This day, J. Hm. Dance, Treasurer, submitted to the Board his report of
expenses incurred in the'~operationand maintenance of his office for the month of
November, 1939 , showing a total of $950.27 of which two-thirds, or $633.51, has been
paid by the County, the remainder to be paid by the State, and the Board approving
the said report the same is filed.
This day, Geo. 1/. Loore, Jr., Commissioner of the Revenue, submitted to
the Baard his report of expenses incurred in the operation and maintenance of his
office for the month of November, 1939, showing a total ot $337.11, of which two-
thirds, or $224.74, has been paid by the County, the remainder to be paid by the
State, and the.Board approvine the said report tLe same is filed.
This day, w. A. Cogbill, ~omraonwealth's Attorney, submitted to the Board
his report of expenses incurred in the operation and maintenance of his of~ice for
the month of hovember, H39, showing a total of $435.66, of which one-half or $217.E3
has been paid by the County, the remainder to be paid by the State, and the Board
approving the said report the same is filed.

This day came, R. L. fuann, Electrical Contractor, at the request ot this
Board, to explain the reasons for his ciliaim in the amount of ~75.00 for the prepar-
ing of specitications tor a proposed re-wirlng of the public buildings on the Court
house grounds, and after due consi~eration it a"pearing,to the Bpard that the clai
is just and proper, it is resolvedbn notion of ITohn B./~iatkins. Jr., that the
~xecutive Secretary is hereby directed to mssue warrant in the amount of $75.00 to
H. L. l.Iann for the preparation of the aforesaid specification. Be it here noted tha
H. T. Goyne and J. G. hening voted "no" on this matter and asked that their votes b
SO recorded.
The Executive Secretary called the Board's attention to the excess heatin
in the Courthouse buildings during ni€hts and early morning, thereupon on
lie ~. Goyne, the matter of proper heating in the public builuings at this 00urtho1s
be, and it hereby is, referred to the Buildings and Groudns Committee for its
consideration and subsequent report to this Board.
This day the Executive Sec~etary made known to this Board the verbal requ st
of k. M. Long, of the Chesapeake and ~otomac Telephone Companh, asking the County's
perm!ssion to place its telephone pole on the public grounds of this Courthouse nea
the store and property of ~'. B. Uoodwyn and Sons. And it appearing to this Board
that the placement of the aforesaid telephone pole is made necessary by the aded tio
of several telephone extensiohs to the Departments of the County, it is therefore
resolved on motion of h. .L. b'er€'Usson, that the Chesapeake and .i:'otomac ',l.'elephone
00mpany be, anu it is l~reby granted permission to set one of its telephone poles 0
the public grounds near the property line of N. B. Goodwyn and Sons, such pole to b
moved at the discretion of this Board at the fu:U expense of the Chesapeake and
Potomac Telephone Company, when anu if this property is needed for other purposes.
This day E. L. huan and others c~e before this Board in the matter of a
road between ....ewby's Bridge Road at lat. "'ebo School and the Bailey's Bridge "'oad at
Turner's Store. And it appearing to the Board that no rights of way have been pro-
vided ~r such road, it is therefore resolved on motion that the mauer be tabled
until the required rights of way have been provided.
7'his day the Executive Secrotary read before the Board the minutes of the ,A
lJovember 27, 1939, meeting of the Chesterfield County '"elfare Council. On motion
of J. G. ~enine, this copy of the minutes be received and filed with the papers of
the Board. And be it further resolved that each member of this Board be supplied
with a copy of each report and the minutes of each meeting of the Chesterfield Coun y
iJelfare Council.
This day carle P. It. Snead" Resident Lngineer, Virf'inia Departnent of high
\,lays, in the mat~er of the Gravelly Hill Baptist Church Road, known as State Rt.
#679; also, came b. ~. '-rice in this matter stating to tlis Board that the said road
was not a public road and that he objected to it being worked in any way by forces
of the Virginia Department of Highways or the County. I~ appearing to the Board th t
the County had previously purchased a right of way for this road and that the recor s
of this Court House denote that the aforesaid right of way has been obtained by the
County and it is therefore resolved on motion of H. L. Fergusson, that the Executiv
Secretary prepare a copy or this Board's re$olution in this matter made in its meet ng
of March 1, 1939 and that said copy be sent to the aforesaid Ii. H. Price under
registered mail.
This day the Executive Secretary read a letter from P. \1. Snead, Resident
Engineer, Virginia Department of highwa~s, regarding the improvements to 44thStreet
in Broad Rock }~ights, now State Route ff1266, in which it is stated that a garage
has been built by provate individuals on the right of way of said street. On motio
of H: L. Fergusson, the Executive Secretary is directed to investigate the aforesai
matter and have any obstruction rer10ved from any right of way belonging to the
County.
Again in the matter of the proposed abandonment of 0.25 of a mile of 4th
Avenue, Route ff724, and the proposed acceptance by the State into its Secondary
Road System of 0.25 miles of the old Bellwood Road, formerly Route $610, as request
ad by this Board in its resolution of Uctober 4, 1939, and it appearing to the Boar
that the old Hickory Chemical Company has signified its willingness, in v~iting,
to donate a right of way through their property forty (40) feet in width; and
Whereas, it further appearing to the Board that 4th Avenue, Route 1f724 ,
should be abandoned by the Virginia Department of highways in its entirety;
Therefore, be it resolved, on motion of H. T. Goyne, that the Virginia
Department of Highways be, and it is hereby requested to abancon from its Secondary

