This day came A.J.Shoosuith requesting this Board to ask the State Highway Com-
ission to add a public road in the Bermuda District, running westwardly from Route
612 through the subdivision ,of Square Field Park Farm, approximately two thousand
feet,' thence in a southerly direction approximately six hundred and forty feet to t
tate Secondary Road 613, to the State Secondary System of Roads in Chesterfield
ounty. On motion, the aforesaid road matter is hereby referred to the Executive
ecretary for consideration along with similar requests, at the proper time.
Came this day a Committee of several persons, representing the Chesterfield Count
ivic Association, and presented a petition to this Board in the following words:
" \ie, the oembers of Chesterfield County Civic Association, a County-
wide Civic Body, representing six Magisterial Districts of Chester-
field, wish to make an appeal to you gentlemen, first, for the em-
ployment of a full-time, registered negro nurse. to work among our
negro population consisting of about 7,000 adults, about 2.250
children from 6-19 years old, about 1,700 of \/hich are enrolled in
the public schools of Chesterfield County.
In making this appeal to you, gentlemen, first, for a negro nurse.
we realize th~t we have one very competent Nurse in the person of
lUss Lilla spitey, who is over-taxed to work among a County popula-
tion of about 26,000 citizens who are adults and about 7,000 school
children. A negro Nurse would relieve Miss Spivey of her big task
so that she could devote her time to the health of our Negro citizens.
Gentlemen, the very nature of race relations in the South prevents
a competent Nurse rrom devoting her personal touches to the needs

of the people that she serves, if she happens not to be of that race. A negro Nurse
could go into the secrets of the ill health conditions wuong Negroes as no
other Nurse could. We feel that such would cut dovVll materially the sick-
ness and diseases among Negroes.
As you gentlemen are perhaps aviare, Tuberculosis i~ very high in Chester-
field among Negroes. \~ have seen almost entire f8Llilies die out within a
,few years. We feel that a Negro Nurse would help fight this great plague
, among Negroes.
Second, we appeal to you gentlemen, to establish a Health Canp for under-
nourished negro children of Chesterfield. \~ feel that such would help to
prevent Tuberculosis and other diseases that largely start in undernourished
bodies. You, gentlemen, are aware that the negroes of the County are hard
pressed for food and clothing for their children. This condition makes for
undernourishment. A camp in the summer for such found in our public schools
~ would~~eDl to build these children up into strong men and women. Gentlemen,
w~have no such camp now for Negroes.
In an effort toward the improvement of the health among negro adults and
these undernourished children, Health Clubs have been organized among Negro
conm~ities. These clubs have had some assistance from l!rs. Enily V.Bennett,
of the State Board of Health and Miss Spivey. Ho\/ever, Gentlemen, the health
conditions amone negroes will not go for\mrd until a negro Nurse has been
appointed by you. Such a nurse would sponsor l~alth Clubs, take charge of the
Health Canp that we herein appeal for, and any other health work to \mich the
County might assign her waong Negroes.
There are several Counties in Virginia that no\. employ Negro nurses, namely
Arlington, Churlotte, Brunswick. Halifax, Henrico, our neighbor, Nansemond,
Southampton, and other counties. These counties saw that the health conditions
could go forward r.1ore rapidly with Negro nurses \fOrking ax!l.ong Negroes, thereby
giving other nurses in these Counties more time to devote toward the other
citizens of these Counties.

Domestic servants are drawn from Negro homes very often where the health
conditions are not so good. These servants fQfiY contaninate others. There-
fore, the County WQulddo well to put a Negro Nurse at the head of health
,among Negroes, to assist in building up the health conditions among IJegroes.
... .Disease knows:. no race or creed, no place.
The Chesterfield County Civic Association endeavors to build up wholesaue
citizenShip among Negroes; it tried to build up also the moral and health
forces; its oembers OvID about 13,298 acres of land; according to a recent cen-
sus; the Negro citizens pay in taxes $840,300. \1e feel that these two agencies
granted would increase our efficiency. \le feel that since we are citizens of
Chesterfield County, our tax-paying dollar should be used for our health and
economic improvement.
\le adnire Canp Baker, however, we feel no\. that you gentlemen will give us
a canp and a Negro Nurse to improve our health, too.
Again, Gentlemen, we appeal to you to give us. first a Negro Nurse, second,
establish a Health Canp for Negro undernourished children. Gentlemen, we depend
on you. Do not fail us."

