Summarvof Information:
Students representing each of the county's high schools are participating in
this year's Model County Government program. This program is designed to give
high school government students an opportunity to see their local government
in action.
In addition to attending today's board meeting, students have also attended a
school board meeting and tomorrow morning each student will shadow a county
or school official.
This year's program has been coordinated by the Extension Service in
cooperation with the school's Instructional Specialist for Social Studies and
Youth Planning and Development.

Older Americans Month is observed in Chesterfield County and the nation in
May to celebrate and acknowledge the contributions of past and present older
Americans to our country. The u. s. Administration on Aging has chosen
"Choices for Independence II as the 2006 theme for Older Americans Month. This
theme supports the desire of older adults to live in their own homes and
communities for as long as possible. Many organizations and Chesterfield
County Departments provide services and programs to help Chesterfield
County's older residents lead active, fulfilling and independent lives. We
are honoring these organizations and county departments and two older adults
who are providing outstanding volunteer service to Chesterfield County.

RECOGNIZING MAY 2006, AS 1I0LDER AMERICANS MONTH"
IN CHESTERFIELD COUNTY
WHEREAS, Chesterfield County is home to more than 38,700 residents aged
60 years and older; and
WHEREAS, the older adults in Chesterfield County are among the millions
helping to redefine aging in America; and
WHEREAS, the 2006 theme for Older Americans Month, "Choices for
Independence, II has been chosen to recognize that older adults are entitled to
live healthier lives through a combination of independence and choice; and
WHEREAS, older adul ts need the assistance
thrive, including the understanding and support
family; and
of their communi ties to
from their friends and
WHEREAS, coordinated efforts to provide support on issues as diverse as
housing, transportation, and health care can be vital to healthy aging and
long-term living; and
WHEREAS, Senior Connections, The Capital Area Agency on Aging has set
aside May 2006 to recognize and honor older adults in Planning District 15
and celebrate their contributions; and
WHEREAS, Chesterfield TRIAD has declared May 3rd as Senior Day in
Chesterfield County; and
WHEREAS, the aging population is growing and offering more wisdom and
invaluable experience to succeeding generations than ever before; and
WHEREAS, Ms . Mary Jones is being recognized for her outstanding
volunteer service as chairperson for the Chesterfield TRIAD Senior Day
Conunittee for the past four years and for serving as a role model for
successful aging by her quest for lifelong learning and service to others;
and
WHEREAS, Mr. Don Simpson is being recognized for his leadership role in
the establishment of the Lifelong Learning Institute of Chesterfield and for
his advocacy on behalf of older adults in Chesterfield County.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors, this 26th day of April 2006, publicly recognizes May 2006, as
"0lder Americans Month II in Chesterfield County, expresses its appreciation to
all its older citizens for their lifelong contributions and to all the
organizations and Chesterfield County departments who serve older adults, and

RECOGNIZING MRS. LONNY SQUIRE UPON HER RETIREMENT
WHEREAS, Mrs. Lonny Squire retired effective October 1, 2005 after
providing over 26 years of dedicated and faithful service to Chesterfield
County; and
WHEREAS, Mrs. Squire began her tenure wi th the Chesterfield County
Treasurer's Office on May 8, 1979 as a part-time account clerk; and
WHEREAS, Mrs. Squire was promoted to full-time employment with the
Treasurer's Office in December 1982 and has been promoted to multiple
positions throughout her years in the office, most recently to the position
of Senior Accounting Technician; and
WHEREAS, Mrs. Squire has been instrumental during her career in helping
to implement state-of-the-art systems including the implementation of an
automated cash receipts system; and
WHEREAS, Mrs. Squire continually sought out educational and training
opportunities to ensure the development of her skills and abilities,
resulting in recognition from the American Business Women's Association, and
a Bachelor of Applied Studies degree from the University of Richmond; and
WHEREAS, Mrs. Squire has received numerous commendations from other
county departments for assistance rendered above and beyond the normal call
of duty; and
WHEREAS, Mrs. Squire has fai thfully and effectively discharged her
duties in each and every capacity with proficiency, passion and
uncompromising commitment to world-class customer service; and
WHEREAS, Mrs. Squire will be tremendously missed for the quality and
caliber of her commitment and performance for the Treasurer's Office and to
our citizens.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of
Supervisors, this 26th day of April 2006, publicly recognizes Mrs. Lonny R.
Squire and extends its appreciation for her 26 years of dedicated service to

