This day the Exeoutive ~cretary read before the Board the report for Chesterfield County 01' the State ~istrict Forester, for the calendar year 1~39, and the report is appjvvedand t11ed. This da~, the Executive Secretary presented to the Board a paper writted by Fred B. Grant, Director 01' Sanitation ot Chestertield County, in which is written certain findings and recommendations for the consideration of the Board and each member of the Board having been supplied with a copy of said papers, the said report is tiled. It bavingbeen called to the attention of the Board of the now existing uncollected bills for water used in the. Bellmeade Sanitary Distriot, and it appeari~ to the Board that certain of the people incurring these delinquent accounts have ~oved from the said ~nitary ~istrict and the whereabouts 01' these persons are un- known, it is therefore resol.ved on motion ot Vi.A.Borner, that the County Treasurer be and he hereby is requested to set up in his records an account to be known as "Del1nquent liater Bills", whereby such amounts will be available tor collection should the person or persons incurring said aocounts be located. This day the Committee on the Water Contract with the City ot .t'etersburg for the ~ttriok Sanitary Vistrlot made its report orally. On motion 01' W.A.Horner, it is resolved that the Counailof the City ot PeterSburg, be, and it is hereby respectfully requested to hold 1n abeyance the discussion 01' the change 01' the ~reseut oontraot tor a period of sixty days so that this Board may make 8 further study of the s~e. And be it further resolved that Vim. S. Coburn, Exeoutive Secre- tary, and F. W. oviIl6ton member of this Board, be and they are hereby appointed a Committee to make a .tudy of the water suppmy systam of.~ttriokSan. Dist to obtain estimates for drilling a well, the cost of equipment tor pumping purposes and a tank for storage ot water supply tor said Sanitary Distriot, and to do suoh other investi gating as the nature ot the, matter may require and they shall report to this Board. " -This day the Executive Seoretary read before the Board a letter trom the Chesterfield Beverage Association in the following words and phrases: "At the request 01' the Chestertield Beverage Association and other bu~1ness : ......' " ,', men 01' Chesterfield County, .1. am respecttuUr asking that you call a meeting of yo Board espeoially to consider,the repeal and ~&oession of an Ordinanoe passed by thi Board, regulating and prohibiting the sale of beer, and wine between midnight Satur- day and the following Uonday morning at six o'olock A.M., which aforesaid ordlnanc went in~o effect as of July 1st. ,1939. The members of said assoQiation and other business men of Uhesterfield and are asking as quiok action as possible on thi~petitlon. You are no doubt aware the action taken by the General Assembly during their presen Session on the regulation of the sale of beer and wine on Sunday. lie are pleading in all fa'-rness to our business and to the general we ltare of Uhesterfield County, that the Board reoonsider and favorably aot on the recession of the Ordinance regulat~~g the sale of beer and wine on QUnday in Chesterfield County." . Also came P.~,~ravis, Seoretary and Treasurer, of the salA Chesterfield Beverage Assooiation, and .spoke in behalf of a repeal of this County's ordinanoe prohibi tine; the sale 01' beer and wine between the hours of midnight Saturday and 6:00a.m. the following !do~ay. On motion 01' H.T.Goyne, the matter of repeal1:qg the aforesaid ordinanoe 1a hereby oontinued. This day came P.W.Snead, Resident Engineer Of the Virginia Department of liighways, explaining to the Board and indioating on a certain plat in his possession the survey for a relooatlon 01' Rt. 1619, as previously requested by this Board. vJhereupon, it appearing to the Board that a turther stUdY should be made by members of the Board of the matter, it is resolved that the matter be continued unt 1 the next regular meeting of this Board,. . On motion of H. T. Goyne the Chairman is authorized to appoint a Genera Road Committee for the purpose of oonsidering any desirable improvements to road in the Secondary Road System in Ohesterfield County and of any County roads desired to