This day, J. Wm. ~ance,Treasurerl submitted to the Board ~is report of expenses
incurred in the operation and ma ntenance of his office for the month of July,
1941, showing a total of ig30.98, of which two-thirds or 1620.65 has been paid
by the County, the remainder to be paid by the State, and the Board approving the
said report, the same is filed.
This day, Geo. il. Moore, Commissioner of Revenue, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of July, ~941, showing a total of $796.33, of which two-thirds or
~530.89 has been paid by the County, the remainder to be paid by theState, and
the Board approving said report, the same is filed.
This day, Marcus A. Cogbill, Commonwealth's Attorney, submitted to the Board lims
report for the month of July, 1941, showing expenses incurred in the operation
and maintenance of his office, showing a total of $458.32, of whioh one-half
or $229.16 has been paid by the County, the remainder to be paid by the State,
and the Board approving said report the same is filed.
Reports from the following offices were submitted and filed: Trial ~ustice, Chief

This day came, Dr. E. C. Gate s, County Health Off ieer, pre senting to the Board
Miss Helene A. Mahoney, and Mr. Julian Hirst, newly appointed County Nurse and
Direotor of Sanitation, respectively.
This day came, J. B. Womble, ~ttorney, representing Mr. J. C. Perrow, relative to
the extension of Winfree Street, and it appearing that H. T. Goyne, Supervisor
from Bermuda District being absent, the matter is laid on the table until a later
date when Mr.Goyne will be present.
On motion of P. W. Covington, it is resolved that Riverview Road in Grove Park
Subdivision, adjoining the Town of Colonial Heights, be, and the same is hereby
taken into the County Road System. A print of the Subdivision in which said
Riverview Road appears is ordered to be filed with papers of this Board.
On motion of W.A. Horner, it is resolved that the Resident Engineer, Virginia
Department of Highways, be, and he hereby is directed to treat Powell ~oad in
Manchester District with calcium ohloride.
This day a petition signed by citizens on Spring Road, near Stop 10, Petersburg
Pike, requesting that said Spring Road be put in condition for travel, was
read. Upon consideration whereof, and on motion of W. A. Horner, it is resolved
that the said Spring Road, be, and the same is hereby taken into the County Road
System. And be it further reso~ved that the Resident Engineer of the Virginia
Departrwnt of HighWays be, and he hereby is requested to put the same in \\sable
condition, chargeable to the 3ct. road le'y,
This day again the Committee appointed by the Chairman of this Board relative
to the administrative costs of the Departrwnt of Public Welfare, acting through
its Chairman T. D. ~iatkins, made report and recommendation, the reoommendation
being that the iielfare Board be authorized to increase the salaries of the clerks
of this Department so that they might be able to acquire more oompetenb~help.
Upon consideration whereof, and on motion of J. G.Hening, the report of said
Committee is re!eived and the request for the appropriation of the 6nexpended
balance of $2900.71, he, and the same is hereby denied.
'ills reas, it has been sug@ested to this Board that the \westover Hills Corporation,
the owner of a sewer system in the County of Chesterfield, is reluotant to permit
connec.tions to such sewer system because it is feared by said corporation that
suoh act on the part of said corporation would cause the Board of Supervisors
to tax such sewer system as a public service system, and
Wbereas, this Board has heretofore declined to tax said sewer system as a publio
service sewer system,
Upon consideration whereof, and on motion of vi. A. Horner, it is resolved that it
is the sense of this Board that the sewer system owned by the \lestover Hills
Corporation be not taxed as a public service corporation property by reason of
permitting connections to such system of properties not in the iiestover Hills
Subdivision.
This day a copy of the audit of the records of the Trial Justice Court, prepared
by the Auditor of Public Acoounts is received and ordered to be filed.
'fhis day the Executive Secretary su'tmi tted to the Board quotations for the
supplying of fuel oil for Camp Baker and the Ettrick Sanitary District Municipal
Building. Upon considel'ation whereof and on motionof P. W. Covington, it is
resolved that the contract for supplying :f:uel oil to CaL.p Baker is hereby
awarded to P. L. Travis & Bro., and the contract for supplying fuel oil to
the Kttrick San. Dist. Municipal Building is awarded to the Delta Otl Company.
This day the Executive Secretary read before. the Board a letter and statement
from the Department of Finance, Division of Accounts and Controll Commonwealth
of Virginia, setting forth the sum of money required to be contr buted by this
County on or before December 1, 1941 as part of the salary of the Judge of
Circui:b Court. On motion of P. 'Ii. Covington, it is resolved that the Kxecutive
Secretary, be, and he hereby is directed to mail check to cover such statement
to the proper Department.
This day the Executive SecretaJ'Y made report on the shnitary condition of the
jail. Upon consideration of said report and on motion of W. A. Horner, it is
resolved that the Health Officer, Dr. E. C. Gates, be, and he hereby is directed
to make monthly inspection of this jail and report to this Board.
On motion of W.A. Horner, it is resolved tl~t the sum of $3,000.OO,be, and the
same is hereby transferred from the Unapproprl ated Surplus of the Bellmeade I
Sanitary District Operating ~'und to 10d-324 - ItPurcm se of Water in the Bellmead~

