incurred in the operation and maintenance of his office for the month of Mar, 1940,
showing a total of $937.09, of which two-thiras, or $624.73, has been paid by the
County, the remaini er to be paid by the State, and the Board approving the said I

incurred in the operation and maintenance of his office for the month of June, 194Q,
showing a total of $972.46, of which two~thirds, or $648.31, has been paid by the i

report of expenses incurred in the operation and maintenance of his offioe for
the month of June, 1940, showing a total of $478.16, of which one-halt or $239.08,

This d.ay came P.Rixey Jones, County :barm Agent, presenting to the Board the
matter of manufacturing mattresses at the Courthouse through the Il1eans of a Works
Projects Administration Project, and advising the Board that the cost to the
County would be approximately $30.00 for sponsoring the aforesaid ~roject.
Upon consideration whereof, and on motion of T.D.'iatkins, it is resolved, that
P.Rixey Jones, be, and he is hereby authorized and directed to make..the necessary
application throurh the Works Projects Administration for a Cotton Uiattress Projec~.
~d be it further resolved that the sum of $30.00 be, and it is hereby appropriate~
fram the County's unappropriated surplus for the sponsor's oontribution to the i

This day the Executive Secretary read before the Board a letter from l~.
Thomas C.Boushall, President of the Ricl~ona Community Council, in which waS out-
lined the various aids that could be secured from the said Community Council
for Chesterfield County. \\hereupon, it is resolved on motion of W.A.Horner,
that the ~xeoutive Secretary be, and he is hereby dire~ted to express to the
Riohmond ~ommunity Council by letter this Board's appreciation of the Community
Oouncil's offer, and the letter is filed.

This day the Committee appointed to look into the matter of steep grades i
in the bridge over the Atlantic Coast Line RR.Oompany's tracks at Dunlop, made itsl
report to the effect that the Atlantic Coast Line RR. Company has agreed to lessenl
the steep grade on the west-end of the bridge as soon as the Virginia Department i
of Highways is ready to raise the embankment to coincide with the raising of the i
bridge. Upon consideration whereof, it is resolved on motion of W.A.Horner, thatl
the Executive Secretary be, and he is hereby direoted to request the Atlantic I
Coast Line RR.Company and the Virginia Department of Highways, to submit letters I
setting forth their plans in this matter, and the Committee is continued. :

This day came, Robt. Lloyd in behalf of Leo E.Ullman and requested that
this Board extend Highland Avenue, east of 3rd Street to 4th Street, through
the property of Leo E.Ullman, for which a 50-toot right-of-war will be donated.
And it appearing to the Board that the extension of the said street would be of
great pUblic benefit and would provide for the laying of a now proposed sewer
~in, it is therefore resolved on motion of W.A.Horner, that Highland Avenue be
extended from Thire Street to Fourth Street, in Melrose, and that said extension
be and it is hereby made a County road. And be it further resolved that the ,
Commonwealth Attorney be, and he is hereby requested to draw up the proper papers!
for the deeding of a fifty foot right-of-way for this street, whioh right-Of-way i
is to be donated by Leo E. Ullman. . i

written by H.H.\~lls, of Route #8, Chesterfield County, to the Atlantic Coast II
Line RR.Company, complaining of the rough grade crossing of \iarwiok Road, Rt.H647,
over its tracks of the ~tlantic Coa~t Line RR.Oompany. Upon consideration I
whereof, it is resolYed on motion of W.A.Horner, that the .liIxecutive ~cretar'y
be, and he is hereby directed to refer this complaint to the Atlantic Coast Line

This day the Executive Secretary advised the Board that work had been stopped
on the Works Projeots Administration Road Projeot and thut the reason was unoertain
at this time. Vfuereupon, it is resolved on motion of H.~.LOyne, that the Executive
Secretary be, and he is hereby directed to inquire of t~e IVorks Projects Administra1ion
the reason for cessation of work on the aforesaid road project and obtain any I
information as to the future of this project. I

This day the Axecutive Secretary read before the Board a letter from Lewis I
L.Hanes, Jr., who is employed by the ~ounty to make water connections in the I
Bellmeade Sanitary District,requesting that his wages be increased from the present I
40ct. per hour rate to 60 cts. per hour. Upon consideration, it is resolved on !
motion of Il.A.Horner, that the rate of compensation for Lewis L.Hanes,Jr., be, I
and it is hereb, set at 50cts. per hour, effective June 25, 1940. I

