REQUEST: Amendment to Conditional Use Planned Development (Case 95SN0307) to permit
access to Genito Road. Specifically, the request property is part of the
Greenspring mixed use development, which includes the request property, adjacent
properties to the north, northeast and east, and property to the southeast in the
vicinity of the Genito RoadIWoolridge Road intersection. Condition 12 of Case
95SN0307 restricted initial access to the request property, as well as adjacent
properties to the northeast and east, to Powhite Parkway Extended/Old Hundred
Road. The applicant wishes to amend Condition 12 to allow access for the request
property to Genito Road.
PROPOSED LAND USE:
Residential uses with access to Genito Road are planned.

UTILITIES
This proposed amendment will have no impact on the public water and wastewater systems.
Conditions of zoning approval for Case 95SN0307 address utility issues.
ENVIRONMENTAL
Draina~e and Erosion:
The request property drains into Swift Creek Reservoir. There are no existing or
anticipated on- or off-site drainage or erosion problems.
Water Quality:
Portions of the request property have Resource Protection Areas and a conservation area
adjacent to Swift Creek. County ordinances, together with conditions of zoning approval
for Case 95SN0307 address water quality issues for development on the request property,
As a further precaution, no road providing access to the request property from Genito
Road should be allowed to encroach into the Resource Protection Area or the conservation
area. (Condition 2)
PUBLIC FACILITIES
The need for fire, school, library, park and transportation facilities is identified in the Public
Facilities Plan, the Thorou~hfare Plan and the FYI997-2001 Capital Improvement Program.
Conditions of zoning approval for Case 95SN0307 address the impacts permitted development will
have on these facilities.

This amendment will not increase the need for additional fIre, school, library and park
facilities,

Zonin~ History:
On May 25, 1988, the Board of Sapervisors, upon a favorable recommendation by the
Planning Commission, approved rezoning on the request property, on adjacent property
to the north and east, and on property to the southeast, to permit a mixed use development
(Case 88S008, Greenspring), Conditions of zoning approval for Case 88S008 addressed
density and land use compatibility issues,
On September 27, 1995, the Board of Supervisors approved amendments to Case 88S008
on the request property, on adjacent property to the northeast and east, and on property
to the southeast, all of which was part of the property zoned with Greenspring (Case
95SN0307). Condition 12 of zoning approval for Case 95SN0307 restricted access for the
request property, and for adjacent property to the northeast and east, to Powhite Parkway
Extended/Old Hundred Road. As noted herein, the applicant is requesting amendment to
Condition 12 to allow access for the request property to Genito Road.
Site Desi~n:
The request property is zoned for a mix of residential uses as part of Greenspring.
Conditions of zoning approval for Greenspring address access, parking, landscaping,
architectural treatment, setbacks, signs, buffers, utilities, and screening of dumpsters and
loading areas,
CONCLUSIONS
The recommended conditions address transportation and water quality concerns, as
discussed in the Environmental and Transportation portions of this Request Analysis and
Recommendation. Given these considerations, approval of this request is recommended.
