penses incurred in the operation and maintenance of his office for the month of

paid by the County, the remainder to be paid by the State, and the Board approving
the said report the same is filed.
This day, Geo. I'. Moere, Jr., Connissioner of the Revenue, submitted to the
Board his report of expenses incurred in the operation and maintenance of his offic~
for the month of August, 1940, showing a total of ~740,83, of which two-thirds, or !
~493.88 has been paid by the Countvt the remainder to be paid by the State and the

This day, Marcus A. Cogbill, Commonwealth Attorney, submitted to the Board
his report for the month of August, 1940, of expenses inourred in the operation and
maintenance of his office, showing a total of $502.16, of which one-half, or ~251.0
has been paid by the County, the remainder to be paid by the State, and the Board
approving the said report the same is filed. '

This day the ~xecutive Secretary brought to the attention of the Board the
request of George ill Moore, Commissioner of rlevenue, for a steel drawer file cabine
for which there is no budgetary appropriation in this current budget, and it appear g
to the Board that the increase of developments in the County makes necessary such a
file, therefore, ,. i
Be it resolved, on Dotion of W. A. Horner, that the sum of $40.00 be, and it is herelbY
appropriated for the purchase of one four-drawer steel file cabinet, budge~ary code
ffl9-403 from the Qeneral Fund's unappropriated surplus, and the ~ecutive oecretary
is directed to make satisfactory purchase of the aforesaid file.
This day the Executive Secretary brought to the attention of -the Board the
matter of purchasing metal storage racks and cabinets for the clerk's offioe, and
stated to the Board that quotations thus far received were in excess of appropriate
funds in the current budget.
Upon consideration whereof, and on motion of iI. A. Horner, it is resolved that the
sum of $260.00 be, and it is hereby appropriated for the purchase of storage racks a d
cabinets, budgetary code "19-403 from the General Fund's unappropriated surplus; an
the Executive ~ecretary is directed to make satisfactory purchase of this equipment.
This day came J. C. Sullivan and others appearing before this Board in the I
matter of extending Hinfree street in the village of Chester .06 mi. southwardly
from the south end of the section of ~l1nfree St. now in the State Secondary Road I
Syst~. Upon considerHtion whereof, and on motion of H. T. Goyne,
It is resolved that .06 miles of hinfree Street southwardly from the south end hOefret~
section of Ilinfree Street now in the State Secondary Road System be, and it is
adopted into the County Road System, and,
Be it further resolved that the Virginia Department of Highways be, and it is herebY~
; requested to improve the aforesaid Winfree Street which is not in the State Secondar
System by grading, uraining, and the placing of local surface material at a cost to ,
the County not to exceed $50.00, said sun to be paid the Virginia Department of I
Highways from this County's Road b'und. I
It appearing to the Board that certain County roads and streets not in the
State Secohdary Road System are in bad condition for travel, and it appearing proper
to expend County Road ]'unds for the improvement of these roads, therefore,
Be it resolved, on motion of W. A. Horner, that the Virginia Department of Highways I
be, and it is hereby requested to improve by grading, draining, and the placeoent ofl
local surface materials or equal, the following County roads and streets, to-wit:
~A new road between Route 69? at Bangles Corner and the Hey Road, "663;
'21st Street between the South Corporate Limits of Richmond at Jackson Avenue II
and Kemper ~venue, houte ff1212;
vThe extension of 2nd Street, Route 1227 southwardly a distance of 1416 feet
to the north end of Newport Avenue, thence over Newport Avenue a distance
of 721 feet to Concord Avenue, Route 1243;
.~The extension of 46th Stredt, Route if14l6, southwardly from Reedy Avenue,
Route #1413, one block to Garland Avenue in Forest Hill Terrace.
And the cost of the aforesaid improvements to be paid by the County out of its
Road Fund.

On motion of J. G. hening, the Virginia Department of Highways is hereby I
requested to improve for public travel a road leading southwaruly from Route #641 atl
Drewry's Bluff depot, running parallel and contifuouS to the west property line of r
the Atlantic Coast Line Railroad~ a distance of .3 miles; and the cost of the afores id
improvements to be paid by the vounty from funds in the County's Road ]i'und.

