08-26-1940 Minutes VIRGINIA: At a speci~l meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on August'~6, 1940, at 10:00 a.m. and in the l65th year of the COIlllllonwealth Present: H.L.Chalkley, Chairman H.T.Goyne Vi.A.Horner P. WI. Covingt on T.D.Watkins absent: J.G.Haning Again in the matter of obtaining property easements and rights of way for a sewage disposal plant site, its appurtenanoes and certain streets in the Manchester San14ary District ot Chesterfield County, it is resolved on motion of W.A.Horner, that the resolution of this Board passed in meeting on July 29, 1940, be, and it is hereby rescinded. And be it further resolved that site "B" as indicated on sketoh as submitted by James H.Scott, be and the same Is hereby approved as the site for the location of the treatment plant tor said districts. And be it further resolved that thiw Board doth offe~ to James H.Scott and Mary Wingtield Scott, the sum ot $2,000.00 for the plant site known as site "B" inclusive all damages, a right-Of-way into said plant site to be provided by the land owners, running I across the property of the owners and an easement granted by them to the Virginia Electric and Power Company and continuing on into 5th Avenue in Melrose SUbdivisio* or (if this is not obtainable then a right-of~way into said plant to run eastward11 and westwardly between said plant and a proposed street or roadway through the i property ot owners, projected northwardly and southwardly and parallel or . approximately so to the Petersbur~ Turnpike, connecting Melrose SUb'divison with Southampton Subdivision, and a right-ot-way for the proposed roadway just above parenthetically described of the width in keeping with the widths ot streets in the Melrose SUbdivision. And be it further resolved that the Commonwealth's Attorney be and he is hereby requested to prepare the proper papers for the transfer ot the land or ~ghts to Chesterfield County in the event the Board's proposal is accepted. lnd be it further resolved that the Executive Secretary be and he is hereby directed to pay the a~oresaid James H.Scott and Mary Wingfield Scott the sum of $2000.00 upon the completion of the atoresaid transfer. i Again in the matter of easement rights ot way across private properties i for the construction and maintenance of sewer systems in the Bellmeade and Manches~er Sanitary Districts, it is resolved on motion of T.D.i1atkins that the Executive I Secretary be, and he hereby is authorized and empowered where payment for said ! rights of way are required, to make settlement for said easement or easements and any and all damages in an amount not to exceed the equivalent of 56t. per lineal foot of sewer main on anyone property. This d~y the Executive Secretary brought to the attention of the Board the proposal of Mrs. M.F Greenwood to donate easement rights through tar property in the Bellmeade Sanitary Distri~t for the construction and maintenance of a sewer! system, upon oondition that wet rubble masonry retaining walls be constructed I on either bank of branch where outfall sewer crosses same to prevent washing out around sewer main pipe. Upon consideration whereof and on motion of W.A.Horner, i the aforesaid proposal of Mrs. M.F.Greenwood is hereby accepted and R.Stuart Royer, Engineer for the County, is hereby directed to have constructed satistactory I retaining walls on either bank of the branch where outfall sewer crosses same to prevent washing out at these locations.