commend and recognize Mr. Victor W. Liu and Ms. Tracy Williamson for their
outstanding service to Chesterfield County and the Committee on the Future.
Summarvof Information:
Mr. Victor W. Liu and Ms. Tracy Williamson were appointed to the Committee on
the Future in 1992 representing the Clover Hill District. During the fourteen
years that Mr. Liu and Ms. Williamson were on the Committee, they provided
key leadership in the writing and development of five reports: "Economic
Development: Strategies For Success," "Neighborhood Preservation: Strategies
Now For Success in the Future," "Youth Development: Today's Youth, Tomorrow's
Leaders," "The Aging of the Population: Choices, Options and Benefits of
Aging" and "Green Infrastructure: Protecting Resources for Future
Generations."
Mr. Liu and Ms. Williamson are being recognized for their commitment and
dedicated service to the county and the Committee on the Future.

THEIR SERVICE TO THE COMMITTEE ON THE FUTURE
WHEREAS, the Chesterfield County Cormnittee on the Future was
established in 1987 by the Board of Supervisors and the County
Charter for the purpose of assessing the future and long range
challenges which the county will face, advising the Board of
Supervisors, and making recommendations to lessen any adverse effect
on the county of future changes; and
WHEREAS, Mr. Victor W. Liu and Ms. Tracy Williamson were
appointed as members of the committee in 1992; and
WHEREAS, Mr. Liu and Ms. Williamson have served the citizens of
the Clover Hill District with distinction; and
WHEREAS, the cormnittee prepared the report II Economic
Development: Strategies for Success" which makes specific
recommendations in the areas of strengthening the county.s workforce,
planning for growth and development, and preparing for the residents.

WHEREAS, the committee created the IINeighborhood Preservation:
Strategies Now for Success II report to strengthen county communi ties
by offering recommendations related to community organizations,
neighborhood schools, community safety, crime prevention, and the

WHEREAS, the committee wrote the "Youth Development: Today's
Youth, Tomorrow's Leaders" report which created recommendations to
maximize the opportunity for Chesterfield County youth to become
engaged contributors within their communities through community,
church, and private organizations, volunteerism, and school
involvement; and
WHEREAS, the committee wrote the "Aging of the Population:
Choices, Options and Benefits of Aging" report which recognized the
opportuni ties created by the growing population of senior ci tizens,
acknowledged the collective community obligation to meet seniors'
needs, and offered suggestions that address the needs and
opportunities of senior citizens in the areas of health, information
services, mobility, education, social and leisure time, finances and
housing; and
WHEREAS, the committee compiled the "Green Infrastructure:
Protecting Resources for Future Generations" report concerning the
conservation of open spaces, the protection of natural resources and
the preservation of heritage places for the benefit of the economy,
the environment and the health and well being of current Chesterfield
County residents and future generations; and

hours to the committee during the past fourteen years.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County

WHEREAS, Mrs. Estelle Grant Taylor was born on May 2, 1926 in
Chesterfield County, Virginia; and
WHEREAS, Mrs. Taylor has been a lifelong resident of Chesterfield
County; and
WHEREAS, Mrs. Taylor attended Chester High School; and
WHEREAS, while her own children attended
schools, Mrs. Taylor worked as an employee of
Public Schools for many years; and

This item requests Board approval of new streetlight installations in the
Bermuda District.
Summarvof Information:
Streetlight requests from individual citizens or civic groups are received in
the Department of Environmental Engineering. Staff requests cost quotations
from Dominion Virginia Power for each request received. When the quotations
are received, staff re-examines each request and presents them at the next
available regular meeting of the Board of Supervisors for consideration.
Staff provides the Board with an evaluation of each request based on the
following criteria:
1. Streetlights should be located at intersections;

