This day, Geo. W. Moore, Commissioner of the Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance ot his office for
the month of April, 1940, showing a sotal of $928.83, of which two-thirds of ie19.22,
has been paid by the County, the remainder to be paid by the State, and the Board
approving the said report the same is filed. ,
This day, J. Wm. Dance, Treasurer, submitted to the Board his report of expense
incurred in the operation and maintenance ot his Office for the month of April, 1940,
showing a total ot $944.72, of which two-thirds, or $629.81 has been paid by the
County, the remainder m~ be paid by the State, and the Board approving the said re-
port the same is tiled.'
This day, M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in tbe operation and maintenance of his otfice for the
month of April, 1940, showing a total of $474.66, of which one-half or $237.33 has
been paid by the County, tb.e remainder to be paid by the State, and the Board
approving the said report, the same is filed.
Reports from the following offices were submitted and filed: Trial Justice,
Chiet of POlice, County Nurse, County Agricultural Asents (White and oolored),
Sanitation Director, Welfare Department (Statistioal), Home Demonstration Agent and
Treasuref1s report.
This day the Executive Secretary reported to the Board he had received, en-
dorsed and turned over to the Treasurer certain checks and monies for credit to the
several funds, to-wit:

This day there was served upon the Chairman of this Board a garnishment styled
as"Benj. T. Crump 00., Ino., It against J. K. Halder and the Chestertield County BOard
of Supervisors. Upon oonsideration of the same, it is resolved on motion of H. T.
Goyne, that this Board hereby acknowledges receipt of the aforesaid garnishment and II
the Executive Secretary and County Treasurer are hereby directed to withhold any
sums due the said J. K. Halder until this garnishment has been satisfied. I
This day the Executive Secretary made report of his investigation for obtainin1'
proper insurance on the buildings and equipment of the County at Camp Baker. \lliere
upon it is resolved on motion of J. G. Hening, that the Executive Secretary be and
he hereby is authorized and directed to insure the buildings and equipment belonging
to the Chesterfield County and located at Camp Baker for a period of three years an~
on the basis of full coverage. i
And be it further resolved that the Executive Secretary be and he is hereby directe~
to cancel the existing insurance on buildings and equipment at Camp Baker. i
And be it further resolved that this County's budget be amended by the appropriation!
of $355.00 from the "Unappropriated surplus of the General Fund to Insurance Premi~
- Code 210, under 1,Iaintenance of Buildings and Grounds - Code 14. !

This day the Executive Secretary further reported the possibility of reducing
the insurance rates on the buildings and equipment at Camp Baker by the addition of
portable fire extinguishers. \~hereupon it is resolved on motion of \1. A. Horner, i
that the Executive Secretary be and he is hereby directed to place fire extinguish- ;
ers in the size and quantities required for the reduction of said insurance rates i~
in his judgment the reduction in rate will justify the cost of the fire extinguish- i
ers. I

This day the Executive Secretary reported to the Board on the settlement made I
with A. J. Battle, Jr., for Obtaining right-of-way for the construction of Rt. 649 I
near Falling Creek in CheBterfield County, said settlement being the purchase of
thirty feet of 15" culvert pipe for placement by the forces of the Virginia Depart- I
m6nt of Highways across an entrance of said party's property and the placing of two I
or three loads of gravel on this entrance by the State and County. vvhereupon, it isl
resolved on motion of Vi. A. Horner that the settlement with A. J. Battle, Jr. for I
the right~of-way on road #649 be and it is hereby approved.
This day the Executive ~ecretary reported to the Board therequest of the City ,
of Richmond's.pepartment of Public Utilities for the immediate installation of vlateI1
and gas mains in Jackson Avenue between 18 and 21st streets, in which the Executive I
Secretary permitted the laying of said mains, subject to the approval of this Board.1
Upon consideration, it is resolved. on notion of \/. A. Horner, that the Richmond De~ I
partment of Public Utilities is hereby granted permission to lay water and gas main~
in Jackson Avenue, between 18th and 21st streets, for serving residences and other I
buildings within the corporate limits of the said City of Richmond only, on the con-I
dition that the said Department of Public Utilities make full repairs of all damage~
to the streets caused by this work. i

And be it further resolved that should the said water or gas mains or both or I
any of their appurtenances at any time interfere with the laying down of or con~ i
struction of any water, gas or sewer lines in the County in the said portion of I
Jackson ~venue then the City of Richmond will remove and/or relocate its said water i
and gas mains at its expense. And the correspondence is hereby filed with the pape:r1s
of this Board. . !

On motion Of H. T. Goyne, each department head under the supervision of this ~
Board is hereby directed to appear before this Board in each of its regular meeting
to explain and answer any questions regarding his monthly report. (Be it noted that
this motion died for the lack of a second).. !

