree health benefits for many of our current employees and eliminating the retiree
benefit for any new hires. Health and retirement benefits used to be among the best
teacher recruiting strategies in our hiring toolbox. With the planned and necessary
reductions in the health benefit, we can no longer allow salaries to lag behind our
local competitors or our ability to attract and retain the best is in serious jeopardy.
The cost of providing public education has indeed outpaced inflation. State-
required Standards of Learning assessments and federal mandates for special
education and the No Child Left Behind Act have NEVER been fully funded by
either entity. Legally, we cannot choose to not provide these services even though the
state and federal governments do not fund them even close to the actual cost of
service delivery. The gap, often significant, is made up with local tax dollars from
local taxpayers. As a School Board, we have often lobbied for the state and federal
government to "pay their own way." Further, this community expects CCPS to offer
outstanding educational opportunities for young people. School choice options exist
at elementary, middle and high school. These options add value beyond what the
state requires as a minimum. When all is said and done, 70 percent of the proposed
budget is linked directly to instruction; eight percent pays our mortgage - debt
service on our buildings; five percent on student transportation; twelve percent on
operations and maintenance; only two percent is in administrative costs. Very few
businesses can cite such numbers.
There are several examples of costs that the school system has assumed from
the shoulders of the county. I will list but a couple to provide another reason why our
monetary needs have increased over the last several years. First, the school system
took over the costs for keeping police officers in the schools in FY 2003 at the initial
costs of 1.3 million dollars. This is money previously paid by the county, now borne
by the schools. Our cost in this category has increased to a projected dollar figure of
almost 2.4 million dollars for FY 2007 and up to 2.5 million dollars for FY 2008.
Another category is nursing staff at schools. When the school system took over this
expenditure from the County in FY 2004, the cost became 1.1 million dollars. This
has now increased to an expenditure of almost 1.6 million in FY 2007 and 1.7 million
dollars in FY 2008. These are but two examples of costs where the school system has
assumed the burden from the county. The dollars to support these things cannot
come out of thin air and is another reason why our costs have indeed exceeded the
rate of inflation.
I also wish to acknowledge that about two-thirds of Chesterfield's taxpayers do
not have children in the public schools. I ask that you think of your tax support of
public education as an investment in our children as well as the county's economic
well being. Our children will enter a world of competition never before known.
Globalization brings more intense competition. As an example, all we have to do is
look at the current debate on the potential contract for security management of
several large seaports in the United States. It is essential that we equip our young
people to thrive in this new environment. All citizens benefit from the investment in
public education. Excellent public schools ensure strong property values. Excellent
public schools also ensure a future workforce that will enable this region, state and
nation to remain economically and socially strong. Chesterfield is a "First Choice"
community in large part because of the educational quality and the options available
in our public schools. Prospective employers look very carefully at the public school

system in a locality to see if it offers the quality and choices that parent employees
expect for their children before deciding to move into that locality. I think I can say
unequivocally that Chesterfield County Public Schools have done exactly that. We
are one of the best managed systems in the country and provide top dollar value to
our citizens.
To recap, the School Board respectfully ask your patience and implementation
of a tax-reduction plan at the rate of one cent per year over the next several years to
avoid problems of wide fluctuations of revenue, to allow us to fund employee salaries
to competitive levels, and to fix long-standing maintenance needs.

at a dead-end street. It is very dark. People dump lrash, park,anddo all kinds of lhings there.
We feel lighting this areawilldeterlheseactivities. We have sine epurchasingthispropertyhave
had to haul away four truck ioads of trash tha: have been dumped the re since our purchase.
VDOT had to haul away another load that blocked the road. We alsO have had deercarcasses
dumped here during hunting season. We have had to remove a dryer, a commercial heating
unit,andacompressedairboltle. Wehavealsocomeupontwoinstancesofteenagersselling
drugs at the end of our driveway. We continue 10 haul away trash being dumped in front of our
home site. In December 2004 we, again, had to remove yet another deer carcass. At
Christmas we sustained $100 damage to ourfence from vandals."
Staff notes that this project has had three deferrals since originall ypresented. Theinslallation
site is atthe street end of an 800 footdrive pro'/iding access to th e parcel at the address noted.
There are no structures along Arrowfield Road within 1000 feet of this location.

WHEREAS, Ms. patricia F. Noble will retire from Chesterfield County
utilities Department on March 24, 2006; and
WflEREAS, after working as the SeniLlr Analyst in charge of the Records
Management Department with Best Products Company, Incorporated for ten years,
~ls. Noble brought her extensive knowledge and skills to Chesterfield County
and began her public service on Aug.~st 14, 1989, as the Enginecring Data
Manager for the utilities Department; and
WHEREAS, from 1989 to 2006, Ms. Noblc brought
Utl.lities into the new millennium as a leader in
geographic infLlrmation systems, mapping, electronic
records management and customer service; and

Summary of Information:
On February 21, 2006, an offer of $1,884.00 waS made by the Right of way
office to Herbert Lee Hill, Jr., PIN: 800644988900000 for the purchase of
a 16' permanent water easement and a 15' temporary construction easement
for the Route I _ Phase IV. Since the owner has not accepted the offer,

BE IT RESOLVED by the Buard of Supervisors of the County of Chesterfield in
accordance wilh Section 3.4 of the County Charter that the following rules ofprocedurcs shall
govemtheconuuctofmeelingsandworksessionsoftheBoardofSupcrvisors duringthc 2006
calcndarycar.
Presiding Officer
Soction 1, The Board's parliamcnlary procedures shall be Robert's Rules of Order, a
Manual of General Parliamentary Law, to the extent compalible with law and the historical
practices of the Board of Supervisors. The county attorney shall act as parliamentarian to the
Board. Any questions involving the inte'lm:talion or application of Robert's Rules shall be
addressed to the CounlyAUomcy.
Section 2. The chairman, or the vice chail1Tlan, or in lheir absencc thc most senior
member of the Board alphahelically, shall preside at all meetings of the board, and on the
appearance ofa quorum shall call the meeting to onier, and lheboard shallth en proceed with its
business.
Section 3. The presiding officer shall preserve order and decorum. He may speak, make
motions, and votc on all questions, and hesball deCIde questions of order and procedure. The
Chainnanmay set reasonable lime hmits for speakers alld public hearings; provided that by
majority votc the board may reject such time limits.
Quorum
Section 4, A quorum shall consist of at leas! three menlbers ofthc Board. A majority of

In 2002, Chesterfield deposited $31." million into an escrow fund Co finance
its share of 'he Appomattox River Water Authority'S treatment plant
expansion. Since Cha Escrow Fund was established, $778,500 '" interest haa
been earned. These dollars need Co be appropriated '0 the water capital
project to provide additional funding towards 00< share of the project costs.
