Upon consideration whereof and on motion of W.A.Horner, it is resolved that the County Road Engineer be, and he is I hereby diJWcted to view the proPQ. sed location for a street conm cting the Sou thampt r. n Subdivision and the Melrose Sub~.vis~Qn, east of the Petersburg Pike and report his findixg s to' this Board at the next regular meeting. I It is resolved on motion of T.D.Watkins, that the sum of $500.00 be, and it iSI hereby appropriated from the General Fund~s UnapPDoprlated Surplus for expenses I of the County Zoning Commission. And be it further resolved that mileage in the amount or 3-l/2cts. per mile be allowed each member of the Zoning Commission for use of personal car in the performanoe of duties of this Commission. Blankenship, contractor fDr the collection and disposal of garbage in the i~stover Hills G.C.&D. area, for the year ending June 30, 1940, in reply to inquiry from the Executive Secretary regarding the collection and disposal of garbage in the Westover riills area for the year ending June 30, 1941, these letters being in the following words and figures: "June 1, 1940 County of Chesterfield, Boardof Supervisors, Chesterfield, Virginia Gentlemen: - With reference to your letter of May 25, I am desirous of e%tending my services as callectar af garbage in "estaver l.ills, Garbage Disposal District J beginning July 1, 1940 to' July 1, 1941. Yours very truly, (Signed) Wm.S.Coburn, Executive I I Secret8.ry.l" I i I i I i I And it appearing to the Board t.lt1at the services of B.W.Blankenship have been satisfactoey during the current year, it is therefore resolved an motion of W.A.Harner, that the said E.W.Blankenship be, and he is hereby awarded the contract for the collection and disposal of garbage in the ..estover hills G.C.&. D. area for the year ending June 30, 1941, for the sum of ~840.00, to be paid at the rate of $70.00 per month. This day again the mEtter of the approval of the refunding of Literary Loans owed by the County ~chool Board of Chesterfield County to the ~tate Board of Education was called to the attention of this Board, and xame E.S.H.Greene, Superintendent of bcho01s of Chesterfield County, who urged this Board to approve the refunding of said Literary Loans to the extent of approximately ~230,OOO.OO. ~pon consideration whereof and on motion of \i.A.Horner, it is resolved that the refunding of the Literary Loans owed by the County School Board of Chesterfield County in an amount approximating $230,OCO.OO be, and the same is hereby disapproved. This day, H.T.Goyne, Supervisor, reported for the Committee appointed to make purchase of electric water coolers for the public buildings at this Courthouse, and advised the Board thE!t the Committee had decided to purchase four Frigidaire electric water coolers at a total cost of ~467.00, which sum is $92.00 more than the budget appropriation of $375.00 for the purchase of electric water coolers in the fiscal year beginnillf July 1, 1940. Whereupon, the Board doth resolve on motion of J.G.Hening, that the aotion of the Committee be, and it is hereby approved, and the Committee is discharged. And be it further resolved that the Countyts budget for the fiscal year ending June 30, 1941 be and it is hereby amended by an appropriation of $92.00 from the Reserve for 60ntingencies to the purchase of electric water coolers and the budgetary code 19-403. . This day again the matter of a proj ection of the \.-ater pipe line under the ~tlantic Coast Line Railroad tracks in Ettrick, came before the Board, and the Board having been advised that it is agreeable with the \Iorks Projects A.dministration for the County to install said pipe under said railroad tracks, thereby relieving the Works Projects Administration of all responsibil1 ty for the same of whatso- ever nature. Upon consideration vIDereof, and on motion of P.vl.Covington, it is resolved that the ~xecutive Secretary be, and he is hereby directed to construct a pipe line under ~e Atlantic Coast Line Railroad tracks in ~ttrick on State Application No. 40380 - Sponsorts Proposal No. 55-E, at the expense of the Ettrick Sanitary District. And be it further resolved, that the \iorks '-rojects Administration be relieved of the responsibility of the construction of this pipe line under said railroad tracks and any maintenance thereof. This day again in the matter of re-opening the grade crossing of the Bellwood Ifarm Road over the main line of the Seaboard AirLine Railro ad Company, came H.T.Goyne, Sufervisor, reporting that tre Committee had viewed the crossing and consulted with officials of the Seaboard Railroad Company, who seamea favor- able to making an adjustment of the matter but who had not given a definite reply at this date. \Jhereupon the Chairman direfted the continuance of this Committee until the next regular meeting of this Board. This day the hxecutive Secretary read before the Board a petition of the citizens residents of Dorsett Road, State Road #717, complaining of the dust from this road and requesting that funds be provided for the improvement of the road surface. ~nd it appearing to the Board that this road being in the State Secondary System is a matter for the consideration of the Virginia Deparmment of liirhways, it is therefore resolved on motion of Vi.A.Horner, that the aforesaid petition be, and