In the matter of purchasing a new truck for the rubbish collection service for I
this County, it is resolved on motion of J. G. Hening, that W. A. Horner, 0upervisorj,
and 11m. S. Coburn, Exeoutive Secretary be and they are hereby made a Committee and .
authorized and empowered to purchase a truck as in their judgment is needed and I
economical for the collecting of rubbish in the thickly populated areas of the I

Nolting, Chairman of the Virginia Commission of Game and Inland Fisheries in the
following words and phrases:

The situation isserious and requires restocking promptly; otherwise years will be I
required to build the supply back to normal. This matter has given this Commission I
grave concern and we are negotiating with the Bureau of Biological Survey for finan~1
cial assi stance in this emerg,ency, and there is reasonable certainty that some fundsl
will be made available through Pittman~Robertson grants. In order to make the dis~
tribution of quail as widespread in scope as the situation seems to demand for i
efrectiveness, the rinancial assistance of the counties is solicited. I
i
Under Chapter 134, Acts 1938, amending Section 80 of the dog law, it is provided i
that Board of Supervisors may appropriate money from the 85% dog fund to replenish
and restock quail and other game and, of course, you may also appropriate from the
general county fund. The Commission, therefore, invites the financial assistance
of these oounties which desire restocking and are willing to bear a portion of the
cost of such undertaking.
Due to the severity of the weather which occurred in January,
and. undoubtedly much of the carry~over brood stock perished.
information received by this Commission from many counties.

Present plans call for the project to begin April 15, 1940 and continue through June I
30, 1942. Birds will be liberated on private lands which are to be posted for two I
breeding seasons after date of liberation - see copy or agreement with landolvner I
attached. The estimated price of birds is $2.00 each for spring liberation and ~1.5b

for tall liberation, to which will be added the expense of orating, shipping and
banding. Counties are requested to bear one-halt of the cost of birds liberated in
their county with the understanding, however, that if Federal grants are made avail-
able to the State tor this purpose, the oounties' proportion of cost w~ll be re-
duced proportionately.
If this restooking is to be undertaken, plans for stopping up prOduction on the par1
of the State and private breeders must be made now. Copy of a resolution for your
Board is attaohed tor your oonsideration. It is suggested that you authorize the
maximum amount that you propose to expend for this purpose for the period April 15,
1940 - June 30, 1942 and send a certitied copy of your resolution to us at the
earliest possible moment.
It should be understood that the Commission may not find it possible to obtain all
of the birds that you desire, either by reason ot shortage of funds or laok ot supply,
in whiohevent, you will be billed for these actually liberated.

Upon consideration and advioe ot the County G~ Warden, it appears to the Board
that the restooking ot birds in this County will require a sum not e:xoeeding $50.00,
it is theretore, resolved on motion of T. D. Watkins, that the sum ot $50.00 be and
it is hereby appropriated tr~ the Dog Ta:x Funds' appropriation to the General Fund
to restocking game- code 504 for tqe proteotion ot livestook and fowls - code 12
of the Dog Tax Fund.
And be it further resolved that the Exeoutive secretary be and he is hereby autho-r
rlzed to pay claims of the Virginia Commission of Game and Inland Fisheries arising
out of the restooking of birds in Chesterfield County during the period April 15,
1940 thrQugh June 30, 1942, the sum of suoh expenditure not to e:xceed $50.00. And
be it furth~ resolved that form to be used tor agreement between the Department of
Game and Inland Fisheries and the property owners for restooking said birds will be
as follows , to-wit:

That for and in consideration of the release of pairs of birds
within the area hereinafter referred to and the posting of said area
as hereinafter specified, the Owner hereby covenants and agrees, for
himselt, his heirs, personal representatives and assigns.
That for two breeding seasons followi4B liberation of quail at any
time between the dates ot April 15, 1~40 and June 30, 1942, he will
not hunt, kill or capturequU.l and will not hunt any wild bird or
animal with dog and gun, within said area, pr permit anyone else to do
so.
The Commission shall provide and properly post adequate signs or posters
warning the public against hunting within suoh area.
The area herein referred to shall be not larger than l:j.cres and
shall be designated by an Agent of the Commission prior to stOCking. In
the .event that subsequent investigation discloses that stocked birds
have moved off the closed area it is agreed that the limits of the
closed area shown on the map of the 'farm appearing on the reverse side
hereof shall be revised as deemed necessary by the Commission.
The covenants herein oontained shall run with the land.

Royer, the sum of i1700.00 from the Manchester Sanitary District Construotion Fund
and ~300.00 from the Bellmeade Sanitary District Construction Fund, representing
part payment t6r engineering services rendered in the construction of the water and
sewer systems in the aforesaid distriots.
This day the Executive Secretary read before the Board a petition signed by
residents of Forest Hill Terrace in Chesterfield County requesting this Board to

"On motion of Mr. B. B. \;ells, it was ordered that because the matter of
refunding Literary Fund Bonds having been deferred until June 23. 1940,
that in the meantime a request be filed with the State Board of Educa~
tion asking that they reconsider the request of the Chesterfield County
School Board and that it be permitted to refund the Literary Fund Loans
and to reborrow ~200 000.00 from the Literary Fund for new construction.
It was also ordered that the same Committee composed of Mr. Laine, Mr.
Chalkley, Division Superintendent and Commonwealth's Attorney be directed
to appear before the State Board of ~ducation on that date.
On motion of 1~. Laine, it was ordered that the Board of Supervisors be
requested to join in with the Chesterfield County School Board in approval
of issuing refunding bonds for the purpose of refundine all Literary Fund
Loans. If

