SESSION WORK SESSION A work session was held to review the FY2007 proposed budgets for the Community Development Division, as well as the Community Development Block Grant and HOME Investment Partnership Annual Plan. DEFERRED ITEMS Adopted Amendment to the 2006 Procedures of the Board of Supervisors to provide for a revised citizen comment period at Board meetings. NEW BUSINESS Approved Upgrade of existing streetlights in the Penn Acres Subdivision, located at 124 Jade Road, 218 Jade Road, 8307 Emerald Lane, 125 Marble Road, 215 Marble Road, 8200 Trout Lane, 8215 Trout Lane, and 8361 Trout Lane; and installation of new/upgraded streetlights in the Scottmar Subdivision, in the vicinity of 2308/2316 Scarsborough Drive, vicinity of 2410/2400 Scarsborough Drive, vicinity of 2508/2516 Scarsborough Drive, Scarsborough Drive and Swathmore Road, Huguenot Road and Scarsborough Drive, vicinity of 2300 Scarsborough Drive, and vicinity of 2620/2630 Scarsborough Drive. APPOINTMENTS Approved Reappointment of Mr. Steve O’Leary and Mr. John C. Marsh to serve on the Airport Advisory Board. 1 CONSENT ITEMS Adopted Resolution recognizing the end of the legendary Shawondassee District of the Boy Scout Council. Adopted Resolution recognizing April 9-15, 2006, as “National Public Safety Telecommunications Week” in Chesterfield County. Adopted Resolution recognizing March 2006, as “Youth Art Month” in Chesterfield County. Approved State road acceptance of roads in Brandy Oaks, Section 8; Saint James Woods, Section M, and Lenox Forest at Riverdowns, Section 3. Approved Award of construction contract to Mid Eastern Builders, Incorporated for the Falling Creek Waste Water Pumping Station Rehabilitation Project. Approved Request to quitclaim a portion of a 16-foot water easement and a portion of a 16-foot sewer easement across the property of BT Hull Street, LLC. Approved Request to quitclaim a 16-foot drainage easement across Lots 6 and 7, Block D, Victoria Hills, Section D. Approved Conveyance of easement to Columbia Gas of Virginia, Incorporated across county property at Midlothian Middle School to improve the gas infrastructure to the Midlothian area. Approved Conveyance of easement to Virginia Electric and Power Company for underground cable across the Matoaca High School property to provide service to the Swift Creek Estates Subdivision. Approved Request from Deborah E. Shapiro for permission to install a private sewer service within a private easement to serve property on Founders Bridge Court. Approved Request from Laurie Haley for permission to install a private water service within a private easement to serve property on Bon Air Crest Drive. Approved Conveyance of easements to Virginia Electric and Power Company, Verizon, Columbia Gas and the Commonwealth of Virginia, Department of Transportation for the Hull Street Widening Project. 2 Approved Public hearing date of April 12, 2006 at 7:00 p.m. for the Board to consider a proposed zoning ordinance amendment relative to MH-2 Subdivisions (Manufactured or Mobile Home Subdivisions). Approved Public hearing date of April 12, 2006 at 7:00 p.m. for the Board to consider the appropriation of additional funds for the Robious Road Widening Project from Twin Team Lane to approximately 0.1 mile east of James River Road. Approved Acceptance of a parcel of land along the north right of way line of Hull Street Road from 360 Associates, L.L.C. Approved Acceptance of two parcels of land along the north right of way line of Hull Street Road from Vera Bessie Hensley. ApprovedTransfer of District Improvement Funds from the Dale, Matoaca, Clover Hill, Midlothian and Bermuda District Improvement Funds to the Chesterfield County School Board to purchase and install a loudspeaker system and a two channel wireless microphone system (hand-held and clip-on), mixer/amplifier, and two wall-mounted loudspeakers in the auditorium of Watkins Annex School. Approved transfer Transfer of District Improvement Funds from the Matoaca, Dale and of funds for dugout Bermuda District Improvement Funds to the Chesterfield County covers & deferred Parks and Recreation Department to construct a playground at the transfer of funds Ironbridge Baseball Complex and to add dugout covers to the for playground dugouts on Fields 1-4. until April 12, 2006 Approved Transfer of District Improvement Funds from the Clover Hill District Improvement Fund to the School Board to purchase the supplies for a brick walkway to be installed at Monacan High School. Approved Transfer of District Improvement Funds from the Matoaca District Improvement Fund to Virginia State University for its Scholarship Program. Approved Award of contract for low-power AM radio systems provision and installation to Northrop Grumman and Information Station Specialists. Approved Appropriation of additional funds and authorization to award a construction contract for the construction of Route 360 westbound lanes from Route 288 to Old Hundred Road. 3 ADDED BY UNANIMOUS CONSENT Approved Acceptance of two parcels of land along Meadowville Road from the Economic Development Authority of the County of Chesterfield, formerly known as the Industrial Development Authority for the County of Chesterfield. Approved Acceptance of a parcel of land along the south right of way line of Meadowville Road from River’s Bend East, LLC. REPORTS Accepted Status Report on the General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds, and Lease Purchases; Report on Developer Water and Sewer Contracts; and a Report of the Planning Commission Substantial Accord Determination for Chesterfield County Parks and Recreation: Harrowgate Park Expansion (Case 06PD0297). CLOSED SESSION A closed session was held pursuant to Section .2-3711(A)(3), Code of Virginia, 1950, 2 as amended, to discuss the conveyance of real estate for an economic development purpose where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. 7:00 P.M.