Committee appointed to employ the servioes of a suitable engineer for the making of
plans, estimates and application to the Works J:'rojects Administration for the pro-
posed sewer and water systems in the Manchester Sanitary District and Bellmeade
Sanitary District. vlhereupon the Board doth, on motion of J. ~. Hening, award to
R. Stuart Royer, Consulting Engineer, of Riohmond, Virginia, the making Of all
necessary plans, specifications, estimates and applications to the ilorks Prilljects
Administration for the proposed construction of a sewer system in the Bellmeade
Sanitary District #1, and the proposed construction of a water system and sewerage
system in the Manohester Sanitary District "1, as outlined in the aforesaid R.
Stuart Royer's letters of l~ovember 18,December 9 and 11, 1939, viz:

I understand that the ~nchester District, Chesterfield County, has
recently voted a Bond ~ssue to aid in financing a sewer and water system for that
Distriot.
In conversation with you yesterday morning, ~ understand that the
sewer system for Bellmeade District may be combined with ,this project.
~
As you probably know, I have from timeto time been working on a
suggested lay-out of sewers in this area and have a general knowledge of what the
project will embraoe.
In view of the fact that certain preliminary data will have to be
prepared in order to file a 'vI.P.A. applioation and that the oonstruction of the
project is at this time dependant upon approval of the projeot by ii.P.A., I am
willing to submit yo~ a proposition for making surveys, preparation of application
tentative designs and other engineering data neoessary to carry forward the
application to a point where it can be deter.mined whether-or-not- funds oan be
secured, at a very reasonable figure. This"'figure is based on the estimated cost
and expense to me without any compensation tor my personal services.
If, however, the project is approved and financed by ii.P.A. or otherwise
~ will expect to receive the fees set forth below which are the regular recognized
engineering fees and I do not feel that ~ can ethically compete for professional
work on any other baiis. ~ am submitting my proposition on the assumption that thE
Board of Supervisors will want to select their Engineer to do the planning for thil
projeot and are willing to pay a reasonable fee for same.
1. I will make all necessary preliminary investigations, surveys, and
prepare tentative designs for Vi.P.A. application, prepare application to the Vi.P.A
ready for execution by the BQ rd of ,Supervisors, secure approval of same by State
Uealth Department, for the sum of ~500.00,provided the sewer system for the
Bellmeade Distriot and water and sewer projeots for ~nohester are embraced under
one project.
If the project has to be sub-divided, reqUiring more than one applicatioI
to be prepared to the li.P.A. my oharge will be ;u\50.00 for each additional applica-
tion.
2. ~n case the project is approved by the vl.P.A. or otherwise, financed
for oonstruction, 1 am to receive a sum equal to 8% of the construction oost of
the project for the preparation of plans, of design lay-outs, working plans and
specifications necessary for construction of the project. The Hoard of Supervisorl
may deduct i500.00 paid for ~tem 1 in making this settlement.
3. If my personal services are desired for supervision of the construct-
ion which will cost of going over the work as often as may be necessary in general
furnish consultation services during construction, ~ am to receive for this serviol
a sum equal to 1% of the construction cost of the project.
4. It will be neoess~ry to have the services of a competent Field !nspec -
or on the project during construction, who is to be appointed and supervised~by th
Consulting J:!;ngineer l:lIJ't compensated from funds provided for the pro ject.
Un similar pro jects of this character, the W.P.A. is paying the salary of such a
man under the classification of foreman.

All construction stakes necessary during construction are to be furnished by the
County or H.P.A.
;f ; am selected as your ~ngineer, ~ will proceed as set forth in
paragraph ;'fl.
In submitting the above, ~ wish to state that ~ have specialized in this
partioular type of work for a great many years, and have designed and supervised a
great many waterworks, sewer systems, and sewage treatment works in the State of
Virginia, two of Which are in operation in Henrico County and are functioning
properly with practically no expense to the County.
The State tiealth Department can advise you as to my ability to design
works of this kind and if you so desire ~ can furnish other references as to my
ability.
I desire to oall attention also to a report .1. prepared for you on the
Chester Sanitary District sewer system and sewage treatmeAt plant, whioh r~port i
understand was thorough and entirely satisfactory to you and the Board of Oupervisor .