2. There should be a minimum average of 600 vehicles per day (VPD)
passing the requested location if it is an intersection, or 400 VPD
if the requested location is not an intersection;
3. Petitions are required and should include 75% of residents within
200 feet of the requested location and if at an intersection, a
majority of those residents irrunediately adjacent to the
intersection.
Cost quotations from Dominion Virginia Power are valid for a period of 60
days. The Board, upon presentation of the cost quotation may approve, defer,
or deny the expenditure of funds from available District Improvement Funds
for the streetlight installation. If the expenditure is approved, staff
authorizes Dominion Virginia Power to install the streetlight. A denial of a
project will result in its cancellation and the District Improvement Fund
will be charged the design cost shown; staff will notify the requestor of the
denial. Projects cannot be deferred for more than 30 days due to quotation
expiration. Quotation expiration has the same effect as a denial.

Summarvof Information:
The Agriculture & Forestry Committee to the Board of Supervisors is composed
of Chesterfield County residents who are engaged in some facet of the food,
fiber or green industries and have demonstrated that they are willing to
share their unique experiences and knowledge with the Board. The committee
is composed of one representative from each magisterial district. There is
one at-large appointee also.
The Dale District representative left the committee for health reasons, and
the committee has suggested Mr. Howard Nester as his replacement. Mr. Nester
is a resident of Chesterfield County and has been involved with agriculture
since 1981. Mr. Nester was a poultry farmer for 16 years and managed a flock
of 40,000 chickens, and currently owns a cattle operation.

was a chemical analyst for Reynolds Metals for 30 years. He is the current
president of the Chesterfield Farm Bureau, and serves on the VA Farm Bureau
Land Use Tax Board and is the District 9 VAFB representative to the AgPAC
group. In his spare time, he participates in the national 60s team
volleyball and referees volleyball games. Mr. Miller concurs wi th Mr.
Nester's appointment.

The Board of Supervisors is requested to appoint three new Trustees to the
Supplemental Retirement Plan.
Summarvof Information:
The purpose of the plan is to provide supplemental retirement benefits for
long-term employees in management and leadership positions. The primary
responsibility of the Trustees is to administer the Plan for the exclusive
benefit of the Participants and their Beneficiaries, subject to the specific
terms of the Plan. The Trustees shall administer the plan in accordance with
its terms and shall have the power and discretion to construe the terms of
the Plan and to determine all questions arising in connection with the
administration, interpretation, and application of the Plan. The Board of
Supervisors shall appoint three (3) or more persons to serve as Trustees at
the pleasure of the Board.
Mr. Bradford S. Hammer's term as a Trustee of the Plan expires April 30, 2006
when he retires from Chesterfield County. Carl R. Baker and Richard C.
Cordle shall continue to serve as Trustees. The Board of Supervisors is
requested to appoint Jay L. Stegmaier as Trustee, effective May 1, 2006,
replacing Mr. Hammer. The Board of Supervisors is also requested to appoint
Craig Bryant and Mary Lou Lyle as additional Trustees to prepare the County"
for potential Trustee turnover in the future. Mr. Stegmaier, Mr. Bryant~~nd
Ms. Lyle have indicated their willingness to serve.

following nominee for appointment to the Community Criminal Justice Board
(CCJB) for the remainder of a two-year term according to the adopted by-laws
of the Community Criminal Justice Board. Appointments correspond to
prescribed positions in the Code of Virginia.
Summary of Information:
The Community Criminal Justice Board (CCJB) serves the 12th Judicial Circuit
Court consisting of Chesterfield County and the City of Colonial Heights. The
purpose is to provide for the development, evaluation and planning of
community programs and services for the court in diverting offenders from
local correctional facilities.
At the June 14, 1995 Meeting, the Board adopted a Resolution entitled Joint
Resolution Providing for the Implementation of the Comprehensive Community
Corrections Act (CCCA) and the Pretrial Services Act (PSA); Establishment of
the Chesterfield County and City of Colonial Heights Community Criminal
Justice Board; and provisions for Joint Exercise of Powers.
The resolution designated the Membership by position, according to the Code
of Virginia. The Community Criminal Justice Board members serve for two-year
staggered terms; thus ten members are appointed each year.