This day cane, E.L.Bemiss, Chairman of the Local ilelfare Board, presenting to
this Board the statistical report of the DepartIJlent of Public Helfare fat: the rJ.onth
of September, and a report outlining the financial status of the various funds
allotted this Department, and the SaI:le is hereby filed.
It was further explained by K.L. Bemiss, that the Superintendent was unable t
efficiently carryon the re~uired office work due to having to assist in the field
investigations of various applications for relief. On motion,of G. W. Diggs, the
Department of Public \lelfare is hereby authorized and directed to employ an addition 1
case worker, whose salary and mileae;e allowed for use of personal car would not ex-
ceed the sun of One Hundred and Thirty ($130.00)Dollars per Ilonth.
On motion, of G. \I. Diggs, the annual Budget of the Local Board of .Public \lel
fare for the period ending June 30,l939, is hereby approved, and be it further re-
solved that the Chairman and Executive Secretary sign the proper certification of
said action of this Board to the Commissioner of Public \lelfare.

An itemized stater,1ent in the aI;10unt of $797.00, properly sworn 1(0 from the
Medical College of Virgi~ia, represellting certain hpapitalization cases of indigent
persons living in Chesterfield Coun~y, was presented to this Eoard. It having been
further represented to this Board that the files in the office of the Department of
Welfare disclosed that the case of Dahl \Jright was previously denied that the said
Dahl \lright was not a resident of Chesterfield County. The Board doth on motion of
G. W. Diggs, the Exeoutive Secretary 1.8 hereby directed to draw a warr~t to the
Medical College of Virginia, in the anourit--or$710.00, as settlement in full of this

County's obligations inourred prior to July 1, 1938, to said Medical College of Vir-
ginia for hospitalization of indigent persons living in Chesterfield County. And be
it further resolved, that the Executive Secretary be and he l~reby is directed to
request the AUditor of the Medical College of Virginia to cancel from his records all-L
charges for the hospitalization of Dahl \/right so far us Chesterfield ~ounty is con-
cerned.
It having been represented to this Board that the grade crossing of Route l70~
in Bon Air, of the Southern Ry. tracks and right-of-way could be eliminated for the
safety of persons traveling this road and that in so doing the said Route 1703 would
be graded along the south side of the right-of-way of the Southern Ry. to Route 675,
just south of it's crossing of the Southern Ry. and it beint; further represented to
this Board that certain buildings of the Southern Railway obstruct vision at the
grade croBsing of Route 675 of the Southern Railway and said crossing being danger-
ously narrow; the Board doth on notion of G. U. Diggs, the State High\IElY Conmission
and the Southern Railway are jointly requested to reconstruct a portion of Route
1703 along the southern side of the Southern Railway right-of-way to connect Route
57&. provided such buildings of the Southern Railway Conpany as are obstructing
visIon at the grade crossing of Route 675 be moved so as to peruit a safe sight dis-
tance and the said grade crossinr, of 575 be widened and satisfactorily paved to a
width of twenty feet, and in lieu thereof the present grade crossing of Route 1703
and the Southern Railway is to be abandoned. I
On motion, of G.W. Diggs, the Secondary System Budget of the Virginia Depart-~I
ment of Highways and the apportionment of funds allocated to Chesterfield County for
work to be done on the Secondary Systell of Highways in said Chesterfield County duri g
the fiscal year ending June 30, 1939, is hereby approved.
This day appeared before this Board, D.N. Huddle, Hesident Engineer, virginia i
Department of Highways, and discussed with this Board the progress of work on
Chesterfield County roads, and the Executive Secretary \fas directed to sign for this B
Board a form letter to the Virginia Department of Highways, sl~\dng that the said D.
N.Huddle appeared before this Boar~ this day ana a copy of said letter is filed. I
This dajr came, G. V .~larke, land assessor, requesting that this Board make payl-
uent for the balance due himself and A. J. Horner, Jr.. for the re-assessment of
lands, lots and builQings in Chesterfield County for 1938. On motion of G.W.Diggs,
the Executive Secretary is authorized and directed to draw warrants for the balance
due the said G.V.Clarke, and A.J.Horner,Jr.. when the sheets covering the assessments
made by the said G.V.Clarke and the said A.J.Horner,Jr., in Ber.muda, Manchester,and
r~dlothian Magisterial Districts in 1938, have been satisfactorily completed and
turned in to the proper offices as provided by law.
A check in the amount of $48.00 from the l~edical College of Virginia, repre-
senting over-paymeIlt in the case of Ida Mae Fortune and Baby, was presented to this
Board and on motion of G.W.Diggs, the County Treasurer is hereby directed to accept
the said check fron the Medical College of Virginia in the amount of $48.00. l~d be
it further resolved that the said sum be credited to the County Fund on the books of
the County Treasurer.
Two checks aggregating $3.80 for fees to I.E.Bov~an and Fr~d B.Grant,County
officers, for sUMnoning witnesses and arresting a person, having been presented to
this Board, the Board doth order the aforesaid checks accepted and deposited with I
the Count'r Treasurer for credit to the General Fund.

