SUMMARY A manufactured home has been located on the request property since 1961. The applicant seeks conditional use planned development to permit the continued location of the manufactured home for a time period that exceeds the seven (7) year approval period for a manufactured home permit. Staff is supportive of a ten (10) year renewal. In 1996, with the review of anothermanufactured home permit in the vicinity, staff identified eleven (11) other manufactured homes located within a quarter mile of this request; however, currently, there are four(4). Over the last ten (10) years, Central Park subdivision has experienced an increase in the construction of new single-family dwellings, some of which replaced temporary manufactured homes approved by the Board. Within this period of time, twenty-one (21) new single-family dwellings have been constructed within this subdivision. Recognizing this change in area development and character, and the importance of revitalization in aged communities, Staff would not be supportive of a manufactured home permit for a new applicant as a first-time owner/occupant. Staff is, however, supportive of renewals for previously-approved applicants as owners/occupants of the manufactured home, and the manufactured home and property continue to be well-maintained and in compliance with conditions of their previous permit approval. Approved Board initiated a conditional use planned BOS Initiation 3/13/2019development on behalf of the property owner. A manufactured home has been located on the subject property since 1961. Approval for the manufactured home was renewed multiple times between 1961 and 2011. In 1978,the initial request for the Hollins family as the applicant and occupant of the temporary manufactured home was considered by the Board. On April 27, 2011, the Board of Supervisors approved the most recent permit (Case 11SN0189)forCatherine Shumaker (now deceased) as applicant for seven (7) years, expiring April 2018. Proposal The Board of Supervisorshas initiated a conditional use planned development to permit the continued location of a manufactured home on behalf of the property owner. The conditionaluse planned development would be granted toRoy Hollins, his daughter Janice Amiss, and his grandson 419SN0604-2019JUN26-BOS-RPT Austin and be non-transferable,with the occupancy limited to Austin Hollins Denny (Conditions 1& 2). Given that the Zoning Ordinance restricts approval terms for temporary manufactured home permits to a maximum of seven (7) years, a ten (10) year approval time is proposed (Condition 3). Since 1978, the Hollins family has been the owner and occupant of the manufactured home. The landowners are in compliance with conditions imposed by the Board of Supervisors in 2011. Staff’s inspection of the property revealed the property and manufactured home to be maintained in good condition. Enhancements have recently been made to the property by removing a four (4) foot chain link fence from the front yard and relocating this fence to the rear and side yards of the subject property. The chart below provides an overview of the recommended conditions to continue to mitigate the impact of the use on area properties. These conditions have been modified from those approved with 11SN0189 to account for recent fencing enhancements made to the property.