This day the Bxecutive Secretary brought to the attention of the Board the I
matter of paying the balance due R.Stuart Royer, Consulting Engineer, for professiorlal
services rendered Bellmeade .and Manchester Sanitary Districts in the preparation of-1
plans, specifications, and Vi.P.A. application for a water and sewer project. !
Whereupon, it is resolved on motion of wi.h.Horner, that the ~ecutiveSecretary Issu~
this County's warrant for the balance due R.Stuart Royer, as provided in his letter II
of November 18, 1939.
This day the Executive Secretary reported for the COIllmi ttee appointed to I
study and draft a system .of rules and regulations by which to operate any sanitary I
district within the County. iihereupon, it is resolved on motion of W.A.Horner, I
that the following rules and regulations be, and they are hereby set forth as the II
rules and regulations by which each and ever';l sanitary district in this county will,
be operated and governed, to-wit: I

A water connection will be the furnishing of all material and labor by
the County to make connection to the water main nearest the consumer's
property line and build service line to a point 4 feet away from the
property line, including meter.

PERMITS: I
A permit will be required for any and every water and sewer connection.
Application must be made for permit to the District Clerk who will issue
permit after all proper ch&rges and deposits have been made by applicant.
There will be a cherge of 256ts. for each permit.
DEPOSITS:
A deposit will be required of each vlater consumer in an amount equal
to double the amount of one month's minimum charge.
DELINQUEKCY:
Any water bill not paid by midnight of the 15th of the month in which
bill is rendered willbe termed delinquent and a penalty of 258twill be
added. Any water bills unpaid by midnight of last day of the month in
which bill was rendered will be termed cause for discontinuing service
on the first day of the month and a charge of 50cts. will be added before
water service will be turned on again.
HOURS OF COLLECTIDN:
Bills will be payable at the office of the District Clerk between the
hours of 8:00 a.m. and 10:00 a.m., and 5:00 p.m. and 7:00 p.m., on Mondays
through Fridays, and between 8:00 a.m. and 4:00 p.m. on each Saturday.
DATE. OF IJIETER READING:
All water meters are to be read on the 20th day of each month. Any
new customers will pay the full minimum charge regardless of date of
oollection.
PETl'Y CASH FUND:
Each District Clerk will be supplied with $10.00 to be used as a
Petty Cash Fund for making change.
This day the ExeCutive Secretary advised the Board that the water consumed
in the Bellmeade Sanitary District in the past two months was over the minimum
one million gallons for eaoh month. Whereupon it is resolved on motion of
W.A.Horner~ that effeotive July 20,1940, water' consumed by patrons in the
Bellmeade ~anitary Vistrict must be paid monthly at the rate of $1.80 per

the first 4,000 gallons or fraction thereof, and at the rate of 40cts. per thousand
gallons for all water consumed over 4,000 gallons, such quantities consumed to be
determined by a meter for each consumer.
On motion of p.'li.Covington, it is resolved that the ,Executive Secretary
employ a competent person, fully qualified to read water meters and make water
and sewer service connections in the Ettrick Sanitary District.
On notion of W.~.horner, it is resolved that $100.00 be, and it is hereby
appropriated from the County's General Fund unappropriated surplus for dental
clinic work at Camp Baker and County Schools, and the County's budget is hereby
amended accordingly.
This day the Executive Secretary read before the Board a request of the
Local Department of Public lielfare in the following words and figures:
"July 1, 1940
Board of Supervisors
Gentlemen: I
For the pest two years you have eppropristed $4,000 per yesr for .
medical, hospital and institutional care of needy persons. By oa~ing I
the maximum use of funds from state sources and from civic organizations,
we have supplied the requirements without expending the entire appropriatiol.
While the total amount expended during the past year on this type of
service has been in excess of $4,000, the expenditure from the County
fund was $3,500. I
For the coming year the original appropriation allowed only. $577.53 Wilh
which to continue this service. "e believe the full amount of $....000.00
will be needed for the coming year. There are now 3 cases of tuberculosis
in sanatoria and a monthly average of 5 cases are cared for in hcbspitals.

An estimated amount of appr&ximately $2,300 will be unexpended
from the 1939-'40 'Vie If are Budget. We request that the Board at this
time appropriate $2,000 so supplement the original appropriation of
~577.53 with the view to aiding such additional funds as may appear

