Admin., Cemmunity Development Mr. Warren called the regularly scheduled meeting to order at 4:16 p.m. He stated that the evening session has been canceled because of hazardous road conditions and that the public hearings and zoning cases scheduled for the evening session will be continued until February 9, 2000. 1. APPROV~tL OF MINUTES FOR JA!qUARY 12, 2000 On motion of ~rs. Humphrey, seconded by Hr. McHale, the Board approved the minutes of January 12, 2000, as submitted. Nays: None. 1/26/00 00-30 o COUNTY ADMINISTRATOR'S COMMENTS Mr. Ramsey recognlized Ms. Dickson and the Budget Department for r~ceiving the Distinguished Budget Presentation Award ifrom the Government Finance Officers Association of the Uinited States and Canada (GFOA) for the sixteenth consecutive year. He expressed appreciation to Ms. Dfckson and staff for their outstanding efforts towards this achievement. Mr. Ramsey introduced Ms. Meredith Fisher who will be replacing Mr. Will Jones as the Richmond Times-Dispatch's reporter covering Chesterfield County. Ms. Fisher stated that she is a County resident and that she looks forward to covering Chesterfield. Mr. Jones stated t~at he will now be covering general assignments with a government focus and may still attend some meetings. Mr. Warren expressed appreciation to Mr. Jones for his efforts towards communicating with the citizens of Chesterfield County and wished him well in future endeavors. 3. BOARD COMMITTEE REPORTS Mr. Barber stated that his next constituents' meeting will be held February 7, 2000 with the postmasters from Bon Air and Midlothian Post Offices as his scheduled guest speakers. 4. REQUESTS TO POSTPONE ACTION, ADDITIONS, OR CHANGES IN THE ORDER OF PRESENTATION After brief discussion, ion motion of Mr. McHale, seconded by Mr. Barber, the Board deleted Item 5.A., Resolution Recognizing Mrs. Hattie R. Scott on Her 100th Birthday; deleted Item 5.B., Resolution Recognizing Committee on the Future Members; deleted Item 5.C., Resolution Recognizing February 2000 as "PetFix Month 2000"; deleted Item 6.B., Work Session for Amendment to the Introduction to The Plan for Chesterfield; added Item 8.C.4., Nomination/Appointment to the Tax Structure Committee; added Item 8.C.13., Approval of Change Orders 1, 2 and 3 for Bensley Park Community Center Addition and Wentworth Street Addition; added Item 8.C.14., Acceptance of Proposal to Purchase Chesterfield iCounty General Obligation Public Improvement Bonds; delet%d Item 14.A., Resolution 'Recognizing Chesterfield County Parks and Recreation Advisory Commission Members; deleted Item 14.B., Resolution Recognizing Chesterfield Community Services Board Members; and adopted the Agenda as amended. WORK SESSIONS 6.A. PROPOSED FY2001-2005 CAPITAL IMPROVEMENT PROGRAM Mr. Allan Carmody, Finance Manager, presented an overview of the FY2001-2005 Capital Improvement Program (CIP) including highlights of continuing to advance referendum projects as approved by voters and plans for future debt; recommending a continued decreased reliance on long-term financing; strengthening support of the AAA credit ratings; and proposing a commitment to investing in aging facilities. He continued to present an overview including Composition of the Proposed CIP; 1996 Referendum Debt Issuance; and Planned Debt Issuance for Planning Years 2001-2005. Mr. McHale noted that a portion oll the future debt would require a bond referendum and some thought should be given to the timing of t~e referendum. Mr. Carmody presented ~he Proposed General County CIP Sumzaary and Proposed Funding Trends for the County. Mr. Ramsey stated that in the early to mid-1980's the County was financing capital improvements almost entirely with debt and that the proposed funding trends represent a significant accomplishment for the County to reduce its dependence on debt. Mr. Carmody presented Division of Funding Sources by Functional Area; Proposed New Projects; and Proposed Unfunded Projects. He then presented an overview of the proposed Schools CIP for FY2001-2005 including highlights of continuing to advance referendum projects and addressing four categories of improvements -- future overcrowding relief; renovations and improvements; technology; and specialty centers. There was brief discussion relative '~o the impact of additional revenue~f the 911 ~a~{' .%s altered by the General Assembly and possible uses of the !~[struction Division Cen%.er facility in Bon Air and Watkins Annex. There was brief discussion re!a'~ive to the process for briefing Board members individually regard~[ng the Capital Improvement Program. 7. DEFERRED ITEMS There were no Deferred Items at this time. 8. APPOINTMENTS On motion of Mr. McHale, seconded.by Mr. Hiller, the .Board suspended its rules at this time. to allow simultaneous nomination/appointment of members to serve on -the Ridefinders 00-32 Board; Tri-Cities Area Metropolitan Planning Organization; Richmond Regional Metropolitan Planning Organization; and the Tax Structure Committee. Ayes: Warren, Humphrey, Barber, McHale and Miller. Nays: None. 8.A.1. APPROVA3~ OF BENSL~Y COMPREHENSIVE SCHOOL REFORm4 DF/~ONSTRATION PROGRAM GRANT On motion of Mr. McHale, seconded by Mr. Miller, the Board increased the Instruction appropriation category in the School Grants Fund by $50,000 of Title I federal funds for the Comprehensive School Reform Demonstration Program Grant. ROACH, POLICE DEPARTMENT, UPON HIS RETIREMENT On motion of Mr. McHale, seconded by Mr. Miller, the Board adopted the following ~esolution: WHEREAS, Lieutenant James M.. Roach retired from the Chesterfield County Police Department on January 