12,lg40 in the following words and phrases:
"qn motion or Mr. Laine, it was ordered that in order to take care of the
present needs for high sohool facilities at Elkl1ardt and Chester sohools
and eventu.lly to bring about the expressed desire of this Board in a
previous motion, that the Chesterfield County SohoolBoard request a loan
of $2000,000.00, $lOOQOOO.OO eaoh at Cheater and at Elkhardt for the pur-
pose of ereoting additional bul~dings to take oare of the absolute presen
needs of the sohools in these two areas, and, further that the Divison
Superintendent of Sohools be direoted to request the Board of Supervisors
to approve an applioation for a Literary'Fund loan for this purpose."
Whereupon, the Board dothon motiaa of W~ A. Horner, resolve that the matter of a
Literary Loan for the purpose,of providing additional school buildings in the Count
be deferred until 8:00p.m. on Monday, Maroh 4, 1940, at Which time the Board will
discuss and take aotion in the aforesaid'request of the County School Board. '
This day came, DaVid E. Baston, representing the Aetna Life Insurance
Company, requesting this Board to grant him pe~ission to make a ~urvey of the C~ y's
insuranoe needs which would give the Board a detailed accounting of the existing
insuranoe polices now in force and will reveal any uninsured hazards at no cost nor
obligation to the County. vJhereupon, it is resolved on motion of W.A.Horner~ that
this Board hereby grants David E. Basten permission to ~ke a survey of the yount)'
property or properties under the supervision of the Board of SUpervisors to asoerta
the extent of the existing insurance and the need for any adcHtIonal insurance, at
cost nor obligation to the County. And be it further resolved that the ofrlees and
departments ot the County be, and they are hereby requested to cooperate with and
make available to the aforesaid Mr. Basten such information as is desired by him in
the making of the aforesaid survey.
Again in the matter of a revised monthly report to this Board by the
Looal Department ot' Publio Welfare, it is reso1v.d on. motion of J . G.Haning , that
the OOmmittee previOUSly appointed by this Board to confer with the said Department
of Public Welfare in the aforesaid matt.r, be, and it is hereby continued.
Thts day came, M.D.Ful1er, or the State Department of health, at the re-
quest of J.G.Haning, Supervisor, to discuss with the Board the matter of a W.P.A.
SanitatiQ~ Project tor the oonstruction of pr;vies in the County, the application
to the if.P.A. tor said Proj.otha~ing been approved. And it appearing to the Board
that this Projeot would be of g~'at pUblic benefit, it is therefore resolved on
motion of H.T.Goyne, that the ~~rector ot Sanitation of this Count1be, and he is
hereby requested to supply an~ keep supplied with necessary information ror oarrying
on the aforesaid sanitatioh proj.ct and to make such inspeotions of the work as are
required by the State Department of Health.
This day the Exeoutive Secfetary read before the Board a proposed revlsio
of the trash oolleotion schedule ot the County truok and requested this Board's
approval of same and permission to hav.the new schedule advertised in'two issued of
the ~outhside Supplemont ot th~, 'l'ime.s-Dispatch aM in the Southside News. iwhereupon
it is resolved on motion of J. .lienIDg, that the revi&Jed trash colleotion schedule
be, and it is he.eby approved as read. And be it further resolved that the Exec~tiv

it is reselved on motion ot H.T.Goyn~, that the ~hairman appoint a Committee. to

This day oame, D.S.Beasley,(rt.#7}, and read before this Board a petition
addressed to P.W.lnead.,Resident Engineer, Virginia Department of Highwaya, complain-
ing of the condition of the streets in Centea1 ~ark, and requesting improvements ot
said streets, and the petition is filed with the papers ot thIs Boar<<.
Whereupon, it ia resolved on motion of H.T.Goyne,"that the Chairman is to
appoint a Committee to view the streets of Central Park and report its recammendatio s
to this Board. Whereupon, the Chairman appointed H.T.Goyne, P.W.Covington,Supvs.
and ~'m~ S. Coburn, Executive Secretary.
Again in the matter of Obtaining a right 9f. way for 1mppovement for a
section of Rt.#676, as requested in a letter from A.li.Pettlgrew, Right or .Iay
.l:Ongineer, fit th19. Vlrfinia Department of Highways, on August 9, 1939. It is resolved
on motion of H.~.Goyne, that the matter of Obtaining the aforesaid right of way be,
and it is hereby tabled.

December 12, 1939,1n which the Board requested the Virginia Department of Hiehw.p.

It appearing to this Board that due to the large amount of pedestrian
travel between Riohmond and the plant of the E.I.DuPont de Nemours Co. along the

John H. Russell, Direotor of Research and Statistios of the Virginia Department of
Taxation, showing 'his County's real estate assessment survey as at 1936, and the
same is tiled.

This day, Vi.A.Horner, SuperVisor, made report to this Boa,rd, regarding
his Baa. rd ' s act ion in the matter ot seeking legi sla tion to provide addi t10nal
ompensation 1'rom the State in the operation and maintenance of the Trial Justio.

Mr. James S.Stanley, Chairman of. the Chesterfield County Welfare Council, speaking
in behalf of the matter of a State Health Unit. Atter consideration or the matter
the Board doth on motion of H.T.Goyne, resolve that the State Health Board be, and
it is hereby requested to establish a Health Unit in Chestertie1d Oounty under the

in its meeting of November 9, 1938, placing in the hao.ds of the Executive Secretary
the power to grant permits to reoognized horse racing assooiations for the holding

The Executive Secretary reported to this Board that he had reoeived the
resignations, in writing of, only two mambers of the County Planning Board, whereupon,
the matter of appointing a new Planning Board was deterred to the next meeting or
this Board.

On motion of T.D.iVatkins, it is resolved that as a matter of policy this Board
stanis opposed to the diversion of the gasoline tax funds. And be it rurther re-
solved that a copy of this resolutien be forwarded to the members of the General
Assembly representing Chesterfield ounty.
