by the County, the remainder to be paid by the State, and the Board approving the

This day came, E.J . Gorman , nevily appointed Gamei'arden of Chesterfield County by
the State Commission of Game and Inland Fisheries and was presented to the Board.
Upon motion of H.T.Goyne, the appointment of the said E.J.Qorman is hereby
approved and the total compensation and allowances in so far as this County is
obligated, is set at $45.00 per month.
.~ain in the matter of the proposed construction of additionel school facilities
at the Chester liigh and Manchester High Schools came, Mrs. Frank Laine, J~s.N.G.
House, R.:N.iiinfree and others, requesting this Board to grant additional funds
to the School Board to meet the requirements of the said proposed construction.
Upon construction whereof and on notion of T.D.iiatldns, the request of the County
School Board for an additional $30,000.00 10aheto be used in constructing an
additional buildings at the Chester High School is hereby rejected.
~iherea,;, this Boa:d has heretofore authorized the County School Board of Chesterfie~d
County to borrow two sums of money aggregatin~ ~200,000.OO to build two (2) high I
schools, one at Chester School and one at and/or near Elkhardt School, and
'rihereas, sire e the said authorization bids have been received an the construction
of the high school at Chester and such bids are far in excess of the loans authoriZid,und
'iihereas, it appears the, t due to the unusual conditions prevailing at this time, its,
in the opinion of this Board, unwise and unsound to proceed with the construotion
of said buildings. '
Now, Therefore, on motion of i/.A.Horner, it is resolved that the County School I
Boar~ of C~te field County, Vir.ginia, be, and it hereby is respectfully requested I
to'delay its action in ordering the construction of either Chester High School
and/or Elkhardt High School. And be it further resolved that the said County
School Board be, and it hereby is, respectfully requested to grant a conference I
to this Board.

On motion,ttle Chairman was requested to appoint a Committee to confer with the
~chool BOard Committee, and the Chairman appointed the entire Board as such
Committee. And be it here noted that the meeting date of such Committee to
confer with the School Board Committee was set for 8:00 p.m. on Tuesday,
January 21, 1941..'

with W. L.Broaddus negarding the reopening of the Old Stage Coach Road, stated I
before the Board that the Committee had requestad the said W.L.Broaddus to furnish I

It is resolved, on motion of H. T. Goyne, that the policy of this Board requiring all
vacations by Uounty employees to be taken during the calendar year, be, and it is
hereby revised and amended to require all County employees under the direction
of this Board to comp1e te the annual vacation allowed during any one fiscal year.
The Executive Secretary read before the Board form letters from the State
Compensation Board in the fixing of compensation and expenses of the Treasurer,
Commissioner of Revenue and the Commonwealth's Attorney for the calendar year
beginning January 1, 1941, and the same is filed.
this day again the matter of abandoning a portion of Rt.if360(01d Goode's Bridge
Road), and a portion of twoseotions of Ninth Street Roed Rt.U336, came before
the Board, and it appearing that all the notices required by law have been had
and given and that no person appeared in opposition thereto and that it is proper
and does not interfere with the rights of anyone to abandon a portion of said
roads. How, therefore, be it resolved, on motion of W. A. Horner, that a
section of Old Goode's Bridge Road, Rt. U360, between the Ap,pomattox River and
.355 miles east, and two sections of Ninth Street Road. Rt.H336, which have been
unnecessary as public road3 due to the relocation of Rt.~336.
This day the Executive Secretary brought to the attention of the Board the
request of contractors building homes on Newport Avenue in Summerhill Plaza
Addition, that said Newport Avenue between Terminal ~venue and Sukmerhill Avenue
be put in good condition for public travel. And it appearing to the Board
that six dwellings now exist on said Newport Avenue, it is therefore resolved I
on motion of ~l. A. Horner, that the ~xecutive Secretary be, and he hereby is I
directed to advise all interested parties that the section of Newport Avenue, betwten
Summerhill and Terminal Avenues, in oummerhill Plaza Addition will be considered
by this Board for reco~ndation to the Virginia Department of Rlghways for I
addition to the otate Seoonaary Road System, effective July 1, 1941. I

This day there was presented to this goard a certified copy of an order of the
Circuit Court of Chesterfield County approving and confirming the sale of the
Poor Rouse Farm for the sum of $6500.00, and directing the execution of a deed
conveying the same to B.\I..iatkins the purchaser or to such person as the said

On motion of J.g.. Haning, it is resolved that H. L. Chalkley end ~'illiam~; S.
Coburn, Chairman and Clerk, respectively, of this Board, be, and they are
hereby, directed to execute and acknowledge on behalf of this Board a deed
conveying the said Poor House Farm. to B.W.Watkins or to such person as said
B.W.llatkins shall direct. .n.nd be it further resolved that said deed be
delivered to said B. 'vi. \'atkin:s 01;' to whom.e he directs upon the receipt of the
County Treasurer of the sum of $6500.00 in payment of the purchase price.

directed to pay to Robt. L.Young, Acutioneer, thw sum of $250.00 for his
services in selling the County Poor Farm property. I
n.nd be it further resolved that this County's budget be, and it is hereby revised
and amended by the appropriation of %i250.00 from the "Unappropriated Surplus I
of the General Fund for Compensation of ~uctioneertl - budgetary code 18-148.
This day again the matter ot obtaining permanent easements or rights-ot-weys I
for the construction, maintenance and operation of a Sanitary Sewer Line and I
treatment plant in and for Manchester Sanirary District Number 1, came before
this Board, and it appearing that said pe~anent easements or rights-of-way
can not be obtained at sums agreeable to this Board and the landowner through a
bona fide offer was and/or there are certain landowners who cannot legally contra t
with said Board and/or certain landowners who are unknown and/or who are non- I
residents of this State with whom a bona fide but ineffectual offer has been mad~.
Upon consideration whereof and on motion of \i.a.Horner, it is resolved that the !
necessary permBnent easements or rights-of-way for the construction and maintenanre