it is hereby referred to P.W.Snead, Resident Engineer, Virginia Department of Highways. And be it further resolved that the Virginia Department of Highways be, and it is hereby requested to make such improvements to the said Rt.717 as in its wisdom are necessary when funds are agailable. This day the hxecutive Secretary reported to the Board that he had been unable to make the neoessary contacts with property owners adjacent to the road to the Shell Oil Company's plant near Bellwood, through whose properties it is desired to obtain rights-of-way easements for the placing of poles of the Virginia Elec~ric and Power Company now standing in the newly built road. ~nd be it further resolved that his contacts with the Virginia Electric and Power Company showed that it would be necessary to mOve the poles from the road right- of-way but deemed it advisable to make further approaches to the said Virginia Electric and Power Company. iihereupon theChair.man appointed H.T.Goyne and J.G.Hening to serve as a Committee with the Executive Secretary to contact the Virginia Electric & Power Company and request that the aforesaid poles be placed on the right-of...way of the road to the Shell Oil Company, north from Rt.i656. In the matter of a vacation for Bertha H.B~itton, Colored County Nurse, who has been employed since October 1, 1939, the Board doth on motion of H.T. Goyne, grant the said Bertha H. Britton vacation not to exceed six (6.) days, whicA vacation is to be taken prior to July 1, 1940. The report of !!'red B.Grant, DIrector of Sani tation, in the matter of improper drainage to the west of Taylor ~venue in Forest Hills Terrace was read, and upon consideration whereof, the report is filed. This day again the matter of an officer to act in the place of the Executive Secretary when the Executive Secretary is unable for any reason to act, such as being out of the State, physically incapacitated, etc., came before the Board, and on motion of T.D.Watkins, it is resolved that the County Treasurer,: J.v1m.Danoe, be, and he is hereby authorized, empowered, and directed to act as Executive Secretary in the absence of the Axecutive Secretary at any and all times when it is impractical for the Executive Secretary to act. This day the Executive Secretary read ~efore the Board a letter signed by Mrs.A.J.Hurt,Chairman, and Mrs. W.H.Heintzman, Co-Chairman of the W.W.Baker Child '.ielfare Camp, and a letter from Mrs. R.E.Long, Secretary of the \'-.'V/.Baker Child Welfare Camp Auxiliary, asking that this Board accept their resignations from this Auxiliary, and the letters are filed. This day the resolution of the Board of ~upervisors of Chesterfield County adopted on the 4th day of August, 1937, relative ~o the formation of an auxiliary for the W. W.Baker Child \ielfare Camp was read before this Board. And it appearing that said Board nor this Board has defined the objectives and duties of said Auxiliary and that thereby said Auxiliary is without a guiding objective. Upon consideration whereof, and it appearing proper to do so this Board on motion of Harold T.Goyne, doth resolve that the duties of said auxiliary shall be as follows: First - To stimulate the inte~est of the people of Chesterfield County in the work at Camp Baker. Second - To obtain by donation such necessary and proper food supplies as may be, and such proper supplies and equipment as may be, Third - To do all things which will prcmote the objects and purposes of the ma!ntenance and operation of Camp Baker as a nutrition camp, and in teneral way, supervise the operation of said camp, subject to such rules as the Board of Supervisors may from time to time prOl!lUlgate, or when conditions may require the same between meetings.of the Board of Supervisors promulgate its own rules. - Fourth - From time to time through its properly designated officers consult with this Board as to changes and improvements at Camp i I I i Baker 1 I I I I I I I - bnd be it further resolved that the Aforesaid resolution of this Board adopted on the 4th day of August, 1937, relative to the formation of an auxiliary for the W.W.Baker Child Welfare Camp, be, and it is hereby rescinded. It is not intended by this resolution to relinquish any authority, power or duty in the operation of Camp Baker, but only to accept such auxiliary aid from publ~ spirited wo.an of Chesterfield County so as to receive the maximum benefit from the operation of Camp Baker. And be it further resolved that the following persons be, and they are hereby designated as such Auxiliary, to-wit: Mrs. John Snead Mrs.P.W.Covington Mrs. 4. J . Norve 11 ,Jr. This day, W.A.Horner, Supervisor, made report for the Committee appointed I to make purchase of a truok for the oounty trash collection service. Upon I. consideration whereof, and on motion of T.D.Watkins, it is resolved, that order be, and it is here~1 plaoed with the Chevrolet Motor Division for the purchase of One - It Ton 15Bi" wheelbase truok, with standard cab and equipped with 6 ply tires in front and 8 ply tires in the rear, for the sum of $6l4.97. And be it further resolved that order be, and it is hereby placed j1th the Baker Equipment Engineering Company for the purohase of one Model C-4R body with D-7L hoist and all necessary running lights and signal lights required by law, for the sum of $478.00. ~d be it further resolved that this County's ourrent budget be amended by the transfer of $1100.00 from the GaBeral Fund's unappropriatrd Surplus to the purchase of replaoement truok, budgetary code 9f-215, and the Committee is disoharged. i This day James H.Scott, Jr., representing himself and his sister, Mary I Wingfield Scott, as owners of property in the Manohester Sanitary District, whereon i* to be looated the treatment plant in connection with the Manohester I Sanitary District and the Bellmeade Saniaary Distriot, came befoee the Board I and discussed the matter of compensation for the aoquiring of such prtperty I and certain rightS-Of-way. On motion of W.A.Horner, it is resolved that this Board offer the sum 01'112,000.00 for full settlement for purchase of 4-acres . of land and easements.for egress and ingree to the said 4-aores and certain rights of way for pipe lines, to said James H.Scott, Jr., and said MarT Wingfield Scott, owners of said property. This day again the matter of ob,ahning permanent easements or rights-of way fll" the constru.ction, maintenance and operation of a Sanitary Sewer Line and treatment plant in and for Bellmeade Sanitary District Number 1, came befoDe this Board, and it appearing that said permanent easements or rights-of-way can not be obtained at sums agreeable to this Board and the landowner though a bona fide offer was made and/or there are certain landowners who cannot legally oontract with said Board and/or certain landowners who are ~own and/or who are non-residents of this State with whom a bona fide but ineffectual offer has been made Upon consideration whereof and on motion of W.A.Horner, it is resolved that the necessary permanent easements or rights of way for the construction and maintenanoe and operation of a sanitary sewer line and treatment plant in Bellmeade Sanitary Distriot Number 1 be obtained by oondemnation proceedings through the properties of the following land-owners, to-wit: Bonnie Virginia Hall; HOlDlrd L. I This day the ~omnittee appointed to interview officials of the State Department of Health regarding the use of the Jeffress Ma.morial Clinic Building at Camp Baker by the Chesterfield County f~alth Department, made its report verbally thrp~gh T.D.Watkins, Supervisor, who reported the findings of the Committ~e as follows: The said Clinic building is to altered and used entirely by the State Department of Health as it sees fit. Janitor service to be supplied at the expense of the ~ate Department of Health. The County to furnish heat, water, electric current for lights and one telephone extension from the Courthouse. For all the aforesaid the State Department of Health has agreed to pay the County Forty ($40.00) Dollars per month rent. Baker Child Welfare Camp, it is now resolved on motion of W.A.Horner, that Miss Lilla Spivey, County Nurse, be, and she is hereby authorized and directed to employ suoh personnel as has been the practice in the past in the operation of the aforesaid Camp, a\l..ch personnel 'to' serve under the diredl'tion of the said County Nurse until July 1, 1940, when the said County Nurse will be transferred to the State Department of Health. And be it further resolved that Miss Lilla Spivey, County Nurse, be, and she is hereby directed to open this Camp as soon as possible. This day the ~xecutive Secretary reported to the Board that the Countyts \i.P.A.Road Project would not be completed on July 1, 1940, and that the County's budget for the fiscal year beginning July 1, 1940, carries no appropriation for a VI.P.A. Road Project. This day the ExecutiVe Secretary reported to the Board tht:t the janitor B.J .Banks, had been injured in an accident which happened while the janitor was off duty, and the doctor had advised no heavy work for the sald janitor. And it appearing'to the B08rL that the said B.J.Banks.had been faithfUl in the services of the County for a number of years, therefore be it resolved on motion of HoT. ! I I I Again in the matter of the claim of Dr. Henry T.Garriss, for treatment to Lewiw Hanes, Jr., county employee injured in service to the county, the Executive Secretary read before the Board the supplementary explanation of said Dr. Garriss and it appearing to the Board that the said Dr. Garriss had not supplied the Board with sUffioient information to show that this injury was due I to v.ork done by Lewis L.Hanes, Jr., in the performance of county duties. On motion of H.T.Goyne, it is resolved that the County Treasurer be, and he is hereby directed to oontact all personal property tax payers who may be delinquent for the year 1934 and to take from them a voluntary promise to pay the County at some future date. And be it further resolved that in such cases in which he is unsuccessful in obtaining suoh yoluntary promise he shall in his discretion proceed to collect same by legal procedure, prior to June 22, 1940. On motion of W.A.Horner, the Commonwealthts Attorney, is requested to draw a deed from Mattox and Byers for a roadway along what is known as Powell's Lane when sufficient infonmation is given to him as to the location of such road. And be it further resolved that the Exeoutive Secretary is request ed to issue his ch~ck to the land owner or owners in the amount of $175.00 for the purchase of said right-of-way if and when secured.