RECOGNIZING PARKWAY BAPTIST CHURCH ON THE OCCASION
OF THE DEDICATION OF ITS CHURCH CAMPUS
WHEREAS, plans for the formation of a new Southern Baptist
congregation took shape in March 2002 when a group of faithful people
were commissioned by Swift Creek Baptist Church to begin church services
at Grange Hall School and ministries throughout the community; and
WHEREAS, on March 3, 2002, the first worship service was held and
regular activities began; and
WHEREAS, the church received a 37.5-acre tract of land on Beaver
Bridge Road; and
WHEREAS, the church membership has grown from 35 members to over 400
members; and
WHEREAS, the church continues to grow, and has ministries and
activities impacting children, students, adults, and families; and
WHEREAS, the church has been faithfully involved in helping people
in need in various communities, states and nations; and
WHEREAS, the people of Parkway have served and supported the work of
Grange Hall School and provided activities for the community; and
WHEREAS, the church is now developing a multi-phase church campus to
serve the community; and
WHEREAS, for four years, the church has had a significant, positive
impact on the surrounding communities, and on Chesterfield County.

homes, businesses, and natural resources; and
WHEREAS, wildfire arson is a serious crime that affects all people
and can be stopped only when citizens realize the toll that wildfire
arson takes on communities; and
WHEREAS, citizens and their communities need to be vigilant about
preventing wildfire arson and should prepare for instances when wildland
fires occur; and
WHEREAS, it is important to maintain the public focus on arson and
prevention and to honor the firefighters who protect the public; and
WHEREAS, public awareness is one of the specific responsibilities of
the U.S. Fire Administration, the International Association of Arson
Investigators, Incorporated and the National Wildfire Coordination Group;

WHEREAS, the theme of this year's Arson Awareness Week is "Wildfire
Arson - Preparedness and Prevention."

terrorist attacks on our homeland, law enforcement agencies are doing
everything within their means to provide for the security of our nation
during these trying times; and
WHEREAS, the week of May 14-20, 2006, is widely recognized across
the nation as "National Law Enforcement Week" and will honor the 151
law enforcement officers who gave their lives in 2005 in the line of
dutYi and
WHEREAS, Chesterfield County is proud and honored to have such
outstanding and professional individuals serving as law enforcement
officers in the county to protect the health, safety and welfare of its
citizenry.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board
of Supervisors hereby recognizes the week of May 14-20, 2006, as

RESOLUTION
WHEREAS, the Virginia Department of Transportation has provided the
Board of Supervisors with a sketch dated April 12, 2006, depicting
the abandonments and additions required in the secondary system of
state highways which sketch is hereby incorporated herein by
reference; and,
WHEREAS, new roads serve the same citizens as those portions of old
roads identified to be abandoned and those segments no longer serve
a public need.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors does
hereby abandon as a part of the secondary system of state highways
those portions of roads identified by the sketch to be abandoned,
pursuant to Section 33.1-155, Code of Virginia, 1950, as amended;
and,
BE IT FURTHER RESOLVED, the Board of Supervisors requests the
Virginia Department of Transportation to add to the secondary
system of state highways those portions of roads identified by the
sketch to be added, pursuant to Section 33.1-229, Code of Virginia,
1950, as amended; and,
BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the Resident Engineer for the Virginia Department of
Transportation; and,

Board Action Reauested:
The Board of Supervisors is requested to approve a permi t to stage a
fireworks display at the Sunday Park peninsula at Brandermill on July 4,
2006.
Summary of Information:
The Brandermill Community Association ("BCA"), has requested permission from
the Board to stage a fireworks display at the Sunday Park peninsula at
Brandermill on July 4, 2006 at dusk, with a rain date of July 5th.
Mr. W. G. Bulifant, III, of Dominion Fireworks has previously conducted
similar displays here and elsewhere in the County and will personally
discharge the fireworks. The BCA has submi tted evidence of a fireworks
liability insurance policy in the amount of $2,000,000 which names the County
as an additional insured. The Fire Marshal's Office has reviewed the request
and has indicated that the proposed display meets all applicable criteria
under the Fire Prevention Code.

the Clover Hill District Improvement Fund to the Parks and Recreation
Department to purchase and install a scoreboard at the Monacan High School
softball field.
Summarvof Information:
Supervisor Warren has requested the Board to transfer $7,000 from the Clover
Hill District Improvement Fund to the Parks and Recreation Department to
purchase and install a scoreboard for the softball field at Monacan High
School. This request was originally made by Monacan High School. The Board
can transfer public funds to the Department of Parks and Recreation to
purchase and install a scoreboard since this is a capital improvement to
County property. The purchase must be made by the Parks and Recreation
Department in accordance with the Virginia Public Procurement Act and County
purchasing policies.