of the Marquis vlater Company of Chester, discussing ..,ith this Board the POSSibilitiis
and practicalities of a sewer system in Chester Sanitary District. Also the Engine r's
estimate of the cost of installing a sewer system and disposal plant in the Chester
Sanitary District #1 was presented to this Board.
01). motion. of H. T. Goyne. the Engineer's report of the estimated co st for installing I
a sewerage system in the Chester Sanitary District #1, be and the same hereby is,
accepted und filed. i\nd be it further resolved that R. Stuart Royer be paid the sum
of $200.00 as settlement in full for making the aforesaid estimate. I
A letter to this Board from R. Stuart Royer, consulting engineer, in which it
is claioed that bids for the engineerine; services required in the proposed Sanitary
Districts of Manchester, Bellmeade and Chester were requested by this Board or it's
designated representative, on a lurlp sum basis in which all the work in the three
districts would be awarded to one engineer or one concern, and requesting that this
Board make the award for this work accordingly, was read. On notion, of G. W. Diggs,
the Executive Secretary is directed to take up with the Connonwealth's Attorney the
matter of engineering services bid for in the Sanitary Districts, l~anchester, Bell-
meade and Chester, and report back to this Board with his recommendations as to the
County's Obligation in making awards for engineering services in the aforesaid dis-
trictil.
The nonthly reports fron the follo\ving County Departments and offices were
presented and filed: Director of Sanitation; Trial Justice Court; Police Department
County Nurse; Home Demonstration l~ent; County Treasurer, Faro Agents, white and
colored.
It appearing to this Board that it \IDuld be proper for employees of the
County having telephone rents paid for by the County, to pay said telephone rents
individually and be reimbursed for same by this County, the Board doth on motion of
G. H.Diggs, direct the Executive Secretary to notify the Chesapeal.:e and Potomac
Telephone Company, that this County .dll not be responsible for any telephone bills
incurred by it's employees in the future and for the said telephone company to have
stricken from it's records any reference of responsibility by Chesterfield County
of it's employees stricken from the records of said telephone company, and be it
further resolved that the Exeoutive Secretary be directed to instruct any County em
ployee for telephone rents paid by this County, to pay said rents individually and
present the telephone company's bill of same for reimbursement.

