On motion of G.W.Diggs, it is resolved that the Chairman appoint the following
Standing Committees. to-wit:
Budget Committee; Ordinauce Committee; and Buildings und Grounds Committee.

Thereupon the Chairman appointed, G.Vi.Diggs, Horace A. Holt, J .D.Watkins, Jr.,
as '!ife Budget Committee; G.Vi.Diggs, H.L.Fergusson, and Harold 'T. Goyne, as the
Ordinance Committee; and [.B.Watkins .J'r., !I.L.Fergusson, and Harold T. Goyne,
Buildings and GrouDds Committee.
On motion~ it is resolved that the Executive seoretary shijl1 be an ex-officio
member of.all Standing Committees.
On motion of H.L.Fergusson, the ComW1ttee on Salaries is dispensed with.
On motion of Horace A. Holt, the Street Light Committee is dispensed with, an
on this question it is reoorded that !~ro1d T. Goyne voted ~o" and requested that
it be so recorde.d". .
On motion. of H.T.Goyne. it is resolved that the purchase of a fenoe by the
Executive Secretary for enclosing the tank foundation and plot in Bellmeade Sanita
District, be aDd the same hereby is approved.
This day. J' .Wm.Danoe, Treasur\3r, submitted to the B.oore his report of expens s
incurred in the operation and maintenance of his office for the month of Deoember,
1938, Showing a total of tg37.31, of whioh tVIO-thirds, or $624.87, is payable by
:bhe County, the remainder by the State. .And the I30ard approving the said report
the Executive Secretary 1s authorized to pay with his warrant the amount of $024.87
to the said J .Ylm.Dance, in paJ1lll.Elnt of the County's proportionate part, and report
to ~h1s Board at the next regular meeting, end th6 said report is filed..

This day, R.E.Eanes, Commissioner of tb,e Revenue, submitted to the Board his
report of expenses inourred in the operation and maintenanoe of his office for the
month of Dec ember, 1938, showing a total of .$691.84, of whi oh tVIO-thirds, or
$461.23 is payable by the County, the remainder by the State. And the Board
approving the said report, the Exeoutive Secretary is authorized to pay with his
warrant the amount of $461.23 to the said R.E.Eanes, in payment of the County'S
proportionate part, and report to this Board at the next regular J!1eeting, and the
said report is filed.
This day there was presented to this Board by the Executive Seoretary a
statement with oorrespondence from Dr.P.L Hill, for treatment of Annie Bowles and
her son William Bowles, in the amount of $87.00, which servie es appear to have been
authorized by Miss Anne Thompson, former Supt. of Public Welfore and not paid, and
it appeariDg that there is not sufficient funds in the "old" Virginia Publio
ASsistance Fund to pay this claim. and upon further consideration it appearing that
same is azt obligation of the County and should be paid, on motion, it is resolved,
that the said olaim in the amount of $67.00 be paid and the Exeoutive secretary is
directed to issue this Board's warrant payable to Dr.P.L.l1ill in settlement of
same.' ,
This day there was presented a Works Progress Administration Project for
clerioal work .in the County, setting up a sponsor's contribution of $200.50..
On motion of H.T . Goyne , the same is approved, aDd the said sum of $268.50 is hereby
appropriated as the'sponsor's contribution and the Exeoutive seoretary and Treasure
of this County be and they hereby are authorized and directed to sign the necessar,y
project papers.
~his day there \~S read before the Board a letter from Garland S. Sydnor,
conoeruing a re-ijrrangement of the sohedule and contract with the County for the
supply of wnter in Be1lmeade Sanitary Distriot. On motion of G.W.Diggs, this
matter is continued and the Executive Seoretary and Comrn.onwealth's Attorney are
directe~ to continue thmir work au the Committee heretofore appointed in this matte .

This day, Loftin Johnson, came before this Doard and explai.ned his and his
Sisters' claim for oompensation for lend taken for Hopewell road purposes in the
year 1928. Upon consideration of the matter and on motion of G.Vl.Diggs, it is
resolved that a Committee composed of H.T.Goyne, M.A.Cogbill, R.E.Eanes, and
W.S.Coburn, is appointed to work out the details of this question and. to report at
the next meeting of the Board. lJr.II.T.Goyne, being named Chairman of the Cam.uitte .
And be it further resolved that M.A.Cogbil1, Commonwealth's AttorneY:$ actions on
said Committee be confined to rendition of legal opinion.

