This day, E.L.Bemiu,Jr., Chairman of the County Welfare Board, reported that from the number of cases on relief and applications made, and from the experience of the'former Superintendent of Publio welfare in administering her otfice, it appeared that in order to adequately take care of the general relief Deeds until () September, 1938, it will be necessary for this Board to appropriate en additional sum of $800.00 to the Virginia Publio Assistance Fund. Upon oonsideration whereot, and it appearing proper to so do, on motion it is resolved that the sum ot teoo.OO be. and the same hereby is, appropriated out of the general County Fund to the Vir- ginia Public Assistance Fund, and the Treasurer is direoted to transter same on his books, On motion, the Executive Secretary is au thorized and direoted to purchase for the building used by the Department of Welfare and others, two window awnings, and a storage cabinet tor the Department of Welfare. On motion, the Exeoutive Seoretary is authorized and direoted to have installed the proper telephone facilities in the offioe of the Department of Welfare, the Soil Conservation Department, and in the office of the County Nurse and the Home Demon- stration Agent. ~ o This day the reports of the County Nurser Director of Sanitation. Said building to have on first floor all necessary offioerooms and oonvenience. therefor; And whereas, the second story is to be divided so as to have an auditorium wi th cloakrooms, rest-rooms, and a kitohen. And whereas, this auditorium is to he,. a seating seating capacity of five hundred with removable chairs; it then can serve as a meetil18 plaoe tor all oounty aotivities; And whereas. no such place is now available; It is therefore resolved. that said building be known as the Chesterfield Coun~ ~riculture and Home Demonstration Building." ~ J .. And whereas, 'there 1s no room available t:or Comm1 'ttee meetings, oOnferenoes, and 4emon8tr~tlons; -. .. . --------- And whereas, there is no spaoe provided t or the health clinic s held periodical y, the same havins been held ~n hallways and suoh ottices a8 could be borrowed with th ppssibll1ty of spread of infeotion and contagious disea.ses; And whereas, invaluable papers and reoords are now being stored in barn with- out proteotion from fire, theft, or weather; And whereas. no sleeping quar.ters are provided for jury men or jurywomen; And whereas, there are now inadequate ~oilet faoilities for workers and generat ~ublio of the different races; I .. .And whereas. no space is provided for large gatherings conducted by the women I ~here food may be served and demonstrations effectively made; I Therefore, we, the undersigned, do hereby petition the Board of Supervisors ofl Chesterfield Oounty to provide ample office space for Agricultural Conservation, Oounty Agrioultural Agents, and all their departments,' and other commissions, and officers working for the good of the people of the Oounty. And to further provide a storage for all records and supplies of the counlY; And to further provide spaoe for Health Clinics; And to further provide sleeping q usrters for jury; I And to further provide space tor conferenoe rooms where same are needed; I And to further provide an auditorium with stage, kitohen, and dressing fooms; And to further provide adequate toilet facilities. Rixey Jones, County Agent, in the following words, d viz:- , "We understand that the oounty is oontemplating putting up a new office building to take care of some of the county offices. A" We would appreoiate very muoh an arrangement being made so that we could have an offioe to meet our clients and a room large enough to hold group and committee meetings. We are sure that this would an advantage to the Rural Re- habilitation and prospective borrowers in Chesterfield County. We would greatly appreoiate your putting this letter in the proper hand and sincerely hope that it will be possible for us to have the use of suoh office." (SIGNED) W.G. Harrison, RIt. Supervisor. ,. And a letter from Hon. ~.G.lefterson.Jr., Judge of the Circuit Court of Cheste _ field County, in the following words,viz:- "I understand that there 1s some chance that a new office building will be built at Chesterfield Courthouse to take oare of. the need for additional office space. If such a building should be built, I would like to bring to your attention for consideration the fact that there is no plaoe in the Courthouse for witnesses in cases where witnesses are separated. This oondition makes it very un- oomfortable in bad weather and they oannot go outdoors. There is no plaoe at .Chesterfield Courthouse or elsewhere in the county where a jury can be kept tQgethe in those cases where this is required by law. It does not happen very often that the jury does'have to be kept together, but. if you find it possible to have a room in this building where they could be kept together whenlt is neoessary, it would oerta.1nlT be a great 1aprpIJement. Upon consideration whereof, it is resolved that the resolution. petition and letters be filed and that the mutter ot the construction of an otfioe building at the Courthouse be. and the same hereby is, referred to the Buildings and Grounds Com- mittee tor it's consideration and report. And be it further resolved, that the Cemmonwealth's Attorney and Executive Secretary be and they hereby are.appointed members ot the Buildings and Grounds Committee for the purpose ot considering the building of an oft ice building at the Courthouse. . This day. Fred.R.Shepherd subnitted to the Board his report of delinquent tangible personal property taxes collected by him durine the month of July, 1938. under his contract with this Board. Showing a total of ;51.98, together ~~th his check in the amount of $34.66 in payment of two-thirds of the amount collected in accordance with said contract, and said contract having expired on August l.1938. the aforesaid report is the tinal report: and it is ordered that the County Treasurer place said sum of $34.66 to the credit ot the County Fund on his books. and that the said report be filed. R.Shepherd requesting that this Board have his books on the collections made of delinquent personal property taxes be audited at an early date: On motion, the Executive Secretary is authorized and directed to comnunicate with A.H.Toler, asking that he audit the accounts ot Fred R. Shepherd as collector by contract of delinquent tangible personal property taxes as soon as practical. On motion. whereas, under authority of the Acts of the General Assembly of Virginia. the office of Executive Secretary was created by this Board. and \fuereas, it appears that it is expedient that this Board should proceed to direct. in a limited way, the organization of that office, and the fact that the suggestion of certain specific duties for the Executive Secretary is not to be ne- cessarily taken to moan that the Board's action is necessary for the Executive Secretary's authority to Act as the law may itself provide the authority. The