Summarvof Information:
The Planning Commission held a public hearing on the proposed zoning
ordinance amendments (pertaining to multifamily and townhouse residential
uses in the C-3, C-4, and C-5 zoning districts) on January 17 and February
21, 2006. Several ci tizens spoke during the public hearing, expressing
concerns about the effect of the proposed amendment on development rights of
properties already zoned C-3, C-4 or C-5. The item was continued to the March
21, 2006 meeting to provide additional time to research this issue. After
modifications were made to draft ordinance in order to preserve the
development rights of previously zoned properties, the Planning Commission
unanimously recommended approval of the ordinance amendments. The Planning
Commission recommendation is attached as Exhibit "A." The original staff
recommendation is attached as Exhibit "B."

Summary of proposed ordinance amendments (sections 19-159, 19-161 and
19-166)
The existing ordinance permits multifamily and townhouse projects in
the C-3 district, subject to administrative review and certain
restrictions, including project size, construction timing, site area,
and development standards.
The proposed amendment would change these land uses from restricted
uses (land uses that are permitted by right, subject to certain
restrictions) to conditional uses (land uses requiring discretionary
review and approval by the Board of Supervisors) in the C-3 district.
Since the C-3 district "pyramids" up to the C-4 and C-5 districts, the
proposed amendment would apply to the C-4 and C-5 districts as well.

(1) That Sections 19-159 and 19-161 of the Code of the Countv of Chesterfield. 1997, as
amended, are amended and re-enacted to read as follows:
Sec. 19-159. Uses permitted with certain restrictions.
The following uses shall be permitted in the C-3 District subject to compliance with the
following conditions and other applicable standards of this chapter. If the following restrictions
cannot be met, these uses may be allowed by conditional use, subject to the provisions of section
19-13:
(j) Residential multifamily and townhouses, provided that:
(1) No more than 30 percent of the gross acreage zoned C-3~ C-4 or C-5 of
any project may be used for R-MF or R-TH uses: provided further that the
acreage to be used for R-MF or R-TH uses was zoned C-3~ C-4 or C-5
after Aprill1~ 1989 and prior to rthe date of adoption of this ordinancel.
Such uses shall be incorporated into an integrated schematic plan.
(2) No such residential uses shall be permitted until the following
requirements are satisfied:
a. Construction has begun on a minimum of 50 percent of the gross
site area devoted to nonresidential uses;
b. The minimum size for a project incorporating R-TH uses is 34
gross acres zoned C-3~ C-4 or C-5, while the minimum size for a
project incorporating R-MF uses is 67 gross acres zoned C-3~ C-4
or C-5; and
c. Such uses comply with the requirements of the R-TH District or
the R-MF Zoning District, except that densities for multifamily
uses may be increased to 14 units per acre.
(k) Prepared food and fruit and vegetable vendors, provided that:
(1) Only prepared food fruits and vegetables shall be sold;

reimbursements for the Route 360 (Swift Creek to Winterpock Road) Combined
Widening Project.
Summary of Information: In 1999, the county began managing the design, right-
of-way acquisition, and construction of the Route 360 (Swift Creek to
Winterpock Road) Widening Project under the customary VDOT/county agreement.
Because of budget constraints, the project was split into phases: a bridge
phase (completed), a westbound lane phase (bids were rejected twice in 2005
because they exceeded estimates), and an eastbound lane phase (right-of-way
being acquired and utilities being relocated). The eastbound and westbound
lane phases of the project have now been advertised as a combined project.

