was duly elected Temporary Chairman.
The minutes of the last regular meeting and of the special meeting having been
read, the same were approved.

This day, J. Wm. Dance, Treasurer of Chesterfield County, reported to the
Board that a bond payment on behalf of Ettrick Sanitary District No.1, would be due
on October 1, 1938, of $5,000.00, with interest payment on the Whole said bond issue
in the amount of $1,250.90, On motion, it is ordered that a warrant in the sum of
$5,000.00 in payment of bonds due in the issue of bonds on behalf of Ettrick Sanitar
District No.1, payaple to The Chase National Bank be issued, and further that a
warrant in the sum of $1,250.00, in payment of interest on the Bond Issue on behalf
of ~rick Sanitary District No.1, payable to The Chase National Bank be issued. And
it is further ordered that the Treasurer of this County immediately forward said
warrants to The Chase National Bank, of the City of New York,N.Y. as soon as the sai
warrants come to his hands.
This day, Miss Grace B. Pond, Committee Clerk for h~trick Sanitary Distric
No.l,submitted to the Board her report of water rents and sewer connections collecte
for by her during the month of August,1938, together with her check in the amount of
$350.22 in payment of the amount collected: And it is ordered that the County
Treasurer place the said sum of $350.22 to the credit of Ettrick Sanitary District
NQ.l, on his books, and that the said report be filed.
This day J. V~. Dance, County Treasurer, submitted to the Board his report
of the expenses incurred in the operation and maintenance of his office during the
month of August,1938, showing a total of $794.92, of which two-thirds, or $529.95,is
payable by the County, and the remainder is payable by the State: And the Board
approving same, a warrant was accordingly issued to said J. Vim. Dance for $529.95.
This day, R. E. Eanes, Commissioner of the Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office for
the month of August, 1938, showing a total of $746.67, of which two-thirds, or
$497.78, is payable by the County and the remainder is payable by the State: And th
Board approving the said report a warrant was accordingly issued to the said R. E.
Eanes in the said sum of $497.78, in.the payment of the County's proportionate part
and the said report is filed.
It appearing that in payment of the salary and mileage of Virginia B.
MOrris, temporary spperintendent of Public \Jelfare, on July 2lst,1938, of $101.30,
out of and charged to the Virginia Public Assistance bUnd was erroneous, and that th
same should have been paid out of and chargeable to the General County Fund. On
otion, the Treasurer is directed to transfer on his books from the General County
Fund to the Virginia Public Assistance Fund, the sum of $101.30, being the amount of
salary and mileage paid as aforesaid.
It appearing that this Board at it's meeting on August 3rd, 1938, author-
ized the County Nurse to conduct a dental clinic in whicl;1 the Board bound itself'to
the expenditure of not more than $500.00, the State Healtl;1 Department contributing
a like or larger sum; and, it further appearing that said clinic has been held, on
otion,. it is ordered that a warrant on the General County Fund in the amount of
$500.00, be issued, payable to the State Health Department, Dental SUpply Fund.
This day Dr. Thos. G. Pretlow, County Coroner, appeared and stated that
~ through an error in making out his claim he had been paid twioe for his services as
orDner in viewing the body of Mildred E. Jennings, and presented his check in the
amount of $5.00 in refund of such erronepus payment. On motion, the same is accepte
and the Treasurer is directed to credit the avails of said cheek of $5.00 to the
General County Fund.

This day, W.S.Coburn, Executive Secretary, presented to the Board the sum
of $1.65, in payment of certain personal telephone calls over the Oounty's telephone
system, on motion, it is ordered that the Treasurer oredit the same to the General
County Fund.

