04-01-1947 Minutes VIRGINIA: At a meeting of the Board of Superviso s of Chesterfie Id County. held at the COllr - house on April 1. 1947, at 10:00 a.m. Present: H.L. Chalkiey. Chairman J.G. Hening H. T. Goyne W.A. Horner T.D. Watkins Absent: P.W. Covington This being the day and time advertised for the hearing of certain rezoning cases by the Board of Supervi so rs, they ware consi dared as fo llows: (1) In Mancmster Magisterial District on Rt. 60, Midlothian Pike, approximatel 500 feet west of the interseotion of Rt. 60 and Rt. 684, a distance of 300 feet alo Rt. 60 with a depth ot 200 feet, whioh application was made by Mr. Tony Zervas and was tor rezoning trom Agriculture to General Business. There appeared no oppositlo to the same. and upon consideration whereOf. and on motion of W.A. Ho1'l18r, it 1s resolved that the application tor rezoning ot this ar_a be granted. . (2) In Manchester Magisterial District on Rt. 60, adjacent to the City Limits of Richmond and bounded by the Atlantic Coast Line Ry., State Route 1161. Belt Boule vard, Route #60 Midlothian Pike, and the Northrop Farm. This application was made by Mr. W.P. Leonard for rezoning trom Agriculture to General Business. There appeared in opposition to this rezoning a number of residents ot this area and after. much discussion, it was requested by Mr. Leonard, through his Attorney Mr. Norman Bowen, that this application be withdrawn. Upon consideration whereof, and on motion of vi.A. HOrIe r, it is resolved that this application be withdrawn. (3) In Manchester Magisterial District on Rt. 60, approximately 1/2 mile west of tm City Limits, adjacent to the property now occupied by the holl1ns t Garage, a distance ot 126 feet along Rt. 60, with a depth ot 126 feet. This application was made by Abraham :l!isher.for rezoning from Agriculture to General Business. There appeared no opposition to the same, and on motion of' If .A.Horner, it is resolve the. t this application be granted and that section be zoned for General Business. (4) In Manchester Magisterial ~istrictt adjacent to the subdivision known as "Chesterfield Court" , that section of land at the northeast intersection ot the ~arwick Road, Rt. 647, and the Dorsey Road Rt. 1650, a distance ot 300 teet along Rt.647 and 200 teet along Rt. 1650. \'i'1ioh application was made by Mr. C.D. Pease tor rezoning from Agrioulture to General Business, and there appeared certain citizens ot that area objeotion to the same. Upon oonsideration whereot, and on motion of \I~A. Horner, it is resolved that this application be denied. (5) In Manchester Hagisterial District. in the Subdivision of "Pinehurst", west of the intersection of Rt. 60 and lit. 644, on Lot 2, Block 2, whioh.application was made by Silas York for rezoning tram Agriculture to General Business. Upon consideration whereof, and on motion ot W.A. Horner, it is resolved that this appli- cation be and it hereby is denied. (6) In Dale Magisterial District, along Rt. 1601, adjacent to the property of the Bellewood Depot, west of the Atlantice Coast Line RR., a distance ot 200 teet along Rt. 1601 and a depth ot 400 teet. This application was made by Mr. Chas. I;. Abbott and was for rezoning from Agriculture to General Business. There appear ed no opposition to the same and on motion otJ.G. Hening, it is resolved that this application for re~onlng be granted. (7) In Dale Magisterial District, Rt. 145, Lot 49 in "Centralla Gardens", This application was made by Mr. Jos. T. Moore for rezoning from Agriculture to General business. Atter considerable discussion it being felt that General Business would be an uhfair olassification in a Residential area, but that Local Business would nQt it Is resolved on motion ot J.G. Hening. that this applioation for rezoning from Residential to General Business be denied. This day Mr. and Mrs. W.D. Ferebee made application tor a Use Permit to operate a local business in an area on the southside ot Rt. 60. west ot its intersection with Rt. 147, substantiating their application be a petition signed by the residents ot that area supporting such application~ Upon consideration whereot, and on motio of T.D. Watkins, it is resolved that this application for a Use Permit be received and held over until the next meeting of the Board on April 8, 1947. This day Mr. John Hamilton. Engineer, appeared before the Board explaining in detail the possibilities of additi&nal revenues from increased assessments on public utilit properties in Chesterfield County, stating he had made several successful surveys in other States and was sure that Qonsiderable revenue could be had for Chesterfield County. Upon consideration whereot, and on motion of H.T. Goyne, it is re- solved that the matter be continued betore the Board for consideration. The Executive Secretary read a letter from }!r. J.E. Norvell, advising the the difficulty experienoed in reaching Chesterfield Courthouse offices by urging tha~ a. dditional telephone service be supplied between Chesterfield and Richmo~ Upon consideration whereof, and on motion of T.D. Hawkins has been serving as sewer inspeotor for Ettrick for several years and as.anxious to be relieved of the job. Upon oonsideration whereof, and on motion f J.G. Hening, it is resolved toot this matter be deferred until the next meeting f the Board on April 8, 1947. ' his day the Executive Secretary read an application from Mr. William H. Jerome. for tb9 rezoning of an area along the HO'pewelL Rt. 10, beginning at the intersection ot t. 696 and thenorth side of Route #10, a distance