This day, Geo. .i. Moore,Jr. Commissioner of Revenue, submitted to the Board his
report of expanses incurred in the operation and oaintenance of his office for the
month of June, 1941, showing a total of $1033.85, of which two-thirds, or $689.23,
has been paid by the County, the remainder ~o be paid by the State, 8nd the
Board approving said report, the same is filed.
This day, Marcus ~. Cogbill, Commonwealth's ~ttorney, submitted to the Board his
report for the month of June, m941, showing expenses incurred in the operation
and maintenance of his office, showing a total of $458.32, of which one-half is
paid by the County ($229.16), the balance to be paid by the State, and the
Board approving said report the same is filed.

WHEREAS, the Virginia Department of Highv:ays has relocated a part of Rt. #336 (Ninth
Street Road) and has constructed on the relocated road a highway, and
\illli'RBAS, it appears that from a letter and plat this day filed, from the State
Commissioner to the ;,jtate Highway Commission, that the Commission no longer deem
it necessary to use that portion of Rt. 11'335 for the reason that the swp.e has been
relocated, and
\i~RE.~, it further appears that it is not necessary to the use of this County Road
System because of such relocation, and that the said old part of Rt. #335 should '
be abandoned to the fee simple owners thereof, and should be discontinued as a
public highway and should revert to the adjoining land-owners.
NOW, THEREEDRE, this Board doth declare this section of said Rt. u336 (Ninth Street
Road) as formerly located abandoned as a public hiehway.
\lHEREhS, by le t ter, the Virginia Depar trnen t of Highways, thr ough its Re siden t
EEgine er, P. \i. Snead, has reque sted this Board to abandon among other Routes
#1223 and #1210, and
V~~AS, it appears that from sketch subnitted with said letter and this day filed
th~,t Rts. 1223 and ff12l0, routes leading into Rt. 336,and that Rt. 336 has been
relocated leaving a part of ht. 1223and Rt. 1210 unused, and
\.liEREAS, it appears it v'ill never be necessary that these unused portions of
$1223 and 11210 te used as a public road,
NOW, THEREFORE, it is resolved and declared that the said sections of Rt. 1223
and Rt. 1210 be forever abandoned as a public highway.
This day oame, Mrs. Elizabeth W. Bagbg, Supt. of Public vwelfare, and requested
this Board to appropriate the unexpended balanoe of June 30, 1941 to the Virginia
Publio .I~ssistance Fund. Upon consideration where of " and on motion of W. A.
Horner, seconded by J. G. Hening, it is resolved that the Chairman,be. and he
hereby is directed to appoint a Committee to make a study of the administrative
cost of the Welfare Department and that such Committee make its report to this
Board at its next meeting. And be it further resolved that the appropriation
of $500.00 for an additional worker in the offioe of the Welfare Department, be,
and the same is hereby tabled until such time as the study herein above direDted
is completed. It is here noted that the Chairman apppinted as this Committee:

~~AS, this Board heretofore approved the borrowing of $200,000.00 from the
State Board of Eduoation, divided into loans to be used in the oonstruotion of a
new high school at Manchester High School and a new high sohool at Chester
High SchOO 1 , and
WHEREAS, since said date this Board' and County School Board of Chesterfie ld'
County have J in accordance with law. issued bonds in the amount of $200,000.00
in lieu of borrowing said amount from the State Board ot Education, and
WH:E:REAS it appears that the said School Board has pas sed a resolution rescinding
all o~ its action in contracting for a loan from the state Board of Education, an
WHEREAS, it appears proper that this Board do likewise,
NOW, THEREFCRE, on motion of W.A. Horner, it is resolved that any and all
resolution passed by this Board approving the borrowing Of said 1200,000.00
from the State Board of Education, be,and they are hereby rescinded; and be
it fUrther resolved that certified copies of this resolution be forwarded to
the School Board of Chesterfield County and to the state Board of Education.