31, 2000; and WHEREAS, Lieutenant Roach has provided 25 years of quality service to the citizens of Chesterfield County; and WHEREAS, Lieutenant Roach has faithfUlly served the County in the capacity of Patrol Officer, K-9 Officer, Field Training Officer, sergeant, and Lieutenant; and WHEREAS, Lieutenant Roach, during his two and a half years as a K-9 handler, contributed to and enhanced the K-9 program; and WHEREAS, Lieutenant Roach was instrumental in the development and establishment of the Police Department's Traffic Unit/Crash Team; and WHEREAS, Lieutenan~ Roach received a Certificate of Achievement for the tremendous amount of time and effort spent coordinating a successful Law Enforcement Officers Special Olympics Torch Run for the years of 1987 and 1988; and WHEREAS, Lieutenant Roach has provided the Chesterfield County Police Department with many years of loyal and dedicated service; and WHEREAS, Chesterfield County and the Board of Supervisors will miss Lieutenant Roach's diligent service. NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of Supervisors recognizes Lieutenant James M. Roach, and extends on behalf of its members and the citizens of Chesterfield County their appreciation for his service to the County, their congratula%ions upon his retirement, and their best wishes for a long and happy retirement. W. ~SMILEY" DAVIS, POLICE DEPARTMENT~ UPON HIS RETIREMENT On motion of Mr. McHale, seconded by Mr. Miller, the Board adopted the following resolution: WHEREAS, Sergeant Df. W. "Smiley" Davis retired from the Chesterfield County Police Department on January 31, 2000; and WHEREAS, sergeant Davis has provided 26 years of quality service to the citizens of Chesterfield County; and WHEREAS, Sergeant Davis has faithfully served the County in the capacity of Dispatcher, Patrol Officer, Investigator, and Sergeant; and O0-35 /26/00 WHEREAS, Sergeant Davis was the Police Department's first full-time juvenile detective; and WHEREAS, Sergeant Davis was one of the eight original members of the Police Hostage Negotiations Team and later served as its team leader; and WHEREAS, Sergeant Davis was selected as Outstanding Police Officer of the Year for 1985; and WHEREAS, Sergeant Davis has been a valuable asset to the Chesterfield County Police Department's Vice and Narcotics Investigation Unit where he has been instrumental in leading the members of the unit into the adoption of new and innovative investigative techniques; and WHEREAS, Sergeant Davis has provided excellent customer service to the citizens of Chesterfield County and the surrounding area, through his professionalism and dedication to duty; and WHEREAS, Sergeant Davis has provided the Chesterfield County Police Department with many years of loyal and dedicated service; and WHEREAS, Chesterfield County and the Board of Supervisors will miss Sergeant Davis's diligent service. NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of Supervisors recognizes Sergeant D. W. NTS WITH THE CITIES OF COLONIAL HEIGHTS AND HOPEWELI, On motion of Mr. McHale, seconded by Mr. Miller, the Board authorized the County Administrator to enter into contract with the Cities of Colonial Heights and Hopewell enabling Chesterfield County Police Training Division to provide Department of Criminal Justice Services (DCJS) approved and other law enforcement training to the respective law enforcement officers of the cities for an annual fee for a three-year term beginning July 1, 2000. APPROVAL OF AN OPTION FOR THE PURCHASE OF 1-295 RESIDUE PROPERTY FROM THE COMMONWEALTH OF VIRGINIA, DEPARTMENT OF TRANSPORTATION On motion of Mr. McHale, seconded by Mr. Miller, the Board authorized the County Administrator to execute an option to purchase residue property at 1-295 and Route 10 with the Commonwealth of Virginia, Department of Transportation. INITIATION OF AN APPLICATION FOR CONDITIONAL USE TO PERMIT A WATER TANK AND PUMP STATION On motion of Mr. McHale, seconded by Mr. Miller, the Board initiated an application ifor Conditional Use to permit a water tank and pump station on property at 15701 Happy Hill Road: PIN 800-637-5330 and appointed Mr. John Harmon, County Right of Way Manager, as the Board's Agent. APPROPRIATION OF PART C FUNDING (EARLY INTERVENTION FOR INFANTS AND TODDLERS WITH DISABILITIES AND THEIR FAMILIES On motion of Mr. McHaiei seconded by Mr. Miller, the Board accepted and appropriatqd.$2'34~735 in 'state and federal funds for the Early Intervention 'for infants and Toddlers with Disabilities and Their Families initiative of the Chesterfield Interagency Coordinating Council and established three full time positions in the Department of Mental Health, Mental Retardation and Substance A'~use. STATE ROAD ACCEPTANCE On motion of Mr. McHale, seconded by Mr. Miller, the Board adopted the following resolution: WHEREAS, the streets described below are shown on plats recorded in the Clerk's Office of the Circuit Court of Chesterfield County; and WHEREAS, the Resident Engineer for the Virginia Department of Transportation has advised this Board the streets meet the requirements established by the Subdivision Street Requirements of the Virginia Department of Transportation. NOW, THEREFORE BE IT RESOLVED, that this Board requests the Virginia Department of Transportation to add the streets described below to the secondary system of state highways, pursuant to ~ 33.1-229, Code of Virginia, and the Department's Subdivision Street Requirements. AND, BE IT FURTHER RESOLVED, that this Board guarantees a clear and unrestricted right-of-way, as described, and any necessary easements for cuts, fills and drainage.