The Board previously appropriated $16.5 million in anticipated VDOT
reimbursements for the project. Bids are to be received on May 12, 2006. To
avoid delaying the project, staff recommends the Board set a date for a public
hearing to consider the appropriation of additional funds towards the project.
In light of recent bid results, staff expects an additional $2 million in
anticipated VDOT reimbursements will need to be appropriated so the project
can move forward. Staff anticipates that bids will be higher than expected and
VDOT and the county will have to come to an agreement on additional funding
for the project. The county road bond referendum included $10 million for
Route 360 improvements. A public hearing is required for appropriations of
$500,000 or greater.
Recommendation: Staff recommends the Board set May 24, 2006 as a public
hearing date to consider the appropriation of an additional $2 million in
anticipated VDOT reimbursements for the Route 360 (Swift Creek to Winterpock
Road) Widening Project.

Summarvof Information: Annually, the county identifies high accident
locations and submits these locations to VDOT in an effort to obtain federal
safety funding. Federal safety funds have been allocated to a curve
improvement on Newbys Bridge Road at Dortonway Drive.
In 2002, the Board appropriated $500,000 in anticipated VDOT reimbursements
towards the Newbys Bridge Road at Dortonway Drive Project and has authorized

Summarvof Information:
On January 26, 2005, the Board of Supervisors authorized the Right of Way
Office to aid G.B.S. Holding, LTD. in the acquisition of a 40' permanent
waterline easement and a 20' temporary construction easement necessary for
the development of Hallsley Subdivision. The Right of Way Office has been
in negotiations with Ms. Watkins, PIN 712707345700000, and on February 14,
2006, made an offer of $18,463.00 for the easements. Since the owner has
not accepted the offer staff requests that the Board authorize the County
Attorney to initiate the exercise of eminent domain. Staff will continue
to negotiate for the easements.

It is the policy of the county to acquire right of way whenever possible
through development to meet the ultimate road width as shown on the County
Thoroughfare Plan. The dedication of this parcel conforms to that plan, and
will decrease the right of way costs for road improvements when constructed.

Summarvof Information:
On April 18, 2006, staff received a letter from J. Mac Homes, Inc. requesting
an exception to the use of public wastewater for a proposed home to be
located at 10780 Academy Drive. Under Section 18-61 of the Chesterfield
County Code, the Board of Supervisors may grant an exception to the
requirement to use public wastewater when a new residential structure
requires an onsite wastewater service line of more than 500 feet. The line
will be greater than 500 feet, thereby, qualifying this situation as an
exception to the use of public wastewater.

Board Action Reauested: The Board is requested to authorize the transmittal
of the attached primary and interstate road needs letter to the Commonwealth
Transportation Board and Legislative Delegation.
Summarvof Information: On September 21, 2005, the Board adopted a Priority
List of Highway Projects with a statement that was forwarded to the Virginia
Department of Transportation (VDOT) and our Legislative Delegation.
VDOT has just announced that a Working Draft FY07-FY12 Six-Year Improvement
Program will be released on April 20, 2006, and that public hearings on the
draft program will be held in late April and early May 2006. Comments on the
working draft are due May 20, 2006. VDOT has stated that, statewide, the
revenues currently available in this working draft will be significantly
reduced from the existing six-year program due to decreased gasoline sales
and transportation user fees; sharply higher asphal t, concrete and fuel
costs; and continued rising maintenance needs. VDOT has stated that, without
additional revenues, several projects will be dropped from the program or
significantly delayed.

Chestetfield County Priority Projects
Dear Commissioner Whirley:
On behalf of the Chestetfield County Board of Supervisors, I am resubmitting
Chesterlield County's priority list of highway projects and asking that it be entered into the
record for the FY2007-2012 Six-Year Improvement Program Working Draft Final Public
Hearing.
The county's number one priority project remains the widening of Route 360 to eight
lanes from Swift Creek to Winterpock Road. This project has been identified by VDOT as the
top priority for the Richmond District. The project has just been re-advertised for the third time.
Bids are to be received on May 12, 2006. Based on previous bid results on this and other projects
in Chestetfield, we expect the bid to be higher than the current VDOT estimate. We are
requesting an additional $2 million be allocated to this project so that these improvements to
Route 360 will not be delayed further.
Route 10 in the Enon area is the county's second priority project. Route 10 needs to be
widened to six lanes from Route 1 to Meadowville Road. The widening of Route 10 between Route
1 and Meadowville Road has been a Chesterfield County Board of Supervisor priority project since
1992. In September 1999, construction plans for the widening of Route 10 from 1-95 to
Meadowville Road were approved by the Commonwealth Transportation Board. Route 10 is a
principal arterial on the