Upon consideration whereof and on motion of H.T.Goyne, it is resolved that tre
matt en of an additional appropriation for h~spitalization be, and it is hereby
deferred until the September meeting of this Board.
On motion of W..A..Horner, the correspondence and records of. the County Health
Department are hereby placed at the disposal of the State Health Uepartment at I
Chesterfield County for such reference as it desires to make, said correspondence
and records remaining the property of Chesterfield County.
This day the County Road Engineer made his report in writing on the
extension of Second Avenue, south from Melrose Sub~division to the Southampton
Sub-division, to-wit:
"Your County Road Engineer, acting in accordance with your resolution
of June 11, 1940, viewed the proposed road site in Manchester District,
the extension of Second avenue in Melrose Subdivision, Nev~ort Avenue
in the Southampton Subdivision, and respectfully reports as follows,
to-wi t:
(1) The establishment of said proposed road will be of great
public convenience and not merely one of private convenience.
(2) 'l'he propo:sed road should not be opened and kept in order
by any individual or individuals.
(3)
No yard, garden nor orchard will be taken upon the establishment
of said rOEd.
l41 The names of the land owners on said proposed route are:
James H.Scott and Mary Wingfield Scott
(5) The only land owners are opposed to the road at this location
and have not mede any coromittment as to any price they might
ask. They may make an o!fer at a later date.
(6) The County Road Engineer recommends that the Board offer the
total swm of $300.00 for the 1.4 acres to be acquired.
(7) The County Road :b:ngineer reports that in his opinion this road
should be established and the cons truction of same should be dOml
wi th funds available from the County Road funds, as soon as
practicable ."
Upon consideration whereof and on motion of H.A.Horner, it is resolved

that the extension of Second ~venue as indicated in the report of the County
Road Engineer, through the property of James H.Scott and Mary Wingfield Scott,
be, and the same is hereby established as a county road. And be it further
resolved that in accordance with the report of the County Road Engineer the
sum of $300.00 be, affered to the property owners for the right-of-way necessary
for said street extension. And be it further resolved that if the said sum of
money is not acceptable to the property ovmers then M.A.Cogbill, Commonwealth's
Attorney, be, and he is hereby designated as agent and attorney for this Board to
institute and conduct the necessary condemnation proceedings to acquire right-
of-Way for said street extension.
On motion of T.D. \iatkins, it is resolved that the Chairman appoint a
Committee to confer with the Executive Secretary relative to additional ~elp
in the office of the Executive Secretary. It is here noted that the Chair~n
appointed, W.A.Horner, T.D.\iatkins~ and H.T.Goyne, and directed that said
Committee make its report to this ~oard at the next regular meeting.
On motion of ii.A.Horner, the Committee heretofore appointed to advise
with the Virginia Electric and Power Company, cODCerning the removal of poles on
the right-of-way on Rt.I6l0 from Rt.#656, towards the Shell Oil Company's plant
be, and it is hereby continued with power to act.
On motion of P.W.Covington, it is resolved that the Virginia Department
of Highways be, and it is hereby requested to improve Boisseau Street, between
Sixth avenue and its east end, in the Village of Ettrick, be re-grading and
applying a light couf.e of pit gravel or other suitable material to the now
existing roadway.
And be it further re solved that the cost of the aforesaid work and
materials be paid for by this County to the said Virginia Department of Highways
upon completion of the work, said sum to be paid out of the County Road Fund.
On motion of ~i.A.Horner, the Executive Secretary is authorized ao instruct
W.W.LaPrade, County Surveyor, to make Ii survey of the right-of-way for Cherry Lane
and to furnish blue print copies of said survey so that same may be attached
to deed granted said right-of-way.
On motion of W.A.Horner, the ~xecutive Secretary, is directed to advise
with the Department of Highways relative to "the transfer of mileage" from
Riverside Road in Manchester Distriot to Stratford Road in Stratford Hills.
... ~Jhereas, in the budget for the year 1939-'40 there was a provision
for treatment and repairing of roads at the Courthouse, said work to have been
done by the Virginia Department of Highways, and
Whereas, said work was not accomplished and the swne was not included
in the ne w budget for 1940-' 41, and
Whereas, it appearing to be proper to amend said last mentioned
budget so th8t said road may be completed, it is resolved on motion of W.A.Horner,
that the budget for 19401'41, be, and the same is hereby amended to include
therein for treatment and repairing of rDa4s at tm Courthouse, and the sum of
i225.00 is added to the budget's a for.mation the same may require.
On motion of J.G.Hening, the Executive Secretary is authorized and
to expend a sum not to exceed $40.00 for cleaning the grounds at Camp Baker.

This day a letter from Eos. M.Hatchett, J.i.Qting City Manager of the I
City of PeterSburg, Virginia, relative to the number of fire hydrants in the
Ettrick Sanitary District was read before the Board and the Executive Seoretary I

This day a statement from Dr.Eu~ene C.Eggleston for administering ser~

This day the Executive Secretary represented to this Board
several quotations for supplying fuel oil to Camp Baker for the on-ooming ~ear
and it appearing desirable to obtain advice from certain suppliers as to the
wholesale price to municipal governments, it is resolved on motion, that the
