showing a total of $968.26, of which two-thirds, or $645.51, has been paid by the
County, the remainder to be paid by the State, and the Board approving the said
report, the same is,tiled. I
This day, Geo. W. Moore, Commissioner of \he Revenue, submitted to the Board his I'
report of expenses incurred in the operation and maintenance of his offioe for the
month ot November, 1940, showing a total of $426.48, of whioh theUounty has paid I
two-third. or $284.32, the remainder to be paid by the State, and the Board approvi~
the same, the report is filed. I
This day, Marcus A.Cogbill, Commonwealth's Attorney, submitted to the Board his I
report tor the month of November, 1940, showing expenses incurred in the operation I'
and maintenance ot his office showing a total ot $416.66, ot which one-half or I
$208.33, has been paid by the County, the remainder to be paid by the State and the I
Board approving the same, the report is filed.

This day came, Dr.B.O.Gates, Health Otficer of the Chesterfield Health Department
and presented his report of the activities tor the month of hovember, 1940, and
the report is filed.
This day came, James Vi.Gordon, Jr. in the matter of opening "C" Street, between
Bufford and 'warwick Avenue's in Bon Air, and Logan Avenue, bet.ween Second and
River.Road and presented petitlons,to this Board for same. And it appearing
to the Board that these streets may be improved for public travel by the adjacent
property owners, therefore, be it resolved on motion of T.B.r/atkins, for "C" 8tree ,
between Bufford and 'Iarwick .Avenues t and Logan Avenue, between Second Street and
River Road, both in the Village of Bon Air, be, and they are hereby taken into'the
County System.
This day came, Mrs. Elizabeth rv. Bagby, Supt. of Local Public Welfare, requesting
this Board to appropriate $500.00 to the Virginia Public Assistance Fund for the
purchase and installation of diotaphone s in the office of the Department ot
Public Welfare, and
Whereas, it appearing to the Board that installation of said dictaphones will
dec~~ase the cost of administration in this offioe sufficiently to justity said
purchase, .
It is Therefore Resolved, on motion of J.G.Hening, that $50b.OO be, and it is
hereby appropriated to the Virginia Public Assistance Fund from the County's
"Unappropriated SurplUS".
This day the attention of the Board was brought to the matter pf an injury reoeive(
by Dyce Ingleheart, employee of Mr.J.Soott Parrish of tttniborya Far.m, said injury
received in a fall from a truck while in the perfor.mance of his duties. And it
being furDher explained that said Dycelngleheart being a former relief client,
it is therefore requested that all costs of treatments be defrayed by the County.
Upon consideration whereof and it appearing that the said Dyce Ingleheart was not
on relief at the time of accident, and further that said Dyce Inglehear; is not a
legal resident of Chesterfield County, therefore be it resolved on motion of H.T.
Goyne, that the aforesaid claim be hereby denied.
This day came J.K, Halder, State Game Warden, and advised this Board that he would
submit his resignation to theState Commission of Game and Inland Fisheries, said
resignation to became effective Deoember 15,1940, and in this connection willsever
his relations with Chesterfield County; whereupon, it is resolved on motion of
J.G.Haning, that the resignation of J.K.Halder, as $~ate v~e Warde~, is hereby I
accepted insofar as this County is ooncerned. I
This day Mrs. Elizabeth W.BagbY, Supt. of Looal Weltare Depar~ment reporting aa .
the activities of the Committee appointed at the last regular meeting of this Boa~
to make study of the Food Stamp Planof supplying commodities to reliefoliepts, -T
stated that after she and :Mr.H.T.Goyne, SuperVisor, had contacted l4r. Hob SOli,
Supt. of Public 'iJelfare, City of Riohmond, it appeared that such a plan at this
time would not benefit the merchants in Ohestertield County, and therefore oould
not recommend the adoptlon of the" said plan at this time.
Upon oonsideration whereof it is resolved on motion of J.G.Hening, that the
atoresaid Committee be, and it is hereby continued.
This day, E.S.H.Greene, Supt. of Schools ot Chesterfield County, came before the
Board and submitted the resolution of the Chesterfield County School Board in the
tollowing words and tigures:

