This day, M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his eport of expenses incurred in the operation and maintenance of his office for the onth of October, 1939, showing a total of $434.66, of which one-half, or $217.3:3 ha esn paid by the ~ounty, the remainder to be paid by the State, and the Board approv ng the said report the same if filed. W. ~ean, State Forestry Departme appeared before this Board and requested the board to take appropriate action neoes to the immediate payment of claims for the extinguishing of forest fires. The Exeouttve Secretary having previously been given such power there was no action of the Board necessary. This day, oame Chas. \i. ~ith, ~hief of the ~ounty POlice Department, stating to the ~oard that R. BrUoe Conyers, Switchboard Uperator, had been oalled baok to railroad duty and had requested that the Board grant him leave of absence until suoh time as his servioes as employee of the Seaboard Railroad Company terminated.' On motion of H. T. Goyne, the Board direots Chas. ~i. ~mith, Chief of Police, and limo S. Qoburn, Executive Seoretary to contact R. Bruce Co~yers and asoertain as nearly as practical, the number of days the said R. Bruoe'Conyers expects to work elsewhere and if this time is more than a few days, and if the said Bruce Conyers does not expeot to definitely sever his connection with the Railroad Company, then the aforesaid Chas. Vi. ~mith, and ~im.S.Coburn are empowered and directed to employ a suitable person as Switchbpard Operator to replace the said R. Bruce Uonyers, sub- ject to the approval of the ooard. The Exeoutive Secretary presented to this ~oard four (4) sealed proposals.for the completion of the Clinio and Caretaker's buildings at Camp Baker, and upon open- ing the following bidders and sums respectively are noted: viz: B. Hening, the ~oard hereby awards the oontract for the com- pletion of the Clinio and caretaker's buildings at Camp Baker acoording to specifications set-forth by the County, to O. R. Mann at $996.05. This day came, Fred R. Qhegherd, ~ayor of the Town of ~olonial heights, request ing,this Board to allow either askins Hobson or M. A. Cogbill, to represent the County in its defense of the annexation proceedings instituted by the Town~f Coloni 1 heights so that the case may be brought into Court at an early date rather than awaiting the end of the legal proceedings involving the County elsewhere. It appear ing to the Board that it would be unwise to separate its ~ounsel in such matters, it is resolved on motion of H. T. uoyne, that the request of the said Fred. R. Shepherd be, and the same hereby is denied. The Executive Seoretary read before the Board a letter from the original Board of Camp Baker, requesting this Board to donate the sum of ~llO.OO fmr the erection 0 a tablet in the administration building of Camp Eaker to the memory of the late ~rs. Bessie Brown Bullington, the first and only President of the Board of Camp Baker, ~n . There being some doubt as to the legality of such a donation, the Board doth on motion of John B. ~Jatkins,Jr. refer the matter to the Commonwealth's Attorney for hi oonsideration and legal opinion and to report at the next meeting of this Board. The Executive Secretary read before this Board a letter from J. M. Hatnhett, Aoting City ~anager of the City of Petersburg, regarding the proposed renewal of con tract for water supplied to the Ettrick Sanitary District in Chesterfield County an requesting that representatives of the County meet with the Acting City Manager and City Attorney to confer in the aforesaid matter. Thereupon the Board doth, on motion of H. T. Goyne, appoint, M. A. Cogbill, Commonwealth's Attorney~ Wm. S. Cobur , Exeouti ve Seoretary, .ti. A. Hawkins and D. Edgar \iood of the Ettriok ~iater Committee, to serve as a Committee to represent the ~ounty in a conferenoe with representatives of the City of Petersburg at a date to be agreed upon by the two groups, and to report back to this Board at its nex~ regular meeting. This day, James S. Stanley, Chairman of the Chesterfield Countywielfare "'ouncil presented to this Board his report in writing and requested the Executive Secretary read same before the Board along with the minutes of the called meeting of the said Council, held November 6, lG39. vihereupon the bxecutive Secretary read said report and minutes and