On motion of J. G. Hening, it is resolved that the T. B. Association be and it
hereby is authorized to use a room in the Caretaker's House at Camp Baker,
until more suitable quarters may be arranged for, upon the condition that it
is agreef.lb le to the VI. vi. Be kar Child vJelfare Auxiliar y.
This day the Chairman of the Buildings and Grounds Committee submitted a
blue-print drawing of a storage building in accordance with the direction of
this Board heretofore given. Upon consideration whereof, and on motion of
J. G. Hening, it is resolved that the said building as outlined in said plans
be constructed. And be it fUrther resolved that the Kxecutive Secretary
be and it hereby is authorized and directed to proceed with the construction
of said building in the most economical manner, whether by unit contract or
time and material plan.

This day sgain the matter of the supplying of water in the Manchester Sanitary I
District #1 came before the Board. Upon consideration whereof, and on motion!
of J. G. Hening, it is resolved that the ~ater Committee be r~quested to continu~
its operation and that it put in the necessary bleed lines at the end of the
water lines to improve the quality of the water; that the Water Committee have
analyses of the water in said system made and to oake advertisment of the report
of such analysis if it be advisable. Juch analysis should be made from water
taken from the system in the Manchester Sanitary DistritJt and the Bellmeade
Sanitary District.
This day the Committee appointed by this Board in its meeting on July 8 to
investigate the apparent high cost of the administrative expense of the Welfare
Department, made its report through its Chairman, T. D. Watkins, and recommended
that the Comml ttee be continued to obtain additional information and to make
further study of same. Upon consideration whereof, and on motion of J. G.
Hening, it is resolved that the oral report of said Committee be accepted and
that the Committee be continued in force and to make further study. And it is
further resolved that it is the opinion of this Board that at this time the
budget for 1941-'42 so far as it relates to the Department of Public Welfare
should not be amended.
On motion of J. G. it is resolved that an appropriation of $200.00~ be, and the .
same is hereby made out of the General County Fund for use by the Committee i
appoihted by this Board as a Committee to bring about the approval of Chesterfie14
County as a defense area so that federal funds may be obtained for the constructiqn
D~ a county-wide water system. I

This day the Road Committee recommended that Third Street in Bellmeade, just east I
of Bellmeade Sohool, be opened as a pUblic road bnd placed in the County Road i
System. Upon consideration wheroof, and on motion of \i. A. Horner, it is I
resolved that the said Thira Street, just east of Bellmeade School, be, and the sri e
is hereby put into the County Road Svstem. .~d be it further'resolved that
P. il, Snead, Resident lI.ngineer, VirgInia Department of HiEhvays, be, and he
hereby is requested to improve th1s I::ltreet so as to put it in conditions to be
traveled, the expense of which is to be paid for out of the 3ct. road levy.
This day the ~oad Committee reported that it was the opinion of the Committee I
that the County School Board purch..ase from Fred C. Grant that portion of Highland I
avenue which lies south of the southern line of the property recently acquired
from Fred C. Grant by the County bchool Board. And that same should be placed
in the a~ea recently purchased ~or a playground. Upon consideration whereoft
and on motion of Vi.A. Horner, it is resolved that the CountySchool Board be and I
the same is ~eby requested to take this under consideration. i

This day the Road Committee reported that it had viewed Winfree Street in the i
Village of Chester, as requested by Mr. J. C. Perrow, and made its recommendation I'
that this Street be brought up to specifications as required by this Board before
taking it into the County Road System.

On motion of H. T. Goyne, it is resolved that the report of the Road Committee
be aocepted and approved and the Exeoutive Secretary be and he hereby is direoted
to inform Mr. J. C. Perrow of the actipn of thi s Board.

This day the Executive Secretary read before the Board a letter from the state j
Compensation Board, dated July 21, 1941, addressed to 1~. J. Wm. Dance, Treasurer
of Chesterfield County, which letter is in part in the following words and figures
"The Compensation Board at its meeting held on Saturday, July 19th,
transferred from your unused bond premium allowanoes '28145 to cover
the overdraft in your allowanoe for cost of issuing dog medals.
The action of the Board was taken subject to the concurrence of
your Board of Superitisors and does not change the total allowance
authorized 'Iou for the calendar year 1941".
Upon consideration whereof and on motion of J. G. Hening, it is resolved that the
action of.theState CompensationBoard,be, and the same is hereby ooncurred in.
This day the ExecutiveSecretary informed the Board that in compiling the budget
this Board had inadvertently omitted from the budget any appropriation for the
operation of the ~oning Commission. Upon consideration whereof, and on motion
of W. ~. l~rner, it is resolved that the budget for 1941-'42 be and the same is
hereby amended to include an appropriation of $700.00 to the Zoning Commission.
And ~e it further resolved that the budget be amended to show the transfer of
the sum oft700COO from the "Unexpended Balance to the appropriation of the
Zoning Commission". And be it further resolved that a copy of this resdlut'ion
be forwarded to the Treasurer of Chesterfield County so that he may set up same
on his budget control.
This day the Commonwealth's Attorney reported that condemnation proceedings starte
against the Sydnor Pump and Hell Company had been dismissed as heretofore
instr].lcted by this Board and that the Court had upon application of Garland S.
Sydnor allowed an .rl.ttorney's fee of i500.00 to Garland S. Sydnor. On motion of
J. G. Hening, it is resolved that the amount so ordered to be paid by the Court
be and the same is directed to be paid to Garland S. ~ydnor.
On motion of Vi. a. Horner, the Axecutive Secretary be and he hreby is instructed
to render a statement tb J. M. Turner and A. L. Davis for the construction and
improvement of Poco shock Boulevard in Pocoshock Hills.