be added to the said seoondary road system and to make reco~ndation to this Board at its next regular meeting. Whereupon the Chairman appointed W.A.Horner, T.D.Watk ns and J.G.liening, t. serve as the aforesaid Committee. On motion of J. <I.haning, it is resolved ,that the Virginia Department of Highways be, and it is hereby requested to surface-treat the parking area of this County on Rt. #10, in front Qf the c.a. Building and the drive-way belonging to this County and running along its eastern boundary of the Courthouse property at a cost not to exoeed $225.00 And be it turther resolved that the sum 01' $225.00 be and it hereby is appropriated from the "Unappropriated Surplus" 01' the General County Fund to the item of l8-224a, and the current budget is hereby amended' aocordingly. - Again in the matter of a road crossing between the north and south bound traffio lanes of at. 11, opposite Dundas Ave. Rt. #1605., in the village of Bensley. It is resolved on motion 01' H.T.aoyne, that J.G.Hening and H.T.Goyne, be and they are hereby ~de a Committee to wait on H.J.Neale, Landsoape ~ngineer 01' tb Virginia Dept. 01' Highways, and L.E.Akers, District Engineer, of the Virginia Dept. of Highways, regarding the matter of a oross-over between traffio lanes on Rt.l at .uundas Jl.venue. This day, the Executive Secretary made report to this Board of the action and reoommendation 01' the Be~uda District Road Committee, whereupon it is resolved on motion of H.T.Goyne, that the Exeoutive Secretary make .this report in writing to the General Road Committee. ' Again in the matter 01' re-opening and improving the Old Stage Coach Road~ between Rt. 10 and Rt. 618 by way of Curtis' Siding. It is resolved on motion otH.T.Goyne, that the aforesaid section of the Old Stage Coaoh Road, measu ing approximatelY .65 01' a mile in length, be, and it is hereby added to the Coun" Road ~stem. as a County road. And be it further resolved that the Commonwealth's Attorney be requested to draw the necessary deeds 00nveying a 40 ft. right of way for the aforesaid road to the County. And be it fUrther resolved that the. E:J:ecuti Seoretary.be, and he is hereby directed to include the aforesaid section of the Old Stage Coach Road in the W.P.A. Road Project now being sponsored by the Oounty of Chesterfield. This Oounty having made application to the Works Projects Admin1strati n for a.Road Project in Chesterfield County and it being the desire 01' this Board to have this work started as early as possible, it is therefore'resolved Oll motion of H.'l'.Goyne, that the ~iorks ProJects Administration be, and it 119 hereby requested t advise this Board the date on which the work may st.rt .~ theWP. On motion of P.W.Covl,ngton, the Virginia Department of Highways, and the Atlantic Coast Line RR.Co. are hereby requested to do what is neoessary in their wisdom to eliminate the steep grades now existing in the west approaoh spans 01' the over-he~d crossing on Rt.j624 over the tracks of 'i-ne AtlantiC Coast Line RR.C~paJ:J1 at 4olUnl.op. . This day came, J.T.~artin, requesting t.~'loard to open or have open- ed a road between the Hickory Road and the River Road, previously known as the Toth-Partin Road and now named Bellevue Road. On motion 01' P.W.Covington, the matter 01' constructing a road between the Hiokory Road and River Road is hereby referred to the GeneralRoadComm1ttee. --. - On !lJ,Otion of ~i..4.Horner, the matter of improving a street in Thurmtln's Addition, along the northerly boundary 01' the property of the General Outdoor Advertising Company is hereby referred to the General Road Committee. The Executive Secretary read before the Board a letter from the Drewry's 'I Bluff Farmers' Club and also a copy of a letter to J.E.Willoughby, Atlantic Coast I Line RR.Company, from the ,Drewry's Bluff Farmers' Club reque sting the repair 01' the! overhead bridge where Rt.