the Board doth on motion of H. L. Fergusson, direct the Executive Seoretary to file said report and minutes with the papers of this Board. The Executive Secretary read before the Board a letter with forms attached, from R. R. Haskins, Special Supervisor of the iiorks Projects Administration, request ing the said attached form letters be sighed and returned to his offioe, thus denoti g the partial completion of work outlined under a "orks .Projects Administration Blanke Road ~rojeot and "orks B~oject Administration Project for the improvements to Camp Baker. Thereupon the Board doth on motion of H. ~. uoyne, direct the Executive Secretary to sigh in behalf of this Board the aforesaid form letters and return to the office of R. R. naskins. -, This day came, lIohn Ii. Snead, Judge of Trial Justice Uourt, of this CountJI, re- questing this Board to provide an additional clerk to assist in the work in that offioe, the said assistant clerk to work about three days each week. Thereupon the Board doth on motion of H. L. Fergusson, the Chairman is directed to appoint a Committee, with power to act, to determine the needs of suoh part-time clerk and to employ such help as is necessary in its opinion at such salary as the Committee may deem fair and just. This day the ~xecutive Secretary submitted to tl~ ~oapd a form of agreement be- tween the Atlantic Coast Line Railroad Company and the County of Chesterfield for the installation and maintenanoe of an underground water main crossing of the tracks and right of way of said Railway Company at or near its crossing of Chesterfield venue in the village of Ettrick. The said agreement form appearing to be proper, therefore, on motion of Horace A. Holt, 'e it resolved by the Board' of Supervisors of the County of Chesterfield, Virginia, in r@gular meeting assembled, that the Chairman of said Board be, and he ooreby is, authorized to enter into an agreement th the Atlantic Coast Line Railroad Uompany, and to si~~ same on behalf of said ounty, whereby the said railroad company gives and grants unto said County the righ r'lioense to lay and maintain for the PQ~pose of conducting water, and a line of -inch pipe across the right of way and underneath the main traok of the Atlantic ca:at Line Railroad Company's Petersburg 1!elt Line, at PeterSburg, Virginia, at a oint 687 feet SOuthwestwardlY} measured along the center line of said track, from 1e post 22 (RiChmond mileage ; as more particularly described in said agreement ich agreement is dated Ootober.25, 1939. - This day the Exeoutive Seoretary submitted to the Board the report ~DO the Committee appointed to oonsider the matter of abandoning one block of Cole Street in Cook's addition, stating that the Committee recommends that the ~tate Highway Commission be requested to abandon the said one-block from its Secondary Road Systam but that said blook to remain in the County Road' System. Thereupon,be it resolved on motion of Horaoe A. Holt, that the State Highway Commis8io~ be and it hereby is, requested to abandon from its Secondary Road System in Chesterfield County, one block of COle Street, State Route #1122, north from its present southern extremity, the same to revert to the Road System of Chesterfield County. The Exeoutive Seoretary reque sted the Board to; take such steps as in its power to simplify the method of making correct payrolls tentative to oompensating all offioials. in elections. On motion of H.T.Goyne, the Executive secretary is directed to have proper forms printed for use in reporting the servioes of offioials in eleotion. . . The Executive Secretary called the attention of the Board to the vaoancy on the Ettrick Water Committee, created by the death of R.E .Eanes and made known to the Board the desires of several citizens of the Village of Ettriok to have D.Edgar Wood and Hesley T.Mann, appointed to said Committee. Therefore, on motion of Horace A. Holt, the Board doth name D.Edgar Wood and Wesley T.Mann to serve as Committeemen on the Ettrick \iater Committee. The Exeoutive Secretary i. making a report tor the Committee appointed to design rules and regulations for the operation of all sanitary districts, stated Jihat the Committee had met and worked out some tentative rules and regulations !ut that the Cdmmittee would like to have more time to consider these regulations before recommending them