National Highway System, which provides access between Interstates 95 and 295, and is a part of the
Surface Transportation Assistance Act Truck Route system. Route 10 is a major corridor for industry
in the Richmond Region and is a crucial link to Chesterfield's primary economic development area,
including the Meadowville Technology Park. The volumes on Route 10 between Interstates 95
and 295 are expected to increase from 45,000 vehicles per day to 65,000 vehicles per day in 2020. In
order to begin addressing the congestion problems along Route 10, the project has been split into
phases. Phase I of the project, from 1-95 to Ware Bottom Spring Road, is being financed with $15
million in county bonds. We are requesting additional funds be allocated to the project so this project
may be completed.

Re: Letter of Intent to Provide Internet Protocol Television Service ("IPTV")
in Certain Areas of Chesterfield County
Dear Mr. King and Mr. Ramsey:
As you know, since July of 1999, Cavalier Telephone, LLC has been providing telephone
and internet service to customers in portions of Chesterfield County. We intend to provide
within 30 days an additional electronic product called Internet Protocol Television ("IPTV")
through one of our subsidiaries, Cavalier IPTV, LLC. This IP-enabled service is not a cable
service. We intend to provide this IPTV opportunity to customers located in the areas shaded in
green on the attached map. We are providing the service through existing Verizon wire centers
which technologically precludes our ability to serve a larger portion of the County. For that
reason, our IPTV service does not require us to install a new distribution network to offer IPTV
service, and the IPTV service will not be provided over a cable system.
We are aware that Virginia's amended cable television act (Acts of Assembly, 2006,
Chapter 73) goes into effect on July 1, 2006 and we intend to seek an ordinance cable franchise
under the Act shortly after July 1st from the Board of Supervisors.
Prior to the awarding of an ordinance cable franchise by Chesterfield County, however,
our IPTV product will provide a superior signal quality and reliability; we will meet customary
consumer service standards expected of a high-quality company and we will remit to the County

6.5% of gross revenues derived from Chesterfield County customers who purchase IPTV

RECOGNIZING DEPUTY COUNTY ADMINISTRATOR BRADFORD S. HAMMER
UPON HIS RETIREMENT
WHEREAS, Mr. Bradford S. Hammer is Chesterfield County's deputy county
administrator for Human Services, overseeing the daily operations of Community
Corrections Services, Extension Services, the Health Department, Juvenile Detention
Horne, Juvenile Group Horne, Court Services, Public Libraries, Mental Health Support
Services, the Lucy Corr Nursing Horne, Parks and Recreation, Social Services and Youth
Planning and Development; and
WHEREAS, Mr. Hammer previously served as Chesterfield County's deputy county
administrator for Management Services from 1986 until July 1997; and
WHEREAS, prior to his employment with Chesterfield County, Mr. Hanuner had
already achieved an exemplary level of success, including serving in the governor's
office in West Virginia, serving as a federal state grants coordinator in Fairfax
County, Virginia, as Conununity Services Board director for the Greater Williamsburg
Area, as budget director for the City of Newport News, and as deputy city manager of
the City of Alexandria; and
WHEREAS, Mr. Hammer led the county bond team that helped Chesterfield County
attain AAA bond ratings from 1986-1998 with the Public Resources Advisory Group; and
WHEREAS, Mr. Hammer was project leader for the 1989 courthouse, Rogers
Building, Public Safety Training Center and Information Systems Technology buildings;
and was co-founder and corporate treasurer of Virginia Civil War Trails, now
operating in Virginia, Maryland and North Carolina; and
WHEREAS, Mr. Hammer co-chaired the work group
Retirement Center out of federal bankruptcy and to
supporting, not-for-profit retirement community; and

