Eanes, Commissioner of the Revenue, submitted to the Board his report of expenses incurred in the operation and maintenance of his office for the month of September, 1939, showing a total of $429.58, of which $286.39 is payable by the county, the remainder to be paid by the State and the Board approying the said report the same is filed. This day, M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his report of expenses incurred in the operation and maintenance of his office for the month of September, 1939, showing a total of $459.66, of which one-half has been paid by the County, the remainder to be paid by the State, and the Board approving the said report the same is filed. Goyne, the time and day of the regular meeting of this Board is hereby changed from the first Wednesday after the first Monday to the second Tuesday in each month at 10:00 a.m., effective with the N~vember meeting. On motion of .lahn B. Watkins,Jr., the Executive Secretary is authorized and ~ directed to pay all fixed salaries, contractural charges and allowances, regardless of tund to be paid from, on the first day of each month for services rendered in the month prior. And be it further resolved that all previous resolutions of this Board contrary to this regulation be and they> he~eby are rescinded. ILn the matter of monthly reports from various departments and offioes the Board doth on motion of H.T. Goyne, direot the Executive Secretary to obtain appro- priate for.ms and binders for the compilation of the monthly reports to this Board. It appearing to the Board that numerous claims against this County, payable l( out of the General fund are not properly classified under the oaptions set forth in the resolution of this Board on November S, 1938., Therefore, on motion of JohnB. This day the Exeoutive Secretary read before this Board a petition from the Chesterfield Beverage Association, in the following words and phrases: "At the request and by direction of the A.B.C. ~icensees ot Chesterfield County, Virginia, more particularly known as the "Chesterfield Beverage Association" of which Assooiation 1 am Secretary-Treasurer, and on behalf of the said licensees,' 1 hereby respectfully request that this Board call a meeting of your Board regulating and prohibiting the sale of beer and wine between midnight Saturday night and the fOllowing Monday Dorning at six o'clock,A.M.,whioh aforesaid ordinance went into effect as of July 1, 1939.' The members of the said association and licensees desire and request immediate action ~on this petition after notioe to the proper parties. Therefore~ on motion of H.T.Goyne, the Chairman of his Board is'requested to appoint a Committee to 'view and study the matter and re- ort back to this Board in writing at the Boardts next regular meeting. Thereupon he Chairman appointed Horace A. Holt and H. T. Goyhe, Supervisors, and ',im. S. Coburn . eout1ve Secretary, as the Committee in this matter. Again in t~e matter of stagnant water in the water main at and near the inte _ ection ot :Kemper Avenue with Monroe Street,!. the Executive Secretary reported that a ocal citizen had requested early action. ~t appearing to the Board that the cost f a fire hydrant in this vioinity would be prohibited at this time and that the exi nee of a:flat rate for water users would enable individuals to drain the stagnant ateI' off without cost to themselves, the Boarddoth on motion of E.L.Fergusson, able the ,matter of plaoing a fire hydrant on the water main near the entrance ot emper Avenue and Monroe Street. The Board baving preViously requested the Commonwealth Attornee to draw up n urdinanoe restricting the raising of pigs and hogs in Chesterfield ounty and thi ay the Commonwealth Attprney having presented to the Board a form of such ordinence, he Board doth on motion ot H.T.Uoyne, refer the form for proposed ordinance to estrict the raising of pigs and hogs in Chesterfield County to the Ordinance ommitteealong with M.A.Cogbill,CoDlOonwealth's Attorney, \im.S. Coburn, Executive ecretary, Fred B. Grant, Director ot Sanitation, a Committee to make a further tudy of the proposed ordinance and the areas to be aftected and to make its report n writing to this Board at its next regular meeting/ The Exeoutive Seoretary called the Board's attention to the bad condition of he electrical Wiring in and about the Courthouse and requested the Board to authoriz he rewiring of the C.H. buildings. \ihereupon, it is resolved on motion of H. T. 'oyne, that the matter of reWiring public buildings of the Courthouse is referred to he Buildings and Grounds ~ommittee for its study and to make its recommendations t the next regular meeting of this Board. The Executive Secretary called the Board's attention to its not having re- ewed its agreement with t~e City ot Petersburg for the furnishing of water to the 'ttrick Sanitary Distriot Vl, and recommended that a contraot be entered into between his Board and the City of Petersburg tor the furnishing of water to the Ettrick itary District #1 and vicinity for a period of five or ten years at the establish- d rates. Vihereupon the Boarddoth on motion of H.