This day, R..E.Eanes, Commissioner of the Revenue, submitted to the Board hi report of expenses incurred in the operation and maintenance of his office for the month of August Hi 39 Showing a total of $789.28, of which two-thirds, or $526.19, has been paid by the County, the remainder to be paid by the State and the Board epproving the said report the same is filed. On motion of John B.Hatkins, Jr., the Chairman is hereby U8:quested to appoint a Committee to investigate all requests for improvements of County roads not in the State Secondary System and report to the Board its recommendations as to the roads that justify improvement by the County at this time wi thin the County's ability to finance. \lhereupon the Chairman appointed H.L.Fergusson and J.G. Henihg, SUPElrvisors, and Wm.S.Coburn, jxecuti~ Secretaty, as that Committee, this Committee to make its report to this Board at the next meeting of the Board. This day came Earl lJaitland and presented to this Board a resolution pass d at a mass meeting of the citizens of Manchester Sanitary District held on Septembe 5, 1939, asking this Board to have the Commonwealth's Attorney prepare the necessa y legal papers required in holding an election in the said Sanitary District for the purpose of selling bonds to finance the installing of water and sewer systems in the said Sanitary District. .i1.nd it appearing to the Board t'hat specialized bond attorneys should be employed uta prepare the said papers at a cost of $500.00 ofwhioh $250.00 is payable in advanee. and $250.00 payable when the bonds are sol . Therefore, on motion of H.L.Fergusson, it is resolved that this Board appropriate from the "Contingency Reserve" of the General Fund $250.00 for the employment of Thomson, \/ood and Hoffman, Attorneys, to prepare the necessary legal papers. And be it further resolved that this County's current budget be, and the same is <' ",,-'~""'" ....--'-.,.""""',.....;;............... hereby so amended that the Contingency Reserve is reduced by the amount of $250.00, and an item inserted under "Public \larks - Bar \iater Service - Budgetary code 100, the amount of $250.00 for compen$8.tion of Special Attorneys-Budgetary code 103. And be it further resolved that the claim of Thomson, Wood and Hoffman, Attys., in the amount of $250.00 be, and the same is hereby ordered paid. This day came P.il.Snead, Resident Engineer, Virginia Department of liighw~ys, and discussed with this Board and any interested citizens, matters pertaining to the State Secondary Road System in Chesterfield County, and the Chairman instructed the Executive Secretary to sign a for.m letter stating that the said P.W.Snead, appeared before this Board this day. On motion of H.T.Goyne, it is resolved that the Seaboard Air Line Railway Company be, and it hereby is, requested to re-build the grade-crossing of its traoks where same intersects the extension of the Bellwood Road, State Rt. #610, just south of Fanshaw. This day, the Comrr~ttee appointed to make recomLlendations to this Board of a person to be employed as colored County Nurse, made its report verbally, stating that in its opinion Bertha Britton is the best qualified applicant for the position. .ihereupon, the Chairman stated the Chair was open for nominations for the position of colored county nurse and whereupon H.T.Goyne placed the name of Virginia Johnson for nomination, which nomination was secondee by Horace A. Holt. And whereupon the name of Bertha Britton was placed for nomination by John B.\iatkins, Jr., and seoonded by H.L.Fergusson. There being no further nominations the Chairman declared the first nominated to be before the Board and the question was called for, the same being upon the el~ction of Virginia Johnson for colored county nurse, and the vote resulted in tv~ votes for and four a~pmB!ng. \lhereupon the Chairman declared the election of the second nominated to be before the Board and the question was called for, the same being for the election of Bertha Britton for said office. And upon a vote thereat the majority voting for Bertha Britton, the Chairman declared her to be elected colored county nurse. It is resolved on motionof J .B.i:atkins, Jr., that the full compensation for oolored county nursel to include salary, mileage, and all other expenses, be and the same hereby is fixed at ,140.00 per month, beginning October 1, 1939. It appearing to the Board that the budget for the operation of the County Police Department for the fiscal ;.rear ending June 30, lQ40, provided for an increase in salary for R.W.Koch and U.Bryan Puckett, it is resolved on motion of H.L.:Fergusson, that the salary of R.'il.Koch, Spefial Investigator, be increased from $125.00 per month to $140.00 per month, effective July 1, lQ3Q, and that the salary of U.Bryan Puckett, Police Officer, be inc~eased from $65.00 to $75.00 per month, effective July 1, 193Q. The Board having heretofore made applicEl-tion to the '-'larks Projects ~ 1_ Administration for federal assistance in malaria control in Chesterfield County, ..r ~.and it appearing to the Board that this work should be commenoed at an early '" 'date, it is resolved on motion of J .G.Hening, that the Works Project Administratic n \~ \1, be, and it hereby is requested to lend its efforts in having this work started at an early date. This day the Executive Secretary called the attention of the Board to the amlual conventionof the American "ater \'/orks Convention to be held in Charlottesville, Virginia, on September 7-8, and it being the polic, of this Board in the past to have the County Director of Sanitation attend these con- ventions, it is resolved on motion of H.T.Goyne, that Fred B.Grant, Director of Sanitation, be, ane he hereby is, directed to attend the annual convention of the Amerioan Hater Ilorks Association in Charlottesville on September 7 - 8, 193Q, and it is further resolved that the expenses are not to exceed $25.00 of attendine this convention and are to be borne by this County. This day the Executive Secretary called the attention of the BoarQ to the deposit requird& by jhe State Health Board in advance for holding dental clinics in the white and colored schoo+s in Chesterfield County during the coming school year and it appearing to the Board that the current budget provided for the payment of this donation, it is resolved on motion of H.T.