On motion of H.T.Goyue, it is resolved that the Works Progress Administration
be advised that the road shown on its Works Progress Administration Road Project
as Enon Sohool road is, and has been for Ll8ny years a County road and haS never
been abandoned~
On motion of G.W.Diggs, it is resolved thp.t the Exeoutive Seoretary be and
he hereby is, authorized and direoted to furnish the WorkS Progress .Ad.1llinistration .
wi th all neoessary papers to expedite the geuerol blanket Works Progress .Admin is trarui on
Road Project. ~
On motion of H.T.Goyne, it is resolved that the matter of the proposed road
to be opened along the western line of Enon Sohool e.n the Hopewell Highway or
Route #10, be and the same hereby is, oontinued for consideration at the next
meeting .
On motion of H.T.Goyne, the notice from the Compensation Board rfl'lative
to the salaries of the Treasurer, Commissioner of the Revenue, and Commonwealth' s '
Attorney, are f'iled. '
On motion of H.T.Goyne, it is resolved that the p~tition and deed from.
landowne,s for the proposed Abbott Road be, and the same hereby are, ordered to be
recorded.
On motion of G.W .Diggs, a copy of a letter from W .II~Daughtrey, State
Exeoutive .officer of' the .Agricultural Adjustment Administration, addressed to
P.Rixey Jones, County Agent, concerning payment of rent for the building ocoupied
oy the .MA, be Dud the same hereby is ordered to be filed.
On motion of G.W.Diggs, the matter of notice of application of the Old
Dominion Freight Lines for authorization from the state Corporation Oommission for
route from Richmond to Norfolk through Chesterfield County, is ordered to be
filed.

On motion of Horaoe A. Holt, it is resolved that the Treasurer of
Chesterfield County be and he hereby is, direoted to tramter from the General Count~
Fund to the E:k:trick Sanitary District #1 Fund, the sum of One Hundred and Seventy-
Five Dollars (0175.00). It is here reoorded that the s aid sum of $175.00 is due
said Ettrick Sanitary District from the Oounty Fund for the following purposes
and the following amounts:

On mOtion of H.L.Fergusson , it is resolved that the Southern Railway Co.,
and the State HighvJay Coomission be and they are requested to place at the crossing
~ of the said Railroad and Rout e 683 atGrani te, suoh signals as will adequately
protect the sa1d.travel on Route 1383 J and be it further resolved that a clbpy of
this resdllution be certified to the State Highway Commission and the Southern
Railway Sompany.
On motion of' G.W.Diggs, it is resolved that the Executive Secretar.y is
making his moutbJ.y report to this Board make the same as ot the calendar month.

Vfuereas, it having been brought to this Board's attention that the travel,
both looal and through, on Route 685, has increased to the extent that it appears
it is necessary to increase the width of said read to that of the Department's
standard primary road and whereas, in the light of developments itappears that
the requirements tor a higher standard of road on said route will continue the
increase to the poin~ that the preseut standard of sajd road will be inadequate to
accommodate the increased use thereon. Upon consideration whereof, on motion of
H.L.~'ergusson, it is resolved that tue State Highway Commission be aud it hereby
is, requested to consider the placing of said route in it's primary system and
that it take such action as soon as it is to the Commission pruoticable.
On motion, it is ordered thut the following reports be receiv8dand filed,viz:
Treasurer, Director of Sanitation, County Nurse, IIome Demonstration Agent, County
Farm Agents (Vfuite and colored), Clerk of Trial Justi~e, Chief of Police, and
statistical report and a quarterly report of the Syperintendent of Public Welfare.

This day the Executive Secretary read before the Board a petition from
certain residents of Half-Vlay House Heights, as well as was there read an additiona
letter and petition from the same community ooncerning lights in said community,
end same was filed. And the Executive Seoretarj also made his' report to the Board
of addit~nal light requests. Upon consideration of the whole, on moxion or G.W.
Diggs, it is resolved that the mtter of the street lighting in ChesterfieJ4 County
be end the same hereby is deferred until the next regular meeting of this Board.
And be it further resolved thct the Executive Secretary determine the amount of
money expended on street lighting in the several districts as of this date, as well
as the expenditure under his proposal this day submitted.

On motion, of G.W.Diggs, the said lI.H.Price is requested to submit to this Board a
generul plan of the operation of such a set-up. J.t1.cl be it further resolved that
he be requested to confer with the WorkS Progress Administration authorities relati e
to such matter. .

On motion of Bora ce L. Chalkley, the Executive Secretary is authori2;ed and
directed to purchase ice for the cooling of water at the courthouse until the
further order of the Board.
: On motion of H.T.Goyne, the Executive Secretary is directed to secure
information concerning the cost ot' installing and operating the necessary
electrically cooled water fountains and/or contairers, and he shall report to this
Board. '
Ou motion of G1Vf.Diggs, it is resolved that the Treasurer be and he hBrepy
is, authorized and directed to trausrer from the General County F~d to the Virginl
Public ASsistanoe Fund the SlUIl of Six Hundred and Thirty-Nine Dollars and Fifty
Cents ($639.50), required of this County to matoh State Funds.
On motion of H.T. Goyne, it is resolved that the Executive Seoretary be
and he hereby is, direoted to.;o/adjust and to raake satisfaotory, as far as practical,
the off ice space used by the .uepartment of fublic Welfare am Agricultural
Conservation Service. ..
On motion, it is resolved that this Board meet at 8:00 p.m. ianU8ry 13th,
1939, at the Courthouse, for the purpose of hearing A.M.Toler, e:x;plain the recent
audit of the County, end be itfurther resolved that the County S choolBoard attend
this meeting.
On motion, the Executive Secretq,:vy is authorized and empowered to sign
on behalf of this Board, an exemption certificate relieving this Board of paying
federal tax on the purohase of a police radio.