The Board having under consideration bids as submitted for the construction
of the addition to Chester High School, and it app~aring that the low bid is in
excess of the amount appropriated py the Literary ]und for such school, therefore,
Be it resolved, that the Board of Supervisors of this County be, and it
hereby is respectfully requested to make an additional appropriation of thirty
thousand {$30,000.00) dollars for construction of the addition to Chester High
School.
Be it further resolved that if it is not deemed possible tor this
appropriation to be made, that the Board of Supervisors approve a tem~orary loan
to be made by this Board in the additional amount of thirty thousand(I30,OOO.00)
dollars for construction of the addition to the Chester High School.
Be it further resolved that this Board doth hereby approve said temporary
loan for thirty thousand ($30,000.00) dollars for construction of said building.

lihereas, it appearing to the Board that careful study should be made of the
,matter, it is therefore resolved on motion of iJ. A. Horner, that the members ot
this Board be and they are hereby appointed as a Committee to make study of the
request of the County School Board and report back to this Board in its next
regular meeting.
This day came, havee Norris, representing C.O.Scroggs, Contractor for the I
building of homes in the SUbdivision of \iarwick Gardens, Chesterfield County,
and requested this Board to take into its County Road ~ystem, Rosemont Road and
Woodstook Road in the aforesaid subdivision, and
Whereas, it appearing to the Board that said streets having been built
to County speoitications by the developers of this subdivision, it is theretore I
rtlsol ved on moti on of vi .A.Horner, that Ros amont Road and Woodstock Road, both i
in the 8ub~!vision of Warwick Gardens, be, and they are hereby taken into the Coun~
Road System. :
And be it further resolved that this Board doth hereby agree to request I
the Virginia Department of Highways to add the aforesaid streets to its Secondary :
Road System to become effective July 1, 1941.
Again in the matter of the structures built across the Old Stage Coach
Road at Curtis' Siding by ~i.L.Broaddus, Inc. of Hopewell, Virginia, came James
Heflin, Attorney... representing W.L.Broaddus, Incl, and explained to the Board
that the said W.~.Br08ddus, oonsidered this section of the Old Stage Coach Road
as abandoned and reverted baok to his property.
vWherefore. it is resolved on motion of Vi.A.Horner, that the matter be
referred to the General Road Committee for study and report back to the Board at
its next regular meeting. ,
On motion of J.G.Haning, H.T.~oyne, SuperVisor, is hereby named a member of this I
Committee to serve only in the matter of the re-opening of the Old Stage Coach Road
through the property of Vi .L.Bro~ddus. Ino. I
This Board by previous resolution requested the Virginia Department of Highways
to improve on permanent location Houte #10, south from the Richmond copporate
limits to tee double track line of the Atlantic Coast Line RR. and,
Whereas, it appearing to the Board that the properties near and adjacent to the
said Route 10 are now in the process of rapid development, and
iihereas, it further appearing to the,Board that any necessary rights-of~way for
the widening or relocation of Route #10 may be obtained at this time at less cost
and with less inconvenience to the public than at a future date.
It is therefore resolved on motion of W.A.Horner, that the Virginia Department of
Highways be and it is hereby respectfully requested to place the said Route 10 in
its plan for construction as early as practicable.
It appearing to the Board that quail and other game ~irds are so few this year
to continue hunting,same may make such fame life extinct in the future, it is
therefore resolved on motion of P.W.Covington, that the Virginia Commission of
and Inland Fisheries be and it hereby is requested to close the bird season in
Chesterfield County on December 31, 1940.

