since that time, few other exceptions in Midlothian
area, including:

* Circuit City
* Hooters
* Barnes & Noble Booksellers
* Dillards
* Outback Steakhouse
* Chesterfield
Marketplace
* Boston Markets
* Tripps
C. "Approval of such [exception] would lead to sign
proliferation along the Midlothian Turnpike
Corridor."
Target Center currently authorized two (2)
signs plus three (3) freestanding signs
* Two (2) Target signs (aggregate of 284.3
sq. ft . )
* One (1) Center identification sign along
Branchway Road (50 sq. ft. - 35 feet in air)
* Two (2) . individual, freestanding signs for
Kohl's and Ukrops
Proposal is for only one (1) Target sign (469.9
sq.ft.) and standard ordinance signs for Kohl's
and Ukrops
Overall Center will eliminate six (6)
freestanding signs (including a double-sided
billboard) and replace with one (1)
freestanding sign.

Target's Top 10 Reasons
For Requesting a Larger Sign
10. Located 630 feet from Midlothian Turnpike (over two
football fields away) - actual view lines are longer.
9. Center is obscured by numerous independent businesses
located along frontage on Midlothian, including
Wendy's, which is directly in front of sign area.
8. Sign authorized by ordinance almost unreadable from
Midlothian.
7. Proposed 470 sq. ft. sign is smaller than "standard"
Target sign and smaller than that which is authorized
"by right" in Henrico County.
6. Sign recommended by sign company provides best
proportioned sign based on building frontage and
surface area (aesthetics).
5. Sign exception for Target will be for Target's benefit
only -- any other nonaffiliated business would be
required to comply with ordinance.
4. This request eliminates the right for a 50 sq.ft.
freestanding sign along Branchway Road and two
additional individual freestanding signs for Kohl's
and Ukrops.
3. Target's sign request is proportionately smaller than
the request approved by the Board in 1993 for Service
Merchandise.
2. This request eliminates five nonconforming,
freestanding signs of approximately 1800 sq. ft. along
Midlothian Turnpke and replaces them with one
freestanding sign of 187 sq. ft.
1. Target is a good corporate citizen who has come to the
Midlothian marketplace without preconditions and yet
asks you tonight to recognize that there are
significant, unique reasons why this request should be
approved as requested. Support for this case
demonstrates this Board's commitment to increasing the
commercial tax base to achieve the elusive 70/30
ratio.

REQUEST: (Amended) Amendment to a previously granted Conditional Use Planned
Development (Case 87S140) to increase the permitted square footage of building-
mounted signage.
PROPOSED LAND USE:
Commercial uses are planned and are currently under construction on the request
site and surrounding area. The current condition of zoning approval limits the
aggregate area of the building sign, plus the individual building freestanding sign
on the property to 0.5 square feet for each one (1) foot of building frontage
(Condition 8.c. of Case 87SNOI40). The applicant is requesting to modify this
condition to increase the aggregate area of building-mounted signage for a Target
building on the property and to allow other tenants to comply with current Sign
Ordinance requirements for building-mounted signs. (See attached chart)

LAND USE
Comprehensive Plan:
The request site lies within the boundaries of the Northern Area Land Use and
Transportation Plan which suggests the property is appropriate for light industrial use.
Area Development Trends:
The request property and surrounding area are zoned for a mix of office and commercial
uses and has been developed for such uses or remains vacant, Commercial uses are
currently under construction on the request site and adjacent property to the north and
south.
Zoning History:
On November 25, 1987, the Board of Supervisors, upon a favorable recommendation from
the Planning Commission, approved an amendment to Conditional Use Planned
Developments on a portion of the request property currently zoned Light industrial (1-1)
(Case 87S140). With the approval of Case 87S140 the following condition was imposed
to control building-mounted signage for development on the property:
8.c. Building-mounted signs shall be permitted provided they do not project above the
roof line and the aggregate area of the building sign, plus the individual building
freestanding sign, does not exceed 0,5 square feet for each one (1) foot of building
frontage.

Mr, Shewmake indicated that he had evaluated the request based upon the total sign
package being proposed for the development (freestanding and building-mounted). He
indicated that it was his opinion that some relief on the building-mounted signage may be
appropriate if the proposed freestanding signs were to be reduced in size andlor number.
He urged the applicant to reconsider the size of the proposed freestanding sign on
Midlothian Turnpike,
The applicant indicated that he was not in a position to restrict the freestanding signs.
On motion of Mr. Shewmake, seconded by Mr. Miller, the Commission recommended
denial of this request.