~. voyhe, authorize and direct the xecutive Secretary to obtain from the City of Petersburg its form of Contract for furnishing wflter to the Ettrick Sanitary District #1 and present said contract to th oard at its regular meeting for its oonsideration and approval. This day, the report of C.vi. Smith, Chier of Police of Chesterfield County, was submitted to this Board shOWing the total expense of '30.55 incurred while attending the School of lederal Bureau of Investigation in Washington, September 25th-30th, 1939, and the Board doth on motion of h.L. Fergusson, direct the Exeouti ve Seoretary to pay thesa1d C. ~i.SJ;li tb the amount of 55~ representing the balance due to cover expenses incurredwbile attending the F.B.I. Bchool in \iashing- ton,September 25-30th, 1939, and the report is filed. This day the Committee appointed to view roads, requested to be improved, made its report in writing and made reoommendations for oertain roads to be oon- str,ucted with the assistance of a W.P.A. Road Project. Whereupon it is resolved on motion of H.L.Fergusson, that the sum of $500.00 be, and the same hereby is, appropriated from the unappropriated balance in the General Fund to sponsor a iV.P.A. blanket Road Project for the construction of B~oad Roek SchoolRo~d, Clydewood Avenue, Abbott Road, 46th Street, in Forest Hill Terrace, Elko's Road, Boisseau Street in Ettrick, Monroe Street, Third Street in Bon Air, in the order and manner as re09~ended by the aforesaid Committee. And be it further resolved that this oounty's budget be', and it hereby is, amended as to include'the item of a \forks Projeots Administration Blanket Road Project - Budgetary code 18-224 in the sum of $500.00, the aforesaid sum o~' $500.00 to be deducted from the unapproproated bal- anoe in'the County's General Fund. Thereupon the Chairman appointed E.L.Fersusson and Horace A.Hold, Supervisors Wm.S.Coburn, Executive Secretary, N.cT.Lee and F.vi.Abbott of the Bellmeade SanItary District, and L.B.Pond and Miss Graoe Pond of the Ettrice,Sanitary District, as a Committee to make the aforesaid study and recommendations. The County Treasurer this day presented his statement listing the entrance fees received from candidates entering the Democratio Primary held August 1, 1939 the sum of said fees being $631.92, of which $148.32 is returnable by the Treasurer to oani1dates having had no opposition. Therefore, on motion of H.T.Goyne, the'sum of $483.60, which sum is the balance of the entrance fees after returning fees mf those oandidates who did not have opposition in the Democratic Primary held August 1, 1939, which is accepted and the County Treasurer is directed to deposit same to the credit of the General County Fund, and the report is filed. This day there vres read before this Board a notice from the State Corporatio~ Commission of Virginia notifying the Cha+rman of this Board of the hearing of an application of the Richmond-Ashland DUB ~ine to the Said State Corporation Conm!ission for a oertificate of public c~nvenienoe and necessity as a common oarrier by motor vehioles for the handling of passengers of the following routes: "Starting at the Bus Terminal on the Northwest corner of Ninth and Broad Streets, and running thence, by intra-city route to be designated by the proper authorities of the City of Richmond, over the ~ourteenth Street Bridge to Federal ~ighway No. 360; thence, over Federal Highway No.360 to its intersection with Secondary highway No,lO;thence, over State ~ghway No. 19 to its interseotion with Seoondary Highway No. 647; thence, returning, over State ~ighway No. 10 to the City of Riohmond and to the Bus Terminal at the Northwest corner of Ninth and Bvoad Streets. J On motion of h.T.Goyne, one-quarter of a mile of the old county road at Bermuda hundred paralleling the dames River be and it hereby is aocepted again into the Chesterfield County Road System and be it further resolved that the aforesaid road be and it hereby is inoluded in the 'Iorks Projects Administration Blanket Road Project, to be worked after all other orders previously placed in the ~'orks &'rojeots Administration Blanket hoad Project at this meeting have been completed. ~t appearing to the board that a hazardous condition existed on Route 616, between Route 10 and 1, due to a sharp curve near ~hilltop. Therefore, it is resolved on motion of h.T.Goyne, that the Virginia Dept. of Highways, be and it hereby is requested to make such corrections as scan as funds are available as in its opinion would relieve the hazardous condition.
