This day came, James Vi.Gordon, Jr. in the matter of opening "C" Street, between Bufford and 'warwick Avenue's in Bon Air, and Logan Avenue, bet.ween Second and River.Road and presented petitlons,to this Board for same. And it appearing to the Board that these streets may be improved for public travel by the adjacent property owners, therefore, be it resolved on motion of T.B.r/atkins, for "C" 8tree , between Bufford and 'Iarwick .Avenues t and Logan Avenue, between Second Street and River Road, both in the Village of Bon Air, be, and they are hereby taken into'the County System. This day came, Mrs. Elizabeth rv. Bagby, Supt. of Local Public Welfare, requesting this Board to appropriate $500.00 to the Virginia Public Assistance Fund for the purchase and installation of diotaphone s in the office of the Department ot Public Welfare, and Whereas, it appearing to the Board that installation of said dictaphones will dec~~ase the cost of administration in this offioe sufficiently to justity said purchase, . It is Therefore Resolved, on motion of J.G.Hening, that $50b.OO be, and it is hereby appropriated to the Virginia Public Assistance Fund from the County's "Unappropriated SurplUS". This day the attention of the Board was brought to the matter pf an injury reoeive( by Dyce Ingleheart, employee of Mr.J.Soott Parrish of tttniborya Far.m, said injury received in a fall from a truck while in the perfor.mance of his duties. And it being furDher explained that said Dycelngleheart being a former relief client, it is therefore requested that all costs of treatments be defrayed by the County. Upon consideration whereof and it appearing that the said Dyce Ingleheart was not on relief at the time of accident, and further that said Dyce Inglehear; is not a legal resident of Chesterfield County, therefore be it resolved on motion of H.T. Goyne, that the aforesaid claim be hereby denied. This day came J.K, Halder, State Game Warden, and advised this Board that he would submit his resignation to theState Commission of Game and Inland Fisheries, said resignation to became effective Deoember 15,1940, and in this connection willsever his relations with Chesterfield County; whereupon, it is resolved on motion of J.G.Haning, that the resignation of J.K.Halder, as $~ate v~e Warde~, is hereby I accepted insofar as this County is ooncerned. I This day Mrs. Elizabeth W.BagbY, Supt. of Looal Weltare Depar~ment reporting aa . the activities of the Committee appointed at the last regular meeting of this Boa~ to make study of the Food Stamp Planof supplying commodities to reliefoliepts, -T stated that after she and :Mr.H.T.Goyne, SuperVisor, had contacted l4r. Hob SOli, Supt. of Public 'iJelfare, City of Riohmond, it appeared that such a plan at this time would not benefit the merchants in Ohestertield County, and therefore oould not recommend the adoptlon of the" said plan at this time. Upon oonsideration whereof it is resolved on motion of J.G.Hening, that the atoresaid Committee be, and it is hereby continued. Be it further resolved that if it is not deemed possible tor this appropriation to be made, that the Board of Supervisors approve a tem~orary loan to be made by this Board in the additional amount of thirty thousand(I30,OOO.00) dollars for construction of the addition to the Chester High School. Be it further resolved that this Board doth hereby approve said temporary loan for thirty thousand ($30,000.00) dollars for construction of said building. Horner, that the members ot this Board be and they are hereby appointed as a Committee to make study of the request of the County School Board and report back to this Board in its next regular meeting. This day came, havee Norris, representing C.O.Scroggs, Contractor for the I building of homes in the SUbdivision of \iarwick Gardens, Chesterfield County, and requested this Board to take into its County Road ~ystem, Rosemont Road and Woodstook Road in the aforesaid subdivision, and Whereas, it appearing to the Board that said streets having been built to County speoitications by the developers of this subdivision, it is theretore I rtlsol ved on moti on of vi .A.Horner, that Ros amont Road and Woodstock Road, both i in the 8ub~!vision of Warwick Gardens, be, and they are hereby taken into the Coun~ Road System. : And be it further resolved that this Board doth hereby agree to request I the Virginia Department of Highways to add the aforesaid streets to its Secondary : Road System to become effective July 1, 1941. Again in the matter of the structures built across the Old Stage Coach Road at Curtis' Siding by ~i.L.Broaddus, Inc. of Hopewell, Virginia, came James Heflin, Attorney... representing W.L.Broaddus, Incl, and explained to the Board that the said W.~.Br08ddus, oonsidered this section of the Old Stage Coach Road as abandoned and reverted baok to his property. vWherefore. it is resolved on motion of Vi.A.Horner, that the matter be referred to the General Road Committee for study and report back to the Board at its next regular meeting. , On motion of J.G.Haning, H.T.