VIRGINIA: At an adjourned meeting of the
Board of Supervisors of
Chesterfield County, held at the
Courthouse on August 26, 1947, at
8:00 p.m.

The Executive Secretary stated that the adjourned meeting was called for the
purpose of hearing proponents and opponents of an application made by Mrs. C. B.
Goodwyn for a permit to establish a Nursing Home on theCherokee Road, Rt.704,
in Midlothian District. Whereupon, Dr. W. M. Massie stated he represented
the Southampton Civic Association and that this organization had gone on recore
objecting to the establishment of a Nursing Home at this location because it
would be the entering wedge of the establishing of business within the area and
that they had requested this area be zoned for Residential purposes and did not
want any relaxation of Zoning restridtions.
Whereupon, Mr. Davis Meade White called on the various people attending the
meeting who objected to the granting of this permit and all were of the same
opinion that it would be detrimental to that area and tend to decrease the real
estate values and make it a less desirable place in which to live.
Among those against the issuance of this permit were - Mr. and Mrs. T.J.Nichols,
Mr. and Mrs. Watson and Mr. Bates.
Upon consideration whereof, and on motion of W.A.Horner, seconded by P.W.Covington
it is resolved that because of the class of residence in this area and because
of the exclusion of all commercial enterprises, that this permit be denied'. .
The natter of the time of discontinuance of the operation of the Nursing Home
by Mrs. C.B.Goodwyn on Cherokee Road was considered by the Board, and on motion
of T.D.Watkins, it is resolved that Mrs. Goodwyn be directed to close the home
on Cherokee Road on or before October 1, 1947.
This day Miss Lucy Corr, Supt. of Local Welfare, came before t he Board stating
that apparently the State had not recognized the need for welfare assistance in
the County and had not matched the amount of money appropriated by Chesterfield
County as had been anticipated in the budget, and that the Mitchell Commission
making a study of the Welfare needs in the State of Virginia was meeting in
Richmond on September 5, 1947, and suggested that some expression might be made
by this Board as to the desirability of greater appropriations for welfare needs b
the County.
Upon consideration whereofl and on motion of P.W.Covington, it is resolved that
the Board of Superv1aors or Chesterfield County go on record favoring an increase
in the appropriation by the State of Virginia to the Local Welfare Department
in order that a better standard of living might be developed amomg citizens
of the State.
This day Mr. James H. Brockwell of the Ettrick Fire Department, stated that
according to the reoord. of the Ettrick Fire Department that it was answering
more calls in the rural areas of Matoaca District than the Colonial Heights
Fire Department and that f~om the records he had learned that Colonial Hegghts
Fire Department was receiving $600.00 per year and the Ettrick Fire Department
only $200.00, and stated he felt that this was an unfair division and believed
it should be equalized.
Upon consideration whereof, and on motion of P.W.Covington, it is resolved that
the Ettrick Fire Department be paid from the General Fund of the County the sum
of $600.00 per year, effective July 1, 1947, for their services in answering
calls outside of the Ettrick Sanitary D~trict in Chesterfield County.
And be it further resolved that the sum of $400.00 be and it hereby is appropriat d
from the unappropriated surplus of the General Fund to the Ettrick Sanitary
District Operating Fund - 7 - 115.
This d Mr. James H.Brockwell stated that he was a member of. the America~ Legion
Post o?YEttrick and had requested the Water Committee of Ettr~ck for perm1ssion
to use the Town Hall twice a month for their meetings. Whereupon, they had been
informed that the sum of $200.00 per year should be charged to them an~ since
they were citizens of the Ettrick Sanitary District and had served thelr Country
in time of War they felt that for the present it would be toomuch of a hardship
to make the payments and requested that the Board of Supervisors make some
adjust ment in this matter.
Upon consideration whereof, and on motion of T.D.Watkins, it is resolved that a
Committee be appointed to meet with the Water Committee of Ettrick and representa-
tives of the Ettrick American Legion Post to endeavor to make some adjustment in
this matter. Whereupon, the Chairman appointed - Mr.P.W.Covington and the
Executive Secretary as thms Committee.
This day i~. M.L.Dennis of the East Hanover Presbytery, came before the Board
requesting some variation in the construction of the Zoning Ordinance to permit
a Chapel to be built on Falling Creek Avenue. Upon consideration whereof,
and on motion of W.A.Horner, it is resolved that this natter be referred to
the Board of Zoning Appeals.
This day ~. C. W. Smith, Chief of Police, appeared before the Board stating that
he felt some restrictions should be made in the speed within the Village of
Bensley on both sides of the Petersburg Pike.
Upon consideration whereof, and on motion of W.A.Horner, it is resolved that the
Virginia Department of Highways be and it hereby is requested to make a survey
pf the traffic through Bensley Village to determine the proper speed limit and
have signs erected accordingly.
This day again the matter of the use of a lot by Mrs. C.T.Chappelle on Butte Road
contrary to the Zoning Ordinance, was brought before the Board. Upon considerat. n
whereof, and on motion of T.D.Watkins, it is resolved that the Common wealt h 's
Attorney be and he hereby is requested to take immediate action to have the use
of this 10t discontinued.

Upon consideration whereof, and on motion of W.A.Horner, it is resoNed that the
Executive Secretary be and he hjreby is authorizem to have the above applications
advertised for public hearing on September 9, 1947.
This day the Executive Secretary reported to the Board that sometime ago in
conjunction with the improvement on Rt.6ll, at the Atlantic Coast Line crossing he
had discussed with Mr. Johns the damage to hi~ property by this improvement
and Mr. Johns informed himthat after the road was built we would endeavor to
make some adjustment; hpwever, Mr. Johns had passed away before the improvement
and Miss Caroline Johns had requested the Board of Supervisors to pay the sum
of $75.00 for damages to their property, including the amount of property taken
which was approximately one-quarter of an acre. Upon consideration whereof,
and on motion of W. A. Horner, it is resolved that the Executive Secretary be
and he hereby is instructed to pay to Miss Caroline Johns the sum of $75.00 for
this right-of-way.
This day Mr. W. A. Horner reported that the crossing of Bell's Road, Rt. 1641,
at the Atlantic Coast Line RR. was in terrible condition and.that it was used by
school buses. Upon consideration whereof, and on motion of W.A.Horner,
it is resolved that the Virginia Department of Highways be and it hereby is
requested to take what steps necessary to have this crossing improved.
Mr.H.T.Goyne, re~orted that the crossing or Rt. 6l9~ Port Walthall Road, at the
Atlantit Coast L~ne Ry., which had always been a baa crossing, had been 80mewhat
improved but was still a dangerous place and requested that some action be
taken.
Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the
attention of the Virginia Department of Highways be again called to this crossing
and that the Department be urged to take such steps as necessary to have this
crossing further improved.
Ordered that the meeting be now adjourned until September 9, 1947, at
10:00 a.m.