On motion of T. D. ~~atkib.s, the Virginia Department of Highways is hereby
requested to place gravel or such surface material as will be satisfactory in its
judgment for public travel on the fire lane running westwardly from the Court House
Road, houte if653, at Luck's Filling Station, 1.25 miles, restricting the use of such
oaterial to such sections of road as is deemed necessary.

Again in the matter of grade crossing of the tracks of' the Atlantic Coast
Line Railroad by the \ffirwlck road, Route #647, the Executive Secretary read before
the Board a letter from J. L. \iilloughby in the following words and phrases, to-wit:

Dear Sir:
In reply to your letter of the 28th ultimo.
The rail level crossing of \iarwick Road, Route 647, over tracks of the
Atlantic Coast Line has been looked into by Mr. J. B. Tren~olm, Engineer
Maintenanoe of Hay, to see if there is any defect that is brought about by
conditions other than necessity of construction. lIr. Trenholm writes me:
"There is nothing we can do to relieve the conditions complained of." This !
statement is based on the fact that the highway crossing the ACL is where the I
ACL tracks are on a curve and due to stiffness of the cur~e the outer rail !
must be elevated. The ACL has placed, at its own cost, signal lights to govef'n
highway traffic at this point. The placing of these signal lights was sone I
after the State Highway Department refused to allot from Federal funds sUffi-1
cient money from Federal funds assigned to rail level crossing elimination ofl
the ACL in Virginia and the money was spent elsewhere. It is my understandin~
that there was some disagreement between the State Highway Commission and the I
Board of Supervisors of Chester~ield County relative to the location of the I
road and rights of way involved. It is entirely practicable, froD an engineef'
point of view, to build an overpass at this crossing and it occurs to me that,
the solution of the complaint to which you refer can be made by building an i
overpass with li'ederal funds that may be allotted for eliminating grade cross-II
ings on the ACL in Virginia. I shall be very glad to cooperate with you to
that end if you think there is any probability of the Board of Supervisors of!
Chesterfield County coming to agreement wi th tr;e State Highway Department. I

Upon consideration whereof and on motion of Ii. A. Horner, the Virginia Departf
ment of Highways and the Atlantic Coa~t Line Railroad Company are hereby reque~ted I
to eliminate the aforesaid grade crossing by methods or structures best in their I

This day, the Axecutive Secretary advised the Board that P. H. Brooks, emplo
by the County as Inspector on the construction of water and sewer systems in the
Bellmeade and Manchester Sanitary District, had been discharged for failure to appe r
on job when due without satijfactory reasonj and further advised the Board of the r -
quest of said P. H. Brooks that he be paid a bonus ot $15.00 tor each month of empl
ment as stipulated in employment agreement for satisfactory work.
On motion of J. G. Hening, the request of P1 H. Brooks for a salary bonus at the
of $15.00 for each month of employment by Chesterfield County is hereby denied.
Whereas, Halter G. Lipscomb had heretof'ore agreed to accept $100.00 for a ri

publio utilities, sewer, and water lines, which may be required for pUblic service

face the statement and acknowledgment of the proprietor as provided by law, and

certificate, signed by the engineer or engineering firm making the survey and the

To the best of ny knowledge and belief all of the requirements as set forth in the
ordinance for approving plats of subdivisions for recordation in Chesterfield
County, have been complied with."
Section 3. The subdivider shal+ submit for approval th. original drawing, and one
copy to be retained by the County Road Engineer.
Section 4. This ordinance shall not relieve the subdivider of complying with all
state laws where conditions make the said state law applicable.
Section 5. The clerk of the Circuit Court is directed to refuse the recordation of I
any such plat or map as is contemplated by this ordinance unless and until the
requirement of this ordinance has been met.
Section 6. This ordinance shall become effective when approved by the Judge of the
Circuit Court of Chestertield County, Virginia.
Section 7. It is ordered that a certified copy of this ordinance be torwarded to
the ludge of the Circuit Court for his approval.