An application to the Works Progress Adninlstration for a blanket road project
in Chesterfield County, showing a total cost to the County of $869.00, the Board
doth direct the ,Executive Secretary to sign this application for this Board, as
sponsor's agent, and be it ~urther resolved that the County Treasurer be and he her _
by is, directed to sign the aforesaid application in th~ spaces provided for that
purpose.
A petition was read be~ore this Board by the Bxecutive Secretary in the
ing words and carried the follovling signatures:
ItWhereas, we, the women of Chesterfield Home Denonstration Glubs,
on finding,that the Board of Supervisors is considering erecting a
new building at the Courthouse, are asking that body to erect a two-
story building.
Said building to have on first floor all necessary office rooms
and conveniences therefor.

And, whereas, the second story is to be divided so as to have an
auditorilllU to have a seating capacity of five hundred with removable
chairs, it then can serve as a meeting place for all County activities.
Ana, whereas, no such place is nOH available, it is therefore
resolved that said building be known as the Chesterfield County
Agricultural and Home Demonstration Building.

On motion, the petition of the Drevn'y's Bluff IIome Demonstration Club request-
ing a t\ro-story office building be erected on the public grounds at this Courthouse
is hereby referred to the buildings and grounds comnittee.
A letter to \J. T. Sherman of the Ettric~ Sanitary District Water Committee fro
the To,m of Colonial Heights in which the TOViIl outlines the conditions and charges
whereby y sewer line from the ~ttrick Sanitary District would be permitted to con-
nect vv1th the out-fall sewer now being used jointly between the Tovmof Colonial
Heights and the Anerican Hardware eompany, was read by the ~ecutive Secretary end
the Board doth refer the said letter to the Commonwealth's Attorney with the reques
that he endeavor to secure euore practical agreement.
A check in the amount of $2.25 from R. A. Naff, L1anager of the East Gate Garag
Roanoke, Virginia, was presented to the Board as an overpayment on work done on the
fire truck belonging to the Ettrick Sanitary District, On motion, the check of R.A.
Naff, in the amount of $2.25 is hereby accepted, and be it further resolved that th
County 'l'reasurer deposit said anount of check to the credit of the Ettrick Bani tary

Comlittee Clerk for the Ettrick Sanitary ~istrict, representing water rents collect
for during the month of September, 1938.
On motion, the said check in the amount of $351.11 is hereby accepted and be it
further resolved that the Treasurer deposit this sum to the credit of the Xttrick
Sanitary District l<<'und on his books.
A letter from C.S. Mullen, Chief Engineer, ~epartment of Highways, dated Sep-
tember 29, 1938, to the Executive Secretary regarding resolutions from this Board a
to the improvement of Route 655 and the elimination of grade crossing on Route 10,
at the Atlantic Coast Line Railway was read and filed.
On motion, of G.W.Diggs, it is resolved that 1~s. Thomas F. Jeffress and her
son, Robert :M. Jeffress, be and they are hereby requested to grant permission to th s
Board the right to designate the proposed clinic and other building to be built at
Camp Baker under the pending \forks Progress Administration Project as "Thomas F.
Jeffress Memorial" or other designation which may be desired or approved by them.
And be it further resolved that certified copies of this resolution be forwarded to
Mrs. Thos. F. Jeffress and Robert M. Jeffress.

At the request of E.S.H.Greene, Superintendent of Schools, that this Board
sponsor a Works Progress Adninistration Project at and near the new Broad Rock
School and upon the offer of H. L. Fergusson, of this Board, to donate a thirty too
right-of-way across his property running northwardly from the school road leading
from the Broad Rock Road to the new Broad Rock School to the northerly boundard lin
of his property, and also running southwardly and easterly from said school road to
the Reams Road, and upon the assurance that the right-of-way from the northern line
Of said H. L. Fergusson, property line to Greenwich Road and it's intersection \nth
Brookside Road is obtainable at no cost to the County, and it appearing. that such
project is proper and desirable, on motion, of H. T. Goyne, the Commonwealth's
Attor~e~, is hereby requested to prepare deeds conveying the said rights of way to
the County when the necessary information as to the location of said rights of way
are furnished him.