~ oyne, that the sum of $1000.00 be and it hereby is paid the State Health Department as deposit for holding dental clinics in the white and colored schools in this County during the current school year. The attention of the Board was called to the Committee appointed to investigate the possibility of rvvenue from the automobile graveyards in the County and the Committee reported it \10uld heve its report ready at the next regular meeting of this Board. This day a report in vlI'iting was made to the Board showing results of a survey made of health conditions in Mayotovrn. of this County by . Fred B.Grant, Director of Sanitation, and it appearing to the Board that certain of the insanitary conditions existing are caused by the raising of hogs in said Mayotown, the Board doth on motion of H.T.Goyne, request that the Ordinance Committee and Commonwealth's ~ttorney draw an Ordinance restrioting the raising of hogs in certain areas and prescribing methods of raising hogs in other certain areas, and to present such ordinance for the Board's consideration at its next regular meeting. - -, - - - I / This day came, D.Edgar il/ood, again calling the attention of this Board to the requests of citizens of the Ettrick Sanitary District to approve the proposed extension of water service along the River Road and Hickory Road, out- side the bounds of the Sanitary District, and the corr~ction of the two faulty outfall sewers, said extension and improvement to be done with federal assistance, should an application for a harks Projects Administration Project be approved by this Board far this work, and for which the cost to the County would not be in excess of $2800.00. It appearing to the Board that a $5,000.00 surplus of the original bond issue being available, the Board doth on motion of Horace A.Holt approve an application to the Works Projects Administration for a pr.oject to extend water service from the Ettrick Sanitary District #1 to the citizens living along the River Road and the Hickory Road and to make neoessary revisions in the existing sewer system in the said district at a cost to the County not to exoeed $2800.00, the amount to be paid out of the Ettrick Sanitary District Operating Fund. .A.nd be it further resolved, that the Executive Secretary be, and he is hereby authorized to sign the aforesaid application when it is properly prepared. On motion of H.L.:n~rgusson, it is resolved that the previous action of this Board establishing the compensation for collectors of water bills at 10cts. per bill be and the same hereby is rescinded. And be it further resolved that the . collector of water bills in the Bellmeade Sanitary District be paid a salary of i30.00 per month as full compensation for issuing permits, collecting water rents, shutting off and turning on water in delinquent cases and all clerical work of the district; and be it further resolved that the collector of water bills in the Ettrick Sanitary District be paid a salary of $35.00 per month as full compensation for issuing permits, COllecting water rents, ~hutting off and turning on water in delinquent cases and all clerical work of the district. And be it further resolved that all fees for permits issued and charges made in delinquent Cases be deposited with the County to the credit of the Sanitary District in which the fee or charge was collected. The County l~ving previously requested the State Highway. Commission to accept into its Secondary Road System, four-hundredths of a mile of a county road known as Seaboard Avenue in Chester';.Land the state Highway Commission having accepted same for maintenance and improvement, effective July 1, 1939, and it now appearing to the Boaru that the extension of Shop Street in Chester from its intersection with Buckingham Street, westerly toward the Seaboard Air Line Railway ~s'of greater importance, the Board doth on motion of H.T.Goyne, request tne State Highway Comr~ission to abandon from its Secondary Road System in Chesterfield County four-hundredths of a mile of Seaboard AVenue and in lieu thereof accept four-hundredths of e mile of Shop Street, west from its intersectio with Buckingham Street. It appearing to the Board that the Payne Siding Road, State Road #603, in Chesterfield County, is of great importance to a large numbsrof citizens 2 traveling this road and that said road being narrow and rough; therefore, on motion of John B.Hatkins, Jr., the State Highway Commission is requested to make such improvements to Road 603 in Chesterfield County as in its opinion are needed and may be financed by the appropriation to the Secondary Road System in Chesterfield County. This day, John B.liatkins, Jr., Supa rvisor, appointed to serve on the Chesterfield Welfare Counoil, reported to this Board that the Council had selected James S.Stanley, outside member of the said Council and that the Council is now formulating by-laws to govern operation of said Oouncil. This day H.T.Goyne, requestad this Board to consider the improvement of Richmond Street in Chester, between Curtis Street and West Street, for improve- ment under a 'Ilorks Projects Administration Road Project and the Chairman referred the matter to the Committee previously appointed to view the request for road work, said Committee to report to this Board at its next regular meeting.