On motion, by H. T. Goyne, duly secqnded, it is ordered that from hence-
forth all claims against the Coupty of Chesterfield shall be presented to the Ex-
eoutive Seoretary not later than three (3) days prior to the next regular meeting of
this Board for aUditing and approval, so that the s~e may be presented to this Boar
for payment at said next regular meeting. And, be i:t further resolved that all cla
presented, either to the Executive Secretary, or to the Board in meeting, later than
three (3) days before said next regular meeting shall be carried over until the
r~lar meeting of the month next following.
On motion by G. Ii. Diggs duly seoonded, it is ordered that Policeman W.H. Ic:..~s: 5 . th
Flynn, due to his physical incapacIty, be plaoed on part time duty as of this day, c.w, M'
and subject to.~all to such servioe as the Chief of Police may deem to be necessary W,H, FtYNN
and proper; and be it further resolved, that his compensation be fixed at $62.50
per month, with mileage in case said Mr. Flynn should be oalled upon ~y the Chief of
Police to perform a police serviee, the same, however, not to exoeed '65.00 per
month.
This day, C, Ii. Smith, Chief of ~olice, upon being requested by the Board
"to make his reoommend~tlon as to a person to be appointed pOliceman for'the County,
recommended Edgar P. Gill, and, on motion, by H. L. Fergusson, duly seconded, it was
resolved that Edgar P. Gill, be and he hereby is, appointed a pOlioeman for the
County of Chesterfield, such appointment to be upon a sixty (60) day prObationary
period, And be, it turther resolved, that C. \1. Smith, Chief of Police, be, and he
hereby is, authorized and empowered to employ a switohboard operator to fill the
vaoancy creat.d by the appointment of Edgar P. Gill, as a police officer, the com-
pensation of such switchboard operator to be Seventy ($70.00) Dollars per month.
It having been brought to the attention of the Board that in numerous in-
stances in the County, oontainers for trash to be collected by the County truck are
of a larger size than permitted by ~ rules and ordinances governing such collectio s;
~, -
Vfuereas, the said oversize containers appear to impose an unnecessary hardship and
delay on the trash collectors; therefore, on motion of Mr. H. T. 'Goyne, it is resolv
that the Executive Secretary be, and he hereby is, directed to p~epare a bulletin to
the persons in Chesterfield County receiVing the trash collection service, outlining
the requirements to receive said trash colleotion servioe; and be it turther resolve
that said bulletin, when completed, be distributed to each plaoe reoeiving said tra
collection service; and be it further resolved that the Executive Seoretary be, and
he hereby is, direoted to take suoh aotion as the Commonwealth'j Attorney shall advi e
as being proper and just to enforce the aforesaid rules and ordinances.
On motion, the Executive Secretary is directed to employ a temporary gar-
bage collectoD for Westover Hills, Forest Hill Terrace, and Forest View pending the
permanent selection of a peraan to collect garbage in said areas; and be it further
resolved that the cost of said temporary garbage collection not exceed the rate of
$300.00 per year.
It having been brought to the attention of this Board that Miss Lilla Spiv y
has been working late each night and on Sundays since last May, and that she should
be granted a leave of absenoe; therefore, on motion by ur. G. \/. Diggs, it is resolv d
that Ulss Lilla Spivey, County Nurse be, and she hereby is, granted a vacation be-
ginning September 12, 1938, and lasting through September 30, 1938.
, On motion, B.J.Banks, Janitor, is granted two weeks vaoation during the
onth of September, 1938.
A petition by citizens in Ettriok requesting certain street lights in the
village of Ettrickllaving been read by Horace A. Holt, the same is turned over to th
, eoutive Seoretary for study in the survey of street lighting in Chesterfield Count
authorized in a p~vious meeting of this Board. '
On motion, by H. T. Goyne, the Executive Secretary is direoted to consylt
the Supervisor of each District regarding the street lights in the District of each
respeotive Supervisor prior to reporting to this Board the findings of a light sur-
vey of the County.
It appearing to the Board that the water taken in the Bellemeade Sanitary
District Number One should be given the opportunity to use the water now being poure
into the street gutters from flushing the water mains; On motion, the charge for
water used in excess of the m!nimim charged 4,000 gallons be and hereby is, discon-
tinued, etfeotive August 1, 1938, until further aotion of the Board.
It ~eing represented to the ~oard that a substantial savings to the fund 0
the Bellemeade Sanitary Distriot Number One could be effeoted by the sponsoring by
this Board of a ilorks Progress Administration Project to complete the installation 0
water connections, to extend any dead and mains to conneot with another, to repair

from; and providing for a punishment for the violation of same.

Under and by virtue of the authority conferred upon the Board of Super-
visors of Chesterfield County, Virginia, by an Act of the General
Assembly of Virginia, Chapter 55, of the .A.cts of 1938, approved l,larch
2, 1938, this Board of Supervisors of Chesterfield County, Virginia,
having carefully considered the matter,doth, subject to the approval
of the Judge of the Circuit Court of Chesterfield County, Virginia,
ordain as follows:

Sec.l. That it shall be unlav~ul for any person bet\leen the hours of nine post
meridian of any day and seven anti meridian of the day following to operate or
play any mechanical musical device, electrical musical device, or other musical
device within 'hvo (200) hundred yards of any buildings of another occupied as
living quarters, while any such musical device is outside of a building, or
while inside a building and having the aperture of its sound box directed at and
within Ten(lO) feet of an outside opening to the building in which any such
musical device is, or \mile a loud-speaker attachment is used in connection with
any such musical device and is on the outside of any building, or while any such
loudspeaker attachmentt if inside any building and the aperture thereof is di-
rected at and within Ten(lO) feet of any outside opening of the building in which
the loudspeaker is. Provided, however, this ordinance shall not be construed tOI
effect the operation of an automobile radio when such radio is installed in an
automobile and operated therefrom. '

Sec. 2. Any person who shall operate or play any such musical device in violation
of this ordinance shall be guilty of a misdemeanor and upon conviction therefor
shall be punished by a fine not less than ten dollars nor more than fifty dollars
Sec. 3. The term "person" as used in this ordinance neans an inuividual partner-
ship, association, fim or corporation. '

