This day, J. ~Jm. J.iance, Treasurer, sutmitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of May, 1941,
xnowing a total of $925.43, of which two-thirds or $61e.QQ, has been paid by the
County, the remainder to be paid by the State, and the~oard approving the said
report, the same is filed.
This day, Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expenses inourred in the operation and maintenance of his office for
the month of May, 1941, showing a total of $914.57, of which two-thirds or $609.71,
has been paid by the County, the remainder to be paid by the state and the Board
apprmving the same, the report is filed.
This day, Marous A.Cogbill, Commonwealth's Attorney, submitted to the Board his
report ~or the month of May, 1941, showing expenses incurred in the operation and i
maintenance of his office, showing a total of $448.72, of which one-half or I
$224.36 has been paid by the County, the remainder to be paid by the State, and the
BOard approving the same, the report is filed.
Reports from the following offioes were submitted and filed: Trial Justice,
Chief of Police, County Agricultural ~gents, Home Demonstration Agent, Executive
Seoretary, Treasurer, Welfare Department, and Health Department.

This' day agaan the matter of the location of the public road from Rt. #654, near
Turner's Store, to Route #653, at Good Hope-'school, oame before the Board... lu1d
in support and opposition to the location of said road, came two delegations
respectively. Upon consideration whereof, and on motion of T. D. Watkins, it is
, resolved that the County Surveyor, be, and he is hereby instructed to continue
with the survey of said road on its present location. And be it further
resolved that said Surveyor furnish a survey to the Commonwealth's Attorney of the
right-of-way to be secured from Mrs. J. R. Bailey through her property leading
I from the above road to and near the property of Marks, Crastic and others.
This day, E. S. H. Greene, Supt. of ~chools, came before the Board and requested
the Board to consider the matter of the appropriation of ~3805.35 as an additional
amount to complete the vocational training shop at the Chester High School and
stating that he did not come at the request or direction of the School Board, and I
he presented plans of the proposed vocational training shop. Upon I
consideI'&tion whereof, and on motion of P. Vi. Covington, it is resolved that the I
Chaimap of this Board be and he is hereby directed to appoint a Committee to confe1
with Mr. Greene in this matter, with power to act, in the mattdr of authorizing
Mr. Greene to proceed on tre basis of the recommendation of the said 60mmitte6.
It is here noted that the Chairman appointed: vi. A. Horner; H. T." Goyne; and
J. G. Hening as such Committee. (This Committee upon due consideration I
unanimously decided to permit the Board of Education to oonstruct the building I
not to exceed the amount request by Mr. Greene). I

It appearing that from time to time heads of departments of the County government i
have made purohases of supplies for their respective departments and not through I
the Purchasing Agent. Upon oonsideration whereof and on motion of J. G. HeniIlg,
it is resolved that the heads of all departEents of this County government be, and I .
they are hereby requested and directed in the matter of purchases of supplies I
for their respective departments to submit their requisitions for suoh supplies I
with specifications for such to the Purchasing Agent, as has heretofore been \
directed. And be it further resolved that a copy of this resolution be
certified to the heads of departments. I

This day the b:xecutive Secretary read before the Board a letter from the Health I
Department making recommendations far improvements at Camp Baker to comply with
this Board's ordinance in such matter. Upon cons iderat ion whereof and on motiont
of T. D.'latkina, the refommendations of the Health Department as set out in said
letter are approved i.Dd directed to be complied with. And the Executiv" Secreta Y
is to attend to such improvements.

This day copies of the report of the examinationof the accounts and records of the
Sheriff of Chesterfield County, and of the Criminal costs to the Commo~wealth
of Virginia for the calendar year 1938 was submitted, and ordered to be filed.

This day the Executive Secretary read to the Board a letter from the Health I
Department outlining its findings on Light Street in Ettriok, of sewer water I
backing into the sink in the home of Mrs. Beulah Maddra, and the Executive secretary
stated further that the Virginia State College for Negro~s is installing a pipe I
line which will corre~t this condition; and the letter is ordered filed. ,

This day a letter from the Richmond Times-Dispatch relative to the publioation
of the WExpenses and Receipts of Officers of Chesterfield County", was read and
ordered to be filed.
It is resolved on motion of T. D. 'i1atkins, that County employees be, and they are
hereby given holiday on July 5, 1941.

This day, H.T. Goyne, presented a petition from residents living along the norhhernl
end of Route '609, north or Sherbourae Avenue, requesting that same be surface
treated. And it appearing that the road is in such condition as to make it I
necessary and desirable that same be surface treated for the allaying of dust
in the summer months and for the useability of same in the winter months. Upon
consideration whereof and on motion of H. Tl Goyne, the Virginia Department of I
Highways be, and it hereby is requested to s..urface treat said Route #609, north fraj
Sherbourne Avenue.. And be it further resolved that a copy of this resolution
be forwarded to the Virginia Department of highways.