to the Board for adoption. Thereupon, on motion of, H.L.Fergusson, the Committee appointed to design rules and regulations for the operation of all sanitary districts is hereby oontinued and directed to make its report at the next regular meeting of this Board. Again the matter of sending B representative of this Board to the annual convention of the League of Virginia Counties to be held in Danville on December 6 and 7, 1939, was brought to the attention of the Board. On motion of J .B.Watkins Jr., the Board direots the Executive Secretary to attend the annual convention of the League of Virginia Counties to be held in Danville on December 6 and 7, 1939. And be it further resolved that the Executive Seoretary be reimbursed by the County for eXpenses inourred in attending said convention. And the--Exeoutive Secretary id to report to this Board. of such expenditures. The resignation of Gaius W.Diggs from the Board of Supervisors created a vacancy on tbe Ordinanoe Committee of this Board, therefore on motion of J.B.Watkin , Jr., the Board doth appoint J. G.Hening[ as a member and Chairman of the Ordinanoe Committee. . It appearing to the Board that certain roads in the State Secondory Road ~stem in Chesterfield County should be hard surfaced as soon as praotical-, and Whereas, it appearing to 'the Board that Boutes j}602 and 1659 are through roads of great service to the pUblic, it is therefore ;resolved on motion 01' H.L.Chalkley, that the Vir~inia Department of Highways, be and it hereby is, requested to hard- surface Rt. '65~, between Routes 602 and 655, and Rt. 602, between Route 653 and 153, as soon as in its opinion is practicable and just. This day the Executive Secretary read before the Board a letter from the Chesapeake and Potomac Telephone Company outlining certain disadvantages of the present telephone set-up at this Courthouse and recommending certain improvements. On motion of John B. Watkins, Jr., it is resolved that the matter be and it hereby is referred to the Buildings and Groun,d.s Comml ttee for its study and reoommendation to this Board at the next J;'6gular meeting of this Board. This day the Exeoutive Secretary read inquiries of the Laburnum Realty Corporation regarding water service to the proposed sub-division to be known as ftGlenwoodft, and also read to the Board his reply vnich outlined alternate plans for thIs service, subject to the Board's approval. On motion of H.T.Goyne, the alterlate plans proposed by the Executive Secretary for the supplying of water to the LaburnuI R~alty Corporation as outlined in his letter of Ootober 16, 1939 to the Laburnum Realty Corporation is hereby approved and be it further resolved that the Executi ve Secretexy be and be hereby is directed to advise the Laburnum Corporation of said approval. This day the Executive Seoretary read a letter from Shelbon W.Crowder of near Stop 4, Chestert'ield County, oomplaini~ of oertain damages done to his property by forces installing water mains for the Bellmeade Sani tar)" Di strict. On motion of John B.~latkins, Jr. the Executive Secretary is direoted to have re- paired immediately and an all damages done to the property of the said Sbelbon W. Crowder by forces of or working for this Oounty in the installation of water mains And be it further resolved that the expense of such repairs be borne by the Bellmeace Sanitary Distriot Operating Fund. A letter from the Avery Realty Corporation of Richmond requestin~ the County's permission for the ,Avery Realty Corporation to lay or have laid, oonnections to water, gas and sewer mains in Forest Hill Avenue, was read. On motion of J.G.Hening, the Avery Realty Corporation is hereby granted permission, so far as this Board has the power to do so, to construot or have constructed, watel, sewer and gas connections between its property at the interseotion of Forest Hill Avenue and Cedar Lane and the existing mains in Chesterfield County. . The resignation of Irving T.Viills, truck driver, as of the night of October 11, 1939, was brought to the attent ion of the Board and the Executive Secre ary explAined that he had placed Matt Redd, Jr. the assistant truck driver temporarily in charge of this work, pending the action of the Board and that this person ha6 performed the duties of truck driver making the' colleotions of rubbish in the countj very satisfaotorily.
