Dance, County Treasurer, regarding an additional allowance of $225.00 for extra help in the office of the said Treasurer, for the remainder of the oalendar year, 1940, was read, and the Board having on October 8, 1940,appropriated the sum of $150.00 as the County's proportionate part of the cost of the employing said extra help, doth on motion of \i. A. Horner, concur in the decision of the State Compensation Boaru to grant additional allowance of ~225.00 for extra help in the County Treasurer's office for the remainder of the year, 1940. Letters from the ~tate Compensation Board advising this Board of the meetings of the State Compensation Board to fix the salary and expenses of the Commissioner of Revenue, Treasurer, and Cammonwealth's Attorney, for the year 1941, were read and filed. This day a letter from ~im. Mahone, Jr. Roadmaster of the Atlantic Coast Line RR. Company, advising this Board that the steep grade had been eliminated from the overhead bridge at Dunlop, Virginia, was read and filed. This day a letter from J.Edgar Hoover, Director of the Federal Bureau of Investigation, expressing favorable comments upon the attendance of Ohief C. w. Smith to the 1940 Be-training School of the Federal Bureau of Investigation National Police Acwiemy, was read and filed. The tentative allocation of State Highway funds to the various road districts of the State for the fiscal year ending June 30, 1942, was presented and filed. I T ", S' ' ,I his day the ~xecutive ecretary requested the Board to instruct him as to a i method of handling the County tr~ck costs, which truok is now being used on the I Bellmeade-Manchester Sanitary Districts water and sewer pro~eot. Upon oonside~a~ ~ tion whereof and on motion of H.T.Goyne, W. A. Horner, Supervisor and Wm. S. Coburn Executive Secretary, are hereby appointed as a Committee empowered to devise and setup a syst~ within the County budget for handling the cost of maintaining I and operating the County truck on the said project. I This day came, J.D.Berger, and others, bringing to the attention of the Board the I matter of using COmmadity stamps for issuance to relief clients for the purchase , of food supplies~ Upon consideration whereof the Board doth on motion of H.T. I Goyne, request the Cball1llaIl to appoint a CorJIll1ttee, 'whereupon the Chairman I appointed H.T.Goyne and T.D.Hatkins, as a Committee to study this plan of relief and report back to this Board at the next regular meeting. , ~his day, T. D. \~tkins, Supervisor, presented to the Board a petition of property o~ers and residents of Hancock Road, Route #674, requesting this Board to have sald road ~proved for public travel. Upon consideration whereof, the Virginia Department of Highways is hereby requested to make such improvements to Route #674 as in its wisdom are needed when funds are available. This day the attention of the Board was called to the re,cent construction of a bu1lding on and over a County road known as the Old Stage Coach Road by W. L. Broaddus, Inc. of Hopewell, Virginia, at Curtis's Siding, thereby closing aha said 'road to public t~avel. Upon consideration whereof, and on motion of H.T. GOyne, the said VI.L.Broaddus, Inc. is hereby requested to remove from the Old Stage Coach Road and its right of way, the building now under construction at Cn~tis's Siding in Chesterfield County. On motion of H.T.Goyne, the Virginia Department of Highways is hereby requested to improve the County road known as the Howard Road, west from Route #1, near : Stop 23-1/2, a distance of .3 of a mile, at a oosi no the County not to exceed . $100.00. This day the matter of extending Railroad Street in Chester, north from Gill Street to Dodamead Street, a distance of ??O feet, was brought to the attention ot the Board. And it appearing that said Railroad Street has only a 20 foot right of way, the Board doth on motion pf H.T.Goyne, defer the matter until a minimum right of way of thirty feet is granted the County. I i I I This day a petition of residents of Meadowville and vicinity was read before the I Board, said petition requesting the opening of a road near Meadowville and along I the property line between Morris and Wood for a distanoe of approximately 3/4 I of a mile. Upon consideration and on motion of H.T.Goyne, the Board doth request the Chairman to appoint a Committee to view the site of this proposed road, ascertih the need tor same, and empowered to have suoh 1m rovements made by the State 'uighway Department with funds provid8d from the Eounty Road Fund as in its wisdom I are justifiable., Whereupon, the Chairman appointed H.T.Goyne, Supervisor, I and iim. I iake On motion of H.T.Goyne, the Chair.man to view and make study of the public road, paralleling the James River at Virginia Department of Hifi;hways make justifiable with funds provided from is hereby requested to appoint a C~ittee needs for improving a 150 feet of old County Bermuda Hundred, and empowered to have the such improvements aw the Committee deems the County Road funds not to exceed $50.00. .Lt appearing to the Board thl:t several re sidences have been built on an unopened road between Houte itlO and Route #719 near Chest erfield Manor, it is therefore resolved on motionof H.T.Goyne, that the Chairman appoint a Committee to view and study of the needs for opening a road between Routes 10 and ?l~. and empowered _.J_____,__________" to request the Virginia Department of Highways to open said road, with funds provided from the County Roed Fund. ~is day, H.T.Goyne~ presented and read to the Board a petition of residents of Screamersville in vhesterfield County, requesting that a road be opened between Route #619 and Screamersville, and tbe petition is filed. This day a petition from residents and users of Route #611, between Route 1 and the Seaboard Airline Railroad! Hopewell Branch, requesting that the said Route "611 be improved and condit ons to permit continuous travel during the winter months, was presented and read to the Board. Upon consideration whereof and on motion of H. T.Goyne, the Virginia Department of Highways is hereby requested to make such repairs to this road', as will be needed for the comfort of public travel through the winter months, and the petition is filed. On motion of P. W. Kovington, the Virginia De:p,artment of ,highways is hereby requested to extend Holloway Street, /Route '/1722, from the north end of state maintenance to the Hickory Road, at a cost not to exceed $400.00, providdd ' by the County from its Road Fund. It appearing to the Board that the Old Stage Coach Road having been improved between Route U10, and the Railroad crossing at Curtis's Siding, and is ample for present needs, it is therefore resolved on motion of H.T.Goyne, that the work beyond this point be deferred until such time as will be needed by the pUblic. This day the Board'S attention was brought to a dangerous curve on Route #638, near its intersection with Route #537, the vision of vehicles driven on said road being blocked by trees and shrubbery on sid' of said curve. Whereupon, it is resolved on motion of W.A.Horner, that J.G.Hening and P.W.Covington, be and they are hereby appointed a Committee to contact property owners for permission for the Virginia Department of Highways to remove obstructions on this curve. This day came, Mrs. Gilbert Picardat, Mrs. R.L.Belcher, and others, representing the Home Demonstration Clubs in Chesterfield County, and requesting this Board to have a building erected for the Home Demonstration Clubs, which building would provide ample space for the various meetings of t~ese clubs.