This day, E.S.H.Greem, Supt. of Schools ot Chesterfield Oounty, presented a
resolution of the CountQ School Board request ing this Board to approve the
borrowing Of .8,000.00 from the State Board of Education for an addition to the
Midlothian School. Upon consideration whereof, and on motion of W. A. Horner,
it is resolved that the request for approval of borrowing $8,000.00 from the Stat
Board Of 'Education be, and the same is hereby denied.
And be it further resolved that it appears that there is suffioient amount of
money appropriated in the budget for the fiscal p:ear 1941-'42 to make such
addition.
This day the matter of a proposed right8of-way from the Hundred Road in Dale
Distriot, Chesterfield Co~nty, Virginia, running southwardly across the property
of George K. Robertson, J M. Brandt and C. V.Brandt. to the Camp of the Boy
Scouts Of .iurerica, came before the Board and upon consideration whereof, and
on motion of J. G. Hening, it is re solved tha t the Exeoutive Secretary of this
Board, be. and he hereby is, authorized and directed on behalf of this Board to
make an offer to the owners of said land of the sum of $50.00 for said right-ot-
way; and be it further resolved that the il.ttorney for tne Commonwealth, be, and
he hereby is directed to institute condemnation prooeedings in the name of this
Board or through the .ti.gency of the Virginia Department of Highways, if the offer
of $50.00 is not accepted for the said right-of-way; and be it further resolved
that the Virginia Department of Highways, be, and it is hereby requested to make
the deposit of $50.00 in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia, so that construction might proceed on said proposed right-~'~
right; and be it further resolved that this Board will pay the cost of suoh
proceeding and the award "'~r compensation and damage, if any.' It is here
noted that the address of George K. Robertson is Chesterfield, Virginia, and the
last known address of J. M. Brandt and C. V.Brandt is Chesterfield, Virginia.
This day the Executi va Secretary read before the Board a letter from the Virginia
Department of Highways to Charles Hines on Rt. g651. On motion of Yl.A.Horner,
the sum of '5.00 be and it hereby is appropriated for right-of-way from said
Charles Hines and the Executive secretary is directed to draw check for such
amount when in reoeipt of proper deed for right-or-way.

This day the ~xecutive Secretary submitted to the Board a letter from Jno. C.
Goddin, of Goddin and Hardy, requesting this Board to improve a road in J4ancheste
District known as "Longview Drive".Onmotion of vi. A. Horner, the said '
"Longview Drive" in Manchester District, be, and the same is hereby taken. into
the County Road System.
This day the Exeoutive Secretary read before the Board a letter from Mr. Holmes
Smith, Developer, requesting that Clarence Avenue in Manchester District be taken
ih'to the County Road System. On motion of W. A. Horner, the said Clarenoe
avenue in Manchester, be, and the same is hereby taken into the County Road
system, if and when the said road is put in condition to meet requirements of
this County. ~nd be it further resolved that a copy of this resolution be
forwarded to Mr. Ho lme s Smith.

This day the matter of onntract for the collection of garbage in the \vestover
Hills Garbage Collection and Disposal .area came before this Board, and on motion
of W. A. Horner, it is resolved that E. W.Blankenship, the present contractor
be and he is hereby awarded the contract for another year at the ~e amount
as fixed 1n the original contrac~~
This day the Executive Secretary read before the Board a letter from the Link

Belt Company of Philadelphia, Pa., requesting that they be released for the delive~y

referred to the Buildings and Grounds Committee. It is here noted that on this

This day a letter from Col. Roy Heflebower, Surgeon Medical Corps., United States
J~, relative to the deferment of Dr. E. C. Gates, County Health Officer, was
read and same is ordered to be filed.
This day the Executive seoretary made report on the progress of the Defense
Program (County-wide \iater System). On motion, the Chairman is requested to
appoint a Committee to carry out the vJork in that connection. ,lhereupon, the
Chairman appointed as that Committee: W. A. Horner; M... Cogbill, and W. H.

This'day the Exeoutive Secretary reported that it was necessary that space
in a building for janitor'S supplies, jail supplies, and other supplies.

This day the Executive ~ecretary read, at the request of SUpervisor H. T. Goyne,
a letter from Mrs. Gertie E. Vaughan, also a pet;tion signed by twenty-five
citizens residing along the Coxendale Road, Rt. U615, all concerning the improve-
men~ of Coxendale Road. On motion the letter and petition are ordered filed.
On motion of W. A.. Horner, it is resolved that the Executive secretary be and he
hereby is authorized and directed on behalf Of this Board to secure the necessary
right-of-way on Rt. t653 south of and at 1560, and to offer the owner of said
:dght-of-way a sum not to exceed $50.00. And be it further resolved that
the said sum of money if not accepted for said right-of-way, the Commonwealth's
Attorneyis hereby ordered to proceed with condemnation proceedings through the
agency of the Virginia Department of HiFhways, or this Board.
This day, W. A. Horner, presented a petition from 01 tizens of Bellmeade Sanitary
District, asking this &ard to make the change s and improvements of the streets
and highways in the vicinity of Bellmeade School, as indicated on a plat attached
thereto. On motion of W. A. Horner, it is resolved that the Road Committee be
and it hereby is directed to view the said streets and highways in the vicinity
of Bellmeade School, and make report at the next meeting of this Board.
On motion of T. D.i/atkins, it is resolved that the Road Committee be and it hereby
is directed to make an offer not to exceed $100.00 for right-of-way on Cherry Lane
to Mr. W. G. Lipsoomb, the owner.
On motion of H. T.Goyne, it is resolved that the resolution heretofore passed
by this Board authorizing the appointment of a Committee knovm as a Committee