WHEREAS, Mr. Hammer served as president, Central Virginia Heal th Planning
Agency from 2003-2005, and also served as president of Richmond Sportsbackers; and
WHEREAS, Mr. Hammer was the original manuscript editor of Chesterfield County
History, Volume II; and
WHEREAS, Mr. Hammer served as chair, Supplemental Retirement Board from 1986-
2006, and as chair, Comprehensive Services Management Team from 1998-2006; and
WHEREAS, Mr. Hammer also was chair, Chesterfield/Colonial Heights Criminal
Justice Board and chair, Richmond Urban Area Ini tiative Federal Homeland Security
Task Force, overseeing expenditures for a $6.5 million grant from 2004-2006; and
WHEREAS, Mr. Hammer, having devoted 35 years to public service, exemplified by
outstanding leadership, wisdom, vision and dedication, has announced that he will
retire from service with Chesterfield County on May 1, 2006.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors, this 26th day of April 2006, publicly recognizes the exemplary career
achievements of Mr. Bradford S. Hammer, thanks him for his innumerable contributions
to the people of Chesterfield County and the Greater Metropolitan Richmond region,
and extends to him heartfelt appreciation and warmest wishes for a long and happy
retirement.

WHEREAS, emergency medical services is a vi tal public service;
and
WHEREAS, the members of emergency medical services teams are
ready to provide lifesaving care to those in need twenty-four hours a
day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves
the survival and recovery rate of those who experience sudden illness
or injury; and
WHEREAS, injury prevention and the appropriate use of the EMS
system will help reduce national health care costs; and
WHEREAS, emergency medical services providers have traditionally
served as the safety net of America's health care system; and
WHEREAS, emergency medical services teams consist
physicians, emergency nurses, emergency medical
paramedics, firefighters, corrrrnunications officers,
administrators, and others; and
of emergency
technicians,
educators,
WHEREAS, working together, these emergency medical services teams
responded to 21,996 medical emergencies in 2005; and
WHEREAS, the members of emergency medical services teams, whether
career or volunteer, engage in many hours of specialized training and
continuing education to enhance their lifesaving skills; and
WHEREAS, the citizens and guests of Chesterfield County benefit
daily from the knowledge and skills of these highly trained
individuals; and
WHEREAS, it is appropriate to recognize the value and the
accomplishments of the emergency medical services providers from
Chesterfield Fire and EMS, Chesterfield County's Emergency
Communications Center, and the Volunteer Rescue Squads of Bensley-

RECOGNIZING MR. ANDREW DEITRICK
FOR HIS OUTSTANDING LEADERSHIP SKLLLS
WHEREAS, Mr. Andrew Deitrick is a student at Monacan High School;
and
WHEREAS, Mr. Deitrick began playing golf at The First Tee of
Chesterfield approximately five years ago; and
WHEREAS, along with playing golf, Mr. Dei trick took classes in
Life Skills, such as goal setting, as part of The First Tee's program;
and
WHEREAS, after undergoing this training, Mr. Deitrick
attended a week-long academy at Kansas State University; and
also
WHEREAS, at that academy, and at another one held at the
university the following year, Mr. Deitrick was able to apply the
Skills training he received at The First Tee of Chesterfield to
effectively with other students; and

WHEREAS, during his second academy experience, Mr. Dei trick was
selected to tryout for a tournament at Pebble Beach, and subsequently
qualified for this prestigious course; and
WHEREAS, during the week of the tournament, Mr. Dei trick faced
many unprecedented challenges and pressures, which he was able to
overcome; and
WHEREAS, Mr. Deitrick has since spoken to large groups, and given
private interviews, to help others to learn and apply the Life Skills
training he has acquired; and
WHEREAS, it is appropriate to recognize Mr. Deitrick for his
exemplary and selfless efforts to mentor other young people in order
to enable them to be more successful in life.
NOW, THEREFORE, BE IT RESOLVED, that the Chesterfield Board of
Supervisors, this 26th day of April 2006, publicly recognizes the
outstanding example set by Mr. Andrew Deitrick, commends him for his
leadership efforts to assist other young people, and wishes him
continued success in all his endeavors.