It appearing to the Board that J. G. Eggers, has recently been employed by this
Board as Police Clerk and Day Dispatcher, and that a srdary should be fixed.
Upon consideration whereof, and on motion of ~. A. Horner, it is resolved that
the monthly salary of J.G. Eggers be and the same is hereby set at $100.00 per
month.
'l'his dlilY tae Executive Secretary presented a statement from the Richmond Fire
Department for fighting fire at the plant of E. C.Brinser, inhune amount of
$625.00. Upon consideration whereof and on motion. it is resolved that the
said amount of $625.00,be paid. ~d be it further resolved that the current
budget be and it hereby ~s amended to transfer from the Unappropria ted Surplus
of the General Fund to n.l!'ire Extinction" - budgetary code 7-234, t.he amount of
$1000.00 !
This day the ExecutiveSecretary read before the Board a proclamation by the
Governor of Virginia, calling attention to the serious power shortage in this
Country, end requestlng that all areas adopt Daylight Saving Time, and
Whereas, it appears that the Proclamation was received several days ago and that
the Executive Secretary after consultation with individual members of the Board,
adopted the Daylight Saving Plan for all offices of this County, and that such
action on the part of the Executive Secretary should be approved. Upon
consideration whereof, and on motion, it is resolved that the Daylight Saving
Plan for County Offices, be, and the same is hereby adopted. And be it further
resolved that the action of the Execu ti va Secretary in adopting Bame is hereby
approved.

On motion of T. .1). \ia.as, it is resolved that the Chairman be directed to appoint
a Committee to make a stUdy of delinquent taxes. It is here noted that the
Chairman appointed, T. D. Yiatkins, and P. Wl Covington as such Committee.

This day came E. A. Moseley and County bgent, P. Rixey Jones, requesting the I
Board to rent as a warehouse certain portions of the freight station at Centralia,
said space for storage of cotton and phosphate for the AAA Program. Upon
consideration whereof, and on motion of T.D. Watkins, it is resolved that the I
County Agent bet and hehereby is authorized to rent said storage space at a rate
not to exceed l~ cts. per square foot floor space.
This day P. W. Snead. Resident Engineer, Virginia Department of highways, presente
to the Board ~be revised budget for Secondary Roaas for the year 1941-'42.
Upon consideration, and on motion of W. A. Horner, it is resolved that the said
revised budget for the Secondary Road System in the County of Chesterfield for the
year 1941-'42, be, and the same is hereby approved.
This day the Chairman presented to the Board a deed from R.W.Vfuitaker to the
County of Chesterfield for right-of-way in Clover Hill District known as Route
#665, and the same is ordered to be recorded.
This day there was presented to this Board a petition of persons living alo~ the
abandoned right-of-way of the old Tidewater and \iestern Railway between Rt. '10
and Rt. '632, requesting the Board to take under consideration the acquiring
of said right-of-way for use of a County road. Upon consideration whereof, and 01
motion of J. G. Hening, the Chairman is directed to appoint a Committee tosecure
the right-of-way along said abandoned right-of-way, without cost to the County,
if possible. Whereupon the Chairman appointed J. G. Hening and the Executive I
secretary as this Committee. I
This day Miss Lena Warwick, speaking in behalf of the \i. .ji.Baker Child Welfare
Camp Auxiliary, extending to this Board and the Commonwealth's Attorney and I
Executive Secretary and invitation to luncheon at Camp Baker on September 9, .
1941. On motion, it is resolved that the invitation is gratefully aocepted. I
On motion of lie L. Chalkley, T. D. Watkins, presiding, it is resolved that a
road leading southwardl~ from Rt.j655 at th~ ~tern corner of U. B.Puckett's
land, along an old road to the line of J.A. and H. L. Chalkley. be, and the same
is hereby taken into the County Road System.