same is hereby amended to read as follows:
" On motion, it is resolved that the Chairman of this Board, be, and he hereby
is directed to appoint a Committee of two, to-wit: One member of this Board, the
l!:xecutive Secretary of this Board, to be known as the "Committee to hear oomplaint
brought against members of the Police Department". J\nd be it further
resolved, that when a complaint is made against a member of the Police Department
who is assigned to a District which is not represented on suoh Committee by a
member of this Board, then the Supervisor from such District shall become a
member of suc@. Committee. The powers and duties of such Committee shall be
as follows: (l) To hear such complaints and to determine whether such oomplaints
be of sufficient foundation to certify the same to the Boare of Supervisors for
its aotion, (2) To hear the testimony af the member of the Police Department
against whom suoh compla1nt is made, if he desires to testify, (3) To hear !Uoh
other testimony as such Committee may desire to hear, (4) If such Committee
deter.mines that such complaint as is being heard by it is well founded and should
be heard by the Board of Supervisors, then such Committee may, in its dlsoretion,
suspend such member of the Police Department against whom such complaint is made,
and the oompensation of such member of the Police Department shall oease until
such charges are heard and determined by the Board of oSupervisors. If suoh

by reason of such oomplaint his compensation withheld during the time of suspenSio~
shall be restored to him, (5) The Chief of Police, when complaint is made to him I
' against a memeer of the Police Department in v~iting, shall, if he deem it of
sufficient importance, notify each member of the Committee, in writing, that such I
complaint has been made, and the Committee shall determine upon a time and place
for such hearing, and shall notify the member of the Police Department against Whoi
such complaint is made. If complaint is made to any member of the ComIni ttee
and he deems it of suf~icient importance to be heard, he shall notify the other
members of the Committee. The Chief of Police shall sit wi th said Committee I
at all of its hearings for the purpose of giving such infor.mation and advice
to said Committee as it may request of him. The Chief of ~olice shall be
notified of all complaints and meetings. nnd be it further resolved that the
Chairman be and he hreby is directed to appoint the member of this Board to such
Committee.
It is here noted that H. T. Goyne and the Executive secretary are appointed as
such Committee.
This day iJ. A. Horner reported on the drilling of a well at Bellmeade School, and
upon considerationwhereof and on motion of W. A. Horner, seoonded by J. G. Hening,
the ~xecutive Secretary, be, and he hereby is directed to have the said well
drilled an additional 100 feet or less.

YffilliREAS, the Virginia Department of Highways several years previous to this date ~
began the straightening and \ddening of present Route #60, also known as
Midlothian Turnpike, easterly and'westerly of and through the Village of Midlothia ,

WHEREAS, it eppears that the said Virginia Department of Highways did widen and I
improve said Route No. 60 eastwardly and Westwardly of the Village of llidlothian,
but for reasons known to said Department, the widening and improving of said I
Route i~ the Village of Midlothian was deferred, and, I
V~AS, it tlppears that it is desirable that the said Route No. 60 within the II
Village of Midlothian be widened, straightened, improved and curbed and guttered.
On motion of H. '1'. Goyne, it is resolved that the Road Committee be and it hereby
is requested to view the Extension of Winfree Street in the Village of Chester
and make report to this Board at its next regular meeting.
NOVi I T.W:.REFORE, and in considera.tion whereof, and on motion of T. D. Viatkins,
it is resolved that the said Department of highways, be, and it hereby is I
respectfully requested to complete its improvement of Route No. 60, in the County i
of Ch~sterfield, and in and through the Village of Midlothlan and that it widen, I
straighten, improve, curb and gutter the same.

the Virginia Department of Highways,