all parts of Chesterfield County at a mass meeting to be held at Chesterfield
Courthous e at nine o' clock on the morning ot November 28th, to carry out the
spirit of the request of the said Director of the Selective Service System and I

day and hour last named a large and representative assembly of the citizens

The Buildings and Grounds Committee having heretofore made study of the
condition of record books in the office of the \Jounty Clerk and said Committee
having found a need for the re-binding of numerous record books in the said Clerk's
Office qt a total cost of $35U.00 and
I.hereas, this Board appropriated at its last regular meeting only $150.00 for this
purpose,
It is resolved on motion of 'I; ..>..Horner, that the sum of 'li>200.00 be, and it is hereby
appropriated to the l:lerk's Office for the re-binding of Record Books, budgetary
code 4a-204.
On motionof W. A. Horner, the Executive Secretary is instructed to purchase
such desk for the Clerk's office as may be specified by the County Clerk at a cost
not to exceed ~60.00 and the County's current budget is hereby amended by the
appropriation of ~60.00 from the County's unappropriated surplus to budgetary
code 19-403.
'.L'he statement of the Virginia Department of llifhways showing the fum
allocation of highway funds ending June 30, 1942 was read and filed.
It appearing to the Board that the deed of James G.Scott and Mary \lingfield
~cott deeding a certain strip or parcel of land 200' wide alone the south border
of Melrose SUbdivision to the Virginia ~lectric and Power Company, providing
a 50 ft. right of way for the extension of 5th citreet in the Plan of Melrose
across said property deeded to the Virginia Electric and Power Company.
Therefore be it resolved on motion of vi.A.Horner, that the extension of 5th Street
in the Plan of Melrose through the property of the Virginia Electric and Power
Conpany, southwardly to thE: sewage disposal plant site owned by Chesterfield
County be and it is hereby taken into the County Road System.

The Board having previously set regulations whereby the minimum charge for water
consumed in a sanitary district will be imposed where less than 4,000 gallons
of water were used during the current month, or fraction thereof, and
\.hereas, it now appearing to be improper to impose the minimum charge on new
consumers using the water only a fraction of the nonth -
Therefore, be it resolved on motion of \j. A. Horner that the regulations
governing the minimum charge for water consumed durIng part of anyone month
to read "that accounts beginning during the month, and consumers discontinuing
services duri~e the meter month and using less than 4,000 gallons will be billed
in the proportion of days water is used to the number of days in the month, or
in the proportion of number of gallons used to the ninimwl1 gallons allowed,
whichever is the greater cost.
It appearing to the Board that the Bellmeade Sanitary District Operating Fund
contains in its revenue $40.00 of deposits made by consumers in the Bellmeade
Sanitsry District, and
\.hereas, it further appe aring to the .Poard thnt the refunding of deposits
at the termination of water service could be r.lade more readily by the Treasurer
direct,
It is therefore resolved on motion of \i.~.Horner, that the sum of $40.00 be, and
it is hereby transferred from the Bellmeade ~anitary District Operating Fund to
the General Fund ~ Reserve for wiater Deposits.
The Board having in its last regular meeting appointed and empowered i/.A.Horner,
SUpervisor, and H. ~. Coburn, l:xecutive Secretary, to purchase two trucks
for use in the construction of the water and sewer systems in the Manchester
Sanitary District, and the Committee this day reporting that it had J?urchased
one used truck, without tires, at ..?275.00 and another used truck at @5~5.00,
and recommended to the Board tUet the old county truck used for trash collections
be sold to the r':anchester Sanitary District for the sum of $300.00, and
\Jhereas, it appearing to the Board thqt the old County trash collection truck
having been used in the l~anchester Sanitary District during the construction of
the water system,
It is therefore resolved, on motion of ii.A.Horner, that the purchase of two
used trucks be, and it is hereby approved.
;,nd be it further resolved that the old county truck be, and it is hereby sold
to the 1~nchester Sanitary District of Chesterfield County for the sum of $300.00.
And be it further resolved that the Executive Secretary issue warrant on the
Manchester Sanitary District to the County General Fund the sum of ~300.00
for the purchase of county trash collection truck, and be it further resolved
that the Countv's current budget be and it hereby is amended by the transfer

l!'und, budgetary code 18~2l5a and 18-312 to cover cost expended by the County fund
for the operation of county truck in the l~nchester Sanitary District.