This day came Mr. Howard Taylor and requested this Board to take into the County \
Road System, a road known as the Old "estham Road,for a ahort distance. Upon
consideration and on motion of J. G. Hening, it is resolved that the matter be I
referred to the Road Committee with instructions that such Committee report to this
Board at its next regular meeting. I
On ~otion of H. L. Ohal~.y. it is resolved that .8 of a mile be addad to Route #66l.
running southwestwardly and known as Piney Grove Road, through the properties of '1
the Skinquarter Hunt Club and R. vi. Whi taker, to the line of EuiLa Bailey; and the
same be, and it hereby is taken into the County Road Sys tem. And be it further i
resolved that the Virginia. Department of Highways be, and it hereby is requested I
and authorized to expend an amount not to exoeed ~300.00 on said road, the same
to be from theCounty 3ct. ~oad levy. And be it further resolved that a copy' I
of this resolution be forwarded to the Virgi~ia Department of Highways. I

This day Dr. E. C. Gates, Health Officer, of Chesterfield County, came before
Board and reported that he and the Di.rector of Sanitation had been called for
military duty on July 1, and June 13, 1941; and requested that a leave of
absence be,and it hereby is,granted to the said Dr. ~. C. Gates, County Health
Officer and said Director of Sanitation, Lt. F~ed B. Grant.
This day, C. ~l. Smith, Chief of Police, in accordance with a request of this Board
in a meeting on the 28th day of May, 1941, appeared before this Board and
recommended the appointment of Craig S. Ro~aine as a Polioe Officer for Ba!dc
County and James J. Eggers as a dispatcher in the police naadquarters, such
appointments to be effective July 1, 1941. Upon consideration whereof and
on motion of H. T. Goyne, it is resolved that C. W. Smith, Chief of Police,is
authorized and empowered to employ Craig S. Romaine a s County Police Officer and
James J. Eggers, as Police Dispatcher, effective July 1, 1941.

This day Mrs. Elizabeth W. Bagby, Supt. of Public wlelfare, came before the Board
in explanation of a letter written to the members of said Board, asking for an
additional typist in the Department of Public "llelfare. Upon consideration
whereof and on motion of H.T. Goyne, the matter is deferred to the next meeting
of this Board.

This day the Board received from the County Electoral Board a bill for the printin
of ballots for the special election in the matter of the issue of school bonds
for Che ster and Manche ster Schools. On motion of H. T. Goyne, payment of same
be and it hereby is order~d, !'Ubject to the approval of the Commonwealth's Attorne .
On motion of H. ~. Goyne, it is resolved that th.e Virginia De~artment of Hi€hways
be, and it is hereby requested to expend a sum uot to exceed $150.00 on the
Bellmeade Heights Road; namely, Bellmead t~venue from Ridge Blvd. .3 of a mile sout
Brightwood Avenue from Ridge Boulevard .3 mile south; Ridge Boulevard .1 mile
west from end of I::ltate maintenaoce; .1 mile on road paralleling State Highway
below Half-Way House in front of property owned by Mr. Petway, and put same in
oondition for travel. Said sum of '150.00 to be paid out of the County 3ct.

On motion ot VI. A. Horner, the !'Um of $895.00 is hereby appropriated from the tl
"Unappropriated Surplus" of the General Fund to "P'orest Fire Extinction" - budgeta y
code 7-208. And be it further resolved that the budget for 1940-'41. be,and
it is hereby amended by decreasing the "Unappropriated Surplus" of the General Funt
by $895~QO, and "Fire Extinction" is increased by $895.00.

On motion of H. T. Goyne, the sum of $200.00 be, and it hereby is appropriated i
from the "Unappl1opriated Surplus" of the General J:'und to the "Extinction of I
Fires tl _ budget ary code 7 - 299, and th e County's curre nt budget is hereby so I
amended. 4ndbe it further resolved that the Chairman is requested to I
appoint a Committee to make a study of fire calls and to work out some way inwhichl
the se oalls may be handled to the bestadvan tage. It is here noted that the I
Chairman appointed: i/. A. Horner; and l'. W. Covington as such Committee. I
On motion of P. W. Covington, the sum of $635.00 Is hereby appropriated from the
"Unappropriated Surplus" of the Ettrick Operating Fund to the Ettrick Sanitary
District Operating Fund, and the budget is amended accordingly.
It is ordered that the meeting be now adjourned until June 27, 1941, at
7:30 P. M.
