This day again the Budget for the year 1940-'41 in accordance with the
ment required by law, was taken ~nder consideration. and
hhereas, the budget for the year 1940-'41 \lhich was tentatively adopted on
April 9, 1940, has been advertised for a public hearing on this day in accordance
with law, and
'vihereas, this hearing \Jas held in accordance with directions of law, and
It is therefore resolved on motion of h. T. Goyne that the budget as read this I
day be and the sw~ is hereby approved and adopted as the budget for the year 1940-
'41.
'.ihereas, in accordanoe with law the proposal to adopt and fix levies required
by the budget for the year 1940-'41 has been made public according to law, snd

that the following general single levies for the County of Chesterfield in support i
of the budget heretofore today" adopted be and the same are hereby fixed at, to-vat:

This day came, Dr. L. J. Roper, Director of Rural Health, .uepartnent of health,
and presented to this Board Dr. E. C. Gutes, whom he recommended to this Board for
its consideration as the HeQlth Officer for Chesterfield County. On motion of lie T.
Goyne, the appointment of Dr. E. C. Gates, as Sanitation Officer of Chesterfield
County Health Department is hereby approved.
The Board having been advised of the request of vr. I. C. Riggin, State Health
COmmissioner, to have a cor~itment by the Board as to the Board's approval for the
operation of the Chesterfield County health Department, it is resolved on motion of
IVi. ~. Horner, that the Executive Secretary be and he is hereby directed to insert
the proper amounts in the spaces provided for same in the commitment form supplied
by the State Health Commissioner.
And be it further resolved that the Chairman and Executive Secretary be and they
hereby are authorized to sien the aforesaid cowrritment in behalf of this Board.
It appearing to the Board that the new Chesterfield lIemorial building at Camp
Baker has space that could be converted into offices for the Chesterfield County
Health Department, it is resolved on motion of H. T. Goyne, that this Board be and
-~t.is hereby made a Comnlittee to show Dr. L. J. Roper and Dr. E. C. Gates, the
buildings at Camp Baker. And be it further resolved that the Board recess for one-
hour in order that the Committee may visit Camp Baker.
The buildings of CrollP Baker having been viewed by Dr. Roper and Dr. Gates and ,
the said Dr. Roper having expressed his approval of using these buildings for office:
space of the Chesterfield County Health Department, it is resolved on motion of W. I
A. Horner t~~t the Chairman appoint a Committee, vested ,uth power to act, to conSUl}
representatives of the Virginia Department of Health and work out satisfactory plans I
and agreements for the use of buildings at Camp Baker by the Chesterfield County !
Health Department. \ihereupon, the Chairman appointed T. D. Hatkins and W. A. Horner!
as this Committee. i

It appearing to the Board that a permit is now required from the Virginia Le~
partment of Health for the operation of the Baker Nutrition Camp, it is resolved on
motion of W. A. Horner, that the Department of Health be and it is hereby requested
to grant the Board of Supervisors of Chesterfield County permission to operate the
Baker Nutrition Camp for undernourished children for the period June 11, through
August 31, 1940.
Again in the matter of issuing refunding bonds for the purpose of refunding a111

Literary Fund Loans by this County, it is resolved on motion of J. G. Hening, that
the matter be deferred fpr further consideration by this Board.
Again in the matter of the construction of the Broad Rock School Road, south
from Brookside Road and it now appearing to the Board that to condemn the property
necessary for straightening the alignment of the said Broad Rock School Road would
delay the construction; it is therefore resolved on motion of ~l. A. Horner, that the
resolution of this Board passed in meeting of May 14, 1940~,lti~tructing the ExecutiVE
Secretary to secure right-of-way for the revision of this ~, be, and it is hereb1
rescinded.
This day the Executive Secretary reported to the Board the receipt of a letter
from A. K. Missimer and Ravee Norris, accepting positions to the Zoning Commission
of this County. Also this day came, J. B. Vlatkins, Jr., \I. H. Heintzman, and D. P. I
Bass, and made known to the Board, orally, their acceptance of appointments to the 1
said ~ning Commission. On motion of H. T. Goyne, the Executive Secretary is direct
ed to obtain all available information necessary or helpful to the members of the
Zoning Commission and deliver same to this 6ommission.. I

This day the Executive Secretary submitted to the Board his recommendations for!
a policy and requirements for the acceptance of roads and streets in new sub-divisio s
into the County road system. vVhereupon, it is resolved on motion of, H. T. Goyne, th t
the Executive Secretary be, and he is hereby directed to supply each member of this
Board with a copy of the a~oresaid policy and requirements.
This day the Executive Secretary submitted to the Board quotations from three "
concerns for the sale and installation of electric water coolers in this County. And
it appearing desirable to have quotations from one other concern, it is resolved on I
motion of J. G. I~ning~ that H. T. Goyne, Supervisor, and Vim. S. Coburn, Executive I
Secretary be, and they are hereby authorized to study the quotations at hand and
obtain any additional quotations deemed advisable with authority to place order for 1
not over four electric coolers for the buildings of this Courthouse. I
This day the Executive Secretary brought to the attention of the Board the
matter of a playground proposed to be built by the County School Board on the pro-
perty adjaceit on the east to the property of the Chesterfield County School Board
at Bellmeade School, and advised that in the event of such construction it would be
necessary to extend Highland Avenue eastwardly from Second street and Third Street.
VJhereupon, it is resolved on motion of VI. :t\. Horner, that the Chairman be and he
hereby is, requested to appoint a Committee with authority to secure the necessary
right-of-way by donation, purchase,or condemnation, for the extension of Highland
Avenue from Second Street to Third Street.
\lhereupon, the Chairman appointed Vi. A. Horner, 1\1. A. Cogbill and iim. S. Coburn, as
this Co.m.mittee.