of approximately 450 teet, to a epth of approximately 500 feet to Route 618. Upon consideration whereot, and on otion of H.T. Goyne, it is resolveu that the Executive Secretary be and he hereby is instructed to advertise same for fUrther hearing. his day the Executive Secretary read a letter trom Lindsey and Sheppard, Inc.. re- uesting that there be taken into the Secondary Road System of Chesterfield County certain roads in "Sherbroune Heights" known as Rothmore Road, Brentwood Circle, trathmore Road, and Mill Road. Upon consideration whereof, and on motion ot .G. Hening, it is resolved tha t this matter be referred to the Road Committee. '" I'his day the matter of the improvement of a private road known as the Flynn Road was rought to the attention ot the Board by Mr. Vi.A. Horner. Upon consideration wher - of, and on motion of W.A. Horner, the Executive Seoretary be and he hereby is in- struoted to attempt to secure sufticient right-of-way for this road to be taken into the Highway System and for that right-ot-way he should not pay more than $500.00 per ere. his day the Executive Secretary brought to the Board's attention several requests for extensions of lines ot the Chester Water System. Upon consideration whereof, nd on motion ot H.T. Goyne, it is resolved that under the present financial con- dition of the water systems ih Chsstertield County outside of operating sanitary istricts, that where extensions to the lines were requested the applicant would be required to pay the cost ot suoh extension which would be returned to him under the olicy of the Board for a l~% return at the time of the sale of the proposed revenue onds in Chesterfield County, on in the event that the authority to sell revenue onds be denied to the Board of Supervisors by an election, the cost of the line pai y this applica~t shall be returned to him by credit of his monthly water bill and/o such other bills as shall be paid. by other persons connecting to this extension. / This day ~. T.D. Y;atkins called the Board's attention to a resolution passed by the Board of Supervisors on February 11, H~4l, requesting the State Department of High- ways to make a survey of a road in Mldlothian District and later requested the High- way Department to discontinue the survey. and it now appeared that such a survey ould be desirable. It is resolved on motion of T.D. watkins, that the Virginia Department of Highways be and is hereby requested to make a survey in accordance with the former resolution of this Board as follows: "This day came Mr. John Guy and others being property owners in Chesterfield County, along the Jamss River, between the Westham Bridge and Rt. 44, where same enters Powhatan County and petitioned this Board to establish a new county road by extending the Cherokee Road until the same intersected Rt. 44, near the Pow- hatan County Line, and oftered to turnish the right-ot-wayfor the said proposed roadway. Upon oonsideration whereof, and on motion of T.D. Watkins, it is resolved tha t the Virginia Department of Highways be and it hereby is requested to make a survey ot the proposed road, ~ithout cost to the County, looking to the esta- blishment of a road as a permanent location of Rt. 44." \ This day the Executive Secretary reported to the Board that he had purchased from the War bSsets Administration, two NaVY crash trucks to be converted into fire trucks fo Chesterfield County for the sum ot $1084.0G. Upon consideration whereof, and on otion ot H.T. Goyne. it is resolved that the Board ot Supervisors approve this purchase. This day Mr. T.D. Watkins stated that he felt a Planning Commission for Chesterfield County would be a very desirable asset and would relieve the Board of Super.lsors of much ot the details of Zoning. Upon consideration whereof, and on motion of T~D. Watkins. it is resolved that the Board of SUpervisors take steps to have appointed a Planning Commission for Chestertield County, which motion died for the want of a seoond. This day Mr. H.T. Goyne reported to the Board that Mr. J.G. Morris had contacted him wishing tllwsell a water system in the Subdivision of "l4ayt'air" near Hopewell. Upon consideration whereof, and on motion of RtT. Goyne. it is resolved that the matter be referred to a Committee to conter ~uth Nr. MOrris and report back to this Board at the next meeting of the Board. Whereupon the Chairman appointed Mr. H.T. Goyne and the Executive Secretary as this Committee. This day the Executive Secretary reported that he had investigated a request for the improvement ot the Carter Road In Manchester District. Upon consideration whereot and on motion of H.T. Goyne, it is resolved tbat the Virginia Department ot Highways be and it hereby is requested to improve the Ca~te~ Road in Manchester District, ex- pending a sum not to exceed $150.00, and charging same to t.be 3 ct. road levy. This day the Commonwealth's Attorn.ey read e. letter from Wood. King and Dawson of New YOrk! Consulting Lawyers, concerning the issuance of bonds, stating that tor the r legal op nion and servioes on the sale ot revenue bonds for Chesterfield County should be Obtained for the sum ot 1500.00. Upon consideration whereof, and on motion of J.G. Haning, it is resolved that the Commonwealth's Attorney be and he her _ by is authorized and eJj.powered to employ the service of ~Jood. Klng and Dawson ot New York, Consulting Lawyers, for the sum of $500.00 And be it further resolved tha t the sum of $500.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund to 18-103 - Special Attorneys.
