On motion of John B. Watkins, Jr., the Executive Secretary is authorized and
directed to write an expression of appreciation for the outstanding w'ork done by
the American Red Cross in Chesterfield County and for the splendid oooperation of
its local Chairman Mrs. Thos. S. Wheelwright, and the report is filed.
This day, came J.C.McKesson, and requested on behalf of the Electoral Board
that the compensation of too judges, oommissioners and olerks of elections be
increased to ~5.CO per diem,. And it appearing to the Board that the eleotion
officials must serve long hours avsy from their businesses on days of eleotions,
therefore, it is resolved on motion of H.T.Goyan, that the per diem compensation
of judges, commissioners and olerks of elections be and it hereby is set at
~5.00, effective August 1, 1939. And be it further resolved that this County's
budget for the fiscal year ending June 30, 1940, be amended so that the item of
"Compensation of election offioials" (Budgetary code 13-112) be amended to read
,1820.00 instead of i1,550.00, and be it furthm:- resolved that the sum ot .2700.00

anticlpated in the m8.klng of the 1939-'40 budget, it is resol ved,9n motlon
of Horace A.Holt, that the budget for the fisoal year ending June 30, 1940} be

Again the matter of the insanitary oondltions In and around the 'fawn of
'Colonla1 Heights Colonial Heights was brought to the attention of the Board and
the Executive Secretarr reported that the exlstenoe of a dam aoross the branch
leading fran Colonial Heights to Old Town Creek, along the Seaboard Air Line
Railraad,oaused the branoh water duri~ .haavy rains to back up and flood the
pumplng station and a man-hole of the Town ot Colonial He 19hts 1 sewer and thus
cause same to fail. On motion of Horaoe A. Holt, the opening of a channel for
the aforesaid branch be, and it ..hereby Is, Included in the county-wide W.P.A.
Malarla1 Control Project., And be It further resolved that the contingency
reserve be so. amlnded as to insert under ft1la1ar1a1 DrainagEa" - Code 9g, the Item
or "J4aterials and SuPplies - Code 306, with the amount of t200.oo. And be it
further resolved that the sum ot $200.00 be and it hereby is deducted from the
oontingency rese:rve tund of the General Fund In the county's budget of 1939-'40.
And be it further resolved that the SUlIl of $200.00 be, and It hereby is,
appropriated from the oontingency reserve of the General Fund to the lillariaJ.
Drainage for materials and supplies in the General Fund.
The Board's attention \\B.S called to the need of 'a maohine for the
ppoteotion ot ohecks written by this County, and it appearing to the Board that
such a maohine is needed to prevent persons increasing the amount ot any county
oheck, it 18 resolved an motion ot J.ohn B.Watkins, Jr., that the Exeoutive
Secretal'Y' be and he hereby is authorized and direoted to purchase a check proteoto

The Xxecutive Seoretary explained to the Board the necessity for housing
the new water pump now being installed on the Courthouse grounds. On motion ot
John B. Watkins, Jr., the Exeoutive Secretary Is directed to have the necessary
house built around the new water pump recently installed on the Courthouse grounds.
The Executive Secretary explained to the Board that in a sulZvey of the
Bellmeade Sanitary Distrlct, recently made by C.W~Abbott, Acting Dlrecto~of

the sum of t174.75, due by erroneous assessment in 1938, and the Executive Secretar
reported that the aforesaid sum had been paid. an motion, the order is reoeived
and filed.
The Execu ti ve Seoretary read before this Board an order by the Circui t
Court of Chesterfield County, ordering the 1939 assessment of 425.15 acres of v/
land and buildings thereon assessed in the name of Roslyn Farm, Inc. be oorrected
to read $8,928.00 on the lam instead of $21,260.00, and the order is recei'Ved and