~oyne, SuperVisor, is hereby named a member of this I Committee to serve only in the matter of the re-opening of the Old Stage Coach Road through the property of Vi .L.Bro~ddus. Ino. I This Board by previous resolution requested the Virginia Department of Highways to improve on permanent location Houte #10, south from the Richmond copporate limits to tee double track line of the Atlantic Coast Line RR. and, Whereas, it appearing to the Board that the properties near and adjacent to the said Route 10 are now in the process of rapid development, and iihereas, it further appearing to the,Board that any necessary rights-of~way for the widening or relocation of Route #10 may be obtained at this time at less cost and with less inconvenience to the public than at a future date. It is therefore resolved on motion of W.A.Horner, that the Virginia Department of Highways be and it is hereby respectfully requested to place the said Route 10 in its plan for construction as early as practicable. It appearing to the Board that quail and other game ~irds are so few this year to continue hunting,same may make such fame life extinct in the future, it is therefore resolved on motion of P.W.Covington, that the Virginia Commission of and Inland Fisheries be and it hereby is requested to close the bird season in Chesterfield County on December 31, 1940. Be it remembered that H.~.Goyne. voted "No" in this matter and requested that his vote te so recorded. This day the Executive Secretary brought to the attention of the Board request i that co~aercial and industrial rates for the consumption of water by such enter- I prises beine established in the Bellmeade SanitaBY District #1. Upon conSideratior whereof it is resolved on motion of VI.A.Horner, that the following rates for the sale of water by the Bellmeade Sanitary District #1 to industrial and commercial enterprises be, and they are hereby set in the following words and figures, to-wit: I I -___L thatl i I Gamei f ~he oonsumer to pay the entire cost of the service connection to water main and any service lines from the main to the property to be served. '.L'he statement of the Virginia Department of llifhways showing the fum allocation of highway funds ending June 30, 1942 was read and filed. It appearing to the Board that the deed of James G.Scott and Mary \lingfield ~cott deeding a certain strip or parcel of land 200' wide alone the south border of Melrose SUbdivision to the Virginia ~lectric and Power Company, providing a 50 ft. right of way for the extension of 5th citreet in the Plan of Melrose across said property deeded to the Virginia Electric and Power Company. Therefore be it resolved on motion of vi.A.Horner, that the extension of 5th Street in the Plan of Melrose through the property of the Virginia Electric and Power Conpany, southwardly to thE: sewage disposal plant site owned by Chesterfield County be and it is hereby taken into the County Road System. ,. The Board having previously set regulations whereby the minimum charge for water consumed in a sanitary district will be imposed where less than 4,000 gallons of water were used during the current month, or fraction thereof, and \.hereas, it now appearing to be improper to impose the minimum charge on new consumers using the water only a fraction of the nonth - Therefore, be it resolved on motion of \j. A. Horner that the regulations governing the minimum charge for water consumed durIng part of anyone month to read "that accounts beginning during the month, and consumers discontinuing services duri~e the meter month and using less than 4,000 gallons will be billed in the proportion of days water is used to the number of days in the month, or in the proportion of number of gallons used to the ninimwl1 gallons allowed, whichever is the greater cost. It appearing to the Board that the Bellmeade Sanitary District Operating Fund contains in its revenue $40.00 of deposits made by consumers in the Bellmeade Sanitsry District, and \.hereas, it further appe aring to the .Poard thnt the refunding of deposits at the termination of water service could be r.lade more readily by the Treasurer direct, It is therefore resolved on motion of \i.~.Horner, that the sum of $40.00 be, and it is hereby transferred from the Bellmeade ~anitary District Operating Fund to the General Fund ~ Reserve for wiater Deposits. 'IJherea;, it appears to this Boaro. that the several cities bordering the County of Chesterfield have heretofore adopted ordinances imposing license and tax on artisans, salesmen, etc., doing business and operating in their respective ci ties, and hhereas, it appears that thera is enormous construction ana consequent business being conducted in the County of Chesterfield and that this Boaro. should make a study of the matter of similar taxation for the County of Chesterfield. Now, Therefore, on motion of H.T.Goyne, it is resolved that the Ordinance Committee of this Board be, and it hereby is directed to make study of the matter of the adoption of urdinances imposing license tax upon artisans and others doing business in the County of Chesterfield and to make a report and recommendation to this Board. \ihereac:, it appears in the course of the annual audit of the County's financial records for the fiscal year ended June 30, 1940, that certain items had been disbursed by the Treasurer which were inadvertently omitted from the minutes of authorization for such payments customariljT provided by the Board of Supervisors.