Sec. 4. This ordinance shall become erfective \lhen approved by the Judge or the
Circuit Court of Chesterfield County, Virginia.
On consideration whereof by unanimous vote the same is accordingly adopted.

such dwellings, stores and other buildings to the water main supplying
water in Bellemeade Sanitary District Number 1,
Sec. 2. Any owner of a dwelling, store or other building in Bellemeade
Sanitary District Number 1, occupied by persons as living quarters who
fail or refuse to connect such dwelling, store or other building to the
water main supplying water in Bellemeade Sanitary District Number 1, and
which dwelling, store or other building abuts or fronts on any such water
main, or fronts or abuts any street, road or alley, in which any such water
main is laid and supplying water, after reoeiving notice from the Board of
Supervisors of Chesterfield County, Virginia, or its designated agent, that
such connection is required of ~im on and after ten (10) days from the
reoeipt of such notice, shall be deemed to have violated this ordinanoe
and shall be deemed to be guilty of a misdemeanor, and shall be punishable
by fine of not less than Five ($5.00) Dollars nor more than Twenty-Five
(~26.00) Dollars. Each ten (10) days' failure to comply with this or-
dinanoe after the receipt of the notice required herein shall be a
separate violation hereof and punishable as such.
Sec. 3. The notice required in Section 2, hereQf shall be in writing
signed by the Chairman of the Board of Supervisors, or, if ,delegated to
an agent of such Board, then by such designated agent, The notice shall
be considered received when the same is delivered to suoh owner, or, when
posted at the front door of the usual. place of abode of the owner, or, when
delivered to any member of the family of the owner over the age of 16 years.
Sec. 4. The word "owner" as used in this ordinanoe shall m,ean any person,
firm or corporation or the officers of any corporation owning any dwelling,
store or other building in Bellemeade Sanitary Distriot Number 1, which
is ocoupied by persons as living quarters.
Sec. 5. The enforoement of this ordinance shall be had on a warrant re-
turnable before and triable by the Trial Justice of Chesterfield County,
Virginia, with right of appeal as in other misdemeanor cases.
Sec. 6. This ordinance shall become effective when approved by the Judge of
the Circuit Court of Chesterfield County, Virginia.
On consideration whereof, by unanimous vote the same is acoordingly adoptet.
The employment of H. N. Lewis, as the person to make meter readings, water
oonneotions and maintain the county's property in the Bellemeade Sanitary Distriot
having been authorized by motion of this Board in it's meeting on August3,1938;
on motion, of H. T. Goyne, said authorization of the employment of H. N. Lewis is
hereby rescinded.
In accordance with the order of this Board entered on August .3, 1938, fixing
2:30 P.M. of this day as the time to hear all persons proposing, and those in oppo-
sition to, the erection of an adequate office building at tUe Courthouse, and-ibis
Board seeing that a number of persons interested in this matter present, and the
time fixed having arrived doth, on motion, resolve that all those persons desiring
to be heard will be at this time; Andthereupon the following petition was presented
by Mrs. M.C.Frame on behalf of the Chesterfield Home Demonstration Clubs, viz: -
"Whereas, we, the women of Chesterfield Home Demonstration Clubs, on find-
ing that the Board of Supervisors ~ oonsidering ereoting a new building

" It has been brought to the attention of the Drewry's Bluff Fa~ers' Club tha
there is insufficient room in the present county buildings on the courthouse ground
for the following needs:
1. There is no available space for the Committee meetings, con-
ferences, and demonstrations; and
2. There is no space provided for the health clinics held periOdiCally,
the same having been held in borrowed offices with the possibility
of spreading diseases; and
3. Various invaluable records and papers are now being stored without
the protection from weather, fire or theft; and
4. There is inadequate rest rooms for workers; and
5. There is no availaple sleeping quarters for the jury men or jury
women; and

6. No demonstrations can be effectively conducted by the women where
food may be served as no available space provides for same.
THEF.EFORE, we the undersigned members of the said Drewry's Bluff Famers'
Club, do hereby petition the Board of Supervisors of Chesterfield County to pro-
vide necessary room, storage facilities, sleeping quarters, rest rooms, and health

Route 51? and the easterly end of Route 616 and used by the public is, on motion of
H. T. Goyne, abandoned so far as the County road system is concerned.
A letter froo the Lttrick Community League, regarding the installation of
certain street lights in the village of Ettrick, was read, and referred to the Ex-
ecutive Seoretary for his investigation and recommendation at a later meeting.
, This day J. \~.Dance, County Treasurer, submitted to the Board his lists
of tracts lf lands and town lots delinquent for the non-payment of taxes or levies
due thereon for the years 1936 (revised) and 1937j And upon due inspection of,same
were found correct and in order, and the same are accordingly approved, and it is
ordered that they be filed in the County Clerk's office. And the Chairman of this
Board is authorized to sign the certificate of the approval of said 1937 list, to
be furnished to the surety on the said Treasurer's bond.