This day the matter of the acquisition of the right of way for the location of
a part of the Belmont Road and the construction of a bridge, came before the
Board. ....nd it appearing that after a bona fide effort to come to terms upon
the price of acquiring of such rights of way. that this Board has been unable
to acquire the right of way in such manner. Therefore, on motion of \i.A.Horner,
it is resolved that the ~ttorney for the Co~aonwealth be, and he is hereby
directed to institute the necessary condemnation proceedings to acquire the
necessary right of way.

This day the claim of R.Stuart Royer. in the ffi10unt of $700.00,balance due
for professional services in the preparation of estimates reports and
application to the \iorks Projects Administration for the County-wide water
supply system was presented. On motion of W.A.Horner, the Executive
Secretary is hereby directed to pay R.Stuart Royer the sum of $700.00 in full
settler~nt of professional services rendered to date in the matter of the County~
wide water supply system. And be it further resolved that this County's
budget be, and it is hereby amended by the appropriation of $700.00 from the
General Fund's Unappropriated Surplus to surveys and plans. budgetary code
18-226.
This day an order from the Circuit Court of Chesterfield County ordering this Board
to have the sum of ~300.00 paid to P.O; Elmer E. and Armer V. Laughner, as
refund of taxes erroneously collected due to improper assessments for the years
1~30 to 1~40, inclusive. Upon consideration whereof, and on motion of J.G.Hening,
it is resolved that the Executive Secretary be, and he is hereby directed to pay
P.O.. Elmer E. and Armer V.Laughner, the sum of ~300.00 as refund in full for
taxes erroneously collected for the years 1930 to 1940, inclusive.
'IJherea;, it appears to this Boaro. that the several cities bordering the County
of Chesterfield have heretofore adopted ordinances imposing license and tax on
artisans, salesmen, etc., doing business and operating in their respective
ci ties, and
hhereas, it appears that thera is enormous construction ana consequent business
being conducted in the County of Chesterfield and that this Boaro. should make a
study of the matter of similar taxation for the County of Chesterfield.
Now, Therefore, on motion of H.T.Goyne, it is resolved that the Ordinance Committee
of this Board be, and it hereby is directed to make study of the matter of the
adoption of urdinances imposing license tax upon artisans and others doing business
in the County of Chesterfield and to make a report and recommendation to this
Board.
\ihereac:, it appears in the course of the annual audit of the County's financial
records for the fiscal year ended June 30, 1940, that certain items had been
disbursed by the Treasurer which were inadvertently omitted from the minutes of
authorization for such payments customariljT provided by the Board of Supervisors.
Now Therefore, be it Resolved, on motion of J.G.Hening, that this Board do now
review and ratify the inclusion of the following supplemental list of such
payments as a part of its minutes for the fiscal year above mentioned. ~nd be

On motion of Vi. A. Horner, it is resolved tha t this Board at an adjourned meetipg
to be held on Deoember 27. 1940l at 8:00 p.m. at the Courthouse of Chesterfield
County proposed for passage an urdinanoe tmposing a license upon every person,
firm, company, association and oorporation who or which maintains and/or operates
a place of business oommonly known as an "automobile graveyard"; designating
what shall be deem.ed an "automobile graveyard"; providing tor a tax on sueh license
and providing for a penalty tor violation of suoh ordinance. And it appearing
that 'iV.A.Horner, member of this Board has had the Canm.onwealth' s Attorney prepare
an Ordinanoe to such effect, which Ordinanoe is aooordingly riled for future
consideration at 1 ts meeting on December 27.
And be it further resolved that the Executive Secretary of this Board make
publication of the proposed hearing and proposed adoption of such Ordinanoe as
required by law.
Ordered that the meeting be now adjourned until December 27, 1940, at
8:00 p.m..