This Board being re~inded that the insurance on the Courthouse buildings ex-
pired November 26, 1938, The Board doth on motion of G. \1. Uiggs, direct the
Executive ~ecretary to place this insurance with J. E. Norvell, Jr.
The Executive Secretary having recomflended that a coal stoker be purchased for
firing the heating furnace in the Courthouse buildings, the Board doth on motion of
G. VI. Diggs, direct the Executive ~ecretary to secure all necessary information and
price quotations on several reliable stokers and refer them to the Buildings and
Grounds Committee and be it further resolved that this Committee select and purchaSE
as soon as practical a coal stoker for the heating equipment in the Courthouse
buildings.
It being recommended to this Board by the ~ecutive Secretary th~t additional
janitor service is needed for the Courthouse buildings and that a part-time watchm~
should be employed at Qamp Baker. The Board doth on motion of H. T. Goyne, employ
Claiborne Holloway, as janitor's helper at the Courthouse and part-time watchman at
Canp Baker, and be it further resolved that the said Claiborne Holloway be paid a ,.
monthly salary of $30.00 until further order of the Board.
~n motion of G. W. Diggs, the Executive Secretary is directed to have the
offices of the local Department of Public Uelfare repqired so as to be :t:lore comfor-
table during cold weather, the cost of such repairs not to exceed $30.00.
On :t:lotion, of H. L. l"ergusson, the l:!:xecutiye Secretary is directed to have madE
an application to the lrorks Progress Administration for a project whereby certain
conditional work in the ,public park in Westover lIills may be done alld be it further
resolved that the SU:t:l of $50.00 be and the same hereby is, appropriated as a sponso 's
contribution to said proposed project. And be it further resolved that the cost of -

Chesterfield County made by W. W. LaPrade and explained that Mr. LaPrade is a\1aitin~
the final approval of this map by this Board's Committee, the Board doth on motion
of G. VI. Diggs, defer the approval of said map by this Board until each Board membe
has approved such portion of said map which represents his respective district.
On motion of H. T. Goyne, the Executive Secretary is authorized and directed
to purchase the necessary ne\. uniforms for officers of the County Police Department
A letter from Llrs. S.B. Franklin, living in the Bellmeade Sanitary District,
b' complaining that this County had billed her for water that she feels was not used
by her, was read and it appearing to this Board thut the meter at the said ltts. S.B
Franklin's residence was erroneously read by the meter reader, the Board dotb on
motion of H. L. Fergusson, direct the Executive Secretary to make such adjustments
to the said bill of t~s. S.B. Franklin's. as he deems proper and just and the lette

On motion of G. W. Diggs. the County Treasurer is hereby authorized and directed
to continue with the collection of delinquent taxes on lands and lots in Chesterfie d
County, in the manner heretofore ordered by this Board.
On motion, the Executive Secretary is directed to inmediately purchase postage
st~~s for use of County employees in the transaction of County business and be it
further resolved that the Executive Secretary draw a warrant in the sum of $50.00
payable to the local Postmaster, to defray the cost of the aforesaid postage stamps
It appearing to this Board that qualified employable persons living in Chestero
field County are being discri:t:linated against on the Hork being done by the City of
Richmond at it's Deep-'.later Terninal in Chesterfield County, and as this Board has
always fully cooperated with the City of Richmond in the said City's functions with
or in Chesterfield County. the Board doth on motion of G. \J. Diggs, request the Cit~
of Richmond to consider for employment on the said City's deep water terminal pro-
ject, such residents of Chesterfield County who apply for work on this project and
who are otherwise qualified for Public Vlorks Adoinistrution ~ojects. And be it

This day, R. ~. Eanes, Conmission of the Revenue, submitted to the Board his
report of expenses incurred in the operation and muintenance of his office for the
month of September, 1938, showing a total of $422.34, of which two-thirds, or $28l.~6,
is p~able by the County and the remainder is payable by the State: And the Board
approving same, a warrunt accordingly issued to suid R. E. Eanes for $281.56. as thE
payment of the county's proportionate part, and the said report is filed.
This day, W. S. Coburn, Executive t.>ecretary, presented to the Board the sum of
$4.20, in payment of certain personal telephone calls over the County's telephone
system, on motion, it is ordered that the Treasurer credit the same to the General
County Fund.

