REOUEST: Rezoning from Community Business (C-3) to Residential (R-25).
PROPOSED LAND USE:
A single family residence currently exists on the request property. The property owner
wishes to bring the zoning on the property into conformance with this use. The owner has
proffered to limit development to one (1) dwelling unit, yielding a density of one (1)
dwelling unit per acre.

STAFF RECOMMENDATION
Recommend approval for the following reason:
The proposed zoning and land use conforms with the Southern and Western Area Plan
which suggests the request property and surrounding area is appropriate for residential use
of 1.01 to 2.5 units per acre.

Public Wastewater System
The public wastewater system is not -available to the request site, as the closest wastewater
line is approximately two (2) miles away, The existing residence is connected to a private
septic tank and drainfield system, It is the property owner's intent to continue using this
septic system in the foreseeable future.
The Southern and Western Area Plan suggests the request property and surrounding area
is appropriate for residential development of 1.01 to 2,51 dwelling units per acre, and the
County Code requires the use of the public wastewater system for new development of this
type. However, the Code exempts the existing residence from this requirement, as well
as structures which are considered incidental to this use,
Private Well and Septic Tank and Drainfield System:
The Health Department must approve any new well or septic systems, or expanded usage
of the existing well or septic system,
ENVIRONMENTAL
Draina~e and Erosion:
There are no existing or anticipated on- or off-site drainage or erosion problems.
PUBLIC FACILITIES
The need for fire, school, library, park and transportation facilities is identified in the Public
Facilities Plan, the Thorou~hfare Plan and the FYI997-2001 Capital Improvement Program, This
development will have a minimal impact on these facilities.
Fire Service: Schools: Libraries: and Parks and Recreation: and Transportation:
As noted herein, the request property is occupied by a single family residence and the
applicant has proffered to limit residential development on the request property to one (1)
dwelling unit (Proffered Condition), Therefore, this request will not increase the need for
fIre, school, library, park and recreation, and transportation facilities.
Financial Impact on Capital Facilities:
With approval of this request, there will be no increase in the number of units on this
property and correspondingly there is no fiscal impact as a result of this rezoning, The
applicant has proffered a maximum of one dwelling unit to be permitted. While the