This day there was presented to this Board a certified copy of an order of thei
ICircuit Court of Chesterfield County, dated May 14, 1940, declaring that the Clerk'sl
Office of the Circuit Court of Chesterfield County shall be closed for the transact-,
lion of business on Sundays, Fourth of July, Thanksgiving Day and Christmas Day, and i
open on all other days of the year between 9:00 a.m. and 5:00 p.m., which hours Vlere!
I declared by the Court to be convenient hours for the transaction of business, and I
further that with the approval of the Board of Supervisors of Chesterfield County th~
Clerk may close the said Clerk's office on Saturdays at 3:00 o'clock post meridian. I
Upon consideration whereof, and it appearing proper to do so, it is resolved on I
motion of H. A. Horner, that the closing of the said Clerk's office at 3:00 o'clock!
on Saturday afternoon be and the same is hereby approved.
This day the Executive Secretary reported to the Board the probability and ne-
cessi ty of obtaining rights-of~vvay for the laying of water and sewer lines in the
IBellmeade and Manchester Sanitary 'Districts and asked that a Committee be appointed I

This day the Executive Secretary read before the Board a letter from A. Baake,
regarding the unsightly condition of the road right-of~way of Rt. 144, between
Chester and Centralia. On motiou of H. T. Goyne, the Executive Secretary is di-
rected to forward this letter to the Virginia Department of Highways for its consi-
deration.
Vihereas, for the past nine years Dr. Thomas F. Wheeldon, has, in cooperation
w;th the Chesterfield Crippled Children's Clinic operated by this Board of Super-
v~sors through the ~gency of its County Nurse, Miss Lilla Spivey, rendered a most
meritorious service to the less privileged young persons and adults of this County,
and,
\ihereas, without this gratuitous and meritorious service it is probable that
such persons would not have had such service available to them except through a
large, out-lay of funds by this Board, and
\.hereas, this Board recognizes the great humanitarian attitude of Dr. \;heeldon
in this service gratuitously rendered, and it doth realize that the evolution of
functions of government has operated to the effect that Dr. jlheeldon will in a few
days be deprived of performing this humanitarian work, the thing he so loved, and,
'lhereas, this Board desires to make its gratitUde for such service a matter of
record, .
lfuw therefore, it is resolved by the Board of Supervisors of Chestertield
County, Vi~ginia, that this Board's sincere thanks and appreciation be extended Dr.
Thomas F. \.heeldon for his work so graciously gratuitously done for the less pri-
vileged young persons and adults of the County of Chesterfield in his cooperation
with Chesterfield Crippled Children's Clinic operated by this Board through the
agency of its County Nurse, Miss Lilla Spivey. Ana be it further resolved that a

Court directing this Board to refund the sum of $50.75 to the \Jestover Hills Corpo-
ration due to an erroneous assessment of buildings in Westover Hills on Land Book
for the year 1939. And the Executive Seoretary also read an order of the Circuit

Court directing the amount of $16.80 of taxes paid for the year 1939 on buildings
erroneously assessed, refunded to the owners J. A. and H. L. Chalkley. On motion of
J. G. Hening, the Executive Secretary is directed to pay the sum of ~50.75 to V\est-
over Hills Corporation and the sum of $16.80 to J. A. and H. L. Chalkley, as ordered
I by the Circuit Court.
This day the Executive Secretary read before the Board a letter from P. W.
Snead, Resident Engineer, of the Virginia Department of llighways, with copies of
letters and sketch from C. S. Mullen, Chief Engineer, and A. H. Bell, Locating and
Planning Engineer, regarding the abandonment of a section of the Old Goode's Bridge
Road, which has been replaced by the construction of Rt. #360 on a new location.
,ihereupon, it is resolved on motion of \f. A. Horner, that the section of Old Goode's
Brige Road, lying to the north of the present Goode's Bri~ge Road, or Rt. #360, be-
I tween the Appomattox River and a point where the Old Goode's Bridge Road intersects
Rt. #360 - .355 miles east of the appomattox River along the present Rt. "360, be,
and it is hereby tentatively abandoned, and the correspondence and sketch is ordered
filed, and the Executive Secretary is directed to post such notices as is required
by law, fixing the date for the hearing of the same as may be convenient.

and sketch from C. S. Mullen, Chief Engineer, and A. H. Bell, Locating and Planning
~ngineer, regarding the proposed abandonment of two sections of the 9th Street Road
which has become unnecessary for public travel due to the re-location of 9th Street
Road, Rt. ,336.
\ihereupon, on motion of W. A. Horner, th~t part o:f 9th street Road shown on thel
sketch submitted by the Virginia Department of Highways as such and one from the '
intersection of Royal Avenue with the old 9th street Road .08 miles northwardly at
the intersection with the new Rt. #336 and that part of the old 9th Street Road
shown on the said sketch as Section 2, between stations 179 plus 37 - 188 plus 80,
the same being .23 miles in length be, and they are hereby abandoned, and the \
correspondence and sketch are filed, and the Executive Secretary is directed to post