pur- poss of this Board's direction is more to help get the office organized and to facilitate the Executive Secretary's efforts and avoid any embarrassment that might arise if he voluntarily undertook such duties at the outset of his tenure of office. It is therefore resolved:- (l) That the Belleneade Sanitary District Committee. except tor the purpose of co-operation with the Attorney tor the Commonwealth in the matter of bond issue, be discontinued. and that the Executive Secretary be di- rected. and he hereby is. authorized and directed to take over the responsibilities of that project and the operation ot the water system in said district. subject only to further action of this Board. (2) That the Executive Secretary acquaint himself with the several other Sanitary Listrict projects under consideration by this Boardi undertake to coordinate the eftorts at those engaging in the consideraticn of the projects; gather such information as he can within the amounts appropriated or that may be subsequently appropriated, and to present his findings as warly as practicable to this Board with his recommendations. (3) That the Executive Secretary shall investigate all requests in connection with street lighting and present his re- commendations to the Board. and as soon as may be permitted, consistant with the demands of his office. study the present street lighting locations. arrangements and requirements. together with future probable requirements. to the end that a better organized program for that service may be established. (4) That the Executive Secretary shall receive and investigate all roads requests and in due course present all such requests ~o the Board with his recomnendations as to the character of res- olution or other action this Board should make or take in the prenises, such recom- mendations to be based upon the study of the matter with the vie\v in mind of develop- ing the road system of this county. (5) 7he Executive Jecretary shall co-operate with and pender aid to any person having business directly with this Board or through any agent or officer of this Board. The exercise of the delegated power shall be consistent with his authority and not as an unlimited power. (6) That all county representatives, agents and employees be, and they and each of them. are hereby directed to keep the Executive Secretary's office advised of the day's plan of work. giving such detail in such advice as will enable the Executive Secretary to intelligently inform those desiring the services ot any such represen- tative. agent or employee the probable time when any such representative, agent or employee will be available to render such service; to advise said office of any known delay in reaching his or her office for the beginning of the day's work; to advise said office as soon as practicable ot any necessary material variance of the day's plan of work. The advice here required may be made through an assistant or directly by the representative, agent or employee. This requirement shall not be made ot the Chief of Police, (the reports of the Police Department being now made in the necessary detail in the police headquarters) except when he will travel be- yond the reach of the radio tacilities and only then when such travel can be previously planned and is not that which should be kept confidential to the police. (7) That the Executive Secretary shall within tive days furnish. in such form as requirements may demand, to any person, members of committees. department or agency of the County. advice as to any resolution adopted by the Board so that the action 1M.<l~ - or the Board, may be known to the person, members ot Committees, department or &genc affected by suoh resolution and who or whioh by reason of suoh resolution specitic acts are to be oarried into ettect by such person, members of committees, departmen or agency. But my thoughts are not direoted so much to the offic e ot the C1Ttrk of the County, - that aight be said to be an inanimate thing; more, I wish to pay tribute to those two splendid gentlemen. lIr. Philip V. Cogbill and Mr. Walter N. Pelldue, who typify the qualities of that ofrioe that have brought it to suoh high esteem in the minds of the public. For nearly forty years, - to be more exaot, thirty-eight years, I believe it is, those two gentlemen have served this Board - for thirty-eight years bave they served as seoretary to this Board. It is true, Mr. Perdue has been the one Who has sat here and aotively served as secretary, but there has been no minute when 1Ir. Cogbill has not been as completely ooncern!c1, as entirely sympathetic, and I suspect. as fully conversant with our affairs as fie sat in these very meetings. I believe I know enough about men to know that While from a peounia standpoint they will be glad to be relieved - the compensation never having approac d a balance with the burden and obligation of the work, that from another view-point, suoh will not be so. It is not possible to have continued such an assooiation for nearly forty years, and then see it broken. without a very real wrenoh of the heart strings. J .., u These two gentlemen who have sat by for all the years, beginning be- fore any single person now present came to this Board. observing one man go off, an- other come on, - I suspect that over some ot those changes they have had their mis- givings, but still County affairs went on. Gentlemen, I have wondered at times. What have been their thoughts. l'QU know men ot such keen minds as they, do not sit by tor such years wi thout ob- serving and learning. I ha~e thought that maybe it Was a laxity in our laws, that did not provide that such men not sit quietly by. but to the contrary. require that they from time to time give us the benefit of their years of experience and ob- servation on questions difficult to decide. I have wondered what thought oould be passing through their minds at times when the tampers of members of this Board were not all that could be desires,- when we, and some of those who have gone before us, were less temperate than we Ilight have been; and then, how comfortable they have felt when we were in more moderate and mellow moods - these wise men who have sat by and observed. And, when I have looked back over the record, considered not only what they have done tor, and what they have meant to, not only this Board, but to the other agencies of our government, when I try' to point in my mind's eye a pi cture ot these two unObtrusively wise gentlemen in their relations to our Count~~ there comes to my mind those beautiful lines, ' 'Let me 11 ve in the house by the side of the road And be a friend to man.' for that is just what they have done. lIr. On motion. 1t is resolved that Wm.S.Coburn, Exeoutive Secretary, and Harold T. Goyne, a member of this Board be, and they hereby are, appointed as a Camn1ttee to investigate these claims of the KedicalCol1ege of Virginia and to make it's re- port at the next regular meeting ot this Board if practicable.