It having been presented to this Board by the Executive Secretary that a re-
quest had been asked for the improvement of a road leading easterly from Houte l501
six tenths of a mile to the Petersburg Turnpike near Proctor's Creek, no,v serving
two houses, the Board doth on motion of G. W. Diggs, refer the matter of improving
the aforesaid ro~d to the Executive Secretary for consideration as a road to be

reoommended to the State Highway Commission for addition to it's secondary system of
roads.
A satety or loading zone for bus passengers to be constructed on Forest Hills
Avenue, near South Boulevard, having been requested by the \Iestover Hills Garden
Club, the Board doth request the Cor~lonwealth's Attorne~ to look into the legal
obligation and responsibility of this Board to construct the said safety or loading
zone and to advise this Board on such findings at the next regular meeting
On motion of H. T. Goyne, it is resolved that this Board sponsor a \iorks Prog-
ress Administration road project for the construction of the road at and near Broad
Rock School as outlined in the resolution next above. and that the sum of Three
Hundred ($300.00) Dollars, be and the Sffne hereby is appropriated as the sponsor's
contribution of such project, and be it further resolved that Wm. S. Coburn, Executi e
Secretary, and J. YU1. Dance, Treasurer, be and they are hereby authorized to sign th
project application to the viorks Progress Administration.
The County School Board, through E. S. II. Greene, Superintendent, this day made
the request of this Board that it appropriate and transfer to the school, fund, the
s~f $2500.00 set up in the school budget for the year 1938-'39 for construction
of an athletic field at .Midlothian High School, on notion of H. f1.'. Goyne, the sun
of ~2500.00 is hereby appropriated to uses of the School Board and the Treasurer her~-
by directed to transfer the said amount accordingly.
On notion of G. H. Diggs. the matter of the levy of Hay 10, 1938, as it relates ~
to section 698-A of the Code as amended, is hereby referred to the Attorney for the '1l1.a.Co1\~il\
Co~onwealth for his advice as to such action as may be necessary. U
On motion of H. L. Fergusson, it is resolved that the resolution passed by this
Board at it's meeting on September 7, 1938, discontinuing the charges for water used
over four thousand gallons per nonth. effective August 1, 1938, until the further
order of the Board. be and the sroae hereby is rescinded, such recision to be effec-
tive as of November 20, 1938.
Ylhereas, the nurlhering of State Highway Houte 10, beginning at the North Caroli a
line near Suffolk and running westardly to and through Chesterfield County, and end-
ing at the Corporate line of the city of Richmond appears to this Board to be incon-
sistent in that the natural prolongation of said route in this County would be to
follow the ~tate Hichway's numbered 652 and 604 northwestwardly through Chesterfield
County and on into Powhatan County intersecting Route 60 near Po\matan Courthouse.

Whereas, in event of change of such route numbers it appears that the northern
portion of Route lO from the Corporate Limits of the City of Richmond, to a point on
mile north.rest of Chesterfield Courthouse should bear the same primary route number
as Route 632,631, 626 and 600 .lhen constituted as a primary highway.
Now, therefore, on motion of G.U.Diggs, it is resolved that the State Highway
C0mmission be and it hereby is requested to constitute Routes 652 and 604 as a State
Primary route to be a prolongation of and numbered Route 10; and be it further re-
solved that that portion of Route 10 running southwardly from the Corporate Limits
of the City of Richmond to a point one mile northwesterly of Chesterfield Courthouse
be renumbered, and that State Routes 632, 631, 626 and 600 be constituted a primary
route to bear the same proposed changed number as that part of Route 10 leading from
said Corporate Line to said point north\rest of Chesterfield Coutthouse will bear,sucl
route to run southwardly through Chesterfield County on into Din..iddie County and to
intersect Route 460 and 1 west and south of Petersburg.