#64l orosses the tracks of the Atlantic Coast Line RR nort~ of the Drewry's Bluff Depot. ',/hereupon, the Board doth on motion of J.G.Hening. I request the Atlantio Coast Line RR Company to make such repairs to the flooring of I the aforesaid overhead bridge as in the wisdom of the Atlantio Coast Line RR Companl will make thts bridge safe and oomfortable for the traveling public. i The Executive Secretary advised the Board of several more requests for roai' improvements or additions. and on motion, all requests for road improvenents or additions are hereby referred to the General Road Committee for its recommendation i to this Board in the next regular meeting. Game ',;arden. of Ohesterfield County. again , requesting the Board's consideration of establishing a Dog Pound for the oonfinemen~ of stray dogs in ~hesterfield County, to be financed by revenue in the Dog Tax Fundf On motion of H.T.Goyne the matter is hereby continued. ! The Executive Secretary read before the Board a letter from C.S.Mullen, Chief ~ngineer of the Virginia Department of Highways, in the following words and phrases; February 19, 1940 "Wish to acknowledge resolution of Board of Supervisors of Chesterfield County at their meeting on January 'ilth asking that the State Highway Department make survey for location of a proposed road. ' I regret weare not authorized to make surveys f~r any roads except road under State Control. (Signed) C.S.lfullen Chief J.:ongineer" The Exe~utive Secretary read before the Board a letter from 1~. T. Norman Jones, Jr., Vice-President. of the Virginia Eleotrio and Power Company in reply to this Board s resolution of January 9, 1940, regarding the illumination of bus and I trolley car stops in Chesterfield County, said letter regretting the inability of I the Virginia Electrio and Power Company to comply with the aforesaid request of thi~ Board, and the letter is filed. ! I Again in the matter of authorizing R.Stuart Royer, the engineer employed I by this County for the making of a survey, plans, estimates and application for the! construction of a water and sewer system in the Manchester and Bellmeade Sanitary J Distriots. and it appearing to the Board that it would be inadvisable tor this Boar~ to obligate the funds of the aforesaid Sanitary Districts before approval of federa~ participation by the 'iJPA; it is therefore resolved, that the making of the final I plans, estimates, eto., be started upon approval of this County's application to th1' ijorks Prllljects Administration for a WPA Projeot to assist with the construction of water and sewer systems in the said Sanitary Districts. And the letter of R.Stuart I Royer, dated March 4, 1940, is hereby filed. i ! Again in the matter of appointing members to the Zoning ~ommission in ! Chesterfield County, the matter is hereby deferred to the nex~ meeting ot this i Board. i I I The Board being advised that a storage tank for water will be required and I the drilling of a well might be necessary in connection with the water system in th~ Manohester Sanitary Uistriot, and it appearing to the Board that the most desirable I location for these facilities being on the premises of the Suomer Hill School. it ii' therefore resolved on motion of h.A.Horner, that the County School Board be, and it is hereby requested to give its permission to the deepening of the present well for i I the aforesaid sohool or the drilling of a new well, the placing ot the necessary I pumps and housing for same, and the ereotion of a storage tank on the premises on the ~U3mer Hill Schoo~, the same being the property of the County School Board, if and when a water supply system is installed in the Manchester Sanitary District. Any person, firm or corporation who or which shall violate the provisions of this ordinanoe shall upon conviction thereof be punished by a tine not exceeding $50.00 and by oonfinement in jail not exoeeding 30 days, either or both. The term pig or pigs as used in this ordinance shall mean swine of all ages. Trials of all violations of this ordinance shall be enforoed by proceedings before the Trial lustice Oourtin like manner and with like right of appeal as is provided inmis4emeanor cases. FOURTH: That ~icensee will not use said pipe for any other purpose than that speoified herein, and will not assign this agreement or suffer or permit any other person or corporation to use said pipe without the consent in writing of the Licensor. SIXTH~ That the portion of said pipe which passes undernieath said road- bed shall be encased by and at the expense of Lincensee in a oast iron pipe of larger diameter.
